EXECUTIVE SUMMARY
The purposeful invitation and release of migrants – including tens of thousands of criminals and terrorists
– by radical progressive Biden-Harris-Mayorkas Democrats is destroying American sovereignty,
endangering Americans and migrants alike, and radically transforming our country. To address a problem
of this magnitude, Americans must first understand it and accept the need to take it on, no matter how
difficult it may be.

This document lays out the breadth and depth of the continuing damage to our country – which has morphed
from a strong nation built on the rule of law that welcomes immigrants in accordance with that law, to a
lawless, dangerous, and unrecognizable collection of individuals without common bond. This document
makes clear the need for immediate legislative reforms and executive action to save America.

THE SCOPE OF THE INVASION (pg. 5)
• Unprecedented Volume of Crossings and Releases (pg. 5):
o Since President Biden and Vice President Harris took office, over 8.5 million illegal aliens

the number of those recorded in 2020.

• Dead, Injured, and Endangered Americans (pg. 6):
o Fentanyl (pg. 6):
▪ Fentanyl is pouring across the border in record numbers under this administration.
▪ In 2023, fentanyl poisonings killed nearly 75,000 Americans – an average of over
200 deaths a day – most of this illicit fentanyl is made by Mexican drug cartels
using Chinese chemicals and smuggled across the southern border.
o Crime (pg. 7):
▪ Thousands of illegal aliens entering the U.S. are committing crimes against
Americans including heinous offenses like the murders and assaults of Laken
Riley, Kayla Hamilton, Jocelyn Nungaray, and hundreds more.
▪ Meanwhile, due to Biden-Harris policies, Immigration and Customs Enforcement
(ICE) has deported fewer criminal illegal aliens. In FY 2022, ICE only removed
44,096 criminal aliens – a 62% decrease from FY 2020 (a pandemic year).
o Terrorists and Dangerous Foreign Nationals (pg. 12):
▪ Terrorists are streaming across the border in record numbers. In FY 2023, a record-
breaking 169 known or suspected terrorists were arrested at the southern border.

▪At least 99 illegal aliens on the terror watchlist were released into the U.S. after
being apprehended at the southern border between fiscal years 2021 and 2023.
▪ So far in FY 2024, 35,399 Chinese nationals entered the U.S. through the southern
border, surpassing the previous record of 24,314 Chinese nationals in FY 2023.
For context, in FY 2021, 450 Chinese aliens were encountered at the southern
border.
o Empowerment of Cartels (pg. 15):
▪ This border invasion has made Mexican cartels more profitable by expanding their
human smuggling and drug trafficking operations, further exploiting migrants and
poisoning Americans.
▪ Under the Biden-Harris administration, cartels are making over $13 billion a year
off human smuggling alone, subjecting migrants to all forms of abuse.
▪ Mexican cartels have joined forces with Chinese crime syndicates to produce
fentanyl and traffic it into American communities.

• States and Taxpayers Paying the Price (pg. 16):


o Direct Security Cost for Texas and the Southern Border States (pg. 16):
▪ Texas alone has spent $13 billion on border security efforts like Operation Lone
Star to do the job the federal government refuses to do.
▪ As of January 2024, 60 Texas counties have invoked disaster declarations over the
border crisis, and 50 Texas counties have passed resolutions declaring an invasion.
o Taxpayer-Funded Illegal Alien Lodging, Healthcare, and Education (pg. 19):
▪ Federal, state, and local governments are spending billions of dollars to lodge
illegal aliens; New York City alone has spent over $1 billion just housing migrants.
▪ Hospitals around the country are racking up millions of dollars in uncompensated
care for migrants. From December 2022 to present, Denver taxpayers alone have
paid $42 million to cover the healthcare and education costs of illegal aliens.
▪ Many children released into the country are enrolled in public schools, taking
resources from local school districts and other students. Public schools in Texas
are spending well over $1 billion each year to educate alien children.
o Payments to Non-Governmental Organizations (pg. 23):
▪ Hundreds of NGOs that take in millions in federal dollars are facilitating and
promoting illegal immigration to the U.S. on the back of the U.S. taxpayer. This
includes funding migrant journeys, and providing shelter, food, healthcare,
transportation, and legal services.

• Dead, Abused, and Endangered Migrants (pg. 25):


o Death and Abuse on the Journey (pg. 25):
▪ Migrant deaths have skyrocketed under the Biden-Harris administration. In FY
2022, a record 853 foreign nationals died attempting to cross the southern border,
surpassing the previous record of 568 deaths set by the Biden-Harris administration
in 2021.
o Death and Danger Once in the United States (pg. 25):
▪ On July 27, 2022, the deadliest human smuggling case in U.S. history occurred
when 53 smuggled illegal aliens, including eight children, were tragically killed
after being cooked alive in a tractor-trailer in the heat in San Antonio, Texas.
o Abuse, Exploitation, and Trafficking (pg. 26):
▪ In the past three years, the Texas Department of Public Safety (DPS) alone has
encountered about 5,000 smuggled aliens in nearly 500 stash houses run by cartels
and gangs.

▪ The U.S. is one of the top destinations in the world for human trafficking (including
sex and labor trafficking), and illegal aliens are particularly vulnerable.

• Migrant Children (pg. 27):


o Trafficking, Abuse, and Exploitation of Migrant Children (pg. 27):
▪ The Biden-Harris administration is “facilitating the forced migration, sale, and
abuse of foreign children,” who are routinely forced into labor and sex work after
entering the U.S.
▪ A 2023 report found the U.S. Department of Health and Human Services lost track
of more than 85,000 migrant children brought into its care.
▪ More recently, on August 19, 2024, an Inspector General report found that the
Biden-Harris administration lost an additional 320,000 UACs, meaning these
minors did not show up to their immigration court dates nor could ICE locate them.

REMAKING AMERICA (pg. 30)


• Immigration and the Foreign-Born Population (pg. 30):
o Legal Immigration (pg. 30):
▪ Since 2000, the U.S. has accepted roughly one million immigrants yearly though
“legal” channels, predominately from Mexico, China, India, and the Philippines.
▪ The Biden-Harris administration is granting citizenship at the fastest rate in a
decade – 3.3 million immigrants have become citizens under Biden-Harris.
o Who is Coming Illegally? (pg. 31):
▪ Most illegal aliens coming to the U.S. are single adult males, and they are coming
from all around the world (over 160 different countries).
▪ Today, 11% of illegal aliens are from non-western hemisphere countries, a massive
jump from just 1% in 2014.
o Where Are They Going? (pg. 32):
▪ Illegal aliens crossing the southern border – or entering via abuse of parole
programs – are being shipped throughout the country. Illinois, Colorado, Florida,
and New York have seen a massive increase in their illegal alien populations.
o What is the Impact of Illegal and Legal Immigration? (pg. 33):
▪ In 2024, the foreign-born population hit a new high of 51.6 million, or 15.6% of
the U.S. population – the highest percentage in U.S. history.
▪ Since Biden took office in January 2021, the foreign-born population has grown
by 6.4 million — larger than the individual populations of 33 states.
▪ While native born American employment has failed to reach its pre-pandemic
trend, foreign born employment has surpassed it.

o Despite the border crisis of their making, the Biden-Harris regime actively fights against
efforts like the SAVE Act to ensure illegal aliens do not register to vote.
o States have found thousands of illegal aliens on their voter rolls – recently, Virginia
removed over 6,300 non-citizens from its voting rolls and Texas removed over 6,500.

THE SCOPE OF THE INVASION
Unprecedented Volume of Crossings and Releases
Since January 2021, over 8.5 million illegal aliens have crossed the southern border, which is greater
than the population of 37 U.S. states.1,2 In fact, under the Biden-Harris administration, U.S. Customs and
Border Protection (CBP) encounters at the southern border are nearly four times higher, on average per
month, than the levels we saw during the Trump administration.

The Department of Homeland Security (DHS) has released more than 5.6 million illegal aliens into the
interior of the country, at least one million of whom were admitted through parole alone.34 Impeached DHS
Secretary Alejandro Mayorkas admitted in a January 2024 news interview that over 85% of illegal aliens
encountered at the southern border are released into the interior.5 In addition, at least 1.9 million “got-
aways” have entered the country – evading Border Patrol completely.6 Taken together, at least 7.5 million
illegal aliens crossing the southern border have either been released purposefully into the U.S. or
evaded capture since President Joe Biden and Vice President Kamala Harris took office.
The administration can’t even keep track of the large swaths of encountered and released aliens. A
September 6, 2023, report from the DHS OIG found between March 2021 and August 2022, at least
177,000, or 18%, of the 981,671 aliens released into the country could not be located whatsoever, as these
individuals provided invalid or illegitimate addresses to border authorities.
The Numbers Make It Impossible for Border Patrol to do Its Job
The constant inundation of illicit border crossings and associated activity has strained Border Patrol. Many
agents have been pulled from patrolling the border for criminal actors and instead have spent most of their
time processing aliens and providing humanitarian services.
For example, the port of entry in Lukeville, Arizona shut down after its assigned CBP officers were
redeployed from operating the port to assisting with alien processing, as the flow of unlawful border
crossers had outnumbered line agents.7 Similarly, hundreds of border agents from the northern border and
coastal sectors have been reassigned to the southern border.8

In April 2022, the National Border Patrol Council (NBPC) sounded the alarm, saying agent morale was at
an “all-time low” due to illegal crossings, requiring agents to work six days a week every other week.9
Border Patrol personnel have characterized the Biden-Harris administration’s catch-and-release policies as
facilitating illegal immigration. One agent said, “I feel like I’m a part of the smuggling organization.”10
The NBPC also noted that the agency is receiving fewer applicants to join its ranks in recent years, as the
profession has been under scrutiny by the current administration and Democrats in Congress.11
One incident that served as a flashpoint for decreasing Border Patrol morale occurred on September 19,
2021. Del Rio sector agents on horseback attempted to prevent Haitian nationals from illegally crossing.
The incident sparked controversy, as some erroneously accused the agents on horseback of “whipping” the
Haitian migrants, when, in reality, the agents were using reins to control their horses.12 Despite the
photographer who took images of the incident saying no whipping occurred, Biden-Harris officials pounced
and attributed racist motivations to the agents.13,14, 15
Shortly after the incident, DHS Secretary Mayorkas himself said the images of the incident were
“horrifying,” going as far to say, “We know that those images painfully conjured up the worst elements of
our nation's ongoing battle against systemic racism…”16 This, despite the fact that an October 2022 report
indicated that two hours before that press conference, Mayorkas was alerted by DHS public affairs officials
that the “whipping” narrative was untrue.17 Moreover, the CBP Office of Professional Responsibility
produced a report on May 12, 2023, indicating that no whipping occurred, exonerating the agents.18
To this day, Secretary Mayorkas has not apologized to the agents whom he accused of unbecoming conduct.
Vice President Harris equated the agent’s actions to slavery in, saying, “[alleged whipping] used against
African Americans during times of slavery.”19
In some painful cases, border agents have taken their lives because of the mounting stresses of the crisis.
In 2022, 14 Border Patrol agents committed suicide, nearly twice the number of those recorded in
2020, and three times that of 2014.20 A news investigation found that agents have witnessed horrific things
such as rotting human remains, abuse of migrants, and children and infants dying. However, these tragic
occurrences have become more commonplace under Biden-Harris policies.21

CONSEQUENCES OF THE BORDER INVASION


Dead, Injured, and Endangered Americans
Fentanyl
In 2023, fentanyl poisonings killed nearly 75,000 Americans – an average of over 200 deaths a day – and
the vast majority of this illicit fentanyl is made by Mexican drug cartels using Chinese chemicals and then
brought across the southern border.22,23,24 Since the Biden-Harris administration took office, fentanyl has
poured across the border in record numbers. In FY 2021, 11,200 pounds of fentanyl was seized – more than

the three previous years combined. That skyrocketed to over 26,700 pounds in FY 2023 (a 138% increase),
enough to kill every American 18 times over.25,26

Some may point to the large seizures of fentanyl as evidence that the administration is interdicting
shipments of the drug. But the fentanyl that is seized indicates a trend in volume, including the rising amount
of fentanyl that is getting past overwhelmed border officials and into our communities. Just like the number
of migrants that evade Border Patrol (i.e. “gotaways”) has massively increased in conjunction with
skyrocketing border encounters, so too does fentanyl that slips past border patrol. In fact, the DEA’s 2024
National Drug Threat Assessment said, “Throughout 2023, fentanyl was seized at the border in equal or
higher quantities as in previous years, and no DEA field office reported that fentanyl is less available or
more expensive, either of which would point to a decrease in supply.”27
Indeed, Americans in every corner of the country have passed away from the dangers of synthetic opioids
or have struggled with addiction to the drug. On September 15, 2023, Nicholas Dominici, a 1-year-old
child, died of a fatal overdose after being exposed to fentanyl at his nursery in the Bronx.28 Three other
children were admitted to a hospital after also being exposed. Police found one kilo of fentanyl underneath
a mat where the children slept, which allegedly belonged to the nursery owner and her tenant. Otoniel Feliz,
Nicholas’ father, said of losing his infant son, “I love him, I miss him I want him back. But there’s nothing
that will give me back my son.”29
Our unsecured border is exacerbating the nation’s opioid crisis, driving more Americans to an early grave.
Countless individuals have been left without parents, children, loved ones because the U.S.-Mexico line
has become a pipeline for these poisons to enter our neighborhoods.
Crime
Under the Biden-Harris crisis, there has been skyrocketing apprehensions of criminals, gang members,
terrorists, and other bad actors who’ve capitalized on fewer line agents policing the border to infiltrate the
interior – indicating a dangerous trend. In Fiscal Year 2021, Border Patrol agents encountered 10,763 aliens
with criminal convictions – a 341% surge from FY 2020.30 In FY 2022, 12,028 criminal alien arrests were

effectuated. In FY 2023, border agents apprehended 15,267 criminals. With two months left in FY 2024,
14,697 arrests of criminal aliens have been effectuated, nearly surpassing the arrests made the previous
year. Similarly, gang member apprehensions have jumped during the same period.31
While Border Patrol has intercepted increasing numbers of criminals, DHS whistleblowers revealed on
August 11, 2024, that as many as 950,000 violent criminals have gone unidentified. In some cases, CBP
did not collect DNA for nearly 70% of illegal border crossers.32
And as we’ve tragically seen, some of the individuals released into the interior
have and will commit crimes against Americans, including heinous offenses like
murder, sexual assault, and robbery. For example, Biden-Harris mass parole
policies led to the tragic death of 22-year-old nursing student Laken Riley,
who was murdered while jogging at the University of Georgia campus on
February 22, 2024. The suspect, Jose Antonio Ibarra, a 26-year-old illegal alien
from Venezuela was paroled and released into the country after crossing into

Unfortunately, there are dozens of similar examples of illegal aliens released from the border who had
criminal records or entered as a gotaway and went on to commit crime in the interior. Just a few examples
are outlined in the news accounts below, which increase every single week:

The border crisis has imported foreign criminals and gang members that cause lawlessness and disorder on
our streets. One such example includes the prevalence of members of the notorious Venezuelan prison
gang Tren de Argua (TdA), committing crimes in some of our major cities.34 The lawless syndicate is
known to engage in egregious acts from murder, rape, robbery, drug trafficking, crimes against children,

and more. Venezuela’s refusal to share its criminal databases with the U.S., has made it impossible for CBP
officials to fully check associates of Tren de Aragua who appear at border.35
As of June 2024, law enforcement and immigration officials across the nation have launched over 100
investigations into the Venezuelan gang.36 Laken Riley’s accused assailant is a confirmed member of the
South American gang.37
Law enforcement agencies have struggled to deal with the increase of criminal aliens who have entered the
country under Biden-Harris on their streets. On June 3, 2024, New York City Police Department (NYPD)
officers Richard Yarusso and Christopher Abreu attempted to detain Bernard Castro Mata, a 19-year-old
illegal alien and member of Tren de Aragua, who was riding a motorized scooter on the wrong side of the
street.38 Castro Mata fled from the officers and fired upon the officers, striking one in the stomach and the
other in the leg. Thankfully, both officers recovered from their injuries. However, this incident did not have
to happen. Castro Mato illegally crossed the border into Eagle Pass, Texas, in July 2023 where he was
subsequently released into the interior. Worse yet, in May, an immigration judge in Chicago closed Castro
Mata’s case, allowing him to remain in the U.S.39
More recently, on July 28, 2024, three San Antonio Police Department officers responded to a domestic
violence call.40 When officers arrived at the residence, they observed a female with physical injuries
allegedly inflicted by her boyfriend.41 The suspect was found lying in bed with a rifle by his side – he
opened fire on the responding officers, striking one of them multiple times. Thankfully, the wounded officer
did not sustain fatal injuries and is expected to make a full recovery. The alleged shooter was Jorge Chacon-
Guiterrez, a 25-year-old illegal alien from Venezuela, who is reported to have illegally crossed into Eagle
Pass, Texas, in November 2023, where he was released with an immigration court date set for April 2026.42
On January 27, 2024, a group of eight Venezuelan nationals, two of whom
are confirmed members of Tren de Aragua, were recorded savagely
assaulting an NYPD lieutenant and officer after the pair confronted the group
for their suspected involvement in a shoplifting-turned-assault.43 To add
insult to injury, Manhattan District Attorney Alvin Bragg released them
without bail, resulting in one of the charged attackers nonchalantly
displaying his two middle fingers to reporters after he left the courthouse,
seemingly not caring about his alleged involvement in striking peace

Even facilities intended for destitute Americans have become more susceptible to victimization and
criminal activity due to foreign nationals taking occupancy at these locations. Arrests at New York City
homeless shelters swelled by 100% between January and March of 2024, more than double the arrests made
during the same period in 2023. The rise in arrests at homeless shelters has been attributed to the influx of
illegal aliens residing at these locations, according to NYPD data.46
Indeed, local police have experienced more calls for services involving foreign criminals since this crisis
began. In Chicago, where the city has witnessed a surge of illegal aliens, the arrests of Venezuelan nationals

have skyrocketed from 26 in 2022 to 686 in 2023 – a 2,538% increase.47 From 2021 to 2023, arrests of
Venezuelans soared by a whopping 11,333%. Offenses ranged from shootings to robberies to shoplifting.48
One recent incident demonstrates how foreign gangs have infiltrated our communities to the point of raiding
American residences. On August 28, 2024, video footage depicted alleged members of TdA taking over an
entire apartment complex in Aurora, Colorado at gunpoint.49 A brazen crime like this should concern every
American.
Even in our legal immigration system, the Biden-Harris administration has expanded certain programs
prone to exploitation by criminals. The Visa Waiver Program (VWP), which allows select countries’
nationals to enter the U.S. for up to 90 days for tourism or business, has gone unchecked under Biden-
Harris.
For example, Chile, a VWP recipient, refuses to provide the mandated criminal history of VWP applicants
before they enter the U.S.50 In a July 13, 2023, House Judiciary Committee hearing, Orange County Senior
Deputy District Attorney Bradley Schoenleben testified about the magnitude of this abuse. According to
Schoenleben, law enforcement agencies across the nation have sounded off on Chilean nationals’
exploitation of the VWP, including Nassau County, New York; Flager County, Florida; Shelby County,
Alabama; Williamson County, Tennessee; and Los Angeles, Riverside, San Bernardino and Ventura
Counties in California.
On May 15, 2024, Oakland County, Michigan Sheriff Michael Bouchard spoke out on Chilean gangs
burglarizing homes and stealing valuable property from local residents, he said, “They’re very [Chilean
nationals] focused on high-end jewelry, like watches, cash, high-end purses… things that are highly,
valuable and disposable. And they go and they move on. They usually hit a number of homes in our area,
and then they move on to another part of the country, and then another crew will come in. And it’s been a
cycle.”51Sheriff Bouchard urged the State Department to reevaluate Chile’s participation in the VWP.
Secretary Mayorkas has even implemented policies that limit the arrest, deportation, and removal
illegal aliens, including criminals, across the country.52 Mayorkas carried out Biden’s directive of placing
a 100-day moratorium on deportations and removals, including those convicted of egregious crimes.53 On
September 30, 2021, Mayorkas issued a memo directing ICE to narrow its focus of migrants who have
criminal backgrounds for removal, meaning large categories of criminal aliens are not being arrested or
removed under this directive.54 On October 27, 2021, Mayorkas issued a memo severely limiting the areas
where ICE could conduct enforcement – going as far as prohibiting immigration enforcement from being
carried out at “parades” – in addition to preventing immigration enforcement from being carried out at
worksites. On, April 3, 2022, DHS notified ICE prosecutors of new guidelines for litigating removal cases
against aliens, even those with safety and security concerns, such as considering the alien’s “ties to the
community” and other arbitrary factors.55

The result has been ICE expelling fewer criminal aliens from the country. In FY 2020, during COVID, ICE
removed 118,949 aliens with criminal convictions or pending criminal charges.56 ICE only removed 44,096
aliens with criminal convictions or pending criminal charges in FY 2022 – a 62% decrease from FY 2020.57
In FY 2023, agents removed only 69,902 criminal migrants from the country.58 In addition to limiting
removals, thousands of criminal aliens with criminal convictions or pending charges have been released

from ICE detention into American communities under Mayorkas’ command.59,60 This flagrant disregard for
public safety will continue to endanger law-abiding Americans by allowing deportable criminals back into
the streets where they could commit new crimes.
Terrorists and Dangerous Foreign Nationals
Of particular concern, in FY 2023, a record-breaking 169 known or suspected terrorists (KSTs) were
arrested at the southern border.61 So far in FY 2024, which began on October 1, 2023, Border Patrol has
encountered 90 KSTs. Compare this to the fact that a total of 11 KST apprehensions were made in the
four years between FY 2017 and FY 2020.62 Remember, these are just the ones who were caught.

On August 5, 2024, the House Judiciary Committee released a report that found at least 99 illegal aliens
on the terror watchlist were released into the country after being arrested by federal agents at the
southern border between fiscal years 2021 and 2023.63 The Committee report also found that Border
Patrol encountered aliens from the terrorist watchlist who originated from terror-prone countries such as
Afghanistan, Iraq, Lebanon, Kyrgyzstan, Mauritania, Pakistan, Somalia, Syria, Tajikistan, Turkey,
Uzbekistan, and Yemen.64
Federal Bureau of Investigation (FBI) Director Chris Wray has warned of the elevated national security
threat at the border. He said the following in a Senate hearing on June 4, 2024, “So certainly, we have seen
over the last 4 to 6 years an increase in the number of known or suspected terrorists, in other words,
watch-listed subjects attempting to cross the border and that is of concern.”65
After Hamas carried out its barbaric terroristic attack against our friend and ally Israel on October 7, 2023,
CBP issued a memo warning of Hamas Palestinian Islamic Jihad, and Hezbollah members potentially
crossing the southern border.66 Indeed, recently, three Palestinian migrants and one migrant from Turkey
with terrorist ties were detained after illegally crossing our southern border.67
On March 10, 2023, Afghan national Mohammad Karwin, a confirmed member of the terrorist group Hezb-
e-Islami, illegally crossed the border into San Ysidro, California.68 CBP’s screening of Karwin could not
confirm whether he was on the terrorist watchlist, which resulted in his release into the interior two days

later. Karwin was enrolled in an alternative to detention program, requiring him to check in with
immigration authorities periodically. However, he was later removed from the program. In February 2023,
ICE agents arrested Karwin after the FBI flagged that Karwin had terrorist ties. Bizarrely, when the Afghan
national appeared before an immigration court, ICE prosecutors argued that he should be detained as he
posed a flight risk but did not disclose his suspected terrorist ties with the judge presiding over the case,
resulting in Karwin posting bond and being released. Two months later, federal agents arrested him in San
Antonio.
Alarmingly, individuals and groups with known or suspected ties to terrorism have capitalized on our porous
border by smuggling foreign nationals, some of whom originate from terror-prone countries, into the U.S.
On August 30, 2023, news broke that the FBI was scrambling to find more than a dozen illegal aliens from
Uzbekistan and other countries who were released into the interior of the country after being smuggled to
the southern border by an individual with ties to ISIS in early 2023.69
In a similar incident, ICE and FBI agents arrested eight Tajikistan nationals with ties to ISIS across New
York City, Los Angeles, and Philadelphia, according to news sources on June 11, 2024.70 All of the Tajiks
illegally crossed the Southwest border and were released into the interior between 2023 and 2024.71 While
no derogatory information was initially flagged during CBP’s screening of these individuals, they were
released into the country anyway despite hailing from a terror prone nation.
More recently, on June 26, 2024, DHS revealed that over 400 illegal aliens from Central Asia were brought
to through the southern border by an ISIS-affiliated human smuggling network.72 More than 150 of the
illegal aliens have been arrested, but the whereabouts of over 50 aliens remain unknown. This incident
comes on the heels of ISIS and its offshoot ISIS-K conducting several recent terrorist attacks in Russia.73
Illegal aliens have come close to carrying out potential attacks. On May 3, 2024, two men in a box truck
attempted to enter Marine Corps Base Quantico, posing as employees subcontracted by Amazon to deliver
a package.74 When the two individuals did not provide approved access credentials, military police directed
the occupants to a secondary security inspection where the driver ignored instructions and accelerated past
the officer in a reckless attempt to enter the military facility.75 After military authorities stopped the vehicle,
the two occupants were detained and turned over to ICE. A May 23, 2024, report revealed that one of the
Jordanian nationals illegally crossed the southern border in April 2024 and was released into the interior,
while the other national overstayed a student visa.76
Even nationals from our greatest geopolitical foe – China – are coming to the U.S. in record numbers. In
FY 2024 so far, a whopping 35,399 Chinese nationals have crossed the southern border, surpassing
the combined totals of the past three fiscal years combined.77 From FY 2020 to FY 2023, we saw a
1,800% increase in Chinese illegal alien apprehensions at the southern border.78 Alarmingly, in April 2023,
CBP instructed its agents to reduce its interview vetting questions of Chinese nationals from 40 to just five
to decrease processing times, which weakens our national security by watering down vital screening
questions, and makes it easier to be released into the U.S.79
Many of these aliens will end up staying indefinitely, as China is historically uncooperative and recalcitrant
in working with the U.S. to take back their citizens.80 Every American should be alarmed by this

development, as one of our largest foreign adversaries could be sending agents to our border in hopes of
infiltrating our communities to commit espionage, trade theft, or military operations.

Unfortunately, we can expect more potential terrorists and dangerous foreign nationals enter the U.S., as
DHS OIG published a damning report revealing that the administration admitted more than 7 million
foreign nationals into the country without properly screening them, including failing to conduct
interviews or take fingerprints.81 In 2020, DHS and the Department of State relaxed vetting procedures to
admit guestworkers from Latin America to address staffing limitations and visa backlogs during the
COVID-19 pandemic, but the Biden-Harris administration expanded this temporary policy. In other words,
instead of terminating a policy that poses a threat to our nation’s security, DHS and DOS under Biden-
Harris opted to allow millions of unvetted aliens into the country.
The flow of illegal entrants has inhibited CBP’s ability to conduct DNA tests on aliens 14 years old and
older at the border to determine their identities. On December 29, 2023, a report surfaced that the FBI had
a 15-month backlog on DNA testing kits for aliens and that the testing program was running out of funds,
which has caused a delay in determining if these foreign nationals have criminal backgrounds or other
derogatory information.82 In other words, border officials are releasing detainees into the interior before the
FBI can complete its DNA testing of said alien and can affirmatively determine their identity and screen
their background for security threats.
Other potential terrorists are abusing the legal immigration system. Malik Faisal Akram, the 44-year-old
British terrorist who took four hostages at gunpoint at a synagogue in Colleyville, Texas, in January 2022,
is believed to have entered the U.S. through the VWP mentioned above.83 Akram had an extensive criminal
record and other concerning information, including assaulting a family member, destruction of private
property, robbery, and was reportedly a member of Tablighi Jamaat— an Islamic organization banned in
several countries and known for its ties to terrorism.84,85
One can only imagine the number of individuals who have entered our country through our legal
immigration system to fulfill nefarious acts in our communities. Remember, it took only 19 people to
execute the September 11, 2001, terrorist attacks, all of whom entered through our legal immigration

apparatus.86 FBI Director Wray warned of nefarious individuals posing a threat to our homeland, he said
the following during a Senate panel in March 2024, "We are seeing a wide array of very dangerous threats
that emanate from the border, "87
Empowerment of Cartels
For decades, Mexican drug cartels have operated along our southern border, routinely smuggling humans,
illicit drugs, weapons, and other contraband, all at the cost of the American people. While U.S. law
enforcement and border security efforts help stem the tide of lawless activity from these groups, the Biden-
Harris-Mayorkas administration ceded remaining control of the Southwest border to these lawless groups
thanks to its anti-border policies.
Under the current administration, cartels have been empowered to create more havoc and misery to
Americans and migrants, knowing they will face little to no consequences for their actions. A July 2021
news investigation illustrated how Mexican criminal syndicates have seized upon the border crisis and have
played a larger role in smuggling foreign nationals.88
Former Texas DPS Captain Jaeson Jones said of the cartels’ lucrative human smuggling operations under
Biden, “But I can without any doubt tell you that the profits they are making today are like nothing we have
seen prior. This is a major revenue stream.”89 Migrants are treated like a commodity, according to Jones.
The former law enforcement officer detailed how the cartels have streamlined the human smuggling
process, such as placing wristbands to denote which cartel or type of smuggling group said migrants belong
to. As of 2022, under the Biden-Harris administration, the cartels profit over $13 billion a year in human
smuggling, subjecting migrants to all forms of abuse.
One human smuggling case in particular shed light on the brutal methods employed by cartel smugglers. In
2023, law enforcement discovered a human smuggling operation run by three aliens in Fort Worth after a
migrant father living in Baltimore claimed to have paid $1,000 to the smugglers to transport his wife and
daughter from across the border to a stash house. However, the man was told by the smugglers that he
had to pay an additional $23,000 before his family could be released from the stash house or “they
would do things to his daughter he [would] not like.”90 Thankfully, the authorities located the stash house,
arrested the smugglers, and rescued the man’s wife and daughter.
On May 30, 2023, U.S. District Judge for the Northern District Texas Reed O’Connor issued an opinion in
the case above, which, in part, argued the criminal penalties for human smuggling are not adequate for the
bad actors engaging in the unlawful conduct, which exploits migrants and their families.
A drug policy expert said of the situation, “Criminal organizations control the border. And that becomes a
lucrative moneymaker, revenue generator for these cartels. “91 The record-breaking fentanyl seizures at the
southern border serve as a grave example of the more drugs being trafficked into the U.S. While the fentanyl
(and other harmful narcotics) was seized before they were consumed, it is likely more slipped past the
border without being detected or interdicted, leading to further drug abuse by Americans across our
communities. As previously noted, Mexican drug cartels have partnered with Chinese criminal
syndicates to move toxic drugs across the border, making drug enforcement efforts more difficult by
involving more bad actors.92
On December 6, 2023, video footage captured a group of aliens breaching the southern border through an
opening. After the group crosses into the U.S., their masked smuggler looks directly at the camera and

waves and salutes the videographer before leaving the area.93 Such bold conduct from cartel operatives is
emblematic that these bad actors operate without impunity and do not fear the U.S.
One deadly incident involving U.S. citizens further demonstrates that cartels are quick to harm anyone
perceived a threat to their territory or profits. In March 2023, a group of four friends from Florence, South
Carolina drove into Mexico to seek medical treatment for a friend in the group.94 When the group entered
Matamoros, Mexico, they were ambushed and kidnapped at gunpoint by Gulf Cartel members and taken to
an offsite location where they were subjected to torture, resulting in two of them being killed by these
outlaws. The remaining two were left alive after being subjected to physical brutality.
The Gulf Cartel “apologized” for the deadly incident, as it claims it was a case of mistaken identity, thinking
that the four Americans were rival drug traffickers. This senseless attack of four U.S. citizens in broad
daylight exemplifies how the Mexican drug cartels have run roughshod over the U.S.-Mexico border
without worry about who they target.
Other brazen examples include an August 8, 2024, news story of alleged cartel drones strapped with
explosives flying south of Arizona’s border with Mexico.95 The drones reportedly belong to the Sinaloa
Cartel that is using the devices against a rival cartel. Border Patrol intelligence flagged that these explosive
drones were close to the U.S., where they could harm residents north of the border. Similarly, in November
2023, reporters documented a series of explosive devices found along the southern border, presumably left
by cartel members.96 These incidents could easily be mistaken by terrorist groups based in the Middle East
if not attributed to the cartels.97
Make no mistake, the cartels have control of both sides of the border. The Biden-Harris-Mayorkas
administration has merely made the U.S. a complicit cog in a criminal enterprise machine, leading to
suffering and death on both sides of the border.
States and Taxpayers Paying the Price
Direct Security Cost for Texas and the Southern Border States
Texas has borne the brunt of the border crisis. To be sure, California, New Mexico, and Arizona are all
disproportionately impacted by the crisis as well. But this section will focus on Texas’s experience to
illustrate the broader impact on border communities.
Examples of the Impact
In February 2021, the first full month into President Biden’s term, Democratic Del Rio Mayor Bruno
Lozano posted a video calling on the president to stop releasing illegal aliens into his city and neighboring
areas.98 He said, “I am pleading and requesting with you to please put a halt to any measures regarding the
release of immigrants awaiting court dates into the City of Del Rio and surrounding areas. We do not have
the resources available to house and accommodate these migrants within our community.”
At one point, up to 5,000 illegal aliens a day were crossing at Eagle Pass, many of whom needed (and still
do) medical attention after crossing the Rio Grande River, with pregnant women in distress, heat exhaustion,
hypothermia, and migrants needing medical assistance for various minor injuries.99 The migrant casualties
have become so common that the Eagle Pass Fire Department (EPFD) has assigned one out of its five, full-
time ambulances to transport injured migrants from the Rio Grande’s edge to the hospital, stretching the
city’s resources.100

Since September 2023, the Eagle Pass Fire Department has received about 45 EMS calls a day – 30 of them,
or 60%, are migrant-related. The EPFD is spending a whopping $21,000 a day – more than $2.2 million
since mid-September 2023 – as it deals with providing medical services to illegal aliens.101 Remember,
these calls for services absorb medicine and equipment intended for local residents, costing taxpayers.
Kinney County, located on the Texas-Mexico border, faces recuring mayhem. The number of criminal
charges filed in the South Texas county has swelled since the beginning of the border crisis. Between
January 2021 and present, more than 15,000 criminal charges have been reported in Kinney County.102 For
context, this is a county with a population of 3,200.
From 2020 to 2021, there was a 1,920% increase in criminal charges reported in Kinney County. During a
recent House Budget Committee hearing, Kinney County Attorney Brent Smith attributed the rise in
criminal charges to the increase in illegal immigration and cartel activity the border crisis has spawned.
These offenses consist of criminal trespass, evading arrest on foot, criminal mischief, human smuggling,
and human trafficking.103
Below is a breakdown of criminal charges reported in Kinney County compared to previous years104:
• 2019: 254
• 2020: 134
• 2021: 2,708 (Biden takes office in January 2021)
• 2022: 6,800
• 2023: 5,826

Mr. Smith also pointed to the county’s criminal justice system, which operates on a $6 million-dollar annual
budget, being overburdened with border-related crime, costing taxpayers an additional $10.5
million.105Additionally, the school administration in the county has been forced to install military style
vehicle barricades on campus grounds due to the threat posed by high-speed car chases with cartel
smugglers. On one occasion, smuggled occupants bailed out of their vehicle where they proceeded to
breach these barriers and attempt to enter the school while it was in lockdown.
Ranchers and property owners near the border have also felt negative impacts on their livelihoods and
residences, too. According to the South Texans’ Property Rights Association, which represents 500 South
Texas ranchers, incidents of illegal aliens trespassing on their properties has been a longstanding problem,
it has gotten significantly worse under the Biden-Harris administration.106
As of January 2024, 60 Texas counties have invoked disaster declarations over the border crisis, they
include: Atascosa, Bee, Brewster, Brooks, Caldwell, Cameron, Chambers, Colorado, Crane, Crockett,
Culberson, DeWitt, Dimmit, Duval, Edwards, El Paso, Frio, Galveston, Goliad, Gonzales, Hidalgo,
Hudspeth, Jackson, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr, Kimble, Kinney, Kleberg, La Salle,
Lavaca, Live Oak, Mason, Maverick, McCulloch, McMullen, Medina, Menard, Midland, Pecos, Presidio,
Real, Refugio, San Patricio, Shackelford, Schleicher, Sutton, Terrell, Throckmorton, Uvalde, Val Verde,
Victoria, Webb, Wharton, Wilbarger, Wilson, Zapata, and Zavala.107
Similarly, as of January 2024, 50 Texas counties have passed resolutions declaring an invasion due to
the border crisis: Atascosa, Bandera, Burnet, Chambers, Clay, Collin, Crockett, Ector, Edwards, Ellis,
Fannin, Franklin, Frio, Goliad, Hamilton, Hardin, Harrison, Hood, Hunt, Jack, Jasper, Johnson, Karnes,
Kinney, La Salle, Lavaca, Leon, Liberty, Live Oak, Madison, McMullen, Medina, Montague, Navarro,

Zandt, Waller, Wharton, Wichita, Wilson, and Wise.108
Operation Lone Star and Other Efforts
In response to the administration’s dereliction of duty in securing the border, Gov. Abbott and DPS launched
Operation Lone Star (OLS) on March 6, 2021, a statewide initiative designed to fill the void left by the
federal government.109 OLS has mobilized DPS, the Texas National Guard, and deployed air, ground,
marine assets to block unauthorized entries and detect and interdict human smugglers and narcotics
traffickers.110 The state operation has recruited the assistance of National Guard units of other states and
law enforcement agencies to fill the gaps by a overwhelmed Border Patrol.
To date, OLS and related measures have cost Texas taxpayers $13 billion since March 2021.111 The state
has not been reimbursed by the federal government while the border remains wide open.
From March 2021 to June 2024, OLS has apprehended 513,700 aliens who unlawfully crossed into Texas.112
Officials have effectuated more than 44,000 criminal arrests, with more than 38,600 felony charges
reported.113 Additionally, Texas law enforcement has seized over 489 million lethal doses of fentanyl,
enough to kill every man, woman, and child in the U.S. and Mexico.114 Moreover, thousands of weapons
have been confiscated over the course of Texas’ border enforcement efforts.115 Importantly, this is due to
state resources. If Texas simply sat idly by, where would these narcotics, weapons, and criminals be?
In addition to the law enforcement operations of OLS, the state of Texas has pursued other innovative plans
to secure its border. After the administration halted border wall construction on its first day in office, it
made Texas and neighboring states further vulnerable to illegal crossings and transnational crime. On
December 18, 2021, Gov. Abbott announced the construction of a Texas border barrier, starting in Rio
Grande City.116 As of February 2024, the Lone Star State had erected 160 miles of barriers that contain razor
wire fencing, anti-climb barriers, and other security measures along its border.117
In response to the surge of Haitian nationals attempting to unlawfully cross into the Del Rio sector in
September 2021, Texas launched Operation Steel Curtain, which garrisoned dozens of steel shipping
containers containing concertina wire and armored vehicles along the riverbanks of the Rio Grande River
in Eagle Pass to prevent illicit crossings.
In a move to boost OLS’s border security mission and pushback against Mexican cartels, DPS and the Texas
National Guard mounted a successful campaign in October 2023 to reclaim Fronton Island, a 170-acre piece
of land located in the Rio Grande between Starr County and Mexico.118 Prior to its recapture, Fronton
Island was considered one of the most dangerous areas of the Rio Grande Valley for decades, a hub
for illicit cartel activity, including alien smuggling, drug trafficking, weapons distribution and
more.119 Fronton residents routinely expressed fear of the trans-national criminal syndicates that operated
in the area, as outlaws would shoot at them and American law enforcement as a form of intimidation.120
In July 2023, to further heighten its security apparatus, DPS deployed floating marine buoys along the Rio
Grande River to deter and prevent water crossings, which puts migrants at risk of drowning.121 Almost
immediately, the Biden-Harris administration began fighting Texas’ reasonable border security effort, and

the DOJ filed a civil complaint against the state of Texas for placing the aquatic barrier, claiming that the
measure was obstructing navigable waterways, violating federal law.122
Yet, this is not the only instance the Biden-Harris administration has intervened to stop Texas from restoring
a semblance of security at the border. In December 2023, Governor Abbott signed Texas Senate Bill 4 (SB
4) into law, authorizing state and local authorities to arrest foreign nationals who illegally enter Texas via
the border and providing the ability to deport aliens to back to Mexico.123 Without fail, the Biden-Harris
administration filed legal action to stop the state from carrying out immigration enforcement, erroneously
citing the federal government as the sole entity that can enforce immigration law.124 As of this writing, SB4
remains blocked and on hold by court order as the appeals process continues.
An oft overlooked consequence of the Biden-Harris administration’s refusal to secure the border is the
impact on the Texas public servants that are attempting to fill the void.
On April 25, 2022, the body of Specialist Bishop E. Evans, a 22-year-old
Texas National Guard soldier from Arlington, Texas, was found along the
banks of the Rio Grande in Eagle Pass.125 A week earlier, Specialist
Evans, who was assigned to OLS, entered the Rio Grande to save two
migrants who were drowning as they were crossing into the U.S. The two
migrants were saved, but Specialist Evans did not return to shore,
tragically perishing in the unforgiving waters of the Rio Grande. Texas
and the nation lost an American hero because this administration refuses
to rescind policies incentivizing dangerous conduct along our border.

More recently, on March 8, 2024, while conducting airborne border patrol operations near Rio Grande City,
Texas, a helicopter lost control resulting in it crashing, killing most of its occupants.126 Border Patrol Agent
Chris Luna, New York National Guard Chief Warrant Officer 2 Casey Frankoski, and New York National
Guard Chief Warrant Officer 2 John M. Grassia III were killed in the crash. The remaining occupant, another
New York National Guard servicemember, was hospitalized for injuries.127
Texas and the southern border states are not the only communities impacted. This crisis is felt throughout
the nation and will be examined in the sections below.
Taxpayer-Funded Illegal Alien Lodging, Healthcare, and Education
The mass influx of illegal aliens into communities throughout the country is straining taxpayer-funded
services across the board. In sum, the availability of these programs not only impact local budgets and limits
access to public services, but it also encourages more people to illegally cross into the U.S.
A prime example of how communities throughout the country are impacted by the Biden-Harris border
crisis is Springfield, Ohio – a city of 58,000 that has seen an influx of 15,000-20,000 Haitian nationals over
the last few years.128 Springfield City Manager Bryan Heck summarized the impact the Biden-Harris border
crisis is imposing on communities even hundreds of miles from the border, “It’s taxing our infrastructure.
It’s taxing public safety. It’s taxing our schools. It’s taxing healthcare… It’s taxing our housing.”
It’s not just small communities like Springfield. In a September 2023 town hall, NYC Mayor Eric Adams,
despite being a proponent of sanctuary city policies, said of the migrant crisis, “This issue will destroy
New York City.” He continued, saying, “Every community in this city is going to be impacted. We have a

$12 billion deficit that we’re going to have to cut – every service in this city is going to be impacted. All of
us.”
A bit closer to the southern border, the city of Denver announced some of its employees would likely have
their hours reduced to zero, hoping to save enough money to reallocate $4.3 million in funds to address the
large numbers of illegal aliens appearing in the city.129 In addition, an analysis found that Denver taxpayers
have paid $42 million to care for illegal aliens, from December 2022 to present.130
While a true accounting of the full fiscal impact of the border crisis is difficult to produce, the Federation
for American Immigration Reform (FAIR) estimates, as of 2023, the net cost of illegal immigration to the
U.S. to be $150.7 billion across the federal, state, and local levels.131 As the FAIR study notes, the taxes
paid by illegal aliens to state and local governments are not sufficient in covering the benefits they receive.
Admittedly, this is one study by one organization, but in the absence of real work and a response to
congressional inquiries from the current administration, it is an illustrative estimate of the scope of the
problem, even though it may not be an exact number.
Below is a breakdown of the estimated costs to federal taxpayers:
• Federal education costs $6.6 billion each year, includes Primary and Secondary Education,
Limited English Proficiency, Migrant Schooling, and Head Start.
• Federal medical expenditures cost $23.1 billion per year, including uncompensated hospital
costs, Medicaid births, Medicaid fraud, and Medicaid for U.S.-born children of illegal aliens.
• Federal justice enforcement costs $25.1 billion each year, including incarceration, ICE removal
operations, State Criminal Alien Assistance Program, immigration court, Byrne grants, etc.
• Federal welfare programs cost $11.6 billion each year, including school meals, SNAP, WIC,
TANF, CCDF, SSI, and public housing.

The total fiscal burden of illegal immigration on state taxpayers has reached a staggering $115.6 billion,
which is 30% more than it was in 2017.132 Below is a breakdown of some of the estimated costs to state
taxpayers:
• State education costs $73.3 billion each year, includes K-12 public school and post-secondary
tuition losses/financial aid.
• State medical expenditures cost $18.6 billion each year, including Medicaid births,
uncompensated medical expenses, improper Medicaid payouts, Medicaid anchor babies, Medi-Cal
expansion, and other state programs.
• State justice enforcement costs $21.8 billion each year, including policing, judicial,
corrections, and state border enforcement.
• State welfare programs cost $2 billion each year, including CCDF, TANF, and meals in schools.

Lodging
As millions of migrants are coming across the border, they then move to their destinations throughout the
country. Making it difficult for communities big and small to house them.
Since spring 2022, New York City taxpayers have shelled out over $1 billion to house illegal aliens in
hotels, motels, inns, and tent cities across the five boroughs.133 Through May 31, 2024, of the estimated
$4.88 billion spent on New York City’s migrant crisis, 40% has gone to shelter services.134
NYC shelters and care facilities have reached maximum capacity. In response, the local government found
unconventional locations to house the constant flow of recent border crossers. On August 20, 2023, a local
news outlet reported that the city government was opening a relief center for illegal aliens on Randall’s

Island, a park located in Manhattan.135 The facility provides health screenings and access to restrooms, a
cafeteria, and caseworkers – all on taxpayer dime. The opening of a migrant camp near the Queens-Nassau
border by Mayor Adams ignited a series of angry residents protesting the placement of the campsite in
August 2023. The shelter is designed to house roughly 1,000 single adult migrant men, drawing concern
from locals, fearing the impacts it could have on their community and vulnerable residents.136
Worse still, in August 2024, the California State Senate approved a bill allowing illegal aliens to apply for
the state’s first-time homebuyer program, making them eligible for taxpayer-funded loans for up to
$150,000.137
As everyday Americans struggle with skyrocketing food prices, a February 2024 CBS News report revealed
that vendors were charging $64 per day to feed each illegal alien in Massachusetts. Specifically, vendors
are charging $16 for breakfast, $17 for lunch, and $31 for dinner each day for every individual, which is
expected to cost taxpayers $1 billion.138139
Healthcare
Our nation’s healthcare system has faced tremendous pressure from the influx of illegal aliens. The
Emergency Medical Treatment and Labor Act (EMTALA) requires that hospitals with emergency rooms
provide treatment regardless of the ability to pay or immigration status, which is why illegal aliens flood
emergency rooms with even routine issues.
In another move to incentivize illegal immigration and give taxpayer-funded healthcare to illegal aliens, the
Biden-Harris administration finalized a rule allowing Deferred Action for Childhood Arrivals (DACA)
recipients to qualify for subsidized healthcare through the Affordable Care Act, also known as
“Obamacare.”140 An approximate 100,000 DACA recipients are eligible for this taxpayer-funded healthcare
coverage.
Meanwhile, some states have doubled down on diverting taxpayer-funded services to illegal aliens. On July
19, 2021, then-Oregon Gov. Kate Brown signed into law the Cover All People program, which expanded
state-funded health care to all illegal aliens in the state, provided they meet other criteria.141
The impact of these policies on healthcare systems throughout the country is devastating.
In May 2021, Midland Memorial Hospital spokesperson Tasa Richardson told reporters that the hospital
racked up more than $200,000 in health care costs treating 40 UACs for COVID, pregnancy, suicide
attempts, and more.142,143 HHS opened a UAC intake center in Midland, Texas in March 2021. However,
neither HHS nor the Biden-Harris administration has reimbursed Midland Memorial for the medical
expenses it accumulated treating UACs. Representative August Pfluger, who represents Midland Memorial,
said of the hospital’s unreimbursed expenses, “Midland’s hospital system should not have to shoulder the
costs of the Biden border crisis.”144
Unfortunately, this is a common occurrence during the Biden-Harris border crisis.
In Arizona, Yuma Regional Medical Center accrued over $26 million in unpaid bills by illegal aliens who
sought medical treatment between December 2021 and November 2022.145 Because of the hospital’s
proximity to the border, it has become a prime location for illegal aliens to seek medical services. Hospital
president and CEO, Dr. Bob Transchel, in a February 23, 2023, hearing, “Migrant patients are receiving

free care, and they have no ability to bill anyone, we don’t know their final destination, we don’t
know anything about them. We cannot provide completely free care to the residents of our
community, so the situation is simply not fair and concerning to them.”146 The hospital has yet to be
reimbursed for the $26 million it has shelled out to treat illegal border crossers.
More recently, in January 2024, Denver Health, Colorado’s largest hospital, reported it was on the verge of
a major financial crisis due to unpaid medical care costs of illegal aliens requesting healthcare services.
According to Denver Health CEO Dr. Donna Lynne, the hospital lost $60 million from uncompensated
care. The amount doubled to $120 million in 2022. In 2023, the sum reached $136 million in unpaid medical
bills.147 The surge in outstanding debts has been attributed to influx of illegal aliens from Central and South
America who entered the U.S. during the current crisis.
Manatee Memorial Hospital, located in Bradenton, Florida, has called for additional resources to manage
the large flow of illegal aliens requesting medical services, which put the hospital under fiscal pressure. 148
From October 2023 to April 2024, Manatee Memorial has recorded nearly 600 hospital stays and 3,500
emergency room visits by illegal aliens. Hospital CEO Tom McDougal said of the situation, “We simply
cannot afford to keep doing this without being compensated for it. It takes away care from other patients…
We are short almost $18 million.”149
Unsurprisingly, New York City’s public hospital system has also been impacted by the surge of migrants.
Between 2022 and 2023 alone, medical centers across the five boroughs received roughly 30,000 visits
from illegal aliens soliciting medical care. Approximately 300 new babies were born to foreign mothers
during that same period.
Education
Illegal immigration’s impact on our public education system and schools has affected Americans well
before the current administration took control of the White House. The Supreme Court’s ill-conceived 1982
5-4 ruling in the Plyler v. Doe case found that states cannot deny access to public education services to
illegal alien children, which undoubtedly has served as a pull factor for unchecked migration to the U.S.
Under Biden and Harris, the impact of this issue on our schools has worsened.150
In Austin, Texas, more than 400 alien children have been enrolled in its schools, forcing teachers to carry
out their lessons in hallways and conference to accommodate the higher number of students.151 Schools
across Massachusetts allowed in nearly 2,000 alien students, forcing school districts to find new space.152
Chicago public schools have seen a jump in newly-admitted students, partially due to foreign minors who
recently crossed the border. Chicago schools just enrolled approximately 1,000 students whose first
language is not English.153
Denver Public Schools reported over 3,400 migrant children enrolling since summer 2023.154 Executive
Director of multilingual education for Denver Public Schools Adrienne Endres said of the influx of migrant
children, “We typically welcome new arrivals every year. Never this many, And never this quickly. We are
bursting at the seam. In a lot of individual sites and a district too in specific regions of the city.”155
In May 2023, New York City began using public-school facilities to house illegal aliens, displacing students
from receiving proper education from their teachers in the wake of the disruptions to education caused by
COVID-19 lockdowns.156 An approximate 4,200 individuals sought shelter in these schools in a single

week. Brooklyn Councilman Ari Kagan said of the matter, “I got a lot of phone calls from concerned
parents, from community leaders. Nobody, nobody expressed their support for this plan.”157
In a House Committee on Education and Workforce hearing on June 4, 2024, Alliance for a Safe Texas
President Sheena Rodriguez testified to the almost incalculable impact the crisis has on our schools. Mrs.
Rodriguez said, “At a time when Texas schools districts across the state are experiencing financial deficits,
using the economist TEA [Texas Education Agency] estimates, the baseline cost to Texas taxpayers for just
58,000 unaccompanied minors released across the states under the current administration is well over
$1 billion for a single year of public-school education.”158
Mrs. Rodriguez also raised concerns about the possibility of criminal cartels recruiting these minors to
engage in illicit activity where they could hurt a fellow student. Additionally, she warned of the possibility
of these foreign minors spreading communicable diseases to other students.159 In addition to the soaring
fiscal costs to accommodate these new learners, who likely require English as a Second Language
(ESL) instructors and other accommodations, one must wonder how this influx of foreign nationals affects
the learning ability of their native-born classmates, who may also require teacher assistance or struggle with
their own learning disabilities.160
Other Services
Absurdly, some radical progressive Democrat jurisdictions give additional handouts to illegal aliens. During
COVID-19, several states and localities began issuing “relief funds” to illegal aliens due to their inability
to receive stimulus. In March 2022, the Madison, Wisconsin city council approved $700,000 to distribute
to open-border organizations in the area to assist illegal aliens with food, rent, internet access,
transportation, and attorney fees.161 Also in March 2022, New Jersey Governor Phil Murphy earmarked $53
million for a one-time $500 payments to illegal aliens in his state who were ineligible for federal stimulus
checks. Approximately, 100,000 illegal aliens across New Jersey qualified for these funds.162
Payments to Non-Governmental Organizations
Though the Biden-Harris administration initiated the border crisis with its destructive policies, non-
governmental organizations (NGOs) have also played a major role in facilitating the destruction of our
sovereignty. These NGOs not only support illegal aliens when they get to the U.S. but provide them with
tools and guides to make the dangerous trek to the southern border. Worse, Americans are paying – through
their tax dollars (distributed by agencies like FEMA)163 –

Simply put, these NGOs are transforming America by
facilitating the flow of illegal aliens to different corners of the
country. These groups serve as a pull factor for illegal
immigration, as foreign nationals are told these NGOs will
help them on their journey to the southern border, financial
or otherwise.
Indeed, many NGOs have seized on the opportunity to
promote mass migration at the taxpayer’s expense. A January
2024 report by the Center for Immigration Studies (CIS)
revealed that over 200 nonprofit groups shelled out $1.6

billion in U.S. taxpayer cash for debit cards, food, clothing, medical treatment, shelter, and
“humanitarian transportation” during 2024 to millions of illegal aliens bound for the U.S.164
These groups actively aid migrants on their journey to the Southwest border, providing an easier pathway
for illegal entry into the U.S.165 Indeed, organizations like the Red Cross literally provide maps and guides
to illegal aliens to facilitate their trek to our southern border.
A June 2023 investigation further detailed how illegal border crossers receive help from these NGOs. 166
Many U.S.-bound foreign nationals—originating from the Western Hemisphere or otherwise—travel across
the Darien Gap, a land bridge that straddles Panama and Colombia. The region serves as a highway for
northbound illegal immigration, ostensibly experiencing large numbers of crossings. The Darien is also
considered one of the most dangerous migration routes in the world.167 Many humanitarian organizations
stand at the ready to provide services to migrants in the Darien gap, ultimately aiding them in traversing
the harsh – and dangerous – terrain.168
Once migrants reach the border, the NGOs continue to aid the lawlessness. A glaring example of this is the
presence of the San Antonio-based Migrant Resource Center (MRC).169 The MRC provides food, clothing,
case management, and transportation to the nearby airport for illegal aliens.170 The MRC is operated by
Catholic Charities, Archdiocese of San Antonio, which has received Federal Emergency Management
Agency (FEMA) grant money.171,172 The MRC serves as a hub for illegal aliens to temporarily reside before
they reach their final destination somewhere across the country.
Since January 2021, at least 626,624 illegal aliens have arrived in San Antonio, most of whom have
originated from Venezuela, Nicaragua, Cuba, Honduras, and Haiti.173 From July 7, 2022, when the MRC
first opened, to the present, it has provided shelter to at least 347,218 foreign nationals.174 This operation is
enabling the border crisis while Americans pay for it in more than one way. However, the San Antonio
MRC is one example of the larger network of NGOs aided and abetting the border crisis.
Some migrants don’t stay near border states, and NGOs help facilitate their travels around the U.S. For
example, a local NGO paid for a migrant, “Robert” from Togo to stay a couple of nights at nearby hotel and
for a bus ticket to Washington, D.C., where another NGO paid for his travel from the nation’s capital.175
The Togolese national said of his journey with the NGOs, “[In] Washington, I stayed at [the] hotel again.
After, they bought me the [airplane] ticket and bought me an Uber car to send me to the airport…”176
Overall, in FY 2023, DHS provided hundreds of millions of dollars to purported humanitarian NGOs that
facilitate illegal immigration to the U.S.177 The FEMA Shelter and Services Program (SSP) is designed to
provide local governments and NGOs with taxpayer funds to handle surges of illegal aliens appearing in
jurisdictions, many of which have sanctuary polices, that are overwhelmed by the flow.178
To double down on the violation of our nation’s sovereignty at the cost of U.S. citizens, the Biden-Harris
administration distributed millions in taxpayer funds to two open-border groups to pay the legal bills of
illegal aliens fighting deportation from the U.S.179 The administration is blatantly assisting and rewarding
aliens who have broken our immigration laws by footing the legal tabs of these individuals, in addition to
admitting and releasing them into the U.S.

Simply put, the federal government is using taxpayer dollars to bail out state and local governments, many
of which have pro-illegal alien policies on the books, from its own directives that are encouraging illegal
aliens to come to the U.S. Moreover, these NGOs use these funds to assist immigration lawbreakers to
arrive to their final destination where it may be in the U.S.
For decades, America’s extensive welfare and social safety net programs have attracted illegal aliens from
different corners of the globe, in hopes of taking advantage of these government programs for personal or
familial gain. Now, NGOs are getting in on the action to facilitate the trek to the U.S. and subsidize every
aspect of an illegal alien’s life in the U.S.
Dead, Abused, and Endangered Migrants

Death and Abuse on the Journey


The migration journey to America is deadly for migrants and filled with horrible and terrifying
circumstances – the U.S.-Mexico border has been dubbed the “world’s deadliest land migration route.”180
In FY 2022, a record 853 foreign nationals died attempting to cross the Southwest border, surpassing the
568 deaths in 2021, which was the previous record.181,182 The chart below shows how migrant deaths
have skyrocketed under the Biden-Harris administration.

In addition, migrants, including children, who travel across the Western Hemisphere to our border are
vulnerable to different forms of abuse at the hands of human smugglers and other criminals. A 2014 estimate
found that between 60% and 80% of Central American women and girls traveling to the U.S.-Mexico border
are sexually assaulted on their way to the U.S.183
Death and Danger Once in the United States
Proponents of open borders might claim the administration’s policies are compassionate to Americans and
migrants alike, but an unsecured border only puts more lives at risk.
Human smuggling incidents have occurred well past the Texas border region. An early sign of the crisis
spreading beyond the border occurred in the spring of 2021 in Boerne, Texas, located 180 miles from the
border when local police pulled over a vehicle for a traffic violation only to discover nine illegal aliens in

the car.184 The driver, who was hired by a Mexican cartel, was smuggling these aliens from Mexico and
Honduras after they crossed through the Del Rio sector. One of the occupants, a teenage boy who was
initially bound for California to pick grapes, was ordered by the cartel to be sent to a stash house in Houston,
where he would be held until he paid his debt.
Worse yet, some smuggled migrants have tragically
lost – or will lose – their lives during this crisis. On
June 27, 2022, 53 migrants, including eight
children, were found dead in and around a tractor-
trailer near Lackland Air Force Base in San
Antonio after being smuggled across the southern
border.185 The migrants were left trapped inside the
vehicle in the sweltering Texas summer heat without
functioning air conditioning due to the smugglers
fleeing the area. This tragedy has been labeled as the
deadliest human smuggling case in U.S. history.186

Additionally, smuggling illegal aliens into the U.S. often leads to dangerous and lethal high-speed chases.
DPS Lieutenant Olivarez provides almost weekly updates of dashboard camera footage depicting breakneck
pursuits involving smugglers or traffickers at or near the Texas border, evading DPS and/or local law
enforcement.187 Some of these recorded incidents show vehicle collisions resulting in injury, occupants
exiting cars while they are still in motion, police officers drawing occupants out at gunpoint. In another
tragic example, on March 13, 2023, in Ozona, Texas, a pickup truck ran a red light and struck another
vehicle, killing 71-year-old Maria Alvarez and her 7-year-old granddaughter Emilia Tambunga. The
driver of the vehicle was a human smuggler working for a Mexican drug cartel who was evading law
enforcement as he was transporting 11 illegal aliens in his vehicle. 188

These tragic instances have become commonplace under the Biden-Harris administration. On March 2,
2021, a Mexican national was driving a SUV containing 25 illegal aliens in Holtville, California, near the
border, where he subsequently crashed into another vehicle, killing 13 passengers and injuring the
remaining 12.189
Abuse, Exploitation, and Trafficking
The United States is one of the top destinations in the world for human trafficking, and illegal aliens brought
into the U.S. are extremely vulnerable to being trafficked, exploited, and abused. It is no coincidence the
top two states for human trafficking are the border states of California and Texas. 190
The level of depravity by human smugglers knows no bounds, as they demand migrants pay large sums of
money – or payment by other means – for unlawful passage into the U.S. and treat them as objects instead
of human beings. For this, they often use stash houses in the U.S. once the smugglers get the migrants into
the interior U.S. In one of countless cases of aliens paying thousands to be smuggled into the U.S., a
Guatemalan national found in the stash house said she paid $16,000 to be brought into the U.S. only to be
subjected to deplorable treatment and housing conditions by cartels.191
These cases are commonplace throughout border states. Over the past three years, DPS has encountered
roughly 5,000 smuggled illegal aliens spread across nearly 500 stash houses run by drug cartels and

gangs throughout Texas.192 DPS Lieutenant Chris Olivarez indicated that economic migrants are not the
only ones discovered at these locations but that criminals, gang members, and special interest aliens who
may have ties to terrorism are among these groups of migrants, and of those who have evaded capture by
CBP.
But human trafficking of migrants is happening all over the country. In Florida, multiple women were
rescued from a human trafficking scheme after paying to cross the southern border. These women between
the ages of 18 and 24 were forced into stripping and prostitution.193 The women had been held in two small
rooms and were only allowed out to perform sex work. The suspects in the case were allegedly charging
each woman $60,000 to be transported out of Cuba and through the southern border.

In Virginia, a laundry company’s owners were found guilty of human trafficking. Its manager was accused
of pulling a 13-year-old girl’s hair while ordering her back to work.194 Other teenagers told investigators
they were forced to toil through grueling 11-hour overnight shifts before school. And a new mother was
grabbed by the arm and shaken when she asked for help taking care of her infant son, who was
strapped in his stroller “with his bottle tied to the chair” while she worked. Its owners and managers
were charged with operating “a family-based labor trafficking enterprise” that smuggled over 100 aliens
from El Salvador, forcing them to work under threats of violence and deportation.

In Georgia, at least 100 alien workers were freed from conditions in which at least two died, another was
repeatedly raped, and others were kidnapped and threatened with death. These individuals were forced to
live in camps and work on farms in the state. In this case, the operators of the human trafficking ring also
defrauded visa programs to bring more immigrants into the U.S.195

Illegal migrants are not always the victims in these cases and are sometime the perpetrators of these cases.
For example, in Ohio, an illegal alien was recently caught participating in a human trafficking ring that
targeted people addicted to narcotics.196 Another case in Florida found that of the 19 people arrested during
a sting operation targeting child sex exploitation, nearly 40% of those arrested in were in the U.S.
illegally.197
Migrant Children
Trafficking, Abuse, and Exploitation of Migrant Children
Migrant children are the most vulnerable of the vulnerable when it comes to ending up in the hands of
people who do not value life. Of those that make it to our southern border and are allowed entry to the
U.S., unaccompanied alien children (UACs) are placed in some of the most vulnerable situations. UACs –
children who travel to the border without a parent or guardian – are placed in great jeopardy by our weak
policies. According to the Coalition Against Trafficking International, 60% of Latin American children
who set to cross the border alone or with smugglers “have been caught by the cartels and are being abused
in child pornography or for drug trafficking.”198
Unfortunately, the border crisis has exacerbated pull factors, such as the Trafficking Victims Protection
Reauthorization Act (TVPRA) loophole, that requires non-trafficked UACs from non-contiguous countries
who appear at our border to be released to a parent or relative residing in the U.S. within 20 days.199
In FY 2019, during the last administration, there were 76,020 UACs, which was a record at the time. Fast
forward to the Biden-Harris administration, during the first month, (February 2021 to March 2021) UAC

encounters increased from 9,402 to 18,870 – a 100% jump.200 The numbers kept growing and in FY 2021,
there were 146,925 UACs. In FY 2022 there were 152,057 UACs, a new record. Currently, in FY 2024,
90,030 UACs have been apprehended, with each month seeing at least 7,000 migrant minors.
Overall, more than 504,500 Unaccompanied Alien Children (UACs) have crossed the southern border under
the Biden-Harris administration.201 Of those, over 420,000 UACs have been transferred from CBP custody
to Health and Human Services (HHS), where these minors were released to sponsors in the interior, up by
100% compared to all four years of the Trump Administration.202 Sadly, the child endangerment for many
of these minors did not end at the southern border.
In February 2023, a New York Times investigation found that HHS, the agency entrusted with taking custody
of UACs before they are placed with a vetted guardian, lost contact of more than 85,000 UACs they placed
with sponsors across the country.203 In other words, under the Biden-Harris administration, HHS could
not locate these minors. The investigation indicated HHS Secretary Xavier Beccera rolled back critical
security and background safeguards intended to protect UACs from abusive sponsors to process and release
them quicker from HHS custody, as the large flows of unaccompanied children and adolescents
overwhelmed government facilities holding these minors.204
Many of these minors are exploited by unscrupulous employers who subject them to back-breaking,
dangerous labor for minimal pay, the New York Times investigation revealed. Many UACs take on these
jobs to pay off debts to human smugglers or send earnings to relatives in their home countries. In some
cases, these jobs resulted in abuse, injury, and even death. Some examples are below.

• Carolina Yoc, a 15-year-old Guatemalan national, works at a factory packing Cheerios at night in
Michigan while she attends school in the daytime.205 She is surrounded by dangerous machinery
that could tear off fingers and rip open parts of the body.
• Oscar Lopez, a ninth grader, works in a sawmill in South Dakota. He frequently skips school to
sleep after a 14-hour shift.206
• Oscar Nambo Rodriguez, 16 years old, was crushed by a 35-ton earthmover near Atlanta last
year.207
• Juan Mauricio Ortiz, 15 years old, died on his first day of work for an Alabama roofing
company, falling 50 feet from a roof where he was laying shingles.208
• Edwin Ajacalon, 14 years old, was struck by a car while delivering food on a bike in Brooklyn.
• In 2021, a 14-year-old Guatemalan teenager was killed on a landscaping job in Nashville; his
grandmother had to recruit a labor lawyer to figure out to transport his body back to his village.209

On August 19, 2024, the DHS OIG report found that the Biden-Harris administration lost an
additional 320,000 UACs. These minors either failed to appear for their immigration court dates or ICE
could not locate these children at the address they provided to authorities.210
Worse, a Wall Street Journal investigation found that the Biden-Harris administration overlooked the
concerns of HHS caseworkers who expressed concerns about UACs being sent to problematic sponsors and
residences in order to avoid the political optics of detaining migrant children.211 The caseworkers warned
that some of the addresses of these UAC sponsors were tied to histories of criminal activity and other
evidence that suggested the possibility that children would be put to work.212

In one example, a caseworker said, “It does not appear safe for the minor to be released to a home
environment that was not fully assessed,” when offering a recommendation for a child slated to live in a
hostel-like home in Florida with at least three adults. Days later, senior officials dismissed the
recommendation to reject the prospective guardian based on internal government documents.
It’s clear there are many loopholes and vulnerabilities in the system that lead to harm to UACs in America.
In March 2023, a Florida grand jury released a report detailing the impact of the UAC influx at the southern
border and interior communities213 The grand jury made some of the following conclusions of the Office of
Refugee Resettlement (ORR), the component agency within HHS entrusted with UACs, handling of these
minors during the border crisis:
• “In reality, ORR is facilitating the forced migration, sale, and abuse of foreign children, and some
of our fellow Florida residents are (in some cases unwittingly) funding and incentivizing it for
primarily economic reasons.”
• “These entities encourage UACs to undertake and/or be subjected to a harrowing trek to our border,
ultimately abandoning significant numbers of those who survive the journey to an uncertain fate
with persons who are largely unvetted.”
• “This process exposes children to horrifying health conditions, constant criminal threat, labor
and sex trafficking, robbery, rape, and other experiences not done justice in mere words.”
• “Moreover, a disturbing pattern has emerged whereby the same sponsor applies to receive multiple
UAC – sometimes at the same address, sometimes at a different one. Some individual sponsors
apply to receive more than one child, at more than one address, simultaneously.”
Our broken UAC system allows bad actors to pose as UACs and go on to commit heinous crimes. In July
2022, Kayla Hamilton, a 20-year-old woman with autism was sexually assaulted and strangled to death in
her home in Aberdeen, Maryland. The culprit was a 17-year-old illegal alien from El Salvador who illegally
crossed the Texas border in March 2022, posing as a UAC and was released into the country to his sponsor.
The suspect was a confirmed MS-13 gang member with a documented criminal history in El Salvador.
A June 2024 report from the House Judiciary Committee shed light on the dangers posed by HHS’ lack of
proper UAC vetting procedures under the Biden-Harris administration. In the case of Ms. Hamilton,
authorities discovered her accused assailant’s gang ties after her death, where law enforcement made a
phone call to their Salvadoran counterparts who alerted them of the suspect’s previous arrest of associating
with MS-13.
In other words, HHS did not bother to contact authorities regarding the Salvadoran UAC, nor does it have
a policy to refer known or suspected gang members to the Department of Justice (DOJ) for investigation.
Absurdly, ORR Director Robin Dunn Marcos, the HHS official in charge of the UAC program, admitted
that, while HHS contacts the consulate or embassy of the UAC’s home country to verify documents or
claimed familial relationships, HHS does not request the UAC’s criminal records.
The way we treat UACs in this country is clearly broken and puts both alien children and Americans in
harm’s way. Despite the evidence supporting this fact, the Senate border “deal” that President Biden and
Vice President Harris often tout did nothing to address the systemic problems encouraging UACs to come
to the U.S., in fact, it would have exacerbated the problem with special carve outs for UACs.

REMAKING AMERICA
Immigration and the Foreign-Born Population
The Biden-Harris border crisis is intentional. And it is rooted in a fundamental desire to remake America
into a country that is dependent on radical progressive Democrat welfare state programs. Over the past four
years, the border crisis has captured the American public’s attention due to the unfortunate adverse effects
of illegal immigration and open borders. However, the mass amount of immigration itself – whether legal
or illegal – cannot be ignored. A report found that, as of May 2024, the foreign-born population, which
includes legal immigrants and illegal aliens, in the U.S. hit a new high of 51.6 million, or 15.6% in the
country, an all-time high.214
Legal Immigration
Since 2000, the U.S. has accepted around 1 million legal immigrants each year under the following
categories215:
• Lawful permanent residence (i.e., admitted as immigrants or became legal permanent residents).
• Admitted into the U.S. on a temporary basis (e.g. tourists, students, or workers).
• Applied for asylum or refugee status or were naturalized.
Between 2000 and 2022, the U.S. admitted more than 23 million legal immigrants, undoubtedly
contributing to the existing foreign-born population in the U.S. Understandably, our nation’s being one of
great opportunity, economic or otherwise, has attracted millions across the globe for decades.

Moreover, the Biden-Harris administration is granting citizenship to immigrants at the fastest rate in
decades. Since the Biden-Harris administration took office, 3.3 million immigrants have become
naturalized U.S. citizens.216

While millions, if not billions, desire to immigrate to the U.S., any sovereign country has the duty to ensure
that the lawful immigrants within its borders do not cause adverse consequences for its citizens and that
these lawful foreigners are assimilating into the nation’s culture. Unfortunately, the current border crisis has

only produced enumerable ramifications for U.S. citizens and has fueled the flow of already high levels of
immigration that make assimilation difficult.

Who is Coming Illegally?


Contrary to what the media portrays, most illegal aliens coming to the southern border are not children and
families. As the chart below demonstrates, single adults (mostly males) comprise the vast majority of
illegal aliens coming to our southern border. The amount of single adult males crossing our southern
border has surged under the Biden-Harris administration.

The individuals coming here are no longer simply migrants from Mexico, as was the case in the early 21st
century. The crisis has attracted nationals from more than 160 different countries. As the chart below
illustrates, in 2014, a mere 1% of illegal aliens crossing the southern border were from non-western
hemisphere nations. In 2024, that number has skyrocketed to 11% of illegal aliens coming from non-
western nations.

And as Western Europe deals with the consequences of immigration from Muslim majority nations that do
not respect the same Western customs, the United States has seen an increase in illegal aliens from countries
like Afghanistan, Azerbaijan, Bangladesh, Egypt, Indonesia, Iran, Iraq, Jordan, Kazakhstan, Kyrgyzstan,
Lebanon, Mauritania, Morocco, Pakistan, Senegal, Sudan, Syria, Tajikistan, Tunisia, Turkey, Turkmenistan,
Uzbekistan, and Yemen.217
Where Are They Going?
The influx of illegal aliens crossing our southern border and through the abuse of mass parole programs is
not only remaking border communities, it is remaking our entire nation. While it is difficult to track illegal
aliens once they get into the U.S., due to the Biden-Harris administration withholding such data and its
failure to properly track and vet aliens in the first place, the map below demonstrates where these aliens are
going. Specifically, the map illustrates the increase in immigration court cases various areas saw throughout
the country in 2023, and clearly demonstrates illegal aliens are settling in every corner of the U.S.
An investigation by the Heritage Foundation traced the cell phone activity of NGO facilities holding
illegal aliens and discovered that many of these individuals had traveled beyond the Southwest border
vicinity.218 The data extracted from the analysis showed that nearly every state and congressional district
received aliens who originated from one of the selected border-based NGOs on the geofencing data
extracted, demonstrating these illegal aliens are not remaining in the Western U.S., likely making their
final destination in states deep into the interior.

Further, the Biden-Harris administration is using parole to ship illegal aliens throughout the country. In an
effort to bring illegal aliens into the country by way of aircraft to avoid the optics of border crossings, the
administration has airdropped inadmissible aliens into 42 U.S. cities under the guise of parole
beginning in 2023.219 These foreign nationals came under the Cuba, Haiti, Nicaragua, and Venezuela

(CHNV) program. On August 2, 2024, a news story surfaced of issues within the CHNV program, finding
applications for the program replete with fraud.220
The House Homeland Security Committee (HHSC) obtained data showing that from January to August
2023, DHS used the CHNV program to process more than 420,000 inadmissible aliens, using airports
across the nation to facilitate their arrival.221 The Committee also uncovered that as of mid-October 2023,
there were 1.6 million inadmissible aliens awaiting travel authorizations via the CHNV program.222
The data below shows the top 15 airports used for the CHNV program and the number of unlawful aliens
who flew into a port of entry between January and August 2023:223

And these numbers don’t even account for the illegal aliens that have scheduled their illegal entry to the
U.S. through the CBP One App. As of August 2024, not only is the CBP One app free to download, it has
been downloaded over a million times on the Google Play application store, demonstrating how countless
have used it to enter the U.S.224
In the January 12, 2023, announcement, DHS claimed, “Only noncitizens who can be considered for a
humanitarian exception may use CBP One.” It continued, “CBP is authorized to accept individuals on a
case-by-case basis, based on the totality of circumstances, including considerations of humanitarian
interests.”225 But DHS’s execution of the CBP One parole program contradicts not only its own
announcement about the program but parole statutes currently in law as well.226 From February 2023 to
August 2023, 225,930 illegal aliens entered the U.S. using the CBP One application.227
What is the Impact of Illegal and Legal Immigration?
Since Biden and Harris took office in January 2021, the foreign-born population has increased by 6.6
million. At this rate, and absent significant change, the foreign-born population will reach 62.5 million 2030
and 82.2 million by 2040, which is larger than the current combined populations of 30 states plus
Washington, D.C. Any nation state should be concerned about what this portends. Additionally, in 2022, an
estimated 300,000 children were born in the U.S. to illegal aliens currently present in the country, which
means they automatically become citizens.228
The foreign-born population has surged throughout the United States since 1990. In 2024, a report estimated
the number of legal immigrants and illegal aliens in the American South was 19 million, a 317% increase
since 1990, and by far the largest total in any U.S. region.229 In the Midwest, the increase from 1990 was
172%. The West and Northeast regions saw 104% and 97% increases since 1990, respectively.230

Many of the “job gains” we’ve seen under Biden-Harris have been dominated by foreign-born workers,
including illegal aliens. According to a July 2024 article, “Over the last year, employment rose 637,000 for
foreign-born workers but fell 299,000 for native-born Americans. There are fewer native-born Americans
employed today than before the pandemic, meaning American workers have made no progress in over four
years.”231 Further, as shown below, native born employment is well below its pre-pandemic growth
trend, while employment for foreign born workers has surpassed its pre-pandemic growth trend.

One should be asking how a large foreign-born population affects the nation’s ability to properly assimilate
its current immigrants when a constant stream of foreign nationals make it more difficult for current
immigrants to learn the culture and customs. Further, it should be of particular concern than foreign-born
workers are dominating post-pandemic employment, while native born workers are being left behind.
Impact on Elections
The mass influx of illegal aliens and non-citizens into the United States poses a threat not only to the
security of Americans – but to the security of our elections as well. The right of only American citizens to
vote is enshrined in the 15th, 19th, 24th, and 26th Amendments to the Constitution and federal law prohibits
non-citizens from voting in federal elections. However, another federal law, known as the National Voter
Registration Act (NVRA), makes it nearly impossible for states to determine the citizenship status of an
individual registering to vote or to identify and remove non-citizens from their voter rolls.
Enacted in 1993, the NVRA regulates the voter registration process for federal elections. Since its passage,
many states have attempted to implement laws requiring proof of citizenship to register to vote in federal
elections. However, the Supreme Court has routinely struck down those laws, ruling that states may not
require more information to register and individual to vote than what is required under the NVRA. 232 That
means the only line of defense against non-citizens voting is literally checking a box on the federal voter
registration form swearing to the fact you are a citizen.

Worse still, the NVRA also requires states to provide applicants for driver’s licenses and public benefits
(like welfare), opportunities to register to vote. However, every state in the union allows non-citizens (like
green card holders) to apply for a driver’s license. Nineteen states and Washington, D.C. allow illegal aliens
to apply for driver’s licenses.233 Further, as mentioned in sections above, illegal aliens and non-citizens are
eligible for numerous federal benefits under current law. Some jurisdictions, including Washington, D.C.
and localities in California, Maryland, and Vermont, even allow non-citizens to vote in local elections.
All of this means that illegal aliens and other non-citizens are provided with ample opportunities to register
to vote in federal elections. And they do.
Despite the lies that Democrats and their media cronies spout, non-citizens do in fact register to vote and
vote in our elections. In 2014, North Carolina found over 1,400 registered voters on its rolls appeared to be
non-citizens before election day.234 In 2024, an audit carried out in Ohio flagged 137 individuals that
appeared to be non-citizens on their voter rolls.235 On August 7, 2024, Virginia Attorney General Jason
Miyares announced that 6,303 non-citizens had been identified and removed from the state’s voter
rolls.236 In August 2024, the Texas Secretary of State announced that “thousands of noncitizens have been
removed from the voter roll” in the past three years.237
These non-citizen voters not only dilute votes cast by American citizens, they can actually sway the outcome
of elections. A 2014 study from professors at Old Dominion University and George Mason University
found, “…some non-citizens participate in U.S. elections, and that this participation has been large enough
to change meaningful election outcomes including Electoral College votes, and Congressional elections.”238
The study concluded that non-citizen voting tipped the 2008 Minnesota Senate election in Al Franken’s
favor, giving Democrats the 60th vote they needed to break the filibuster and pass Obamacare. Further,
the analysis also suggested that non-citizens also tipped North Carolina’s 2008 electoral votes in Obama’s
favor. Absurdly, the study also estimated that 6.4% of non-citizens voted in the 2008 election, which
would represent 1.2 million non-citizen vote cast.
In recent years, major elections have been decided by a few thousand votes, which means if even a small
percentage of non-citizens vote, they could dramatically sway the outcome. For example, in recent
interviews in Georgia, 14% of non-citizens interviewed admitted to being registered to vote.239 If this ratio
holds true statewide, 47,000 non-citizens could be registered to vote in Georgia – a state that Biden carried
by about 12,000 votes in 2020.
Further, because of Supreme Court rulings, in Arizona, an individual who can prove U.S. citizenship is
given a "full ballot" that includes "all federal, state, county and local elections." However, an individual
who does not provide proof of citizenship is given a "federal only" ballot — meaning they can still vote in
presidential and congressional elections. As of 2023, there was an estimated 32,000 voters on the "federal

only" list (meaning they could not prove they were citizens) in Arizona– a border state that Biden carried
by a mere 10,000 votes in 2020.240
It is clear Democrats want to use the border crisis to their electoral advantage, as they have proven time and
time again, they want non-citizens to vote in our elections. Despite public polling showing 87% of
Americans support proof of citizenship to vote,241 198 Democrats voted against the SAVE Act (H.R. 8281),
which would require proof of citizenship to register to vote in federal elections, when it passed the House
of Representatives on July 10, 2024.242 Further, the Biden-Harris administration also released a “Statement
of Administration Policy,” saying it “strongly opposes” the SAVE Act.243
If that wasn’t enough to prove radical progressive Democrats want illegal aliens to vote, last Congress, they
passed legislation that, in part, allowed DHS to waive the inadmissibility of aliens that illegally voted if
doing so is deemed to be in the “public interest.”244
Through their self-made border crisis and rejection of proof of citizenship requirements, the Democrats
have effectively embraced non-citizens voting in our elections, trampling on the integrity of our elections
and the rights of American citizens in the process.

CONCLUSION
Radical progressive Democrats have caused the worst border crisis in recent history, and the flames have
spread to almost every state and locality in the nation. This crisis is rooted in a fundamental desire to remake
and cement one party rule built on dependence on the state.
As mentioned earlier, H.R. 2, the Secure the Border Act, would end the border invasion for good, preventing
the unlawful release of illegal aliens through asylum, parole, and other abused gaps in our immigration law
responsible for inflicting harm on the American people. Additionally, it would turn off many incentives for
migrant families and unaccompanied minors to make the treacherous journey north that put their lives at
stake. Finally, signing the SAVE Act into law would ensure U.S. citizens, not foreign nationals, are the only
ones allowed to vote in federal elections, upholding the integrity of our election process.
The House of Representatives passed both bills, yet Senate Democrats and the Biden-Harris administration
have refused to move them. Instead, some senators and the White House pushed for an inferior border bill
that would have codified the invasion, forcing the American people to accept millions of illegal alien
releases into the country each year while keeping most pull factors intact.245 Unserious proposals like these
are an insult to the American people who are tired of the chaos along the southern border and the brave men
and women at CBP and Border Patrol who tirelessly work to secure the border.
We cannot shrug our shoulders and hope the next presidential administration, or a miracle will end the
border crisis and its impacts. We have countless examples of this crisis harming our constituents in different
ways to motivate us to secure the border once and for all. Now is the time to fight. Now is the time to do
what we said we were going to do in Congress: secure the border and take back our country.
