1. INTRODUCTION
The contract requirements should comply with Arab Tanker Services & Contracting L.L.C. (ATS) QHSE
Policy Statements to ensure the protection of life, property and environment; and foster construction
efficiency. These requirements vary with respect to the project scope, nature, complexity, location, etc.

1.1 Purpose
The purpose of this document is to present the following.

• HSEQ Administrative Requirements.


• HSEQ Project Requirements.
• Specific Safe Practices/ Procedures.

1.2 Scope
These instructions are applicable to all Contractors operating on behalf of or providing a service to
ATS; whether that is from a permanent (or temporary) base either on-site or from any other location.

3. RESPONSIBILITY OF ATS AND CONTRACTOR


A contract is usually divided into the following stages as shown in Figure for effective HSE management
and control. The below chart describes the responsibilities of ATS and Contractor in each stages of project.

4. STATUTORY OBLIGATION AND OTHER REQUIREMENTS


Contractor shall carry out their work operations strictly in accordance with the United Arab Emirates Local,
National Legislative requirements relating to the region of work. For example, some of the legislative
requirements that apply may include, but may not be limited to:
• Federal Law (8) of 1980 regarding Labor Relations.
• Federal Law (24) of 1999 Protection and Development of the Environment.
• Ministerial Decision (32) of 1982 on Preventing Workers from Hazards at Work.
• Ministerial Decision (37/2) of 1982 regarding Standards of Medical Care the employer is obliged
to provide to his workers.
• Ministerial Decision (1) of 1981 Regarding Determination of Hazardous Works.
• Administrative Resolution (26) of 2006 Exemptions for Ministerial Resolution 587 of 2009 - Fixing
Summertime Working Hours.
• Code of Practice for Construction Projects of 2007- Health and Safety Code of Practice & Manual
• OSHAD-SF- CoP’s
Contractor is required to strictly follow ATS HSE management system and Contractor’s own HSE
management system & procedures, including ADNOC HSE management system & CoP, ADOC General
Safety Procedure (GSP) & Operating Control Procedure (OCP) wherever applicable.

5. HSE REQUIREMENTS
The health, safety and welfare of ATS and Contractor's employees is of prime importance to ATS and
together with protecting the environment is essential to the operation of the undertaking.
The following rules and conditions have been prepared to ensure the safety of ATS and Contractor's
employees. The Contractor shall see that his employees are conversant with the rules and that they
comply with them. These rules do not exempt the Contractor from his statutory duties on HSE issues, but
are intended to assist him in attaining a high standard of compliance with those duties.

5.1 Contractor’s HSE Management System


The Contractor shall implement HSE Management System that complies with ISO 14001:2015 and
ISO45001:2018 or any other similar internationally recognized HSE Management System Standard or
Specification that is acceptable to ATS. The Standard shall be selected to cover all work activities
(project management, design and engineering, procurement, construction, and provision of goods,
products or services), associated with the CONTRACT.
If any part of the CONTRACT is Sub-contracted, the Sub-contractor shall also implement HSE System
that complies with ISO14001 and ISO45001 standards or any other similar internationally recognized
HSE Management System Standard or Specification that is acceptable to ATS, as appropriate for the
sub-contracted work. The CONTRACTOR shall remain ultimately responsible for the HSE of all plant,
equipment and works performed under the CONTRACT including that of Subcontractors.

5.2 Contractor’s HSE Policy


The Contractor shall issue an HSE Policy Statement to the ATS representative which shall be dated and
signed by the Contractor's most Senior Representative. The Contractor shall bring this policy
statement to the attention of all his personnel.

5.3 Contractor’s HSE Plan


HSE Plan will be a comprehensive document. Whether large or small project, HSE planning must
include the same systematic process of hazard identification, assessment, control and recovery,
together with the evidence that a system is in place to manage these hazards.
The HSE Plan shall conform to the following structure:
1. INTRODUCTION
Brief description of the project scope of work.
2. LEADERSHIP AND COMMITMENT
Contractor shall define how senior management set personal examples, demonstrate involvement
and participation, communicate to employees, etc. on HSE.
3. HSE POLICY AND OBJECTIVES
Contractor shall define the HSE policy statements that are to be observed and to identify his HSE
objectives for the specified project.
4. ORGANIZATION, RESOURCES AND COMPETENCY
Contractor shall define the formal structure for organization, allocating resources, defining
communications and responsibilities on HSE issues setting minimum competence levels and training
requirements in HSE expected on the project for his personnel and specifying documentation control.
The following headings are as a minimum for consideration:

• HSE organization and responsibilities


• HSE communications
• HSE meeting program
• HSE promotion and awareness
• HSE competence requirements
• Employee orientation program
• HSE training matrix

5. EVALUATION AND RISK MANAGEMENT


Contractor shall describe how hazards and effects are to be identified, assessed, controlled and how
recovery in the event of loss of control will be carried out.
This will include the following headings as minimum:
• Identification, assessment and control of hazards and aspects.
• Methods and procedures for hazards and effects management including waste management.
• Assessment of exposure of the workforce to hazards and aspects.
• Material data sheets for safe handling of chemicals and other hazardous material (if available)

6. PLANNING, STANDARDS AND PROCEDURES


Contractor shall describe how the controls for hazards and effects management are to be
implemented, develop a comprehensive listing of HSE standards and procedures applicable to the
project and describe emergency response procedures.
The minimum topics to be considered are:
• HSE standards, procedures and legislations
• Basic HSE rules
• Emergency response procedures
• HSE equipment and its inspection, including check lists
• Personal protection equipment (P.P.E)
• First aid
• Occupational health
• Welfare management
• Road transport
• Site restoration, Environment and Waste management

7. IMPLEMENTATION AND MONITORING


Contractor shall define how HSE performance is monitored, the criteria for HSE performance and how
the corrective action is to be taken.
The main issues to be considered are:
• HSE performance - General
• Near misses Incident investigation and reporting
• Monthly reporting
• HSE inspections and audits

8. AUDIT AND REVIEW


Contractor shall define the basis under which internal and external HSE auditing and management
reviews will be conducted.
Note: Any format(s) will be used by contractor related to HSE is to be attached to the HSE Plan.

5.4 HSE Responsibilities


• The Contractor shall be directly responsible for the implementation and administration of his HSE
Program / Plan and that of its subcontractors. Any violation of policies, standards and programs
shall be attended within 24 hours of written notification.
• The contractor shall attach the Project HSE organization chart and the roles and responsibilities
of all project personnel shall be explained in the contractor HSE plan.
• A full-time dedicated safety engineer/Safety officer shall be available at the site during the full
execution period of the project.
• The HSE plan should include the CV of the Project HSE personnel.

• Contractor shall allocate sufficient and competent HSE resources depending on the volume of the
project and in proportionate to the workforce to satisfy its obligation as per the contract HSE and
welfare requirements.
• One fulltime HSE officer for 50 personnel or less shall be considered as a general guideline while
determining the number of HSE personnel required for the contract.

5.5 HSE Communication


Contractor shall hold regular meetings to review all HSE issues arising in the different activities from
the project. These meetings are held on weekly basis. Apart from that, HSE meetings shall be
conducted by the Project Manager/Project Engineer/Project HSE Representative on weekly basis
addressing specific issues related to the project, as applicable. During Daily Progress Meeting, HSE
related issues shall be discussed and tool box talks and pre-operational meetings shall be conducted
in work site on daily basis and records of HSE meetings shall be recorded.

5.6 HSE Recognition/Reward Scheme


• The contractor needs to encourage his work force through a recognition program which
recognizes Best HSE performance by individuals or teams, based on approved criteria.
• Contractor should incorporate an incentive scheme for HSE and that should not discourage or
suppress the reporting of incidents.
• Contractor shall implement HSE incentive program and shall be demonstrated.
• Contractor to conduct HSE Appreciation and award ceremony for the achievement of any project
milestone (i.e. million safe man hours etc.) or the safe completion of the project as applicable to
the project scope and ATS will participate in such ceremony.

5.7 Risk Management


Awareness of HSE risks and their management should be demonstrated in the contractor’s Project
HSE Plan. It shall include an assessment of all identifiable HSE risks associated with the Services and
shall indicate the proposed method of controlling those risks that are brought under ALARP.
• Contractor shall develop a risk register for the scope related activities and conduct Task Risk
Assessments (TRA) for identified activities carried out in line with risk matrix of the ADNOC and
submit to ATS for approval.
• Risk assessment to be carried out all the activities within the scope of the project and to be
approved and subject to continuous improvement through ATS /Contractor inspections and
audits.
• Risk identification and assessment techniques shall be used in conjunction with the judgement of
experienced personnel to implement risk reduction measures to prevent incidents and mitigate
consequences of such incidents.
• In addition to the formal requirement for Method Statements, a Job Specific Project Task Risk
Assessment shall be conducted on each activity, which shall be conducted by multidisciplinary
personnel of project.
• Simultaneous activities shall be strictly monitored on a day-to-day basis.
• The Task Risk Assessment shall be reviewed by the Contractor prior to start of each construction
activity and submitted to ATS HSE department for Approval.

5.8 Welfare Requirement


• Contractor shall comply with UAE labor law and the welfare requirements stipulated in the
contract by the ATS.
• Contractor shall ensure compliance to minimum requirements for providing and maintain high
quality welfare conditions for their workforce including their subcontractors.
• Working hours shall be in accordance with local laws and regulations. Working hours including
applicable breaks shall be adopted for specific climatic conditions.
• The contractor shall comply with UAE Labor law on the provision of welfare measures to all its
and sub-contractor personnel at his own cost and implement ATS requirements. Contractors and
sub-contractors shall comply with ATS and ATS welfare requirements regardless of within or
outside the ATS concession areas.
• The contractor shall develop a welfare management plan where applicable in line with ATS
Procedures describing how he intends to manage welfare of its personnel.

5.9 Occupational Health and Hygiene


• The contractor shall ensure that all necessary arrangements have been made to identify any
hazardous exposures to health of his employees and that precautionary measures have been
taken to protect personnel and workplace.
• Medical examinations for employees shall be provided by the Contractor at the periods specified
in accordance with the “UAE Ministry of Health Regulations”.
• The declaration of medical fitness is a pre-requisite for any contractor, sub-contractor and/or
Vendors personnel visiting or working at site.
• The contractor shall ensure that all personnel engaged in the work are medically fit for the job to
be undertaken and provide results/fitness certificate to ATS.
• The contractors and sub-contractors should perform pre-employment and periodic medical
examinations in healthcare facilities accredited by UAE government approved authorities such as
DOH, etc.
• The ATS reserves the right to inspect Contractor’s medical facilities and other associated records
at any time.
• Post illness or injury, the individual shall not be allowed to resume duty without Return to Work
(RTW) certificate from an approved medical authority.

5.10 First Aid


Contractor shall ensure that adequate first aid arrangements are in place appropriate to the work
undertaken by undertaking a recorded assessment. Any ATS/Contractor sharing of first aid
arrangement shall be agreed prior to work commencing.
Contractor shall follow ‘‘OSHAD-Cop-4.0-First Aid and Medical Emergency Treatment’’ to maintain
first aid arrangements in the site.

5.11 Personal Protection Equipment (PPE)


The Contractor shall provide free of charge all personnel under his control with personal protective
clothing and other equipment, as required in connection with the safe performance of the work,
which shall be maintained in good condition or replaced.

• The Contractor shall provide adequate and sufficient quantity of PPE to the employee (including
RPE) to its personnel at his own cost as per the Company requirements and in line with scope of
work.
• Contractor shall provide minimum mandatory (Safety helmet, Safety shoes, Coveralls, Safety
glasses) and other PPE as per the work requirement and where required, as per the risk
assessment.
• The contractor shall provide necessary emergency response equipment to the personnel.
• Specialized PPE such as H2S monitors, EEBA/SCBA etc. for all personnel including sub-contractor
personnel and visitors shall be provided as per the ATS requirement in classified areas as per the
zone requirements.
• Contractor shall provide PPE to all employees that conforms and meets the OSHAD requirements.
PPE shall be replaced/re-issued when they fail to meet the requirements. Replacement of
damaged PPE to employees is also contractor responsibility.

5.12 Housekeeping Standards


• Contractor shall carry out their work in a clean and orderly manner and every effort shall be made
to prevent waste accumulating as work proceeds.
• Returnable empty cases, drums etc., shall be removed from the work area and tidily stacked until
disposed of.
• Loose pieces of timber with protruding nails must be de-nailed and the timber stacked neat and
tidy.
• All waste materials arising out of the execution of work shall be cleared away by the Contractor
to designated disposal points. Materials may not be stored or stacked in areas where they either
impede access or egress and the safe working of others. On no account should any material be
stacked or stored where it may become a fire risk.
• Contractor shall advise ATS of arrangements in compliance with the Notification of waste disposal.

5.13 Environmental Protection and Waste Disposal


• The Contractor shall pay due attention to the environment by preserving air, water, soil, animal
and plant life from the adverse effects of the Contractor’s activities and shall provide the ATS
Representative the Construction Environment Management Plan (CEMP) and get approval from
ATS HSE Department prior to starting work on site.
• The Contractor shall report the quantity of all waste generated from the project activities through
the HSE monthly report
• Dangerous materials shall be properly identified, stored, and handled in a clean and safe way
before being disposed of.
• Particular attention shall be paid to oily waste, which shall not be disposed of through sewage
system.
• Contractors should segregate, store, transport and dispose of all types of waste (hazardous, non-
hazardous, radioactive, medical etc.) generated during the project at their own cost.
• Contractor to strictly ensure the availability of adequate number of waste skips and waste bins in
the project for the complete duration.
• Wastes shall be managed according to National & local regulations. On offshore sites,
International Marine Organization (IMO) requirement shall apply.

5.14 Emergency Plan


Prior to mobilization, Contractor shall develop and submit a project site-specific interface Emergency
response plan which shall be approved by ATS. The contractor shall be requested to attend training,
drills or scenarios intended to be carried out in his area of work after liaison with the Contractor
representative. The contractor shall ensure effective Emergency Response Preparedness is in place
prior to conducting the activities at work site and personnel are aware of the response procedures.
Location specific emergency procedures are implemented and required to be followed by contractors.
The Contractor will have defined in his HSE Plan his own audit/review plan for his work and that of his
sub-contractors that covers Emergency and contingency plan readiness and drills including use of
firefighting equipment and first aid. Contractor shall provide the ATS with the 24 hr. Emergency
contact numbers and emergency facilities. Contractor shall maintain the register of employees’ next
of kin details, which shall be made available to ATS representative upon request.

The Emergency Response Plan shall include, but not limited to, the following:
• Roles and Responsibilities.
• Communications and contact numbers.
• Fire.
• Medical emergency
• Gas leak.
• Chemical Spill
• Environmental damage,
• Natural disasters such as earthquakes.
• Other exposures or potential hazards that may occur at the work site.
5.15 Incident Reporting
• The Contractor shall report immediately to ATS representative / HSE Manager/ Field HSE Officer
and record in writing within 24 hours of the following: -

➢ All fatalities and lost time accidents;


➢ All high potential near-miss incidents. (HIPO)
➢ Property Damage
➢ All other incidents, including spills and other unplanned discharges;

• If an incident occurs on premises, the contractor shall conduct a formal and recorded investigation
which should include ATS’s participation.
• It is recommended to use ATS formats for Near miss reporting and Accident investigation.
• Written formal report shall be submitted within the time line specified by the ATS.
• Contractor shall be accountable for reporting incidents related to sub-contractors and ensure that
investigated and that corrective actions are completed.
• Contractor shall not allow any person involved in serious incident to leave the country until the
completion of the investigation without prior approval from the ATS.

5.16 Audit, Monitoring and Inspection


• The Contractor shall develop an HSE audit and inspection plan/schedule and shall ensure an
effective system is in place for monitoring the follow-up and implementation of inspection and
audits.
• The contractor shall carry out regular HSE inspections at no longer than seven-day intervals (in
addition to the day to day inspection) to cover his worksites, industrial areas, and accommodation
camps. Copies of inspection reports shall be submitted to the ATS Representative and ATS HSE
department within 7 days from the inspection date.
• ATS shall have the right at any time to audit/inspect the Contractor's facilities, procedures and
safety management systems. The Contractor shall fully co-operate in such reviews and shall
implement recommendations at his own cost where ATS or statutory rules and regulations are
contravened.
• Results of audits and inspections should be submitted to the ATS's representative. Any serious
non-conformance identified during the audit process shall be subjected to the ATS HSE
management process.

5.17 HSE Performance Reporting


• Contractor shall have a transparent and well documented system for communicating the HSE
performance. Report format shall be used provided by ATS.
• The contractor shall ensure reporting of HSE performance covering the leading and lagging
indicators. e.g. Leading indicators such as HSE audit/assurance programs, Hazards/Near miss
reporting and lagging indicators such as Fatality, Loss Time Injury Frequency (LTIF), Total
Recordable Injury Rate (TRIR), Vehicle Accident Frequency (VAF), Heat Stress Incident, etc.
• Contractor shall have a transparent and well documented system for communicating the HSE
performance (including sub-contractors) to ATS and submit regular reports weekly/monthly.

5.18 Consequence of HSE Non-Compliance


• The contractor shall comply with the ATS management for HSE non-compliances.
• Contractor shall adhere to the consequences of ATS HSE non-compliance that may arise due to
incidents or other HSE non-compliances and take necessary actions to improve their performance.
• ATS can perform periodic HSE inspections/audits and in extreme circumstances, exercise the right
to curtail or suspend work for HSE reasons.
• Depending on the nature of non-compliance, contractors shall submit the status of corrective
action plan and ensure that all the identified actions are addressed appropriately.

5.19 HSE Close-out Report


The contractor shall submit HSE Close-out report for the project to ATS on completion of the project.

6. SAFE SYSTEM OF WORK


6.1 System Safety Rules
Contractor must adhere fully to ATS System Safety Rules when working on or within an existing facility.
The Contractor shall ensure that all personnel who are required to work under ATS System Safety
Rules must understand and shall be competent in dealing with the Safety Documents prior to
commencing work.

6.2 Safety Sign and Marking


All HS&E signs and markings erected by Contractor to warn of any risk of danger, hazards, mandatory
requirements, prohibitions or safe conditions, shall be unambiguous e.g. pictorial with in country
language(s).
6.3 Permit to Work
• ATS operates a “Permit to Work System” (PTW), which the Contractor must comply and adhere
to fully while working on ATS’s facilities or on behalf of ATS.
• Contractors are not allowed to work without PTW system issued by ATS.
• The contractor shall ensure that all personnel who are required to work under the ATS’s Permit
to Work System undergo Permit to Work training given by ATS, prior to commencing work.
• The contractor shall ensure that personnel are explained and understand the ATS’s Permit to
Work System and other arrangements that apply to the particular locations at which their
personnel may work.
• A copy of PTW must be displayed at work site along with other HSE documents.
• PTW Register to be available and updated throughout the project by the Contractor. Copies of
used PTW to be available with the Contractor.
• The ATS Representative/ HSE Department shall have the right to suspend work being performed
by the Contractor at any time, if he deems that the Contractor has violated or is about to violate
statutory or ATS’s PTW system.

6.4 Onsite Provision


Contractor shall comply strictly with in country legislation such as Acts, Codes of Practice and
Standards as applicable with their work operations and general activities. In all situations where
Contractor’s work operations and activities bound or overlap areas used by others, such as Clients or
other Contractors, all reasonably practicable care shall be taken by the Contractor to safeguard all
persons and property from any risks arising from their work operations and activities. Any changes of
risk during work activities shall be notified to the ATS site representative.

ENTRY ONTO PROJECTS, SITES AND FACILITIES


• Contractor will formally notify the ATS representative of persons that are required to mobilize to
site to assure that the mobilization is effectively undertaken.
• On initial arrival onto site, Contractor shall report to the ATS Site Representative the total number
of their employees requiring access to site.
• Before any employee is given access to Site, Project or Facility areas, an adequate HSE induction
training shall have been undertaken that is suitable and sufficient to safeguard the worker from
risk of injury in the workplace.
• All personnel attending site to undertake their normal working duties shall be in possession of
minimum HSE training requirements.
• Contractor shall not be allowed onto any part of the site or premises except as may be necessary
for the purpose of carrying out their work operations and only recognized routes of access shall
be used.
• Prior to work commencing a pre-start meeting will be held with Contractor to consolidate the HSE
requirements for the contract. This meeting will be formally recorded.

SITE ACTIVITIES
Where the Contractor enters the Site for the purpose of performing work under their contract, they
shall notify ATS of:

• Any potential Health and Safety hazards or Environmental Impacts associated with the work to be
performed by him or any of his Employees, and all other Persons under his control.
• Any foreseeable risks to the health and safety of all Persons associated with such hazards or which
may result from adverse impacts on the environment.
• Any precautions to be taken by him as well as any precautions which, in his opinion, ought to be
taken by other employers, in order to control such risks.
VEHICLES AND PEDESTRAINS
• Any Contractor bringing vehicles onto site must have written permission from ATS and shall
ensure they are suitable for the work to be undertaken and are maintained in a safe and
roadworthy condition up to the current in country legal requirement.
• Vehicles may only be operated by authorized competent persons who shall ensure that no
unauthorized persons are allowed on the vehicle. All loads shall be properly secured and vehicles
must never be reversed in a confined area unless an attendant is present to ensure safe clearance.
• Vehicles must never be left unattended with the engine running. All vehicles moving on site shall
travel at a safe speed and adhere to any site-specific speed limits or route restrictions as may be
imposed.
PLANT and EQUIPMENT
Contractor shall ensure any Plant and/or Equipment used by any of its Employees and Supply Chain
shall be suitable and safe for its intended use;

• Maintained in a safe condition and, statutory requirements and in certain circumstances


inspected to ensure this remains the case.
• Maintained, operated and stored in a manner which minimizes impact on the environment,
including but not limited to measures such as emission and dust control, spillage trays or bonding,
noise suppression and wheel wash facilities.
• Used only by people who have received adequate information, instruction and training and
accompanied by suitable safety measures, e.g. protective devices, markings and warnings.
Contractor shall ensure that their employees, direct or in-direct, do not modify or defeat any safety
features on work equipment. Where it is deemed necessary to modify a safety feature on any work
equipment to achieve the works Contractor will provide the ATS Representative with a substantiated
rationale for the modification and a supplementary safe system of work that will control the hazards
produced by the modification Contractor will not allow modification to proceed until a successful
review of the safe system of work has been undertaken.

6.5 Control of Visitor


Visitors are required to sign in/out in visitor log book, undergo HSE induction given by QHSE
Department and to be escorted by site staff at all times while visiting hazardous area or facilities.

6.6 Hazardous Material Handling and Storage


• Contractor shall implement all the precautions while handling and storing of hazardous materials
and ATS procedures and safe work instructions while handling Hazardous materials & Substances
(Gases, Liquids and Solid).
• Contractor shall identify all hazardous materials and collect health and safety information such as
Safety Data Sheet (SDS) from the Suppliers. Specific risk assessment in the selection, application
and use shall be carried out based upon the same Safety Data Sheets shall be displayed in
storehouses and in prominent work locations and personnel must be provided with awareness.
• Contractor shall ensure packaging, transportation; storage and disposal of hazardous chemicals
shall be as per manufacturer’s recommendations and comply with UAE laws and regulations.
• In order to make sure that workers using hazardous material are well informed of hazards,
Contractor shall implement a procedure to provide instructions for use and minimum required
PPE.
• Storehouses for hazardous material shall be clearly identified, labeled with adequate warning
signs and appropriate firefighting equipment shall be available in the immediate vicinity.

6.7 Handling/Storage/Use of Gas Cylinders


TRANSPORTATION
• Cylinders of different gas shall not be mixed together in the same container when being
transported.
• Oxygen Cylinders shall not be transported together with acetylene or any other flammable
materials.
• Drivers shall be properly instructed in the safe handling loading and transport of cylinders and
dealing with emergencies.
• Passengers shall not travel in the same compartment of the vehicle where cylinders (empty or
full) are stored for transportation. Cylinders must be secured, vertical, valves shut and free from
leaks. Cylinders must not project over the sides or rear of the vehicle.
• Cylinders shall not be lifted with magnets or chains. A flat band sling may be used to lift one
cylinder at a time provided it is correctly adjusted to prevent slippage.
• Cylinders shall never be lifted by their valve cap or guard.
• Cylinders shall not be rolled. Purpose built trolleys with the cylinders chained/secured shall be
used for moving the cylinders on the ground.
• Oil, grease or other readily combustible substances must be prevented from coming into contact
with cylinders of oxygen, their valves or fittings to prevent the risk of explosion.
CARE IN THE USE OF CYLINDERS:
• Cylinders shall not be used as rollers or supports or for any other purpose than to contain the gas
as supplied.
• When in use cylinders shall, whenever possible, be clamped vertically in a suitable trolley.
• If removed from the trolley they shall be secured to prevent toppling.
• Cylinders must be kept clear from sparks, flames or slag from welding or cutting operations and
not be allowed to come into contact with electrical apparatus
• The main cylinder valve shall always be shut off when work has to be stopped for more than a few
minutes or when the cylinder is empty.

• Cylinders shall be removed from working areas and put back into the store at the end of the
working period.
STORAGE
• Storage areas shall be purpose-built compounds in the open air, fenced to a height of 2m. The
fence shall be made of non-combustible material and shall not inhibit natural ventilation.
• Storage areas shall be clearly identified, with the names of the gases stored.
• Cylinder should be protected from direct sunlight. Tarpaulins or any other cover must not be used
in direct contact with the cylinders.
• Cylinders are not to be placed on materials that are likely to cause corrosion of the cylinder base.
• No sources of ignition are allowed in storage compounds where compressed flammable gases are
kept.
• Suitable firefighting equipment shall be provided, and in the event of a fire the cylinders shall, if
possible, be removed to a safe location.
• Full and empty cylinders shall be kept apart and 'FULL' and 'EMPTY' notices displayed accordingly.
• Oxygen and oxidants shall not be stored with flammable gases such as acetylene or LPG, but in
separate stores/storage compounds at least 6 meters away.
• Acetylene and LPG cylinders must never be stacked horizontally in storage or use. Cylinders shall
normally be stored upright and secured so that they will not fall.

6.8 Electrical Work Installation


All electrical circuits and/or equipment shall be de-energized prior to any work being performed on
the circuits and equipment. Exception: When electrical circuits and/or equipment cannot be de-
energized and must be worked hot, then adequate voltage rated insulated gloves, mats, aprons and
other protective equipment shall be used as required and shall be tested for leaks and insulating
capabilities.

Contractor shall ensure that:


• All electrical work installations and wire capacities shall be in accordance with the relevant
provisions of the UAE Code.
• Cables or cords passing through work areas shall be covered or elevated to protect them from
damage and to eliminate tripping hazards.
• Extension cords used with portable electric tools and appliances shall be heavy duty, of the three-
wire grounding type, and shall conform to the type and configuration required by the applicable
government standard.
• Suitable means shall be provided for identifying all electrical equipment and circuits, especially
when two or more voltages are used on the same job. All circuits shall be marked for the voltage
and the area of service they provide.
• All switches shall be enclosed and grounded. Panel boards shall have provisions for closing and
locking the main switch and fuse box compartment.
• All electrical work shall be performed by qualified electricians who are familiar with the codes.
• Ground-fault circuit interrupters or an approved assured grounding program shall be used.
• Live parts of wiring or equipment shall be effectively guarded to prevent contact by personnel or
objects.

• All portable electrical tools must be of a type designed to operate at a voltage 110 volts. Electrical
cables must be adequately insulated and protected against mechanical damage.

6.9 Lifting Equipment and Lifting Operation


• All items of lifting equipment (e.g. cranes, hoists, chain blocks, ropes, eye bolts and slings) brought
onto site by a ‘Contractor shall comply with the in country legislative requirements e.g. OSHAD-
SF-CoP-34.0-Safe Use of Lifting Equipment and Lifting Accessories.
• All items of lifting equipment shall be regularly inspected, examined and maintained in good order
and current color coded.
• Contractor shall produce, on request, current test certificates, along with any other statutory
reports, registers or certificates as may be required for inspection by the ATS or the in country
enforcing authority.
• Contractor will ensure that all lifting operations are assessed, planned, controlled and supervised
by an appropriately qualified member of their team. Lifting studies (method statements / Lifting
plans) will be produced and maintained for all works.

6.10 Scaffolding and Workplace Access


• Any scaffold or access equipment, including mobile towers and mobile elevated work platform,
used by Contractor shall be designed, erected, altered and dismantled only by competent
persons.
• Regardless of who erects scaffolding, Contractor shall be responsible for scaffolding inspections.
Scaffolds shall be inspected by a competent person to ensure the scaffold or means of access is
in a safe condition fit for purpose and safe to use.

➢ Before first use


➢ Every 7 days (a formal report shall be completed and entered into the site register)
➢ After any incident that may affect its stability e.g. after storm or being struck by a vehicle.

• Contractor shall not alter or modify any scaffold, staging or means of access (e.g. removal of
handrails, toe boards, ties etc.) unless Contractor has the authorized Competent persons.
• Contractor shall ensure that all temporary scaffold and access platforms comply with National
Regulations. Where system scaffold is in use equivalent standards shall be applied.

6.11 Excavation
• Proper shoring method shall be adopted when the excavation depth exceeds 1.2 m. The shoring
method shall be based on the type of soil.
• During excavation and trenching operations all surface encumbrances such as adjacent structures,
utility poles, large equipment located where they can create a hazard to employees shall be
removed or supported as necessary to safeguard employees from cave-ins.
• The location of underground utilities that may be encountered during excavation work shall be
determined prior to beginning an excavation. If any underground services uncovered during the
process, they shall be properly supported & protected. Spoil heaps shall be kept away from the
edge of excavation-minimum 1 m.
• Proper access / egress shall be provided for the excavation if the depth exceeds 4 ft.

• Trial pit shall be performed before the mechanical excavation to confirm the underground
utilities.
• Proper hard barricading & signage’s shall be installed to keep away the nearby working personnel
and passing by vehicle.
• Before entering the excavation where a hazardous atmosphere exists or could reasonably be
expected to exist air quality tests shall be performed to ensure that no harmful levels of
atmospheric containments are present and to assure that acceptable atmospheric condition exist.
• Under no circumstance shall employees enter any excavation where a hazardous atmosphere has
been detected. Continuous monitoring, using properly calibrated and maintained equipment is
necessary and required.
• Excavation inspection checklist shall be used for any excavation to check all the control measures
in place.

6.12 Work at Height


Effective risk assessments shall be carried out for all foreseeable work at height activities, such
assessments will focus on developing safe systems of work to prevent both persons and objects falling.
The hierarchy of control for work at height will be applied and fall arrest equipment will only be used
as a last resort.

HIERARCHY OF CONTROL
• Avoid work at height.
• Prevent falls by using existing safe place of work.
• Use temporary access platforms such as scaffold and mobile elevated work platforms.
• Prevent falls by the use of work restraint systems.
• Arrest falls by the use of fall arrest equipment, nets and airbags.
• Ensure competent personnel and effective supervision for any work at height.

Emergency rescue arrangements will be identified and the required controls put in place prior to work
at height.

Effective measures shall be in place to prevent objects falling e.g.

• Kick plates on inherent and temporary working platforms.


• Use of tool bags and bolt/equipment boxes.
• Handrail netting around high activity work areas.
• Sheeting out grated work areas.
• Use of small tool lanyard straps.
• Exclusions zones where relevant.

6.13 Hot Work


Contractor must ensure that all hot work activities must be carried out in accordance to ATS hot work
procedures. Contractor shall implement the requirements of safe work procedures/instructions for

welding and hot works as per ATS relevant procedures and Permit to Work/Safe System of Work
requirements.

• Hot work shall be carried out in fire retardant habitat wherever practicable.
• Certified and appropriate welding equipment should be used for welding and the same shall be
properly earthed.
• Only certified and trained welders should be employed for welding.
• Proof of competence should be maintained at site.
• The area should be cleared of combustible material while welding operation is going on. If it is not
practical to remove, then it should be isolated.
• 3rd party certified fire watcher shall be stood by.
• Fire extinguishers should be kept in the area at all times.
• Prior to any welding activity inside trenches, a suitable gas test will have to be conducted to
ensure that LEL levels are within limits.
• If gas welding/cutting is being done, the gas cylinders should be chained & secured.
• Necessary PPE would be worn at all times when welding/cutting & grinding.

6.14 Blasting and Painting


• Contractor shall conduct Blasting, Painting, and Coating activities by implementing necessary
precautions and without hampering the neighboring activities.
• Equipment and personnel involved in these activities shall be certified and approved as per ATS
procedures.
• As a minimum, barriers and warning signs shall be erected at a safe distance around the area.
Contractor must verify that the equipment is certified, maintained, and operational.
• Areas allocated to shot blasting of loose equipment shall be fenced to prevent access by
unauthorized personnel. Exclusion zone must be defined to restrict movement of personnel.
• Blasting and painting, coating areas shall have adequate warning signs posted.
• Only non-silica shot blasting medium shall be used. Exhausts shall be fitted with Client approved
spark arrestors when working in restricted areas.
• Wherever possible, blasting and painting activities shall be conducted indoors, with suitable
ventilation.
All painting materials including paint, solvents, thinners, additives and cleaners must be stored in a
non-enclosed area remote from sources of heat and combustion and protected from direct sunlight.
In areas where major painting projects are undertaken, materials storage should be in a dedicated
paint storage container fitted with explosion proof air conditioning and light fittings, and a fire
extinguishing system. Portable fire extinguishers must be kept in the immediate vicinity of paint
containers and areas where significant amounts of painting materials are stored. Access to paint
storage areas should only be made in accordance with an entry procedure and a notice of this
requirement displayed at the entrances.

Safety Data Sheets (SDSs) must be available for all paints and hazardous materials.

6.15 Noise and Vibration


Contractor shall design manufacturing and construction activities so as to minimize the effect of noise
and vibration on both the work place and surrounding community. Where the Contractor’s activities
involve the risk of hand arm vibration then there shall be adequate assessment made to ensure that
a system of work identifies those most at risk, suitable and adequate controls shall be put in place,
and the Contractor will maintain records relating to the implementation and maintenance of such
controls. Contractor will provide the ATS representative with a copy of the assessments undertaken
for noise and vibration hazards upon request.

6.16 Confined Space


All confined spaces shall include areas which:

• have limited openings for entry and exit;


• may contain or produce toxic air contaminants;
• have a high concentration of an inert gas;
• are not intended for continuous occupancy; and
• may have an oxygen deficient atmosphere (less than 19.5%).

Examples include, but are not limited to, storage tanks, process vessels, pits, vats, vaults, sewers,
tunnels, manholes, cells, ducts, shafts, trenches and rooms with less than proper size openings for
easy access with no mechanical ventilation.

• Confined space areas shall be identified and evaluated by the Contractor. A draft plan ensuring
that the elements of the Confined Space Entry Policy are met shall be submitted by the Contractor
to ATS Project Management Team for approval.
• Contractor shall comply with the requirements of the confined space entry procedure, and ensure
that their employees and supervisors are trained in Confined Space Entry Procedure and use most
stringent standard for compliance. This includes all Contractor and Subcontractor personnel
involved in confined space operation.

6.17 Radioactive Materials


In the use, handling, or possession of radioactive material, the Contractor shall abide by regulations
governing the use of radioactive material. These regulations are established by U.S. Health and Safety
Code Sections 25800 through 25870.

6.18 Fire Prevention/Fire Protection


The Contractor shall comply with the recommendations of the UAE Fire Protection Association and
applicable UAE Firefighting regulations. The Contractor's Safety Representative shall make fire hazard
inspections of the entire project on a regular basis. Immediate correction of substandard conditions
is mandatory.

• Particular care shall be taken when welding and cutting in locations where combustibles are
present. When such welding or cutting is done, the surrounding area must be protected with fire

retardant blankets and an adequate number of approved fire extinguishers must be immediately
available. A fire watch and hot work permit shall also be at the site of the work.
• All flammable and combustible materials shall be stored, piled and handled with due regard to
their fire characteristics. Flammable liquids must be stored in an approved manner and dispensed
only in acceptable safety containers. Welding gases shall be stored and segregated by type of gas.
• Rubbish and debris shall not be allowed to accumulate.
• Fire extinguishers shall be located throughout the work area. The fire extinguishers shall have
valid through examination certification and inspected internally on monthly basis and records
shall be kept as to service and maintenance.

6.19 Heat Stress Management


• The contractor shall ensure compliance with the UAE labor law with regard to heat stress
management.
• Contractor shall have ATS approved heat stress management program which shall cover but not
limited to: Adequate mid-day breaks during summer which shall be in accordance with the Abu
Dhabi Ministerial order, provision of cool drinking water near workers, rest shelters,
Measurement of Thermal Work Limit (TWL) as a measure of the maximum safe work rate for the
conditions as per OSHAD/HAAD requirements.
• Contractor shall actively involve and participate in the Heat Stress campaigns conducted by the
ATS and shall comply with all government regulations with respect to work and rest times.
• Contractor to provide personnel drinking water bottle to all site personnel as per OSHAD
requirements.
