IGANG ELEMENTARY

SCHOOL
This handbook on School Discipline is crafted to set rules of good behavior
and good conduct. In order for peace and order, harmony, respect and good
relations among teachers, pupils and peers to flourish, discipline is a must.
As quoted from the Bible “Train up a child in the way he should go and
when he is old he will not depart from it”, it is imperative that education and
training on appropriate values should start early on. It must be a collaborative
effort of parents at home, teachers at school and the church and the community.
Each play great role in shaping learners’ good values and virtues.
Aristotle said that “educating the mind without educating the heart is no
education at all”. It is very true. While nurturing the mental faculties, teaching the
children good characters is much more important. Most of the times, conflicts arise
due to lack of self-discipline and self-control, bad actions and bad words comes
from within for “out of the richness of man’s heart the mouth speaks”. Good deeds
and good words comes from the values instilled and treasured in the heart of
everyone.
Igang Elementary School look forward to producing well-rounded learners-
well equipped with good manners, right conduct, with self-discipline. Learning the
competencies will be at hand.

DepEd Order No. 40, S. 2012
“Child Protection Policy”
Objective
The Department of Education promotes a zero-tolerance policy for any act of child
abuse, exploitation, violence, discrimination, bullying and other forms of abuse.
Principles
1. Schools shall be conductive to learning and children shall have the right to
education free from fear;
2. All children shall be protected from all forms of abuse and bullying to
develop self-esteem and self-confidence;
3. Schools shall advocate a positive and non-violent mode of disciplining
children to foster self-discipline and to improve self-esteem;
4. Corporal punishment shall not be imposed on any child in school for the
purpose of discipline, training or control;
5. School head shall take steps to prevent bullying and ensure that the
appropriate interventions, counselling and other services, are provided for
the victims of abuse, violence, exploitation, discrimination and bullying;
6. Pupils, students or learners shall respect the rights of others and refrain from
committing acts of bullying and peer violence;
7. Parents shall be actively involved in all school activities and events that raise
awareness on children’s rights, positive discipline, and prevention of
bullying;
8. Visitors and guests shall be oriented on the Child Protection Policy, and
9. All school shall establish a Child Protection Committee (CPC)
Bill of Rights of Pupil/Learner
Every pupil has the right to
1. Learn in an inclusive, child-friendly, gender sensitive, safe and motivating
environment;
2. Enjoy responsible freedom of speech and expression;
3. Conduct and to participate in all activities and programs;
4. Suffrage, to apply for a position, to nominate, and to be elected into office,
and to exercise other electoral practices;
5. To due process;
6. Freely and responsibly express their concerns, views, and grievances;
7. Equal, legitimate, and responsible use of adequate, safe, clean, and efficient
school facilities.
Special provision for Learners with Special Educational Needs LSEN or
Person with Disabilities (RA No.9442- Magna Carta for Disabled Persons)
They shall be entitled to
a. At least twenty percent (20%) discount on the following
 Purchase of medicines, medical and dental services, professional fees of
attending doctors,
 Fare-domestic air and sea travel
 Fare-public railways, bus, van or PUS
b. Educational assistance
-provisions of scholarships, grants, etc. …provided that PWD shall meet
minimum admission requirements
c. provision of express lane/priority lanes
-example in voting places
School Discipline
In school, teachers, personnel, administrator are expected to be at all times
set, act, live, exemplary good conduct in words and in deeds. They are expected to:
Set rules for good manners
Model good manners
Praise good manners
Practice good manners and
Correct bad manners
School Discipline
Discipline
 Control gained by enforcing obedience or order
 Orderly or prescribed conduct or pattern of behavior
 Self-control
 Training that corrects, molds or perfects the mental faculties or moral
character
 A rule or system of rules governing conduct or activity
Rule
 A predetermined behavioral expectation
 A boundary that draws the line between inappropriate and appropriate
behavior
 An internal structure that guides appropriate behavior

Disciplined; disciplining
 To punish or penalized for the sake of enforcing obedience and perfecting
moral character
 To train and develop by instruction and exercise especially in self-control.
Self-discipline
 Anyone who’s having a right conduct.
-the ability to control yourself for good purposes.
-help to live peacefully, productively and most of all meaningfully
-a choice that is not automatic but rather requires conscious effort
-the ability to overcome your weakness and temptation to quit while in
pursuit of a worthy endeavor
-the ability to focus intently on a task or goal with the purpose of achieving a
certain result

Authority to Maintain School Discipline
The school shall maintain discipline inside the school campus as well as
outside the school premises, when pupils are engaged in activities authorized by
the school
Imposition of Disciplinary Action
School officials and teachers shall have the right to impose appropriate and
reasonable disciplinary measures in case of minor offenses or infractions of good
discipline. However, no cruel or physically harmful punishment shall be imposed
or applied against any pupil or student.
Parents must be informed by the teacher or school head or guidance
counselor designate of any misconduct on the part of their children for which
disciplinary action is necessary; and a written promise of future exemplary conduct
signed by the pupil and countersigned by his parents/guardian shall be required.
Disciplinary Sanctions
The following are the disciplinary sanction that may be imposed on pupils
for the commission of any offense defined herein;
1. Reprimand, Censure or Warning
These are sanctions meted out by way of admonishing the erring pupil that
repetition thereof or other similar offense will be dealt with more severely;
A command to stop the behavior, a reason to stop the behavior, and a new
behavior that replaces the old one.
2. Suspension
The offender may be barred for a certain period from the class/es or from the
school
3. Dismissal
This is an extreme form of disciplinary administrative sanction whereby an
offender is dismissed from school without finishing the school year.
Classification of Offenses and their Corresponding Sanctions/Penalties
1. Those against school peace, order, security and safety
a) Carrying or displaying explosives or fireworks or possessing firearms,
knives or other deadly weapons of whatever kind within the school
premises.
Penalty: suspension or dismissal
b) Assaulting, insulting, challenging, fighting, or committing physical abuse or
any act of gross disrespect directed against persons in authority, teachers,
personnel and fellow pupils or threatening to do any of the aforementioned
acts;
Penalty: suspension or dismissal
Disrespect-
To act in an insulting way toward other thinking very little of them,
 Acting rude, impolite and offensive
 A rude expression intended to offend or hurt
 Language or behavior intended to mock or humiliate
 Abusive or venomous language used to express blame or censure or bitter-
deep seated ill will
c) Rude conduct in the class or/and preventing in any manner, administrator,
teachers and personnel and fellow pupil from performing their duties or
exercising their rights.
Penalty: First offense- Parents/guardians will be called at the office
Warning/Reprimand
2nd offense- suspension
Third offense- dismissal
d) Failure or refusal to wear appropriate attire/uniform within the school
premises.
Penalty: First offense-warning
2nd offense- Parent/guardians will be called at the office
Third offense- suspension
2. Those offensive to public decency, good custom and morals
a) Gambling, maintaining or participating in any game of chance within the
school premises
Penalty: warning to suspension of not less than five (5) days
b) Cheating in examination, forgery, tampering, other falsehoods;
Penalty: suspension to dismissal depending on the gravity of the
offense
Forgery- an imitation that is passed off as genuine
- fake, imposture
c) Drinking liquor in the school premises or entering in the school premises
under the influence of liquor or begin in the state of drunkenness;
Penalty: suspension to dismissal
d) Use of offensive language or commission of acts which are disrespectful,
vulgar, indecent, or which in any manner may cause shame or injury.
Penalty: warning to suspension depending on the gravity of the
offense

3. Those that endanger health and sanitation


a) Spitting on the floor and walls
Penalty: warning to suspension of one (1) to five (5) days
b) Vandalism-writing on tables, chairs, walls, desks, floor;
tearing, destroying school properties and other similar acts;
Penalty: warning
will clean the area
will replace the property being damaged
c) Littering of paper or any form of waste within the classroom or within the
school premises
Penalty: First offense- will clean, collect litters all over the school
premises
2nd offense- warning
Third offense- suspension
4. Those detrimental to the property rights and interests of the school
a. Gross disobedience to or disregard of a lawful order or authority of any
faculty member or school officials resorting to invectives, personal insults or
malicious imputations, oral or written, in order to discredit or ridicule school
officials, personnel, teachers or fellow pupils
Penalty: suspension to dismissal depending on the gravity of the case
b. Robbery, thievery and acts of malicious mischief involving school property
Penalty: reprimand to dismissal depending on the gravity of the offense.
5. Those against the inviolability of the school records, certificates and other
official documents.
a. Forging of/tampering with school records and other forms of
misrepresentation;
Penalty: suspension or dismissal depending on the gravity of the offense

Note: National Laws and Local Ordinance shall govern the offenses not
stated in the Code of Discipline of pupils.
Basis of Discipline
Every student shall observe, in addition to the laws of the land, the rules and
regulation formulated herein and other rules that will be passed regarding
discipline.
6. Absences and Tardiness
Regularity of attendance and punctuality are required. A pupil who incurs
absences of more than twenty (20) percent of the prescribe number of class during
the school year should be given a failing grade.
When a pupil is absent he/she must present an excuse letter or letter of
explanation signed by his/her parent or guardian; or
He/She could bring his/her parent or guardian to school for a short
conference with the class adviser.
Habitual Tardiness
Habitual tardiness specially during the first period in the morning and in the
afternoon shall not be allowed.
Teacher concerned shall call for the parent of the pupil for a short
conference.
7. Recommended School Attire
School uniform must be worn on days agreed upon.
Allowed attire other than uniform:
For boys: polo shirt/t-shirt short pants/pants
For girls: blouse and skirt dress
(blouse with sleeve, skirt- knee-length or below the knee without long slit)
8. Allowed Haircut for Boys/ Proper Grooming
a) Boys should always have proper haircut.
Proper haircut: at least one (1) inch above the ear and three (3) inches
above the collar line.
b) Coloring of hair, with stylish “kalsada” haircut or eyebrow is not allowed.
c) The wearing of earrings or body tattoos whether permanent or temporary is
prohibited.
d) Nails should be kept short and clean.
9. Allowed/ Proper Grooming for Girls
a) Girls should always be neat and tidy. Long hairs should be properly combed
and use of hair clip, hairband and ponytail style is allowed.
b) Girls could wear proper earring and jewelry provided it is modest and
simple.
Dangling earrings will not be allowed.
c) Nails should be kept short and clean.
10. Attendance in Flag Raising and Flag Lowering (RA No. 8491, DO No.50 S.
2015)
All learners are required to attend the flag raising ceremony every Monday
at 7:30 in the morning and the flag lowering every Friday afternoon at 4:45 to 5:00
pm.
Learners/Pupils who are late in the flag raising will be listed and will be
required to perform the following:
Singing of the national anthem, reciting the Panunumpa sa Watawat and
Panatang Makabayan and to sing all the songs MIMAROPA March, Palawan
March, Estrella Del Norte and the exercise Galaw Pilipinas;
They will have to write a letter of explanation for being late.
2nd offense: Warning and the parents will be called by the class adviser.
3rd offense: suspension for one (1) to three (3) days.

11. First Bell and Second Bell/Time Class Start

Monday to Friday 8:00 in the morning and 1:30 in the afternoon

1st bell Monday-7:00 1st bell Tuesday to Friday-7:30


2nd bell Monday-7:30 2nd bell Tuesday to Friday-8:00

12. Campus Security (DECS Service Manual 2020 Sec. 4 p. 92)
Only bona fide pupils of the school shall be allowed inside the school
premises and classroom during school hours.
No visitors shall be allowed inside the school premises during school hours
except for valid reasons. They shall be required to sign the logbook.
The school therefore has the right to prevent the entry of persons not having
any lawful or authorized business inside its premises specially when classes are
going on.
Teachers shall confer with parents/guardians or entertain visitors during their
off period.
Off period: 11:30-12:00 in the morning 12:30-1:30 in the afternoon
No students/pupils or visitors shall be allowed inside the school campus/
building and the premises after the last class period has ended except for important
cases.
No pupil shall be allowed inside the school campus/building and the
premises on holidays, weekends and during declared class suspensions except
when required and under supervision of class adviser on important cases only.

13. Bullying in any form is not allowed
Republic Act 10627 (Anti-Bullying Act of 2013)
Bullying refers to any repeated or severe use by one or more students of a
verbal, electronic or written expression, or a physical gesture or act that can bring
physical or emotional harm to the victim.
It is also perceived as creating an unfriendly environment for the other pupil
that can cause disruption in the educational process.
The following is considered acts of bullying:
 Any unwanted physical contact between the victim and the bully such as
pushing, shoving, punching, tickling, headlocks, slapping, teasing, fighting,
inflicting school pranks and the use of available objects or weapons;
 Any act that can create damage to a victim’s emotional well-being; (taking
of property, destruction of property etc.)
 Any accusation that can make the victim emotionally distressed such as
profanity, foul language, negative comments or derogatory remarks on the
victim’s appearance, body and clothes.
The school strictly adhere to and is serious in its implementation of Republic Act
(RA) No. 11313 of 2019 known as the Safe Spaces Act or otherwise known as
“Bawal Bastos”
These are among others punishable acts
 Cursing, wolf-whistling, cat calling, and intrusive gazing
 The use of words, gestures or actions that ridicule on the basis of sex,
gender or sexual orientation;
 Persistent telling of sexual jokes.
15. Inclusive education is implemented by school should be guided by Republic
Act No. 9442 or otherwise known as Magna Carta for Disabled Persons or PWD
Punishable acts are as follows
 All acts of bullying
 Insulting and other forms of disrespect
