1.ABOUT UNIVERSITY COLLEGE OF LAW, OSMANIA UNIVERSITY.
The Faculty of Law at Osmania University boasts a distinguished
history of over a century, having established instruction in law for
students pursuing the legal profession as well as classes for
Judicial Officers in 1899, predating the university's inception in
1918. This esteemed institution has produced an array of
accomplished figures in various fields, including Supreme Court
and High Court Judges, Chief Ministers, Ministers, Bureaucrats,
Governors, Speakers, Ambassadors, and pre-eminent legal
professionals.
Notable alumni include Sri N. Kiran Kumar Reddy, Former CM of
AP; Sri Dharam Narayan Singh, Former CM of Karnataka; Sri SB
Chavan, Former CM of Maharashtra; Sri P.Shiva Shankar Former

This list is not exhaustive and the college has been consistently
ranked among the best law schools in the nation by India Today
and other publications. Additionally, the college houses an
Intellectual Property Rights Depository, sponsored by the Ministry
of Human Resources Development, Government of India and a
substantial collection of books in its law library.
2. ABOUT JUSTITIA

JUSTITIA 2023 is being organized and conducted by


University College of Law, Osmania University, inviting
participation of law students from different institutions in
India. It comprises of (2) Two Competitions:
• Moot Court Competition
• Client Counselling Competition
The main aim of the JUSTITIA is to provide law students
with the opportunity to harbor research, legal drafting skills,
oral advocacy skills, and other essential prowess to mold a
student into an adept student advocate. It also encourages
students to develop the skills of interviewing, planning,

analysis required for an effective lawyer-client relationship.
It provides a platform for bringing together students from
various institutions across the country, allowing for building
of networking among law students and free flow, exchange
of legal knowledge. The University College of Law at
Osmania University extends a warm welcome to all law
students from various parts of the country, to participate,
learn and have a memorable experience.

3. VENUE AND DATE


JUSTITIA 2023 shall be held at the University College of
Law, Osmania University, Hyderabad, 500007 on
3rd and 4th March 2023.
4. ELIGIBILITY CRITERIA

• The Competition is open for students pursuing three/five-


year LL.B. Degree Course from recognized Law
College/University in India, subject to fulfillment of the
registration formalities. All the team members shall be
students of the same institution.

• There shall be only (1) one team for Moot Court


Competition and (1) one team for Client Counselling
Competition from a Law School / Law College.

• The same student cannot participate/register in both the


Client Counselling and Moot Court Competition.

• Each team shall be assigned a team code. Teams shall use


only their team code for identification purposes during the
competition.

LANGUAGE

• The competition shall be conducted in English language.


5.DRESS CODE

The teams should adhere to the Dress Code of the competition:


Ø Female Participant(s): Formals (in Black and White)- shirt,
trousers, blazer or white kurti and blazer.
Ø Male Participant(s): Formals (in Black and White)- shirt,
trousers, and blazer.
Use of ID cards and other Disciplinary Requirements: Each
participant will be issued an ID card at the time of entry into
the University campus. It shall be mandatory for all
participants to wear the ID card at all times inside the campus.
Furthermore, it shall be mandatory for each participant to
adhere to all the general rules and regulations of the University
College of Law, Osmania University at all times.

6. ACCOMMODATION AND FOOD


• Participants will be provided accommodation in the
vicinity of the University at the Guest House of Osmania
University.The Guest house is at a walkable distance from
the College.
• Accommodation will be provided in sharing rooms.
• Food coupons will be issued at the registration desk only to
the registered participants.
• Registered Participants will be provided Lunch and Tea on
the two-days of the competition.

I I .T E A M C O M P O S I T I O N

 Each team should consist of (3) three members.

 There shall be (2) two speakers and (1) one researcher


designated per team.

 No additional team member other than the enrolled


candidates shall be entertained. Each team shall be assigned
a team code. Teams shall use only their team code for
identification purposes. Names of participants and their
institution shall not appear in the written submissions.

 The Registration fee per Team is as below:

 Each team must register by filling up the registration

 Registered Participants will be provided – Registration


Kit, Lunch and Snacks.
 On successful registration, a Team Code will be assigned
to each Team. The Team Code shall be mentioned in the
Memorials and in Oral Rounds.
 Registration fee will be non-refundable under any
circumstances.

The participants are also required to upload the scanned


copy of the duly filled Authorization Form in the
Registration Form as given in the Annexure.
I V. M E M O R I A L S U B M I S S I O N

 Each Team is required to prepare Written Submissions for


both sides i.e., as Petitioner and Respondent in the case.
 A Written Submission shall be identified solely by the
Te a m C o d e a s s i g n e d t o t h e Te a m . T h e Wr i t t e n
Submissions shall not, in any way, disclose any fact
pertaining to the identity of the Team members.
 Soft copy of the memorial (only in MS Word doc/.docx
format) must be emailed to [email protected], latest
by 25th February 2023 by 11:30 PM with the subject
"Memorials for JM___".
 The file names of the electronic copies of the Memorials
must contain only the team code and the side being
represented in the following format:
e.g. (for Team Code 13) JM13P or JM13R, "P" being for
"Petitioner" Memorial and "R" for "Respondent" Memorial,
and so forth.
 Each team will be required to submit (3) three hard copies
of memorials prepared for both sides, on 3rd March 2023
at the registration desk. The hard copies must be spiral
bound and must adhere to all guidelines mentioned below.
Memorial Submission shall consist of the following
mandatory heads:
 Cover Page.
 Table of Contents.
 Abbreviations.
 Index of Authorities (wi t h t h e p a g e n u m b e r o f
authorities cited).
 Statement of Jurisdiction.
 Statement of Facts (not exceeding two pages).
 Statement of Issues.
 Summary of Arguments (not exceeding two pages).
 Arguments Advanced (not exceeding 15 pages).
 Prayer (not exceeding one page).

The cover page of a written submission must contain the


following:
 The Team Code in the upper right-hand corner.
 The name and place of the jurisdiction.
 The Relevant Provision under which case is filed.
 Name of Parties and Status.
 The side for which the Written Submission has been
prepared i.e., Memorial Filed on Behalf of
Petitioner/Respondent.
Furthermore, participants must follow a uniform formatting
style in their memorials:
 Font Type: Times New Roman.
 Font Size: 12.
 1.5-line spacing.
 Margin: One inch on each side.
 Footnotes:
1. Font Type: Times New Roman.
2. Font Size: 10.
3. Single Line Spacing
It is further clarified that the Convener of Justitia 2023
reserves the right to refuse acceptance of any Memorial
which is in violation of any of the above-mentioned norms.
The Team shall cite authorities in the Memorial using
footnotes as per standard citation format.
Colour of the cover page must be:
* Blue in case of Petitioner
* Red in case of Respondent.
DELAY in case of memorial submission WILL NOT be
condoned on any grounds.

PLAGIARISM

Participants must refrain from plagiarism of any kind. Any use


of publicly available information must be accompanied by
proper citations. Failure to comply with this rule may result in
being debarred from the JUSTITIA 2023.
V. C O M P E T I T I O N S T R U C T U R E

The competition will be held over a period of two days i.e.,


3rd and 4th March 2023. The competition shall consist of
three (3) rounds; Preliminary, Semi-Final, and Final.
DRAW OF LOTS:
 Draw of Lots will determine the side from which a
registered team will first present their argument i.e., as
Petitioner or Respondent.

 Draw of Lots will also decide which teams would be


competing against each other. There will be no pre-
decided fixtures.

 Draw of Lots shall be conducted on 3rd March 2023 in


the presence of all registered teams.
VI. GENERAL PROCEDURE
 The Competition shall consist of the following Rounds:
A. Preliminary Rounds
B. Semi-Final
C. Final

 During each of the above-mentioned rounds, the order in


which the teams shall present their arguments is as
follows:
A. Petitioner Speaker 1
B. Petitioner Speaker 2
C. Respondent Speaker 1
D. Respondent Speaker 2
E. Rebuttals
The Best Speaker Award shall be determined on the basis
of the individual aggregate score of the Speaker taken
only from the Preliminary Rounds.

 The Researcher shall not be permitted to address the


Court during the Oral Rounds. The Researcher may,
however, be permitted to pass notes to the Speakers.

 Teams are not permitted to raise issues in the Oral


Rounds that have not been submitted in the Memorial.

 The use of mobile phones or any other electronic gadgets


during the oral rounds would be strictly prohibited.

 The decision of the Judges as to the marks allotted to


each team shall be final.
EXCHANGE OF MEMORIAL
i. Memorials shall be exchanged on basis of the Draw of
Lots that will take place, 30 minutes, before the
commencement of each round.
ii. The s ide to be repres ented and the oppon e n t , a s
determined by the draw of lots, shall be final; and no
request for changing the same shall be entertained.

Preliminary Round
 Each team shall get a maximum of 25 minutes, for both
the speakers to present their arguments.
 The time limit is inclusive of the time for the Rebuttal.
 Time allocation for Rebuttals depends upon the
discretion of the team.

SEMI-FINAL ROUND (KNOCK OUT)


 Each side shall get a maximum time of 30 minutes which
will be divided by both the speakers of the team to present
their arguments. The time limit is inclusive of the time for
Rebuttal.
 Time allocation for Rebuttal depends upon the discretion
of the team.
 The Top two teams from the Semi-final Round shall
advance to the Final Round.
FINAL ROUND

• Each side shall get a maximum time of 45 minutes which


will be divided by both the speakers of the team to present
their arguments.
• The time limit is inclusive of the time for Rebuttal. The
maximum time for Rebuttal is 10 minutes.

The Rules governing the conduct of the Competition


should be strictly adhered to. Any deviation thereof can
attract penalties including disqualifications at the
discretion of the Convener of the Event.

The Organizers reserve the right to amend, alter, vary or


change, in any manner whatsoever, the Rules governing the
Competition, which would be communicated to the teams
within a reasonable period of time

SCOUTING
Scouting shall be deemed to have happened if the speakers,
researcher, or any other person affiliated with a team is found:
Witnessing, hearing, observing, etc. the oral submissions in a
Round, except where the Round is one in which the team to
which he/she is affiliated is participating.
VII. SCORING

Ø Total Marks (100 Marks)

a) Written Submission/ Memorial - 20 Marks


b) Oral presentation - 80 Marks

Ø Substance in Argument - 40 marks

Ø Skills of Advocacy - 20 marks

Ø Response to questions and Articulation - 15 marks

Ø General impression, court manners - 5 marks


V I I I . A W A R D S & C E R T I F I C AT E S

The team with the maximum score in the final round will be
declared as the "Winning Team" and the team with the second
highest score in the final round will be declared as the
"Runners up Team”.
The speaker with the maximum score in the Preliminary
Rounds will be declared as the "Best Speaker". The team with
the maximum Memorial scores will be awarded as "The Best
Memorial".

COMPETITION
I. NATURE & PURPOSE OF COMPETITION

Purpose:

The Client Counselling Competition promotes greater


knowledge a nd interest a mong law students in the
practical functions of law practice. It encourages students to
develop interviewing, pla nning, and a na lytical skills
requisite for the lawyer-client relationship. Interviewing and
advising clients effectively is the most significant part of the
lawyer’s work. Law students gain the listening and questioning
skills needed to conduct an effective interview and
Counselling of their clients by study of decided cases,
internship at law office, court visit apart from practical training.
The Competition provides an opportunity for a valuable
educational and cultural interchange between students,
law teachers, and legal practitioners.
Nature of the Competition:

The Competition simulates a law office consultation in


which two law students/participants acting as lawyers, are
presented with a client who has a problem. The participants
are given a brief written memorandum that identifies the
general nature of the subject-matter of the client’s problem
before interview with the client is held. The participants
conduct a n interview with a person playing the role of the
client. Participants are expected to elicit the relevant
information from the client, relating but not limited to his or
her preferred outcome, outline, nature of the problem,
and present the client with a means for resolving the
problem. The interview with client is then followed by
post-consultation period during which the participants, in
the absence of the client, analyze the interview and
discuss the legal and other work to be undertaken in the
matter. The participants are evaluated against specific
criteria that emphasize the use of listening, questioning,
planning, and analytical skills in a lawyer/client interview.
Once the judges have completed evaluation of interview
and post consultation, the participants are provided brief
critique of their performance.

 The participants are also required to upload the

before – 19th February, 2023 (11:30 PM)
 On successful registration, a Team Code will be
generated and shall be emailed to the respective team
email ID.

V. ROUNDS

PRELIMINARY ROUNDS
There will be one Preliminary Round and each team will get
one opportunity to represent themselves in the Preliminary
Round. Each team will get a total of 25 minutes which are
divided in two parts, as follows:
 The first 15 minutes is termed as “Client Consultation
period”.
 Next 10 minutes is termed as “Post Consultation
Interview period”.
SEMI FINAL ROUND (KNOCK -OUTS)
Top 4 teams from the combined marks of Preliminary Round
will enter the Semifinal round; teams will have a total time of
30 minutes, which will be divided as follows:
 The first 20 minutes is termed as “Client Consultation
period”.
 Next 10 minutes is termed as “Post Consultation Interview
period”.
FINAL ROUND
The top 2 teams from the Semi Final Round will enter
the Final Round. Teams entering the Final round of the
competition will have a total time of 40 minutes, which
will be divided as follows:

 Next 15 minutes is ter med as “Post Consultation
Interview period”.
CLIENT CONSULTATION PERIOD (Interview Period)

In the client consultation period, the participants as lawyers


are expected to elicit the relevant information, outline the
problem, and propose a solution or other means of resolving
the problem. During the consultation and post- consultation,
the teams may use books, notes, and other materials.

POST CONSULTATION PERIOD (Post Interview Period)

The remaining time from the total time as specified above


will be for post-Consultation period and would be devoted
for post-consultation among the participants/ lawyers, and
includes Judges question – answer period.
VI. EVALUATION CRITERIA

shall be final and binding on all the teams.
VII. RULES OF THE COMPETITION
1. To preserve anonymity, each team will be identified by a
Team Code, which will be assigned to each team during the
registration process. Disclosing the name of the participating
college to the judges will result in a 5-mark penalty.
Observers may watch any interview session but shall not be
permitted to communicate with any other participating team.
Scouting is prohibited and will result in a 5-mark penalty.

2. Each group will be judged by a panel of Two Judges.

3. The Teams are intimated beforehand about commencing time


of the client-interview, and the time shall be kept by the
organizers, whose decision with respect to time shall be final.

4. Each judge will evaluate a maximum of 100 marks


independently. The scores of the judges for each team will be
added and then listed according to the team scores.

6. The Organizers reserve the right to amend the rules.


However, due notice shall be provided to all teams.

7. The Organizers reserve right to take appropriate


punitive action against unethical, wrongful, or
unprofessional conduct, including disqualification. The
decision of Convener , Justitia 2023.
8. If there is any situation, not covered by the rules, the
decision of the Convener , Justitia 2023.

9. If a Tie persists, the team scoring the higher marks as


according to Point 5 of Evaluation Criteria, will be entitled
to move forward to the next round. If a tie still persists, the
marks of the tied teams will be compared with respect to
the following Points in the Evaluation Criteria, until either
of the team come out as a clear winner:

 Criteria 2, if still a tie, then


 Criteria 3, if still a tie, then
 Criteria 5, if still a tie, then
 Criteria 8, if still a tie, then
 Post Consultation Session with the Judges (of 10
minutes each)
