FOREWORD

This Ethiopian Standard has been prepared under the direction of the Technical Committee for Medical Science
& Health care practices (TC 90) and published by the Ethiopian Standards Agency (ESA).
This Ethiopian Standard cancels and replaces ES 3612:2012, Health Post Requirements.
Application of this standard is COMPULSORY with respect to clause 4 and 5. A Compulsory Ethiopian
standard shall have the same meaning, interpretation and application of a “Technical Regulation “as implied in
the WTO-TBT Agreement.
Implementation of this standard shall be effective as of 03-04-2021.

Basic Health Post Requirements

1. Scope
This Ethiopian standard specifies minimum requirements for the establishment and maintenance of basic
health post (BHP) with respect to practices, premises, professionals and products or materials that are
required to provide Basic health services at primary level of care.
2. Normative References
The following documents, in whole or in part, are normatively referenced in this document and are
indispensable for its application. For dated references, only the edition cited applies. For undated
references, the latest edition of the referenced document (including any amendments) applies.

3. Terms and Definitions
For the purpose of this standard the definition of terms shall apply:
3.1
basic health services:
a package of services comprising promotive, preventive, and selective curative; and community based
rehabilitative health extension program services.

3.2
basic health post:
a service delivery outlet where basic health extension package (HEP) services are provided.

3.3
mobile health services:
It refers to an approach to deliver health extension services for mobile communities in which services are
provided where there is no health facility.

3.4
facility based services:
a range of basic health extension services that are provided at fixed place (Health Post) by qualified health
professionals on daily basis.

3.5
community based Services:
a variety of preventive, promotive and rehabilitative health extension packages which are provided at out-
reach level (household, community and schools, youth centers ,institutions, and workplace) by a team of
health professionals on scheduled basis

4. General Requirements
4.1 The Basic health post (BHP) shall provide basic health extension service.
4.2 The Basic health post (BHP) shall provide facility based and community based services.
4.3 The BHP shall be open for 24 hours a day and seven days a week.
4.4 The BHP shall collect, organize, analyse, use and report routine local health data.
4.5 The BHP shall have functional referral and linkage system.
4.6 The BHP shall effectively utilize all HEP strategies, guidelines, manuals, SOPs, directives in all its day-
to-day activities.

5. Specific requirements
5.1 Practices
5.1.1 The BHP shall promote early ANC, PMTCT, LLIN use, maternal nutrition, birth preparedness and
complication readiness, danger signs, maternal waiting services, skilled delivery, postpartum care,
postpartum FP, FP, EPI, initiation of early breastfeeding and healthy life style.
5.1.2 The BHP shall promote self-breast examination.
5.1.3 The BHP shall provide Ante Natal Care (ANC)
5.1.4 The BHP shall provide post natal care.
5.1.5 The BHP shall provide ICMNCI.
5.1.6 The BHP shall carry out pre-referral management of labour complications
5.1.7 The BHP shall manage maternal mastitis and pre-referral PPH.
5.1.8 The BHP shall screen children and maternal malnutrition.
5.1.9 The BHP shall provide SAM and MAM management for malnourished children.
5.1.10 The BHP shall provide immunizations service.
5.1.11 The BHP shall provide all family planning methods except IUCD and permanent methods.
5.1.12 The BHP shall treat menstrual problems and irregularities.
5.1.13 The BHP shall provide adolescent friendly sexual and reproductive health services.
5.1.14 The BHP shall provide prevention and control of major communicable and non- communicable

diseases interventions.
5.1.15 The BHP shall provide HIV prevention and control services.
5.1.16 The BHP shall carry out diagnosis (RDT) and treat uncomplicated malaria cases and provide pre-
referral treatment for severe and complicated malaria cases.
5.1.17 The BHP shall create awareness; carry out screening and link of common communicable and non-
communicable diseases, and mental neurological and substance use Disorder (MNSD).
5.1.18 The BHP shall providebasic palliative care.
5.1.19 The BHP shall refill medications and follow up for selected chronic illnesses.
5.1.20 The BHP shall provide basic emergency service.
5.1.21 The BHP shall provide disaster management service.
5.1.22 The BHP shall conduct surveillance based on the national guideline.
5.1.23 The BHP carries out wound cleaning and dressing.
5.1.24 The BHP shall manage neglected tropical diseases (NTDs) based on national protocols.
5.1.25 The BHP shall practice the following out-reach community- based promotion of hygiene and
environmental health.
5.1.26 The BHP shall promote improved latrine construction and utilization.
5.1.27 Promote sanitation marketing for improved latrine and healthy housing conditions.
5.1.28 The BHP shall promote appropriate personal hygiene practice.
5.1.29 The BHP shall promote safe water management at household and community level.
5.1.30 The BHP shall promote proper solid and liquid waste management.
5.1.31 The BHP shall promote institutional health for hygienic, safety and healthy environment.
5.1.32 The BHP shall provide health education and promotion.

5.1.33 The BHP shall provide health education.


5.1.34 The BHP shall create demand for all health packages.
5.1.35 The BHP shall promote community engagement and participation.
5.1.36 The BHP shall actively engage community on identification and referral of TB suspected cases.
5.1.37 The BHP shall identify index TB cases and their contacts.
5.1.38 The BHP shall coordinate malaria prevention, control and elimination.
5.2 Premises
5.2.1 The premises shall be well marked and easily accessible for disabled clients, elderly, children and
pregnant mother.
5.2.2 Patient waiting area and corridor of the BHP shall be safe and child friendly.
5.2.3 The BHP should have uninterrupted water and power sources
5.2.4 All outpatient rooms shall have adequate light, ventilation and sanitation facilities.
5.2.5 The BHP should have information, communication equipment and data processing devices with
internet connection.
5.2.6 The BHP shall have means of emergency communication and transportation.
5.2.7 The BHP shall have residential rooms for its staffs.
5.2.8 The BHP shall have waste disposal system such as incinerator, and solid waste disposal pit).
5.2.9 The BHP shall have fence
5.2.10 The BHP Premises shall contain a minimum of the following rooms/areas.

5.3 Professionals
5.3.1 The BHP shall be directed by a health extension worker Level 4 or 3.
5.3.2 The BHP staffs shall provide both facility-based and community-based services.

5.4 Product

Organization and Objectives
The Ethiopian Standards Agency (ESA) is the national standards body of Ethiopia
established in 2010 based on regulation No. 193/2010.ESA is established due to the
restructuring o f Quality a nd Standards Authority o f Ethiopia ( QSAE) w hich w as
established in 1998.

Ethiopian Standards
The Ethiopian Standards are developed by national technical committees which are
composed of different stakeholders consisting of educational Institutions, research
institutes, government or ganizations, certification, inspection, and testing
organizations, regulatory bodies, consumer association etc. The requirements and/
or recommendations contained in Ethiopian Standards are consensus based that
reflects the interest of the TC representatives and also of comments received from
the public and other sources. Ethiopian Standards are approved by the National
Standardization Council and are kept under continuous review after publication and
updated regularly to take account of latest scientific and technological changes.
