FOREWORD

In 2003, the Department of Health (DOH) through the Health Emergency Management
Staff (HEMS) now Health Emergency Management Bureau (HEMB) conducted the first
country adaptation the Public Health and Emergency Management in Asia and the
Pacific (PHEMAP) Course of the Asian Disaster Preparedness Centre (ADPC) in
Thailand. Initially, the course was technically and financially supported by the World
Health Organization until HEMB was able to establish its partnership with the University
of the Philippines-College of Public Health to include PHEMAP among the university’s
course offerings.

There are many courses offered around the world on emergencies and public health but
the content is most relevant to the staff of United Nations (UN) Agencies and
International Non-Governmental Organizations (INGOs). In addition, majority of the
courses deal only with issues related to the care of refugees in complex emergency
situations and few selected courses deal with public health management in the multi-
hazard context.

The National PHEMAP is considered a flagship course of the HEMB and is designed for
public health managers given a multi-hazard context. Aligned with the agreed
framework shift from disaster management to disaster risk reduction and management,
the course content, design, and methodology are updated to meet the competency needs
of the public health emergency managers with consideration of the technological
adoptions of the now normal brought about by the COVID-19 Pandemic.

The course updating came in time with the full blown operations of the DOH Academy
as it will be counted among the competency-based modules offerings along with the
other level courses developed namely: Executive and Subnational Level Courses. Both
the updated and new courses will eventually trigger and facilitate the mainstreaming of
DRRM-H in the services delivered under the Universal Health Care Package including
its province and city wide program institutionalization.

Finally, the National PHEMAP is now renamed into Public Health Emergency
Management in the Philippines (PHEMP) based on the concept that full country
adaptation was done in coming up with the newer version to enable the building and
updating competencies that will enable better handling or management of public health
issues in multi-hazard events covering policy, management, organizational, and service
delivery perspectives.

INTRODUCTION

The Philippines is known to be a recurrent survivor of various types of disasters due to


natural and human generated hazards, and oftentimes branded as hazard-prone
country. Never a year passed without experiencing emergencies or disasters, that each
one of such presents unique characteristics of risks. To cope with these ever-changing
characters of disasters and risks, the Health Emergency Management Bureau constantly
builds and rebuilds the capacities of disaster risk reduction and management (DRRM)
practitioners, managers and organizations based on lessons gained from past disaster
management experiences, aiming for a higher level of resilience and human resource
preparedness to manage future disasters of any type.

The Health Emergency Management Bureau’s flagship training course, the Public Health
Emergency Management in Asia and Pacific (PHEMAP), which was adapted from the
international PHEMAP Course of the Asian Disaster Preparedness Center in Thailand, is
now localized into Public Health Emergency Management in the Philippines (PHEMP). It
is designed for public health managers and practitioners, given a multi-hazard context,
with the integration of experiences and lessons gained from the country’s disaster
management needs and experiences. The HEMB embarks to build the capacity of
managers to prevent and mitigate risks, prepare adequately, respond effectively, and
recover better from the new normal disaster risks. Out of this, three courses were
developed: the (1) PHEMP for the executives (EPHEMP); (2) National PHEMP for the
managers (NPHEMP); and (3) Sub-National PHEMP for the local managers and
responders (SPHEMP). These three courses are products of Learning and Development
Needs Assessments. The EPHEMP is a newly developed course while the NPHEMP and
SPHEMP are the improved and updated National and Sub-National PHEMAP courses to
address the demands of the new normal disaster risks like those posed by the past
recent strongest typhoons like Typhoon Yolanda and the COVID-19 Pandemic.

Cognizant that the trainees are adult learners, adult learning principles have to be
applied primarily for the immediate application of their learnings to their job assignments
and duties. There are comprehensive lectures complemented by scenario-based
problem solving and discussions as well as other practical exercises related to the actual
practices and experiences of the participants in DRRM.

The PHEMP training program introduced varying teaching-learning methodologies like


the “e-learning” and “face to face” or classroom approaches for its three PHEMP courses.
Each course has manuals for facilitators, participants with the references listed to lean
on. The PHEMP e-learning courses are synchronous and asynchronous to fulfill the need
of the “social distancing” to prevent the COVID-19 disease transmission and surge while
the “face to face” or classroom mode can be used once allowed by the government.

The National PHEMP (NPHEMP) manual consists of training objectives, topics, activities
like exercises, case discussions, etc., and sessions on planning. The manual also includes
explicit instructions on what roles trainers and facilitators will play so the training

program itself serves as an avenue for institutional strengthening such as team building,
strategic planning, post incident evaluation, and program implementation and review.
After the conduct of the National PHEMP, it is expected that a critical pool of trainers
can replicate the program according to their context and needs and can establish a
standard method of delivering the training.

TRAINING DESIGN

Course Goal and Objectives

The goal of this NPHEMP is to contribute in managing emergency and disasters timely,
effectively and efficiently as evidenced by the following: reduced mortality and
morbidity, reduced risks, and promote uninterrupted health service delivery.

The objectives of the course are to:


1. Enhance Knowledge, Attitude, and Skills (KAS) on DRRM-H;
2. Build competency to operationalize DRRM-H; and
3. Enhance capacity to support DRRM-H localization.

Course Content

There are three (3) courses on PHEMP. One course will be for the national-level training,
one for the sub-national training and one for executives’ training. For the national-level
training, there are six (6) modules and 28 sessions as provided below:

Training Materials

The training course includes the slide presentations with the corresponding spiels which
can be used by the facilitator in the discussion with the participants. Two sets of manuals
were developed for the NPHEMP Course: The Facilitator’s Manual and the Participant’s
Manual.

Facilitator’s Manual. The Facilitator’s Manual contains the training design and schedule
of training activities. It includes the spiels as guide for Facilitators as they conduct the
sessions. Each session is provided with an overview, objectives, methodology used,
materials needed for the training and the references. It is also a tool to ensure that the
facilitator is prepared as possible for the upcoming session. It helps to keep the facilitator
focused on the learning objectives and includes a step-by-step description of the
activities and lessons.

Cognizant of the need for good and competent training lecturers or facilitators, the
Facilitator’s Manual has been developed to help standardize the delivery of the
course. The Manual is designed for use by trainers/facilitators who have experience in
conducting PHEMP.

Participant’s Manual. The Participant’s Manual serves as reference manual and guide for
the participants as they go through each of the sessions of the PHEMP course. It contains
the training design, schedule of activities, learning objectives for each of the sessions,
content of the topics being presented and a space for their respective notes.

Training Methodology

The course will be a __-day training with ___ number of days delegated for the
lecture/discussion and four (4) hours for tabletop exercises. The course incorporates
adult learning principles which builds on the participant’s experiences in disaster risk
reduction and management in a public setting. Thus, the training methodologies used
for this course is a combination of instructor-led training/lecture, individual and group
works, and tabletop exercises.

Facilitators

The facilitators to this course are program managers and content experts from the
health sectors in the following:
 Bureaus and Offices from the Central Office
 Centers for Health Development (CHDs)
 Key National Agencies
 Local Health Offices i.e. Provincial/City Health Offices

These trainers should have been oriented on ____. She/he is expected to have the
knowledge and skills to be able to facilitate individual and group exercises.

Participants

The following are the target participants in the PHEMP at the national level:

 Program Managers from the Central Office


 Program Managers from the CHDs
 Development Management Officers
 Provincial/City Health Officers
 DOH-led Cluster Partners at the national and regional levels

Course Composition

It is recommended that the course be conducted within the recommended trainer: trainer
ratio of 1:40 during the lectures and recommended trainer: trainer ratio of 1:10 during
tabletop exercises.

MODULE 1
INTRODUCTION TO DISASTER RISK REDUCTION AND
MANAGEMENT

MODULE OVERVIEW

This module is a sneak peek to the global and local disaster landscape during
the last millennium. It covers the economic impacts and human cost of disaster;
the Philippine hazards and vulnerabilities; the common terminologies in
disaster risk reduction and management; and the Disaster Risk Reduction
Management System in the Philippines in the context of health.

Module 1: INTRODUCTION TO DISASTER RISK REDUCTION AND MANAGEMENT

Session 1: THE CONTEXT OF EMERGENCIES AND DISASTERS

This first session in the first module of the NPHEMP Course covers topics on global
disaster landscape and human and economic impacts of disasters. It provides up-to-
date data on global disasters in the past 20 years and how these affect the lives and
the livelihoods of the people around the world. The session also provides a discussion
of the Philippine disaster landscape and of context on how the country compared with
other countries in terms of occurrence of disasters and the subsequent impact to the
country’s economy and public health.

SESSION OBJECTIVES
At the end of this session, participants will be able to:
1. Explain the human and economic cost of disaster globally.
2. Discuss the disaster landscape of the Philippines and the lessons.
3. Discuss the public health impacts of major Philippine disasters.

Module 1: INTRODUCTION TO DISASTER RISK REDUCTION AND MANAGEMENT

Session 2: DRRM TERMS, CONCEPTS AND FRAMEWORK

This session is an important input to introduce the participants to the seven


fundamental terminologies in DRRM namely: hazard, emergency, disaster, risk,
vulnerability, capacity and community. These DRRM terminologies will be used all
throughout the course modules and sessions. Understanding each of them and how
they relate with each other will be important not only for the individual participant but
also for the entire group’s common understanding. The session also introduces the
DRRM-H formula and the DRRM-H process which involves risk assessment, disaster
risk management and disaster risk reduction.

At the end of this session, participants will be able to:

Module 1: INTRODUCTION TO DISASTER RISK REDUCTION AND MANAGEMENT

Session 3: THE PHILIPPINE DRRM SYSTEM

This session begins with the discussion of the disaster challenges to the health care
system such as the trauma, security and illness or disaster risks. It emphasizes that all
disasters are managed by the same health system and need the same support. The
session also covers the elements of the institutionalized PDRRM system and updated
NDRRM of the Philippines to which all DRRM plans should be aligned with. The
different structures such as that of NDRRM which were created to manage certain
hazards will be introduced in this session.

Session 4: DRRM-H SYSTEM

The last session in Module 1 starts with the beginnings or milestones of the Health
Emergency Management Bureau. The mission and goals of the Bureau are discussed
to align these with the strategies that are geared toward the institutionalization of the
Disaster Risk Reduction Management in Health. This session will also look into how
DRRM-H will be operationalized and localized in the context of Universal Health
Care. The community-based approach will be used for the institutionalization of
DRRM-H towards building community health resiliency.

SESSION OBJECTIVES
At the end of this session, participants will be able to play a leading role in
the institutionalization of DRRM-H in their respective organizations.
Specifically, participants will be able to:
1. Discuss the HEMB’s milestones, vision, mission and goals.
2. Discuss DRRM-H Institutionalization’s concepts, rationale, framework
and implementing mechanisms.
3. Explain the DRRM-H operationalization and localization in the context
of UHC.

MANAGEMENT AND LEADERSHIP IN DRRM-H

MODULE OVERVIEW
Managing during disasters is a challenging and complicated role. This module
defines the effective management and leadership needed by the DRRM-H
Managers in managing disasters. The sessions in this module revolve around
elaborating the challenges, functions, roles and responsibilities of the DRRM-
H Manager in all phases of disaster risk reduction and management. These will
help participants to assess and recognize their own strengths and limitations in
assuming their roles and functions as DRRM-H Managers and to learn how to
address their competency gaps and needs.

Module 2: MANAGEMENT AND LEADERSHIP IN DRRM-H

Session 1: THE DRRM-H MANAGER

This session aims to develop future competent managers and leaders in emergency
and disaster. It defines what a DRRM-H Manage and puts into context its main role in
disaster management by differentiating a leader from a manager with the latter as the
more relevant role. It also includes topic on crisis leadership, management functions
of a DRRM-H Manager such as planning, organizing, staffing, directing, coordinating,
reporting, budgeting and monitoring and evaluation and the tools. In the last part of
the session, participants will have a short reflection exercise.

At the end of this session, participants will be able to:
1. Differentiate a manager from a leader in DRRM-H.
2. Identify the challenges encountered by a DRRM-H Manager.

Module 2: MANAGEMENT AND LEADERSHIP IN DRRM-H

Session 2: POLICY DEVELOPMENT

The session opens with the definition of policy and the different policy nomenclature
used in general and in DOH and CHD in particular. This session will also tackle the
considerations and concerns in policy development and the policy development
process: from problem identification, problem analysis, strategy and policy
development, policy enactment, policy implementation, stakeholder engagement, and
monitoring and evaluation. The participants are also introduced to a similar policy
development process of DOH. To understand more the inputs in this session,
participants will be given exercise and assignment to identify problem and issue and
provide the corresponding policy statement. This will be expanded to include
discussion on guideline, procedure and plan.

Module 2: MANAGEMENT AND LEADERSHIP IN DRRM-H

Session 3: COORDINATION AND NETWORKING

Managing disaster is the concern of all as it affects all the elements of the community,
which requires the participation of diverse stakeholders to work together for a
common goal. From past disaster management experiences, we learned that number
is not always helpful especially if those involved are trying to push their agenda,
expertise, resources, decision making, among others, even to the detriment of
coordinated, effective and efficient incident management.

In this session, coordination is differentiated from networking. In-depth discussion for


each in terms of purpose, objectives and elements, techniques, operational issues to
be coordinated and barriers will be discussed. Participants will be introduced as well
to the 5Ps in facilitating and coordinating meetings. Emphasis is given to mutual trust
as the key ingredient for successful coordination and networking. The last topic is on
cluster approach since DOH is the lead of the four important clusters: Medical and
Public Health, Mental Health and Psychosocial Support, Nutrition in Emergencies and
Water Sanitation and Hygiene.

Session 4: ADVOCACY AND HEALTH PROMOTION

The session begins with differentiating health promotion from advocacy. Each of
these two strategies were discussed in terms of concepts and philosophy. The
discussion on health promotion includes steps in the conduct of health promotion
strategies, stages in behavior change, barriers, tips, process and the requisites to a
successful health promotion campaign. For advocacy, the discussion is about the
levels and dimensions, rationale for its conduct goal, process and steps. In the last
part, participants will be provided with discussion on advocacy materials in terms of
the types and the tips in producing them.

Session 5: INFORMATION MANAGEMENT

Information management is a significant tool for DRRM-H and a good basis for
effective evidence-based decision making, from prevention and mitigation to recovery
and rehabilitation. Thus, topics on the process of decision-making, process of
information management and information pathway were included in the discussion.
The Health Information System (HIS) in emergencies is also introduced. In the last part
of the session, the different source of information for DRRM-H were discussed such
as risk management; operations management; reports such as Rapid Scene/ Rapid
Health Assessment Report and Rapid Damage Assessment and Needs Analysis
Report (RDANA) Report; surveillance; and documentation and Post-Incident
Evaluation (PIE).

Session 6: RISK COMMUNICATION

During disaster, we need to get the message across the public that there is no need
to panic and this can be done through risk communication. In this session, the rationale
of risk communication will be discussed. It is important to keep in mind that for each
stage of the emergency or disaster, different information is needed for different
audiences which means different communication objective. This necessitates knowing
who the audience are, the message itself and the right questions to ask when crafting
and designing communication messages. Ultimately, clear communication with the
public is essential in all phases of disaster. The last part of the session provides
discussion on engaging and working with the media. This will be useful for DRRM
Managers and practitioners as the media serves as good partner in public information
dissemination especially in risk communication because of their wide reach of
audience.

Session 8: MONITORING AND EVALUATION

The logic model for the monitoring and evaluation implies two major questions that
you need to answer when doing program planning, the how and the why. In this
session, a detailed discussion is provided separately for monitoring and evaluation in
terms of definition, significance, monitoring or evaluation of indicators of DRRM-H
programs and key steps in developing the monitoring or evaluation plan. The session
also serves as an overview of the types of evaluation exercises such as orientation,
drills, tabletop exercise and functional exercise. In the last part of the session, the PIE
is discussed and the matrices used in developing the monitoring and evaluation plans
are presented.

MODULE 3
PREPARING FOR DISASTERS

MODULE OVERVIEW
Module 3 is about preparing for disasters. This module elaborates the DRRM-
H planning process which is equally significant as the plan itself. It is centered
on the capacity building for prevention, mitigation and preparedness for
managing disaster risks. It includes exercise management which is relevant for
testing the functionality of the DRRM-H plans to be developed.

Module 3: PREPARING FOR DISASTERS

Session 1: OVERVIEW OF DRRM-H PLANNING

This is a short session that introduces the DRRM-H planning, rationale for conducting
this activity, people who are involved and when it should be conducted. The session
also provides an overview of the DRRM-H plan: preparing the plan; data gathering
and analysis; developing and updating the plan; translating and integrating;
implementing the plan; and monitoring and evaluating the plan.

SESSION OBJECTIVES
At the end of this session, participants will be able to:
1. Understand the importance of DRRM-H Planning.
2. Discuss who are involved in DRRM-H Planning.
3. Discuss the steps involved in DRRM-H Planning.

Module 3: PREPARING FOR DISASTERS

Session 2: RISK ASSESSMENT

The session provides a review of the four fundamental terminologies: risks, hazard,
vulnerability and capacity. It begins with the review of the definition of risk and how
it relates to vulnerability and risk. It also provides a discussion of risk assessment
process and the relevance of risk management in DRRM-H capacity development and
tools for hazard identification such as historical data and hazard mapping. The criteria
in prioritizing hazard which is used in the Hazard Prevention Matrix are also introduced
and examples were provided on how this is filled out. Likewise, the tools and method
for vulnerability assessment were discussed including parameters in determining
vulnerabilities; Public Health Vulnerability Assessment Matrix; vulnerability mapping;
and problem-tree analysis. Finally, the DRRM-H formula is presented to highlight the
four among the fundamental terminologies discussed in this session.

Module 3: PREPARING FOR DISASTERS

Session 3: CAPACITY ASSESSMENT

To manage disasters risks, we need to determine which capacities should be built or


strengthened through capacity assessment. This session begins with presentation the
DRRM formula with emphasis on increasing capacity. This is followed by the definition
of capacity and preparedness and capacity assessment for preparedness planning.
The session also included a discussion of the 10 Ps+ of emergency preparedness
which are the capacities to be developed to become effective in disaster risk reduction
and management. It reiterates on the four health cluster services that need to be
strengthened to reduce the health risks in the communities i.e., medical and public
health; nutrition; water, sanitation and hygiene; and mental health and psychosocial
support.

Module 3: PREPARING FOR DISASTERS

Session 4: PREVENTION AND MITIGATION PLAN DEVELOPMENT

The objective of the formula for risk is to reduce the risk and translate this objective
into a Risk Reduction Plan. This Risk Reduction Plan includes the Hazard
Reduction/Prevention Plan; Risk Mitigation Plan or Vulnerability Reduction Plan; and
Disaster Preparedness Plan or capacity building. Since this is a planning activity, the
roles of the DRRM-H Managers in planning are highlighted such as: organizing the
planning committee and establishing key roles through an office order; securing
authority to plan by requesting for a formal order; initiation of the planning activity;
advocacy for investments for plan implementation; and initiation of the
institutionalization and operationalization of the plan alongside the steps in planning
which are: preparing to plan; gathering and analyzing data; developing and updating
the plan; translating and integrating; implementing the plan; and monitoring and
evaluating the plan. The session also includes discussion on how to prepare the
Hazard Prevention Plan and Risk Mitigation Plan.

Session 5: PREPAREDNESS PLAN DEVELOPMENT

This session further highlights the DRRM formula and puts emphasis on reduction of
risk through reduction in hazard and vulnerability and increase in capacity. Capacity is
further defined to focus on capacity to perform to reduce hazard and vulnerability,
respond to reduce and manage consequences and recover and reconstruct to reduce
and manage consequences. It also provides discussion on the relationship between
capacity and risk, capacity assessment results for preparedness planning, review of
the 10Ps+. Participants will be given an exercise so that they can develop their
preparedness plan.

Session 6: EXERCISE MANAGEMENT

The first topic in this session is designing an exercise and the two types of exercises
which are discussion based and operations-based exercise. In discussion-based
exercise, the discussion focused on the different types such as seminar, workshop,
tabletop exercise and games. Similarly, the different operations-based exercise was
also discussed which are orientation, tabletop exercise, drill, functional exercise and
full-scale exercises. In the second part of the session, participants will be taught on
how to conduct and evaluate an exercise. It is emphasized that the expected outcome
of the table-top exercise should serve as inputs on how to improve the plan. This
information should capture the main points of the discussions and the specific gaps
identified. The last part is a discussion of steps in improving the preparedness plan.

MODULE 4
RESPONDING TO DISASTERS

MODULE OVERVIEW
Disasters may occur with or without warning, yet, everyone is required to
respond immediately to whatever magnitude of risks that may arise. Based on
lessons learned, agencies with existing Response Plan are much better off to
respond than those without a plan. This module is designed to cover the
effective response operations and planning in all phases of disaster risk
management, from pre-impact, during impact to post-impact.

Module 4: RESPONDING TO DISASTERS

Session 1: OVERVIEW OF RESPONSE OPERATIONS

Response operations in DRRM-H are agreed actions intended for preserving lives,
reducing health impacts and meeting the basic health needs of the affected population
during or immediately after an emergency or disaster. It is one of the four DRRM
thematic areas. In this session, disaster response is described in the context of disaster
risk management operations and DRRM-H All Hazards Approach. It provides
discussion on the timeline of response to emergency and disaster, triggers for disaster
response, key elements of disaster response, expected health response actions during
mass casualty incident and public health incidents. The last part of the session is a
discussion of response operations from the first 24 to 72 hours post-disaster, after 72
hours beyond post-disaster to one month and beyond. It also includes the multi-
sectoral field operations in managing disaster and disaster response actions at the
community level.

At the end of this session, participants will be able to:

Session 2: KEY ELEMENTS OF RESPONSE

The key elements of response for each of the following five components in the health
emergency and disaster response framework are discussed in this session:
management of the event or incident, management of the victims, management of the
service providers, management of the information system and management of non-
human resources. The goal of these components is to launch a well-organized and
effective response to reduce mortality, sustain continuous operations and prevent new
disaster risks by managing the event/incident, victims, information system, non-human
resources and service providers.

SESSION OBJECTIVES
At the end of this session, participants will be able to discuss the key
elements of response per component.

Session 2A: MANAGEMENT OF INCIDENT

The first component health emergency and disaster response framework is


management of event or incident. Management of the event or incident sets the overall
direction of the actions to be undertaken, holds the other key elements in place and
keeps them functional. In this session, the topics discussed include: early warning,
alert and response system or EWARS which includes detailed discussion of the code
alert declaration process, human resource requirement in code alert declaration,
coordination mechanism, response actions, incident command system, and emergency
operation center. The session also includes several individual exercises and
assignment to help the participants understand more the inputs.

SESSION OBJECTIVES
At the end of this session, participants will be able to:
1. Discuss the objectives of the Management of Event/Incident;
2. Apply the elements (i.e., coordination mechanisms, early warning
system, incident command system and operations center) in the
Management of Event/Incident;
3. Execute appropriate response to the declared alert code.

Session 2B: MANAGEMENT OF INFORMATION SYSTEM

During response operation, information management is relevant and significant in


prioritizing actions, allocating resources, monitoring changes, managing program,
scaling up or scaling down of operation; advocacy and risk communication; formulating
concerns and supporting strategic decision. This session will be useful for participants
to become familiar with various materials used during emergency and how this is
communicated with superiors. It also includes discussion on pre-disaster risk
assessment, post-disaster damage and needs assessment and disaster assessment
and loss analysis.

Module 4: RESPONDING TO DISASTERS

Session 2C: MANAGEMENT OF VICTIMS IN DISASTER

Proper management of the victims is an integral component of a well-organized and


effective response to any health emergency or disaster. It saves lives, minimizes
disabilities, and prevents the victim’s health condition from worsening. These are the
paramount concerns in any emergency or disaster. In this session, key elements in the
management of the victims are discussed including management of victims in the field,
hospital and evacuation center and in the community. In the evacuation center and in
the community, the following essential health service packages, which are also the
four clusters discussed in previous modules, are provided: Medical and Public Health;
Mental Health and Psychosocial Support; Nutrition; and Water, Sanitation and
Hygiene. Each of these packages are discussed extensively in this session. The
participants will be given an assignment to develop SOPs in managing the victims in
evacuation center.

Module 4: RESPONDING TO DISASTERS

Session 2D: MANAGEMENT OF SERVICE PROVIDERS

This session begins with the definition of health human resource and the policy basis
for the mobilization and management of Health Emergency Response Teams (HERTs).
It also provides discussion on the types of HERTs that manage the victims onsite or in
evacuation center: mobile (outpatient emergency care), inpatient surgical emergency
care and in-patient referral care. The discussion also includes mobilization,
demobilization and protection of HERTs. The session puts emphasis on prioritizing the
physical, mental and psychological well-being of the HERTS without waiting for the
pathological signs and symptoms to occur, i.e., caring for the those providing care. In
the last part of the session, participants will have a short exercise on quick-self check
for burnout syndrome. They will also be given assignment to develop the SOP for the
CHD team deployment.

SESSION OBJECTIVES
At the end of this session, participants will be able to:
1. Define health emergency response teams (HERTs) and its different types
to be organized and deployed during a disaster.
2. Explain the protocols on mobilization of HERTs.
3. Discuss the HERTs protection during mobilization.

Session 2E: MANAGEMENT OF NON-HUMAN RESOURCES

Management of non-human resources means that there is a need to provide the right
logistics to the affected populations. The systems should be self-sufficient in terms of
lifeline facilities with redundancy. It should support the affected population and
response teams, free from legal impediments; facilitate sharing of resources with
partners; and properly manage all donated commodities and funds. The participants
are reminded of logistics problems that can lead to inappropriate operational
decisions. Discussions were provided also on critical health supplies, strategies for
supply management, common supplies problems, elements of managing non-human
resources for emergency response: logistics, lifeline facilities, finance and donated
commodities. The session also includes an exercise wherein participants will be asked
to identify actions in logistical augmentation based on the scenario given.

Module 4: RESPONDING TO DISASTERS

Session 3: RESPONSE PLAN DEVELOPMENT

The session begins with a review of the term disaster and disaster response. To
respond to disaster, we need to have a blueprint of what actions we should take
through the Disaster Response Plan. The Disaster Response Plan is an action-oriented
plan that lays down the step-by-step actions to be performed in the various phases
of disaster response (pre-impact, during impact and post impact). It includes the
concept of operation, in tandem with the standard operating procedures, to serve as
guide for effective disaster response. The session also provides a discussion of the
roles of the CHD in DRRM-H and the disaster response plan. Participants will also
have exercises and assignment in this session.

RECOVERING FROM DISASTERS

MODULE OVERVIEW
In this module, we will discuss about recovering from disasters. In times of
disaster, there is no clear line of demarcation between response and recovery
in the sense that there are early recovery activities that can be done even during
response operations. This includes “quick fixing” of damages to sustain
continuous services delivery. It is believed that the earlier the recovery is
initiated, the better the prognosis. This module covers the activities to be done
to recover better from the impacts of disaster considering the good practices
and lessons learned geared toward higher level of preparedness and resilience
in managing future disasters.

Module 5: RECOVERING FROM DISASTERS

Session 1: RECOVERY AND REHABILITATION PLAN DEVELOPMENT

Recovery and rehabilitation are the restoration and improvement, where appropriate,
of facilities, livelihoods and living conditions of disaster-affected communities,
including efforts to reduce disaster risk factors in accordance with the principles of
"build back better." The recovery task of rehabilitation and reconstruction begins soon
after the emergency phase has ended (post-disaster recovery). The session includes
discussion on the elements restored, key activities during recovery and rehabilitation
phase and the planning process. It also includes the objectives of recovery and
rehabilitation plan and the activities. Participant will also have an exercise in this
session.

TableTop Exercise

MODULE OVERVIEW
This Public Health Simulation Exercise is a package which uses progressive
scenarios for the two types of disasters: trauma-related and public health
related. Specific injects were used to better portray the impacts of these two
types of disaster, to realize the appropriate actions of participants to the
scenarios presented, and to manage such impacts based on their experiences,
good and acceptable practices and mandated roles of designated Incident
Commanders. Both trauma and public health disasters are managed with the
same health system, but they differ in their type of operations, service delivery
and resource mobilization because of the different specific and unique risks of
these disasters. This exercise unfolds the command, control, coordination and
operations practices in managing trauma and public health disasters under the
role of Incident Commander.

In this module the objective and outcome of exercise, exercise structure, ground
rules, instructions, role of facilitators and facilitation techniques. There are four
scenarios: pandemic, typhoon, earthquake and landslide. In each scenario, there
are three sub-scenarios. After all sub-scenarios for each hazard is presented,
the participants are given 60 minutes to answer the question in the scenario.
After the four scenarios, processing of the tabletop exercise outputs will follow.
In the last part of the module, the synthesis and conclusion are provided.

This module will take four (4) hours to finish.
