GENERAL GUIDELINES FOR THE CONDUCT OF THE 2023 DIVISION


SCHOOLS PRESS CONFERENCE (DSPC)

A. School Level/Competitions

1. All schools are encouraged to maximize participation by providing each


learner an opportunity to demonstrate his/her understanding of the
importance of journalism.

2. The selection of writers shall preferably be part of the instructional time


to avoid disruption of classes pursuant to the provision under DepEd Order
(DO) 9, s. 2005, Instituting Measures to Increase Engaged Time on task
and Ensuring Compliance Therewith and DO 34, s. 2022 on School
Calendar and Activities for the School year 2022-2023.

3. The activities shall be done through the conduct of Face to Face Press
Conferences and/or other modalities that can ensure the selection of quality
writers.

4. Schools are encouraged to participate in all events in which they can


compete and advance to the next level of competition, Division Schools Press
Conference.

5. Preferably, campus journalists are fully vaccinated.

6. Education Program Supervisors in-charge in Journalism will be


monitoring to ensure the effective implementation of the activities.

7. The dates provided in the calendar of activities shall be observed.

B. Division Schools Press Conference (DSPC)

1. All Schools (public and private) are encouraged to join the 2023
Division Schools Press Conferences (DSPC).

2. Focus journalism events shall be encouraged in case of budget


constraints due to the alignment of the budget.

3. The winner-take-all policy shall be applied in the representation of
group events in the next level of competitions, Regional Schools Press
Conference.

4. The dates provided in the calendar of activities shall be observed.

5. The 2023 DSPC shall include these contests in English and Filipino.

a. Individual Events - News Writing, Editorial Writing, Feature


Writing, Sports Writing, Editorial Cartooning, Photojournalism, Copy
Reading & Headline Writing, Science and Technology Writing, and
Column Writing

b. Group Contest – Radio Scriptwriting and Broadcasting,


Collaborative Desktop Publishing, Online Publishing (Secondary only),
TV Script Writing and Broadcasting (Secondary only)

c. School Paper Contest – to be submitted in pdf copies

d. Search for Outstanding Campus Journalist and School Paper


Adviser

6. All School Paper Advisers shall take care of the needs of their
contestants, but they are not allowed in the contest venues.

7. There shall be no parade for the opening program and no festive


conduct of DSPC.

8. Only the top three (3) winners in the individual events during the
Division Schools Press Conference (DSPC) shall be qualified for the RSPC.

CONTEST RULES FOR INDIVIDUAL EVENTS

Generally, each writing event shall be conducted for one hour except for
Photojournalism and Sports Writing.

1. Sports Writing:

a. The TWG shall orient and give final instructions to the


contestants before the contest proper.

b. A pre-game conference shall be conducted for the introduction of
the players, coaches, and tournament officials. Consequently, a post-
conference shall be held for further interviews and data gathering.

c. Contestants shall be made to watch an actual game where they


shall gather appropriate data and/or conduct an interview with officials
and athletes before and after the game.

d. The actual sports writing contest shall be done right after the
coverage of the game.

e. Judges are required to watch the actual event.

2. Copy reading & Headline Writing:

a. The contestants shall use the standard copy reading symbols (AP
Stylebook) and follow the directions given in the contest piece.

b. They will also provide a headline for the article that they have
edited and include the appropriate printer’s directions.

3. Editorial Cartooning:

a. The contestants shall provide two (2) pencils (Mongol 482 No.2
and two (2) pieces of Oslo paper with a long folder.

b. The cartoon must reflect the elements of editorial cartooning.

c. The cartoon should be, at all times, compliant with the


professional and ethical standards of media.

d. Use of additional drawing materials (enhancers) shall be a


ground for disqualification.

4. Photojournalism
a. Preparation:
i. Contestants should be at the contest venue thirty (30)
minutes before the orientation.
ii. The contestants are allowed to use any point and shoot
digital camera (compact camera) with a maximum of 20.1
megapixels shall be used.

iii. Contestants who will use any DSLR and other high-end
cameras will not be permitted to join the contest.

iv. The contestant should bring his/her own

(1) camera cable for uploading of pictures. Cellular


phones, extra digital;

(2) cameras, cameras, extra storage card or any


additional; and

(3) materials/equipment are not allowed in the contest


area.

v. All contestants shall bring and submit laptop for


checking a day before the contest. These will be duly checked,
sealed and secured in front of the participants.

vi. Cellular phones, extra digital cameras, extra storage


cards or any additional materials/equipment are not allowed
in the contest area.

vii. The contestants shall bring their own black ink ballpen
while the RTWG will provide scratch papers where contestants
can write down notes during the shooting.

viii. Contestants shall set the date and time of their own
camera.

Photo Shoot, Uploading, and Captioning

1. Control shot shall be the first shot.

2. Contestants are given one (1) hour to take pictures, which does not
include the loading and unloading of the storage card in front of the examiner
on a theme provided during the orientation.

3. The contestants are allowed to take unlimited shots but will submit
five (5) possible photos with a caption for the given theme and the control
shot.

4. Contestants shall retain in the memory card photos to be submitted


only.

5. Contestants shall be given 30 minutes to write captions for each of the


five photos.
a. Caption sheets will be provided by the TWG.

b. All entries with caption sheets shall be submitted to the


examiner after the allotted time.

c. Memory card will be returned to the participant through the


SPA.

d. During the actual photo shooting, the advisers, trainers,


parents, and spectators are NOT allowed in the venue.

6. Violation of any of the stipulated guidelines will be grounds for


disqualification of the contestant.

7. The decision of the Board of Judges in all aspects of the contest shall
be deemed final and irrevocable.
