1. INTRODUCTION

1.1. Project Overview


PT Pertamina Gas intends to build gas pipelines diameter 12 Inchi, which has
a Tie-In point from PDT(A) and distributed to PDT (I). The 750 meter pipeline will be
equipped with Hot Tap 12 Inch and Hot Tap 8 Inch work to branching outlet pipe

3. RESPONSIBILITY
QA / QC Inspector especially Coating & Painting inspector is responsible for blasting
performance and painting as well inspection at work location. The QA / QC Coordinator is
responsible for ensuring all inspection items set forth in this procedure are carried out
professionally. He will monitor and assist / support the QA / QC Inspector especially the
coating & painting inspector at the project construction site in performing the inspection work
described in this procedure
Project Manager : Responsible for all project activities.
Construction Manager : Requare make report to Project Manager
Responsible for construction activity related to this
procedure, and coordinate with the project planner.
QA/QC Manager : Must make report to Project Manager
Responsible for all quality issues described in this
activity, in accordance with procedures, Code /
Standard and company requirements.
HSE Manager : Must make a report to Project Manager
Responsible for HSE performance and if necessary
provide feedback on corrective actions from.
Safety Inspector : Responsible for overall control and inspection on safety
issues.
Construction : Must make a report to the Construction Manager and
Superintendedt must coordinate with the Supervisor to implement this.
Construction Supervisor : Must make a report to the Construction
Superintendent, and is responsible for implementing
and implementing on-site activities related to this
procedure.
QA/QC Inspector : Must make a reoport to QA,SC
Responsible for the performance of the Inspector to
ensure all activities are in accordance with company
procedures, standards / codes, and regulations and
reporting.
Procurement : Monitor the purchase work process to prevent any
discrepancies or defects that may occur during the
purchase period
Material Control : Provide clear information about the materials or
equipment to be purchased in relation to the functions /
departments to ensure early stages have been
undertaken as a precautionary measure of
NonConformance
Dokumen Control QA/QC : It is mandatory to organize all reports and be
documented to make it easy to browse as evidence for
submission of documents

4. SCOPE

4.1. General
• The painting method for the surface of the metal consists of the first layer of the
approved primer up to the top layer
• Supporting equipment on pipes which are included in the painting should also be
painted after approval from Engineering / Consultant
• All surfaces that are inaccessible after plumbing should be cleaned and painted to
specification.
• Pre-qualification test (PQT) should be done first before painting on the product
• Clean the surface of all blasted / manual fields by using Solvent referring to SSPC
SP-10.
• Blasting on the surface to remove any residual material covering the surface of the
material. Surface material must be clean in accordance with SIS 055900 - SA 2 ½.
• To remove dust or residual waste material after blasting. Can use a dry cloth or
compressor.

4.2. Air Condition


The air condition that plays an important role in sand blasting and paint applications
• Sand blasting should not be performed when the surface is less than 3 ° C above
the specified value or its humidity is more than 85% and the adjacent surface is
susceptible to particle contamination.
• Painting should not be performed when the air temperature is less than 4 ° C or
when the surface temperature is higher than 45 ° C or in accordance with the
manufacturer's recommendation of the paint product

4.3. Surface Preparation


• Before sand blasting, the surface of the material must be free of oil, grease, and
other objects. All surfaces to be blasted and painted above must be cleaned prior to
application of the primary painting.
• The coarse sand material used for sand blasting shall be of specification and shall
be free of other impurities
• The sand blasting surface should shine and approach the white color of the material,
the base surface pattern must be in accordance with SSPC-SP 10 and in the range
of 40 to 100 microns.
• Blasting cleaning should comply with SSPC-VIS-1, and for surface cleaners must
comply with SSPC-VIS-3. The surface after after blasting should be measured
according to ASTM 04417.
• After cleansing with sand blast, the surface should be cleaned to remove any
residual sand left behind. Where sand blasting applications can not be performed,
cleaning should use a cleaning grinder. The grinding must comply with SSPC-SP 3
and so on, after obtaining approval from Engineering and Client representatives.

4.4. Painting Aplication


• When applying the painting, the manufacturer's recommendations are strongly
recommended to be followed during mixing, usage periods, etc.
• Paint brushes, sprays & low air sprays should be used in painting applications.
• Not allowed Primary coating or paint applied to wet or damp surfaces.
• The presence of spots or areas missed in the application should be re-coated and
dried before the next layer
• The internal time between layers should be in accordance with the manufacturer's
instructions on paint and specification.

4.5. Primer
• All sand-blasted surfaces should be coated immediately before oxidation-induced
color change after 4 hours of sand blasting, application of the base layer should be
done before sunset. If the base layer is finished after sunset, the contractor should
prepare technical specifications and working procedures that include the base
coating in accordance with the specifications and also on the basis of prior approval
of the work. Painting thickness primer 100 µm.

• In the application of inorganic zinc silicate / epoxy, the dye must be mixed in the
mixer, if no other alternative, inorganic zinc silicate / epoxy should not be applied.
All edges, corners, fillet welding and other non-enclosing areas for grinding, all
sharp edges and other bulges should be coated with one additional primer layer
again.

4.6. Second
The outer layer is a paint application layered on top of the primary paint. Each paint
layer should be dry to touch before applying the next layer. Inside the piping system
there is a color code to identify the type of fluid that flows in it. The color selection must
match the fluid gene flowing within the pipe. Painting thickness second 100 µm.

4.7. Top Coat


When the last layer is applied after the inorganic zinc silicate / epoxy, the lagging layer
must be applied first to remove all air trapped on the inorganic zinc silicate / epoxy
surface. Painting thickness top coat in range 60 – 70 µm and total thickness painting in
range 250 – 270 µm.
Epoxy paints should be applied in accordance with the manufacturer's
recommendations. The coating application, in hard-to-reach sprays, should be applied
to achieve thickness which is then measured by Dry Film Thickness (DFT) measuring
instrument.

4.8. Repair Of Surface Damage


The damaged part must be mechanically cleaned. Primary paint & coating should be
applied to the damaged part according to the above procedure

4.9. Inspection
Appropriate inspection shall be carried out during all stages of the painting application.
No blasting & painting work done on wet area, High humidity condition. Prepare the
surface area to be blasted & paint according to SSPC-SP Specification 10.
.
5. SAFETY IMPLEMENTATION
• Taking care of the permission to work from the relevant agencies should be done prior
to the execution of the work
• Tool box meeting must be done before starting the work .
• All equipment and personnel must be checked before work begins.
• All workers are required to use Personal Protective Equipment (PPE).
• Safety board should be prepared during the work.
• Generally before the commencement of painting activities, Standard Operational
Procedures (SOPs) and Job Safety Analysis (JSA) will be reviewed to ensure all
hazards are properly identified and addressed.
