A RESOLUTION AUTHORIZING THE ANNUAL BUDGET OF THE SANGGUNIANG

KABATAAN (SK) OF BARANGAY TAGUMPAY, CORON, PALAWAN TO BE FUNDED OUT
OF THE 10% SK FUND ALLOCATION FOR FISCAL YEAR 2024, ALLOCATION FROM
THE SK FUND SAVINGS, AND FROM OTHER AVAILABLE SOURCES OF INCOME
WITH THE TOTAL AMOUNT OF NINE HUNDRED SIXTY-FIVE THOUSAND NINE
HUNDRED FORTY-TWO (PhP 965,942.00) COVERING THE PERIOD FROM JANUARY 1,
2024 TO DECEMBER 31, 2024
WHEREAS, the State recognizes the vital role of the youth in nation-building and thus,
promotes and protects their physical, moral, spiritual, intellectual, cultural, economic and social well-
being and development , and inculcates in them patriotism, nationalism and other desirable values,
and encourages their involvement in public and civic affairs;
WHEREAS, the Sangguniang Kabataan (SK) is considered as an active and dynamic partner
of the government in nation building particularly in the implementation of development initiatives
that enhances the general welfare of the youth;
WHEREAS, Republic Act 10742 or otherwise known as the Sangguniang Kabataan (SK)
Reform Act of 2015 was enacted into law last January 15, 2016 to enhance meaningful youth
participation in Nation-Building. And as such, among the functions of the Sangguniang Kabataan
include the promulgation of resolution necessary to carry-out the objectives of the youth in

accordance with their Comprehensive Barangay Youth Development Plan (CBYDP) and the Annual
Barangay Youth Investment Program (ABYIP);
WHEREAS, Republic Act 7160, otherwise known as the Local Government Code of 1991
specifically mentioned that the Sanggguniang Kabataan shall promulgate resolutions necessary to
carry-out the objectives of the youth in the Barangay;
WHEREAS, pursuant to the Rules and Regulation Implementing Republic Act 10742,
otherwise known as the Sangguniang Kabataan Reformed Act that it is deemed imperative for the
Sangguniang Kabataan in every barangay to prioritize its development projects in conformity with the
thrusts and policies of the national, provincial and city/municipality federations of the SK;
WHEREAS, the Sangguniang Kabataan is mandated to formulate strategic plans and

policies, and implementation of youth-related development programs, projects and activities in
coordination with Katipunan ng Kabataan in this barangay;
WHEREAS, the Sangguniang Kabataan Officials of Barangay Tagumpay has formulated the
SK Annual Barangay Youth Investment Plan for Calendar Year 2024 prioritizing therein the different
programs/projects/activities to be funded out of the 10% SK Fund and other fund sources particularly
those that are beneficial to the members of the Katipunan ng Kabataan;
WHEREAS, for Fiscal Year 2024, the Sangguniang Kabataan of Barangay Tagumpay have
allocated the total amount of nine hundred sixty-five thousand nine hundred forty-two (PhP
965,942.00) based on the 10% of the general fund of the barangay as prescribed under Republic Act
10742;
WHEREAS, the various programs, projects, and services that will be provided in the 2024
Annual Budget of the Sangguniang Kabataan was undertaken by the Sangguniang Kabataan Officials
in consultation with the Katipunan ng Kabataan, and other youth stakeholders in order to see to it that
only youth related empowerment and development that needs immediate consideration shall be given
utmost attention;
NOW THEREFORE, on unanimous decision of all members present, be it:
RESOLVED, AS IT IS HEREBY RESOLVED, to pass a resolution adopting the Annual

Budget of the Sangguniang Kabataan of Barangay Tagumpay, Coron, Palawan to be funded out of the
10% Sangguniang Kabataan Fund, allocation from the SK Fund Savings, and from other available
sources of income covering the period of January 1, 2024 to December 31, 2024 with a total amount
of nine hundred sixty-five thousand nine hundred forty-two (PhP 965,942.00) summarize as follows:

II. RECEIPTS PROGRAM
A. 10% Share from the total General Fund of the Barangay PhP 965,942.00
B. Receipts from Fund Raising Activities Php 0.00
C. Receipts from Local Revenues Php 0.00

RESOLVED FURTHER, that a copy of this resolution be furnished to the Office of the
Sangguniang Bayan for their information and favorable consideration.
RESOLVED FINALLY, that copies of this resolution be furnished the following: Punong
Barangay of Barangay Tagumpay, Mayor Mario T. Reyes, Jr.; the Municipal Youth Development
Officer, Office of the MLGOO of the DILG, Office of the MPDC, Office of the Municipal
Accountant, Office of the Municipal Budget Officer, and other concerned offices for their
information.
