1. Introduction
Purpose
Testing & Commissioning Plan Guide outlines the required tools to manage and complete Testing
& Commissioning phase. This includes strategy, procedures, requirements and documentation
obligatory in order to test and commission various structures and components of projects within
SAC EPMO

Definition
Testing and Commissioning Plan (T&CP) is defined as the complete set of all required documents
to fulfill the planning, execution and commission all categories of systems within SAC EPMO
projects. Documents consist of Pre-requisite deliverables prior to testing equipment and systems.
And the required deliverables as testing takes place. T&CP also describes processes to provide
resolution for issues such as scheduling, roles and responsibilities, construction testing, pre-
commissioning testing, system stand-alone testing, integrated testing, doomsday testing and
approvals.

3. Project Scope
Arar Land port is a strategic land port at the Kingdom of Saudi Arabia Borders with Iraq.

This land port is projected by Zakat, Tax and Customs Authority (ZATCA) for development

The existing Arar LBC Fire Detection, Alarm and Firefighting Systems require upgrading and
improvement in keeping with Zakat, Tax and Customs Authority safety and security, and Civil Defense
requirements.

Undertake a Condition Report of the Arar Land Port and residential area fire life safety systems and
develop the fire strategy pertaining thereto

Develop a Fire Life Safety assessment with recommendations to rectify critical issues identified and
bring the site up to standard where so required under KSA requirements.

Refurbishment where required of the existing mechanical and electrical works inside and outside the
buildings to comply with the requirements of fire life safety

Documentation, installation and Testing and Commissioning new Fire detection, and life safety work to
buildings and areas of the land port area not currently having adequate Fire protection.

4. Testing and Commissioning Strategy Procedure

8.Detail system

Electrical work

*Emergency light and Exit sign work:

- Check installation of cables for proper laying termination and clipping

- Check cable connection to the Emergency light & Exit sign Devices
- Put the system into Operation as per manufactures recommendation
- Cut the electricity off to check the functionality
- Check operations of LED on the devises

* Fire Alarm System:

- Check installation of cables for proper laying termination and clipping

- Check cable connection to the FACP and battery
- Put the system into Operation as per manufactures recommendation
- Simulate fire Conditions by generating Smoke /heat to activate the detectors
- Check display for detector number
- Check operations of LED on the detector
- Check Sounder Functionality.

Mechanical work

• Fire Hose Cabinet

- Open the cabinet door that conceals the fire hose reel. The hose reel shall open
fully & easily in all
- Open the lock shield valve and allow the water to flow in to the hose reel
- Ensure that the hose can be withdrawn easily in any direction
- Ask one assistant to run across a room with the hose until it fully extends. Watch the
reel to ensure it
- Open the nozzles in the Jet mode ensure that the flow rate with the nozzle in the jet mode is
producing minimum jet length.
- Discharge the water in the open area if possible or inside the drum
- After full satisfaction close the nozzle immediately. Rewound the hose to its proper position on
the reel. Finally drain the water inside the hose.

• Fire Hydrant
- Hydrants are accessible.
-Hydrant outlets are slightly more than hand-tight
- There are no leaks in the top of the hydrant when hydrant valve is opened.
- There are no leaks in the gasket under the caps when hydrant valve is opened
- There are no cracks in the hydrant barrel
- Nozzle threads are not damaged

• Sprinkler system
-Check Sprinkler heads that are damaged or painted over must be
replaced.
- Check that sprinkler head and location match the type
indicated on the plans.
-Check any possibility of Leakage in the system after applying pressure.
- All piping and attached accessories subjected to system
working pressure shall be hydrostatically tested at 200 psi
and shall maintain that pressure without loss for 2 hours.
