Sub: Request for Creation of Supernumerary Posts in APFC,EO/AO and SS


Cadres-adjusted in the Cadre Restructuring- regarding

Respected Sir,

On behalf of All India EPF Employees’ Sangh I would like to draw your
attention to the on-going cadre restructuring process within the Employees' Provident
Fund Organisation (EPFO), which commenced in 2022 with the work study being
conducted by IIT Delhi. The timeline initially set for the completion of this study
was one year; however, it has now been over two years, and the report is still
pending. This delay has created significant dissatisfaction among officers /employees
of EPFO and , affecting overall operational efficiency.

2. As a direct consequence of this delay, there have been operational adjustments


that are not ideal. For instance, to mitigate the shortage in the Assistant Provident
Fund Commissioner (APFC) cadre, the responsibilities of the APFC are being
transferred to Enforcement Officers (EOs) and Accounts Officers (AOs) by
delegating the power. Similarly, Section Supervisors (SS) are performing tasks
traditionally assigned to Senior Social Security Assistants (SSAs) or managing
multiple sections or login tasks of both. The proposed merger of the Section
Supervisor posts with those of Enforcement Officers, discussed during the last cadre
restructuring, was not implemented, leading to further inefficiencies.The
enforcement officer whose number is very less according to work allotted like; KYC
updating, grievance redressal, establishment verification etc. The work of
compliance and recovery, coverage is badly affected.

3. In light of these challenges, I respectfully request the following suggestion for


consideration:

1) Creation of Additional Posts in APFC Cadre: Immediate creation of 1500


additional supernumerary posts in the cadre of APFC should be considered.
These posts should be adjusted into the cadre restructuring once the study report
is submitted. This step will address the current shortage and reduce the burden
on Enforcement Officers who are performing APFC-level duties without the
corresponding promotion.

2) Creation of Supernumerary post in the cadre of EO/AO: At least 2500
additional post may be created in the cadre of EO/AO to meet the office
exigency during performing the office duty like coverage, compliance, recovery,
KYC updating, establishment verification, grievance redressal etc.

3) Promotion and Adjustment in SS Cadre: Similarly, additional posts should


be created for the Section Supervisor (SS) cadre. Senior Social Security
Assistants (SSA) should be promoted to fill these newly created posts. This will
help in filling the vacant positions through direct recruitment examinations once
cadre restructuring is finalized.

4. The current situation has led to a growing number of Enforcement Officers


opting for voluntary retirement due to dissatisfaction with performing higher-level
duties without appropriate promotion. Addressing these concerns promptly will help
in retaining experienced personnel and improving morale.

5. It is also worth noting that Shri Hiranmay Pandya a member Central Board of
Trustees (CBT) of EPF had previously suggested the creation of 1500 additional
posts in the APFC cadre. This recommendation was intended to alleviate the current
issues but remains unimplemented.

6. It is humbly requested to prioritize the creation of these additional posts in the


APFC, EO/AO and SS cadres and to ensure that these adjustments are factored into
the upcoming cadre restructuring process.
