1. INTRODUCTION
The contract requirements should comply with Arab Tanker Services & Contracting L.L.C. (ATS) QHSE
Policy Statements to ensure the protection of life, property and environment; and foster construction
efficiency. These requirements vary with respect to the project scope, nature, complexity, location, etc.
1.1 Purpose
The purpose of this document is to present the following.
1.2 Scope
These instructions are applicable to all Contractors operating on behalf of or providing a service to
ATS; whether that is from a permanent (or temporary) base either on-site or from any other location.

5. HSE REQUIREMENTS
The health, safety and welfare of ATS and Contractor's employees is of prime importance to ATS and
together with protecting the environment is essential to the operation of the undertaking.
The following rules and conditions have been prepared to ensure the safety of ATS and Contractor's
employees. The Contractor shall see that his employees are conversant with the rules and that they
comply with them. These rules do not exempt the Contractor from his statutory duties on HSE issues, but
are intended to assist him in attaining a high standard of compliance with those duties.
• Contractor shall allocate sufficient and competent HSE resources depending on the volume of the
project and in proportionate to the workforce to satisfy its obligation as per the contract HSE and
welfare requirements.
• One fulltime HSE officer for 50 personnel or less shall be considered as a general guideline while
determining the number of HSE personnel required for the contract.
• The Contractor shall provide adequate and sufficient quantity of PPE to the employee (including
RPE) to its personnel at his own cost as per the Company requirements and in line with scope of
work.
• Contractor shall provide minimum mandatory (Safety helmet, Safety shoes, Coveralls, Safety
glasses) and other PPE as per the work requirement and where required, as per the risk
assessment.
• The contractor shall provide necessary emergency response equipment to the personnel.
• Specialized PPE such as H2S monitors, EEBA/SCBA etc. for all personnel including sub-contractor
personnel and visitors shall be provided as per the ATS requirement in classified areas as per the
zone requirements.
• Contractor shall provide PPE to all employees that conforms and meets the OSHAD requirements.
PPE shall be replaced/re-issued when they fail to meet the requirements. Replacement of
damaged PPE to employees is also contractor responsibility.
The Emergency Response Plan shall include, but not limited to, the following:
• Roles and Responsibilities.
• Communications and contact numbers.
• Fire.
• Medical emergency
• Gas leak.
• Chemical Spill
• Environmental damage,
• Natural disasters such as earthquakes.
• Other exposures or potential hazards that may occur at the work site.
5.15 Incident Reporting
• The Contractor shall report immediately to ATS representative / HSE Manager/ Field HSE Officer
and record in writing within 24 hours of the following: -
• If an incident occurs on premises, the contractor shall conduct a formal and recorded investigation
which should include ATS’s participation.
• It is recommended to use ATS formats for Near miss reporting and Accident investigation.
• Written formal report shall be submitted within the time line specified by the ATS.
• Contractor shall be accountable for reporting incidents related to sub-contractors and ensure that
investigated and that corrective actions are completed.
• Contractor shall not allow any person involved in serious incident to leave the country until the
completion of the investigation without prior approval from the ATS.
SITE ACTIVITIES
Where the Contractor enters the Site for the purpose of performing work under their contract, they
shall notify ATS of:
• Any potential Health and Safety hazards or Environmental Impacts associated with the work to be
performed by him or any of his Employees, and all other Persons under his control.
• Any foreseeable risks to the health and safety of all Persons associated with such hazards or which
may result from adverse impacts on the environment.
• Any precautions to be taken by him as well as any precautions which, in his opinion, ought to be
taken by other employers, in order to control such risks.
VEHICLES AND PEDESTRAINS
• Any Contractor bringing vehicles onto site must have written permission from ATS and shall
ensure they are suitable for the work to be undertaken and are maintained in a safe and
roadworthy condition up to the current in country legal requirement.
• Vehicles may only be operated by authorized competent persons who shall ensure that no
unauthorized persons are allowed on the vehicle. All loads shall be properly secured and vehicles
must never be reversed in a confined area unless an attendant is present to ensure safe clearance.
• Vehicles must never be left unattended with the engine running. All vehicles moving on site shall
travel at a safe speed and adhere to any site-specific speed limits or route restrictions as may be
imposed.
PLANT and EQUIPMENT
Contractor shall ensure any Plant and/or Equipment used by any of its Employees and Supply Chain
shall be suitable and safe for its intended use;
• Cylinders shall be removed from working areas and put back into the store at the end of the
working period.
STORAGE
• Storage areas shall be purpose-built compounds in the open air, fenced to a height of 2m. The
fence shall be made of non-combustible material and shall not inhibit natural ventilation.
• Storage areas shall be clearly identified, with the names of the gases stored.
• Cylinder should be protected from direct sunlight. Tarpaulins or any other cover must not be used
in direct contact with the cylinders.
• Cylinders are not to be placed on materials that are likely to cause corrosion of the cylinder base.
• No sources of ignition are allowed in storage compounds where compressed flammable gases are
kept.
• Suitable firefighting equipment shall be provided, and in the event of a fire the cylinders shall, if
possible, be removed to a safe location.
• Full and empty cylinders shall be kept apart and 'FULL' and 'EMPTY' notices displayed accordingly.
• Oxygen and oxidants shall not be stored with flammable gases such as acetylene or LPG, but in
separate stores/storage compounds at least 6 meters away.
• Acetylene and LPG cylinders must never be stacked horizontally in storage or use. Cylinders shall
normally be stored upright and secured so that they will not fall.
• All portable electrical tools must be of a type designed to operate at a voltage 110 volts. Electrical
cables must be adequately insulated and protected against mechanical damage.
• Contractor shall not alter or modify any scaffold, staging or means of access (e.g. removal of
handrails, toe boards, ties etc.) unless Contractor has the authorized Competent persons.
• Contractor shall ensure that all temporary scaffold and access platforms comply with National
Regulations. Where system scaffold is in use equivalent standards shall be applied.
6.11 Excavation
• Proper shoring method shall be adopted when the excavation depth exceeds 1.2 m. The shoring
method shall be based on the type of soil.
• During excavation and trenching operations all surface encumbrances such as adjacent structures,
utility poles, large equipment located where they can create a hazard to employees shall be
removed or supported as necessary to safeguard employees from cave-ins.
• The location of underground utilities that may be encountered during excavation work shall be
determined prior to beginning an excavation. If any underground services uncovered during the
process, they shall be properly supported & protected. Spoil heaps shall be kept away from the
edge of excavation-minimum 1 m.
• Proper access / egress shall be provided for the excavation if the depth exceeds 4 ft.
• Trial pit shall be performed before the mechanical excavation to confirm the underground
utilities.
• Proper hard barricading & signage’s shall be installed to keep away the nearby working personnel
and passing by vehicle.
• Before entering the excavation where a hazardous atmosphere exists or could reasonably be
expected to exist air quality tests shall be performed to ensure that no harmful levels of
atmospheric containments are present and to assure that acceptable atmospheric condition exist.
• Under no circumstance shall employees enter any excavation where a hazardous atmosphere has
been detected. Continuous monitoring, using properly calibrated and maintained equipment is
necessary and required.
• Excavation inspection checklist shall be used for any excavation to check all the control measures
in place.
HIERARCHY OF CONTROL
• Avoid work at height.
• Prevent falls by using existing safe place of work.
• Use temporary access platforms such as scaffold and mobile elevated work platforms.
• Prevent falls by the use of work restraint systems.
• Arrest falls by the use of fall arrest equipment, nets and airbags.
• Ensure competent personnel and effective supervision for any work at height.
Emergency rescue arrangements will be identified and the required controls put in place prior to work
at height.
welding and hot works as per ATS relevant procedures and Permit to Work/Safe System of Work
requirements.
• Hot work shall be carried out in fire retardant habitat wherever practicable.
• Certified and appropriate welding equipment should be used for welding and the same shall be
properly earthed.
• Only certified and trained welders should be employed for welding.
• Proof of competence should be maintained at site.
• The area should be cleared of combustible material while welding operation is going on. If it is not
practical to remove, then it should be isolated.
• 3rd party certified fire watcher shall be stood by.
• Fire extinguishers should be kept in the area at all times.
• Prior to any welding activity inside trenches, a suitable gas test will have to be conducted to
ensure that LEL levels are within limits.
• If gas welding/cutting is being done, the gas cylinders should be chained & secured.
• Necessary PPE would be worn at all times when welding/cutting & grinding.
Safety Data Sheets (SDSs) must be available for all paints and hazardous materials.
Examples include, but are not limited to, storage tanks, process vessels, pits, vats, vaults, sewers,
tunnels, manholes, cells, ducts, shafts, trenches and rooms with less than proper size openings for
easy access with no mechanical ventilation.
• Confined space areas shall be identified and evaluated by the Contractor. A draft plan ensuring
that the elements of the Confined Space Entry Policy are met shall be submitted by the Contractor
to ATS Project Management Team for approval.
• Contractor shall comply with the requirements of the confined space entry procedure, and ensure
that their employees and supervisors are trained in Confined Space Entry Procedure and use most
stringent standard for compliance. This includes all Contractor and Subcontractor personnel
involved in confined space operation.
• Particular care shall be taken when welding and cutting in locations where combustibles are
present. When such welding or cutting is done, the surrounding area must be protected with fire
retardant blankets and an adequate number of approved fire extinguishers must be immediately
available. A fire watch and hot work permit shall also be at the site of the work.
• All flammable and combustible materials shall be stored, piled and handled with due regard to
their fire characteristics. Flammable liquids must be stored in an approved manner and dispensed
only in acceptable safety containers. Welding gases shall be stored and segregated by type of gas.
• Rubbish and debris shall not be allowed to accumulate.
• Fire extinguishers shall be located throughout the work area. The fire extinguishers shall have
valid through examination certification and inspected internally on monthly basis and records
shall be kept as to service and maintenance.
