“AN ORDINANCE GRANTING CASH INCENTIVES AND CERTIFICATES OF
RECOGNITION AS A REWARD FOR TERTIARY OR COLLEGE GRADUATE
WITH LATIN HONOR FROM PALAWAN STATE UNIVERSITY-SAN
VICENTE CAMPUS OF THIS MUNICPALITY PROVIDING FUNDS
THEREOF AND OTHER PURPOSES”

WHEREAS, Article II, Section 17 of the 1987 Constitution provides that


“The State shall give priority to education, science and technology, arts,
culture, and sports to foster patriotism and nationalism, accelerate social
progress, and promote total human liberation and development;

WHEREAS, Section 16 of Local government Code provides that “Every


local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or
incidental for its efficient and effective governance, and those which are
essential to the promotion of the general welfare. Within their respective
territorial jurisdictions, local government units shall ensure and support,
among other things, the preservation and enrichment of culture, promote
health and safety, enhance the right of the people to a balanced ecology,
encourage and support the development of appropriate and self-reliant
scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote full employment among their
residents, maintain peace and order, and preserve the comfort and
convenience of their inhabitants;

WHEREAS, the greatest wealth and strength of any nation is its youth.
Hence our nation needs to have empowered, and mentally strong youth who
play an important role in building a strong society, in their hands lie the new
changes that make a better and brighter future for the country;

WHEREAS, every Latin honor graduate experience hardship, not only


mentally but also financially and economically, thus, a certificate of
recognition and cash incentive for Latin honor graduate is proper and
reasonable;
WHEREAS, in gratitude and recognition to the pride and honor these
individuals have brought in our Municipality and to give due merit and
appreciation to their achievements, the Municipality deems it right to provide
in the form of Certificates of recognition and cash incentives to all Latin
honor graduate from Palawan State University- San Vicente Campus;

NOW THEREFORE, be it ENACTED by the Sangguniang Bayan of San


Vicente in Regular Session duly assembled;

SECTION 1. TITLE. This Ordinance shall be Known as “GRANTING CASH


INCENTIVES AND CERTIFICATES OF RECOGNITION AS A REWARD FOR
TERTIARY OR COLLEGE GRADUATE WITH LATIN HONOR FROM PALAWAN
STATE UNIVERSITY-SAN VICENTE CAMPUS OF THIS MUNICPALITY PROVIDING
FUNDS THEREOF AND OTHER PURPOSES”.

SECTION 2. DECLARATION OF POLICY. It is hereby declared a policy of the


Municipality of San Vicente, Palawan to extend the gratitude and financial
incentives to San Vicentenian’s for having graduated with Latin Honor.

SECTION 3. OBJECTIVES. This Ordinance is enacted with the following goal:


a. Encourage and inspire the youth and students to work for
exemplary academic performance;

b. Recognize the academic excellence of the tertiary/college


graduates with Latin Honor.

SECTION 4. NUMBER OF GRANTEES. The number of grantees under this


program depends on how many have qualified with the requirements set
forth in this Ordinance.

SECTION 5. QUALIFICATIONS.
a. The applicant and parents or guardians of the applicant
must be residents and registered voters of Municipality of
San Vicente;
b. Must be of good moral character with no derogatory
record;

c. The applicant must graduate with Latin Honor (Summa


Cum Laude, Magna Cum Laude and Cum Laude).

SECTION 6. DOCUMENTARY REQUIREMENTS. The qualified applicants shall


submit the requirements hereunder enumerated at the Office of the
Municipal Mayor- LGU Screening Committee for approval:
a. Duly accomplish Application Form;
b. Barangay Residency Certification
c. Voter’s Identification (ID)/Registration of applicant (if
eligible)
d. Voter’s Identification (ID)/Registration of applicant’s
parents/guardian;
e. Certification from School that he/she is LATIN HONOR
recipient;
f. Certification of no derogatory record;
g. Graduation picture for posting.

SECTION 7. COMPOSITION OF THE LGU SCREENING COMMITTEE. There is


hereby created an LGU Screening Committee, which is primarily tasked to
judiciously screen applicants based on the qualification set forth in this
Ordinance. The LGU Screening Committee is composed of the following:

CHAIRPERSON Municipal Mayor


VICE Municipal Vice Mayor
CHAIRPERSON
MEMBERS: Chair, Committee on Youth Development
Chair, Committee on Education
Chair, Committee on Appropriation
Chair, Committee on Barangay Affairs
All Members of the SB Committee on Education
Head of Municipal Budget Department or designated
representative
SECTION 8. AMOUNT OF INCENTIVES. Qualified grantees shall be entitled to
receive the following cash incentives:
LATIN HONORS AMOUNT
Summa Cum Laude PHP: 20,000.00
Magna Cum Laude PHP: 15,000.00
Cum Laude PHP: 10,000.00

SECTION 9. BUDGERTARY REQUIREMENTS. There shall be an alloted budget


as initial fund under the office of the Mayor and shall be included in the
Municipal Annual Budget subject to the existing budgeting, accounting and
auditing rules and regulations.

SECTION 10. AWARDING. The Awarding or Recognition Ceremony for the


Latin Honors shall be held during the Malagnang Festival Celebration or
Regular Monday morning Program.

SECTION 11. SEPARABILITY CLAUSE. If, for Any reason or reasons, any part
or provision of this Ordinance shall be held unconstitutional or invalid, other
parts or provision thereof which are not affected thereby shall continue to be
in full frce and effect.

SECTION 12. REPEALING CLAUSE. All ordinance, rules and regulations, or


parts thereof, in conflict with, or inconsistent with any provisions of this
Ordinance, are hereby, repealed, amended, or modified accordingly.

SECTION 13. EFFECTIVITY. This Ordinance shall take effect immediately


upon approval.
