All the District Educational Ofcers and Additional Project Coordinators of


Samagra Shiksha in the State are informed that the State government is
prioritizing foundational literacy and numeracy as part of aligning with the
National Education Policy (NEP) 2020 and other key frameworks. This focus on
early childhood care and education (ECCE) is crucial for ensuring that children
develop essential skills at a young age.

In this context a comprehensive initiative aimed at enhancing the skills of


Grade 1 and 2 teachers through a structured 60-day certificate course. This
collaboration between the Department of School Education, Samagra Shiksha,
and ASER (Pratham) emphasizes a blended learning approach, combining both
offline and online training methods. This fexibility can help accommodate various
teaching environments and learning styles, ultimately aiming to improve the
quality of education in early grades over the course of three years.

Accordingly, a comprehensive training initiative is take-up by the


department for enhancing the teaching skills among the secondary teachers.
The 60-day certificate course (Gnana Prakash) for Key Resource Persons (KRPs)
has been successfully implemented, along with the second layer of DRP trainings.
Now, the focus shifts to providing ground-level training for 34,000 SGTs at the
district level. This will take place over six days in a residential mode, organized
into 14 spells starting from October 21, 2024, and concluding by February 1,
2025.

The total number of Secondary Grade Teachers (SGTs) to be trained


across all districts of the state is tabulated below.

For providing trainings at district level for 60-day certificate course 1 primary
teacher has been identified by the ASO&AMOs from the respective district who
are dealing with Grade 1&2 and 9 venues have been identified and mapped the
26 districts to those 9 venues in order to start the ground level trainings from 21-
10-2024.

The roles and responsibilities at the district level are proposed as


below:

1. The District Educational Ofcer (DEO) will serve as the Chairman of the

training program, ensuring its smooth execution. They will coordinate with
DIET principals, District Academic Monitoring Ofcers (AMOs), Girl Child
Development Ofcers (GCDOs), Inclusive Education Coordinators (IECo),
Alternative School Coordinators (ALSCo), and clerical staf in the DEO ofce
to facilitate efective training for SGTs. This collaboration is essential for
organizing logistics, addressing any issues that arise, and ensuring that the
training meets its objectives.
2. The District Educational Ofcers should ensure that the assigned SGTs are
deputed to the training program on a spell-wise basis from their respective
districts. It's important to ensure that no teacher is sent to the training
program more than once.
3. DIET is the nodal agency for academic training programmes on FLN and
therefore, DIET principal where the venue is located will be the nodal
ofcer and will act as Course Director and should see the training
process with the support of concerned DIET faculty who attended KRP
trainings
4. AMOs where the venues are located has to look after the logistics,
arrangements and other essentials required at the venues timely.
5. The list of the participants proceedings should be released at district level
for each spell from the list which the state has received from the
respective ASOs
6. "Since we have 34,000 Secondary Grade Teachers (SGTs) from all 26
districts, the participants' list should be released at the district level for
each spell, based on the list received from the respective ASOs. The
proceedings for the participants' list should also be issued at the district
level accordingly."
7. "The district ofcials responsible for each spell should be rotated based on
the districts mapped to the respective venue. For example, at the
Srikakulam venue, ofcials from Srikakulam district will take responsibility
for the first spell, followed by Manyam for the second spell and so on. This
rotation system should be applied to all venues, ensuring that all district
ofcials share the responsibility for the successful conduction of the
trainings."
8. Each venue will have 4 in charges overseeing various aspects including
coordination with vendors, food arrangements, technical support,
accommodation, stationery and sanitation.
9. Concerned RJDs and DEOs are instructed to conduct the preparatory
meetings with AMOs, ASOs, GCDOs, IECo, ALSCo and MEOs to send the
participants to the mapped venues without fail
10.Monitoring committee to be formed at every venue with the mapped
district ofcials for monitoring the facilities and observe the sessions.
11.IFP Pannels should be installed by the DNOs (District Nodal Ofcer) with
coordination of IFP vendors in each classroom and DEOs should make a
follow up on this
12.2 DRPs should be allotted for each classroom and 1 KRP&1 MEO for each
venue
13.The DEOs should not depute the single teachers from single teacher’s
schools for the trainings up to 4 spells and the state ofcials will notify the
district ofcials with an alternative plan on how to train the single teacher
schools.
14.4 PETs (2 male and 2 female PETs) should be allotted in each venue for
conducting the extracurricular activities.
15.Mobile phones should be deposited in the classroom by keeping them in
silent mode and it can be used only in break times.

will be coordinating with logistics facilities across all the Venues in the
state for successful completion of trainings.

The list of KRPs who are mapped to monitor and provide supportive supervision
in 9 venues is enclosed in Annexure-I and contains DRPs who are mapped to the
9 venues to train the spell 1 participants is enclosed in Annexure-II.

In view of the above, the District Educational ofcers & Ex-Ofcio Project
Coordinators, Samagra Shiksha and the Additional Project Coordinators, Samagra
Shiksha in the state are hereby instructed to follow the above instructions
scrupulously and depute the allotted SGTs number indicated in the table against
the district to the respective training venues and ensure that all the allotted
SGTs spell wise to attend the FLN residential training without fail.
