Following up our Section CSP Sustainable Action Committee (SAC) meeting on June 6, 2024 update.
As part of our continued outreach, today we provided a copy of updated CSP SAC presentation to
the invitees of the CSP SAC June 6th meeting. These updated Powerpoint presentation slides expand
upon and further clarify the results of the virtual room public survey to provide more context of the
methodology for interpreting the virtual room public survey feedback and more detailed information
regarding the survey results. Due to recent requests for additional information, some confusion
occurring needed to be addressed, based on actions we all take as a team.
We have posted this 8/8/24 updated CSP SAC Powerpoint presentation, of our original 6/6/24
version, on our 95revive website (https://95revive.com/ ) Section CSP project page, for everyone’s
information.
We have already started the process of reaching out to schedule meetings in several weeks with
your offices. The next steps as noted in this email chain below about this study, upcoming studies,
and design process for the I-95 Corridor Reconstruction Program construction will be subsequently
discussed.

We held our SAC meeting last Thursday night and many/all the RCO’s attended. We updated them
and everyone attended, including last minute attendees. We have also posted our Thursday 6/6/24
Section CSP SAC meeting Powerpoint on our 95revive website CSP project page.
Last Thursday evening, after the Section CSP project update presentation, we opened up the
meeting to the RCO’s for questions and comments. We discussed and received several concerns
about study process, timing, design concepts, impacts, etc. After the meeting, I also received
additional concerns and would like to follow-up with the elected officials by scheduling individual
meetings since there’s still some confusion occurring, and needs to be addressed, based on actions
we all take as a team.
There next steps as noted in this email chain below about this study, upcoming studies, and design
process for the I-95 Corridor Reconstruction Program construction will also need to be subsequently
discussed.
I will reaching out to schedule meetings in several weeks with your offices if possible.

We appreciate everyone who was able to attend the I-95 Central South Philadelphia (CSP) meeting
yesterday, May 16, with the understanding that this meeting was held in advance to share the same
materials to be presented at the upcoming I-95 CSP Sustainable Action Committee (SAC) in-person
meeting, scheduled on June 6 for Registered Community Organization leaders only. These same
materials were also recently presented, with less detailed graphics, at the May 7 Sustainable Action
Committee I-95 Sectors A&B meeting, which many of you attended.
Our structured outreach to officials and stakeholders to inform each in advance of the next steps of
outreach with the communities and the public is helpful to our communication process. Many
individual RCO representatives have already accepted, responding positively to our June 6 meeting
invitation focused for their organizations to discuss the virtual public meeting room results and
reconfirming of timelines. We will email the study area RCO community group contacts a reminder
invitation this week as a courtesy.
After the June 6 meeting, any additional feedback will be incorporated into the I-95 CSP Master Plan
study document that will be shared with the public later this year. Then, the next planning studies
will begin and include additional public outreach in approximately 6-9 months. Once these
additional planning studies are completed, years from now, a design engineering phase for I-95
projects can begin, which will ultimately lead to construction starting in 2039-2040 at the earliest.
Throughout this process, we will have many outreach efforts with agencies, officials, stakeholders,
community leaders and the general public.

Doug Robbins is the owner of the invitation, and he confirmed that both Rich and Antonio were on the
invitation, which did not bounce back as undeliverable. Nonetheless, he re-sent the invitation to both of
them.
Doug also looked into the question about the other RCOs and provided the following information.
Regarding the other RCOs, as shown from the maps below, they are all outside of the project area by a
number of blocks. As we tried to explain in the email we sent May 11, the next round of studies will have
more opportunity to engage with RCOs that aren’t directly adjacent or overlapping the project area.
“This list includes a handful of City Agencies with concurrent planning efforts in the
area and the RCOs that touch or overlap the I-95 CSP Corridor. We understand that
there are additional RCOs in each of your representative districts. Our list is to
maximize the time with those RCOs directly impacted due to the improvements, and
to engage with the RCOs that have direct contact or overlap with the project area.”

I’m reaching out in light of the recent right-to-know release of CSP survey results on Megan
Shannon’s “Government Transparency Blog,” which has raised several concerns. I have heard from
many community members and civic leaders who have deep asked about them, including:
1. The amount of public engagement that went into the survey,
2. PennDOT’s understanding of the level of community frustration, and
3. PennDOT’s interpretation of the survey results and the community’s preferences.
To help us address the above questions, can you share if you believe that the released right-to-know
survey data is an accurate and comprehensive reflection of the information that went into the June
CSP Planning Study SAC Slideshow? If not, could you send me the additional survey results that were
used to create the information contained in the slideshow?
Once again, I want to emphasize that the construction of I-95 in South Philadelphia in the 50s and
60s created displacement, mistrust, and lasting trauma in our community. As we rebuild what
Secretary Carroll has labeled “a sin,” it is important that the residents of the 184th have a real say in
the project, and they must feel that their preferences have been heard in a meaningful and
productive way as the project is designed. Furthermore, there must be a focus on creating benefits
for residents - that are desired by the community - so that, as neighbors experience the
displacement due to and inconvenience of a major construction project in their community, they
also are clear on how the neighborhood will benefit in the end.

I hope that you are both well. I am emailing with some additional information from PennDOT in
response to the recent Inquirer articles relating to the I-95 modernization project. This may be
helpful in responding to any constituent inquiries that may arise.
Interstate 95 is the main north-south highway on the east coast, and is a critical thoroughfare
for the movement of people and goods. The importance of I-95 to the nation’s transportation
network – not to mention the Philadelphia region – was thrown into sharp focus after a tanker
fire caused the collapse of a section of the highway last year, prompting a swift, collaborative
response by the Shapiro Administration to reopen the highway in only 12 days.
For many years, PennDOT and its partners have been working to reconstruct I-95 in southeast
PA. Because the cost of such an undertaking is significant, this work has been done section by
section. Our approach in this project – and in all PennDOT projects – is to balance the needs
of the local community with the safety and efficiency of the system as a whole. Community
and stakeholder feedback is critical to project-decision making and there are many
examples of ways PennDOT has already improved communities as part of the ongoing I-95
work. There have also been significant investments in transit infrastructure made as part of I-
95 corridor work – the Cornwell Heights station improvements, and the reconstruction of the
Route 15 trolley in Port Richmond (75% of which will be paid by the I-95 project) are both
great examples of this. We will continue to work closely with communities, local officials, and
other stakeholders as we move through additional sections of the project, in close,
collaborative coordination with our federal partners. For awareness, coordination with the
Federal Highway Administration is central to PennDOT’s project planning and public
outreach, especially those occurring on the Interstate network using federal dollars.
The primary reason for modernizing the I-95 mainline through the city is to improve safety
and to bring the roadway up to current design standards. Most of the I-95 mainline in this area
has substandard shoulders, meaning the shoulders along the roadway are too narrow. Narrow
shoulders can be dangerous, especially on busy highways like I-95, because if a driver has to
pull over and the shoulder is too narrow, they’re not protected from traffic. Modernizing I-95
will bring shoulders up to current standards and for acceleration and deceleration on ramps.
Additionally, the lack of ramp length through most of the corridor does not provide sufficient
space for merging and weaving, which is also a significant safety concern.
It's also important to note that the I-95 Central South Philadelphia (CSP) Master Plan is a
planning study to evaluate a nearly six-mile segment of I-95 in Central and South Philadelphia
between Spring Garden Street and the Girard Point Bridge. We are very early in the planning
process and would emphasize that these are all preliminary options that were developed to
address economic generators, existing and future traffic, and mobility, while minimizing
impacts to the community. We’d note that so far, we’ve heard from stakeholders that they’re
concerned about the relocation of the Rizzo Rink under the I-95 mainline viaduct at
Christopher Columbus Blvd and Washington Ave., the need for additional highway access for
freight traffic at the Packer Avenue Terminal, and interest in an interchange concept that
would protect the ballfields near the Walt Whitman Bridge. We have heard these concerns and
are taking them into consideration, along with the feedback we’ve received through the virtual
public meeting. It’s important to remember that the Master Plan will be followed by more
detailed studies that will determine what project concepts will move forward for further
development, and no final decisions have been made. Community outreach, as well as
engagement with local officials, has been ongoing since the inception of the project and will
continue. Not only is it required under the federal National Environmental Policy Act (NEPA),
but it’s the right thing to do, and we intend to keep the public fully informed as we proceed.
To briefly address the question about the location of PennDOT’s southeast PA office, every
county (including Philadelphia) has a county office that handles localized maintenance needs
for that county. The team at PennDOT District 6 understands Philadelphia's unique
transportation needs, and has a long history of close collaboration with the City of
Philadelphia, the Delaware Valley Regional Planning Commission (DVRPC) and many other
partners in support of our shared vision of a safe, connected city.
