discovered that the engraving included
detailed building procedures and
regulations on how the stones were to

A code-type requirements can also be found in


the Old Testament with provisions like in
Deuteronomy 22:8, which states:

“When you build a new house, you shall make a


parapet for your roof that you may not bring the
guilt of blood upon your house if anyone fall
from it.”

History of Building Codes

Recent History: 1800’s

Various civilizations over the centuries have developed building


codes. The origins of the codes we use today lie in the great fires that
swept American cities regularly in the 1800s. Chicago developed a
building code in 1875 to placate the National Board of Fire Underwriters,
who threatened to cut off insurance for businesses after the fire of 1871.
It is essential to keep the fire-based origins of the codes in mind when
trying to understand the reasoning behind many code requirements.

Recent History: 1800’s

As the world’s population has increased, people have moved


nearer to bodies of water, to regions subject to high winds, and into
wooded areas on the edges of towns. Mitigating the impact of hazards
such as floods, high winds, earthquakes, and wildland fires in populated
areas, has increasingly been included in each new edition of the model
codes. While fire safety is still a very large component in model codes,
new model code documents now also include many provisions above
and beyond the traditional firebased requirements.

The International Building Code


1. Early 20th Century: Local building codes are developed at the city or county
level in the United States, leading to a lack of consistency and challenges for
construction professionals.

2. 1915: The Building Officials and Code Administrators International, Inc. (BOCA)
is established to create model building codes for local jurisdictions.

3. 1922: The International Conference of Building Officials (ICBO) is founded with


a similar aim of developing model building codes.

4. 1940: The Southern Building Code Congress International (SBCCI) is formed to
address the needs of southern states by creating model building codes.

5. 1994: BOCA, SBCCI, and ICBO merge to form the International Code Council
(ICC), consolidating efforts to create a single, comprehensive set of
international building codes.
6. 2000: The first edition of the International Building Code (IBC) is published by
the ICC.

National Structural Code of the Philippines

National Building Code of the Philippines is


applied for the over-all design of a building including its
key functional areas, site location, inclusion for
provisions in water, sanitation, etc. On the other hand,
National Structural Code of the Philippines focuses on
the specific aspects of the structural design of a
building. This provides standards in properly designing
a safe, sturdy, and long-lasting structure.

The purpose of this code is to provide minimum


requirements for the design of buildings, towers, and
other vertical structures, and minimum standards and
guidelines to safeguard life or limb, property and public
welfare by regulating and controlling the design,
construction, quality of materials pertaining to the
structural aspects of all buildings and structures within
its jurisdiction.

Scope and Application:

The provisions of the code applies to the construction, alteration, moving,


demolition, repair, maintenance, and use of buildings, towers, and other vertical
structures within its jurisdiction.
Special structures such as, but not limited to single family dwellings, storage
silos, liquid product tanks, and hydraulic flood control structures, should be
referred to special state of practice literature but shall refer to provisions of this
code as a minimum whenever applicable since these structures requires special
design provisions due to various design aspects i.e. hydraulic forces, etc.

Design Requirements

There are five general design requirements based on the NSCP. These are:

1. Strength Requirements.

2. Serviceability Requirements.

3. Structural Analysis.

4. Foundation Investigation

5. Design Review

1. Strength Requirements
Based on the strength requirement, buildings, towers, and other vertical
structures and all portions of it shall be designed and constructed to sustain,
within the limitations of the code, all loads imposed in it i.e. dead loads, live
loads.

2. Serviceability Requirements
Serviceability defines how good the structure could be of use based on its
purpose such that the structure maintains its usability once it is operational. The
general serviceability requirement of the code provides that structural systems
and its structural members shall be designed to have adequate stiffness to limit
deflections, lateral drifts, vibrations, or any other deformations that adversely
affect the intended use and performance of buildings, towers, and other vertical
structures.

3. Structural Analysis
In designing structures, proper analysis should be strictly undergone to
ensure that certain factors affecting the structures i.e. imposed loads are
considered in the calculation of the analysis with tolerable allowance for
uncertainties that would possibly affect the structure throughout its lifespan.

The structural analysis applied for the structure, system or method of


construction, shall be based on a rational analysis in accordance with well-
established principles of mechanics that take into account equilibrium, general
stability, geometric compatibility, and both short-term and long-term material
properties. Some structural members tend to accumulate residual deformations
under repeated service loads and should include in its analysis the added
eccentricities expected to occur during their service life.

3. Structural Analysis
This structural analysis shall result in a system that provides a complete
load path capable of transferring all loads and forces from their point of origin to
the load-resisting elements. The structural analysis should also include
considerations in resisting overturning forces; self-restraining forces including
restrained dimensional changes i.e. due to temperature, moisture, shrinkage,
heave, creep; and the uplift and sliding forces in the roof, columns, and walls.

4. Soil Explorations
Soil explorations shall be required, or buildings, towers, and other
vertical structures as required by the Building Official to properly conduct
foundation investigation in order to effectively design the foundation that these
structures would be built in..

5. Design Review
Lastly, design calculations, drawings, specifications, and other design-
related documents for buildings, towers, and other vertical structures shall be
subject to a design review by an independent recognized structural engineer or
engineers to be employed by the owner.
This design review shall, as a minimum, verify the general compliance with
the NSCP which shall include, but not be limited to, the review of the design load
criteria, the design concept, mathematical model and techniques. The following
may also be verified, that there are no major errors in pertinent calculations,
drawings, and specifications and may also ensure that the structure as reviewed,
meet minimum standards for safety, adequacy and acceptable standard design
procedure.

The National Building Code of the Philippines is enforced and


implemented by the Building Official governing a specific area of jurisdiction.
These building officials are responsible in carrying out the provisions of the
code in the field and the enforcement of orders and decisions made in
implementing this code. These building officials are the following: Public Works
District Engineer (from the Department of Public Works and Highways, DPWH),
City Engineer (from a city local government), and Municipal Engineer (from a
municipal local government).

No entity shall erect, construct, alter, repair, move, convert, or demolish any
building or structure without first obtaining a building permit from the Building
Official in the place where the subject building is located, or the building work is
done. This is the mandate from the National Building Code of the Philippines
which allows for those aforementioned works to be done in a building or project
construction. But what does a building permit have regarding a building or project
construction?

A building permit, specifically its application form which can be


acquired from the Office of the Building Official (OBO), contains at
least the following information:

• description of the work to be covered by the permit applied for


• description and ownership of the lot on which the proposed work
is to be done
• use or occupancy for which the proposed work is intended
• estimated cost of the proposed work

Aside from filling up the building


permit application form, sufficient
documents substantiating your
building or project construction work
should be presented as attachments
to your application form. These
documents include, but are not
limited to, the following:

Processing of Building Permits

The processing of building permits shall be under the overall administrative control and supervision of
the Building Official and his technical staff of qualified professionals. In processing an application for
a building permit, the Building Official shall see to it that the applicant satisfies and conforms with at
least the following, but not limited to:
• approved standard requirements on zonings and land use
• lines and grades
• structural design
• sanitary and sewerage
• environmental, health, electrical and mechanical safety

Non-issuance, Suspension, or Revocation of Building Permits

The Building Official may order or cause the non-issuance, suspension or revocation
of building permits on any or all of the following reasons or grounds:

1. Errors found in the plans and specifications


2. In correct or inaccurate data or information supplied
3. Non-compliance with the provisions of this Code or of any rule or regulation

Notice of non-issuance, suspension or revocation of building permits shall always be


made in writing, stating the reason or grounds for such action.

Inspection and Supervision of Work

The owner of the Building who is issued or granted a building permit under this
Code shall engage the services of a duly licensed architect or civil engineer to
undertake the full-time inspection and supervision of the construction work. This
architect or civil engineer conducting the inspection and supervision of the
construction work may or may not be the same architect or civil engineer who is
responsible for the design of the building.

It is understood however that in either case, the designing architect or civil engineer
is not precluded not prevented from conducting inspection of the construction work
to check and determine compliance with the plans and specifications of the building
as submitted.

Inspection and Supervision of Work

There shall be kept at the jobsite at all times a logbook wherein the actual progress
of construction including tests conducted, weather conditions and other pertinent
data are to be recorded. Upon completion of the construction, the said licensed
architect or civil engineer shall submit the logbook, duly signed and sealed, to the
Building Official. He shall also prepare and submit a Certificate of Completion of the
project stating that the construction of building conforms to the provisions of this
Code as well as with the approved plans and specifications.

As previously stated, based on the National Building Code of the Philippines, the licensed architect
or civil engineering in-charge with the inspection and supervision of the project shall prepare and
submit a Certificate of Completion of the project stating that the construction of building conforms
to the provisions of this Code and its approved plans and specifications.

After submitting the Certificate of Completion to the Building Official along with various documents
supporting this document, the Building Official shall conduct its final inspection prior to an
issuance of a Certificate of Occupancy. This Certificate of Occupancy (or Occupancy Permit)
certifies that the finished building or structure or its portion, after its inspection by an inspector or
enforcer from the Office of the Building Official, has been successfully completed in compliance with
the standards set by the National Building Code of the Philippines.

Occupancy Permits

As mandated by the National Building Code of the Philippines, no building or structure shall be used
or occupied and no change in the existing use or occupancy classification of a building or structure
or its portion shall be made until the Building Official has issued a Certificate of Occupancy. A
certificate of Occupancy shall be issued by the Building Official within thirty days if, after final
inspection and submittal of a Certificate of Completion, it is found that the building or structure
complies with the provisions of this Code. The Certificate of Occupancy shall be posted
or displayed in a conspicuous place on the premises and shall not be removed except upon
order of the Building Official.
