UN Activities (Criteria, Guidelines, and Mechanics)

Topic: Let it be resolved that Confidential Funds should be limited only to

intelligence and security-related government agencies.
Debate
Criteria:
Content – 40 points
clarity, organization, balance, development, and explanation of the subject.
The presentation should be well-organized and keep the audience's interest.
A variety of vocabulary and sentence structures should be used, and the language
should be well-developed with few mistakes.
Delivery – 10 points
delivery and posture.
The non-verbal method includes eye contact, gestures, volume and tone of voice,
pitch, tempo, and the efficient use of literary tools (such as metaphors, analogies, and
questions).
Interpellation – 30 points
The capacity to respond quickly and firmly to questions.
Rebuttal – 20 points

Mechanics:
Each group has 6 members; 3 speakers, 1 rebuttal, and 3 researchers.
Duration: Constructive Speech – 2 mins
Interpellation – 2 mins
Rebuttal Speech – 3 mins
Issues for Debate: A. Whether or not it is necessary?
B. Whether or not it is practical?
C. Whether or not it is beneficial?

Guidelines:
1. There are two teams (affirmative and negative), each consist of three speakers, one
rebuttalist and researchers. Revision of positions during the debate is not allowed.
2. The first speakers will talk about the necessity, followed by the second speaker
which is on the practicality, the third will be on the beneficiality of the their argument and
lastly the rebuttalist who will summarize the important points.
3. The affirmative side will give the first constructive speech for 2 minutes to be
followed by an interpellation round for another 2 minutes which the negative side will
throw questions to the affirmative side. After that, the negative side will give their first
constructive speech for 2 minutes and to be followed as well by an interpellation round for
another 2 minutes which the affirmative side will throw questions to them. This format is
effective from the 1st down to the 3rd speaker.
4. On the interpellation round, the questioner may ask any fair, clear question that
has a direct bearing on the debate. The questioner may use the period to build up any part
of his own case, to tear down any part of his opponents’ case, or to ascertain facts, such as
the opponents’ position on a certain issue, that can be used later in the debate. The
questioner must confine himself to questions and not make statements, comments, or ask
rhetorical questions. On the other hand, the witness or the side who will be questioned
must answer the questions without consulting his colleagues.
5. After the third speaker, the team will be given 5 minutes to arrange and prepare
for the rebuttal round. After the time given, the rebuttal round will start and each
rebuttalist will be given 3 minutes. The affirmative side will go first and to be followed by
the negative side.
6. No new constructive arguments can be presented during the rebuttal period.
7. He who asserts must prove. In order to establish an assertion, the team must
support their assertions with enough evidence and logic to convince the judges that it is
more reasonable to believe the assertion than to disbelieve it. Facts presented must be
based on reliable sources. Visual materials are permissible, and once introduced, they
become available for the opponents' use if they want to.
8. The team that supports the motion or the affirmative side must not shift its point
of view. Same with the negative side, who must oppose the motion completely whatever
their personal opinions and beliefs might be.
Affirmative Side:
1st Speaker: Zile Lovingco
2nd Speaker: Gabriel Fernandez
3rd Speaker: Ramon Bernaldez III
Rebuttal: Shechanalah Almendralejo
