REVIEW OF LITERATURE

The first five-year plan (1951–1956) gave emphasis to the growth of agriculture, but it did
not leave enough room for the development of other sectors, such as cotton and woollen.

and are restricted to fabrics. Cotton, jute, agro-based, metal-based, and chemical industries
were given precedence over textiles in the fourth five-year plan (1969–1974). The sixth five-
year plan, which ran from 1980 to 1985, placed more emphasis on using domestic and
foreign marketers to sell goods than on improving irrigation and the agricultural sector. The
elimination of regional imbalances, increased exports, job creation in small and micro
industries, and increased global competitiveness were the main goals of the eighth and tenth
five-year plans. The 11th Five-Year Plan placed a strong emphasis on jobs, infrastructure,
and industry (Sociology Group, 2017). But irrigation was provided.

Some of the focal points for the development of Indian textiles have been identified by the
National Textile Policy 2000. Even after 15 years, the primary goals were not accomplished.

Technology advancement, increased productivity, quality awareness, strengthening of the raw

material base, product diversification, financial arrangements, maximising employment
opportunities, and integrated human resource development are some of the 439 aspects of the
textile industry in the new India (Ministry of Textiles, 2000). By the use of total quality
management systems, the difficulties faced by small and medium-sized businesses in India
and their consequences on product quality can be reduced (Waghmare et al., 2017).
