Reflection Paper about the Distance Learning Program

Engaging in this activity provided me with a unique opportunity to dig into the core
values that underpin public service—having the opportunity to strengthen my learning and
philosophies in the Distance Learning Program on the Rules of Conduct and Ethical Behavior in
Civil Service. It was introduced to me during my time as a Substitute Teacher and my only
concern is the certificate that I will earn to be used in my pursuit for promotion. Still, when I
started reading the content, I began to discover the hidden message of the book. This book made
me realize the importance of R.A 6713 to us, public servants. Through this book, I gained a
deeper understanding of the ethical standards expected of every civil servant, including;
Integrity, accountability, transparency, and impartiality. Everything that is written in this book
must be learned.
A lot of people may think that we, as a civil servant don’t adhere to our rules and
regulations especially when there are circulating issues about us, government employees. What
they don’t know is that we are sworn to uphold our rules and regulations to our position. We give
importance to the opportunity given to us by our government. As a civil servant, we will meet
diverse people who will help us understand the approaches and strategies of how the system
works. People who will become part of our progress, and people who will stand by our side as
we go on our journey. These people will contribute to our experiences and will help us to be the
best version of ourselves. Some people will not understand our chosen path, what they don’t
know is that giving our time and effort to our clients gives us an unexplainable satisfaction. Our
clients are the ones who provide us with jobs, opportunities, and salaries through their taxes.
People trust us, as a government employee to do our jobs with utmost dedication. We are here
for a reason, they trusted us for a reason, and we must not make reasons for them to doubt us.
We need to do our best in everything that we do, we need to put our very best into serving our
people and our community, for the betterment of our country.

The context of this book, the Norms and Conduct for Public Officials and Employees
gave me a piece of knowledge about the following;

PROFESSIONALISM – We are professionals who are required to adhere to what we are sworn
by. We must adhere to a strict code of ethics. We need to invest more in self-improvement, we
must not stop learning and engage ourselves in learning new skills.
COMMITMENT TO PUBLIC INTEREST – Our main priority is to serve our clients in
convenient ways. We should not forget that our main goal is to provide our clients a true and just
services we can offer. It is also our responsibility to take care of the public properties and make
sure that the public funds are put to good use and for official transactions only. Let’s not use any
public funds and properties for our interests.
JUSTNESS AND SINCERITY – People trust us, and we must give back honestly. We must
adhere to this saying by a Brazilian lyricist and novelist, Paulo Coelho de Souza. “If you want to
be successful, you must respect one rule: never lie to yourself.” Being true to ourselves and
serving people with justness and sincerity is another way for us to be happy on our chosen path.
Following our code of ethics and serving them wholeheartedly will lead us to unexplainable
satisfaction. We can grow emotionally, physically, and even spiritually if we abide by our rules.
We are assigned to that work for a reason, we are a public servant for a reason. We are here to
serve our clients equally regardless of their status and connections.
POLITICAL NEUTRALITY – Maintaining Political Neutrality nowadays is crucial for
individuals to uphold democratic values, ensure transparency, and foster a sense of inclusivity
and respect for diverse viewpoints. As a public servant, this helps in facilitating constructive
criticism and the decision-making process. Many Government officials are facing big issues, and
abuse their power. As a public servant, we must not engage in such activities. We need to be
neutral and dedicated to our work. Our allegiance is only for the people of our country and not
for the Government Officials. If we observe that someone from our department might be doing
something that you know is out of context and can ruin the good service that we have provided,
make a move. These principles of neutrality can contribute to a more harmonious and democratic
society.
RESPONSIVENESS TO THE PUBLIC – it is our responsibility to be open to any issues that our
Government is facing. Society should be informed of and involved in addressing these issues.
We need to address the needs, concerns, and feedback of our clients in a timely effective manner.
We must face them with a smile on our faces. We need to promote mutual respect, collaboration,
and the overall well-being of the community.
In conclusion, this book holds so many lessons, especially for us, Public Servants. This is our
guide as we embark on our journey in the Service. This Distance Learning Program taught us to
be who we truly are and serve our clients with the utmost integrity and clear intentions. We are
their hope, and we must give importance to the trust they have given us. We must always uphold
our rules and regulations, and we must prioritize our responsiveness to the public, by following
various platforms, we can establish a strong and transparent relationship with the public, foster
engagement, gather valuable feedback and demonstrate accountability in our decision-making
processes.
