Organizational Context and Scope

I. Core Functions / Responsibilities:

Established in 1951, IOM is the leading intergovernmental organization in the field of


migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does this by offering services and advice to governments and migrants.
Under the overall supervision of the Chief of Mission and direct supervision of the
Emergency Coordinator and Programme Officer, the incumbent will be responsible of
supporting and supervising IOM Wash interventions in Ouaddai Province.

II. Responsibilities And Accountabilities

1. Support the implementation, monitoring and evaluation of Water, Sanitation and


Hygiene (WASH) program activities according to project objectives, quality standards
and needs in Sila Province, in line with IOM’s policies and procedures and donor
requirements.

2. Participate in needs assessments, focus group discussions, and community
engagement with returnee and, host communities, including indigenous
communities, municipalities, community representatives and beneficiaries in
coordination with the Head of sub office.

3. Provide technical inputs to strengthen IOM Chad WASH programming.

4. Provide support in the preparation of the technical construction drawings, bill of


quantities (BoQs), and materials and technical specifications for WASH
interventions, in line with international and national standards.

5. Ensure the delivering of WASH kits in targeted communities in coordination with local
authorities and civil society organizations, and monitoring beneficiary satisfaction.

6. In close collaboration with the relevant IOM units support the implementation of
communication with the communities and awareness raising campaigns on
WASH/NFIs interventions.

7. Provide training to IOM staff, local partners and stakeholders participating in the
WASH activities.

8. Liaise and coordinate with relevant stakeholders such as local government actors,
UN agencies, NGOs and civil society in relation to the project activities and represent
IOM in relevant meetings and Working Groups.

9. Consolidate and regularly share information and support in preparing workplans,


updates, progress and assist in the preparation of the weekly and monthly reports.

10. Provide support in regular data collection, analysis and systematization and maintain
record of all documents related to beneficiary and project documents.

11. Undertake duty travel as required.

12. Perform such other duties as may be assigned

III. Required Qualifications and Experience:

Education

- Master’s degree in civil engineering, Environmental Engineering, Architecture, or a


related field from an accredited academic institution with 1 years of relevant
professional experience; or
- University degree in the above-mentioned fields with 2 years of relevant professional
experience.

Experience

- Experience in liaising with Government agencies, national/international institutions,


United Nations Agencies and non-governmental organizations.

- Experience in the field of construction, engineering, water and sanitation and
contract management.
- Experience in working with migrants, returnees, internally displaced persons, and
other vulnerable groups.
- Good knowledge of project monitoring and evaluation (M&E).
- Experience working with a non-governmental organization and/or international
organization is an advantage.

Skills

- Works effectively with local authorities, stakeholders, and beneficiaries.


- Excellent organizational skills; analytical and creative thinking.
- Computer/software literate.
- Strong interpersonal and communication skills.

Languages

✓ IOM’s official languages are English, French, and Spanish.


✓ For this position, fluency in French and Arabic is required (oral and written).
✓ Working knowledge in English is desirable.
