Good morning, esteemed leaders, administrators, visionaries, teaching, and non-teaching forces
of the Department of Education!
To start today’s session, let us sing a Makabayan Song, followed by the DepEd Region III
March, a prayer, and the presentation of the MATATAG Advocacy through an audio-visual
presentation. Please rise.
Without further ado, let's give a warm welcome to our hosts, the Schools Division
Superintendent of Tarlac Province and Assistant Schools Division Superintendent of Olongapo
City, as they take the stage to usher us into an unforgettable experience, Dr. Ronnie S. Mallari
and Dr. Maylene M. Minimo. Let’s give them a round of applause.
It is with great honor and excitement that I welcome you to this distinguished Central Luzon
Assembly of Education Leaders 2023. Today, we gather not just as individuals, but as a
collective force united by a common purpose: to shape the future of education para sa isang
Bansang Makabata, para sa mga Batang Makabansa.
In this assembly, we stand at the crossroads of tradition and innovation, committed to nurturing
minds and fostering a learning environment that is inclusive, dynamic, and forward-thinking. Our
discussion and collaboration will undoubtedly ignite new ideas, challenge existing paradigms,
and pave the way for groundbreaking educational strategies and breakthroughs.
As we embark on this journey together, let us remember that each of us holds a key piece to the
puzzle of educational excellence. Your expertise, experiences, and insights are invaluable in
sculpting a landscape where every student can thrive and achieve their fullest potential.

Welcome to the second day of Central Luzon Assembly of Education Leaders 2023!
To introduce our speaker, let’s welcome with a resounding applause the Schools Division
Superintendent of the Schools Division Office of Mabalacat City, Dr. Maria Carmen P. Cuenco.
She is a cum laude graduate of BS Physics for Teachers from PNU and DLSU, holds a Masters
in Education and is pursuing a PhD in Educational Leadership and Management. She’s an
Executive Director at PEAC, managing the Education Service Contracting Program and SHS
voucher program. She completed executive programs at the Lee Kuan Yew School of Public
Policy in Singapore. She’s also an Independent Director and Corporate Secretary at PAASCU,
sits on non-profit educational boards, and advises EDCOM 2 on education system review.

Recently, she received the Outstanding Fernandino Award for her contributions in education.
Let us welcome our keynote speaker for our 4th Session with a round of applause, Ms.
Rhodora Angela Fernandez - Ferrer.
Introducing our next speaker is the CLASS Auditor and Schools Division Superintendent of the
Schools Division Office of Malolos City. Let's put our hands together for Dr. Leilani Samson
Cunanan.
Our next speaker is the founder of EdSpeaks, a professional development group focusing on
adoptive education. Currently the Vice President for Academic Affairs at the National Teachers
College, he previously held key roles in Miriam College. He holds degrees from the University of
the Philippines and has received various awards, including the UP Gawad Transelor. As a
published researcher, he’s involved in transnational education and adult education, working with
organizations like the British Council and CHED International Affairs Staff. He is also active in
education policy, serving on committees such as the CHED Technical Panel in Teacher
Education and providing expert advice on inclusive education during the COVID-19 pandemic.
Without further ado, let us give our warm welcome for our next keynote speaker for our 5th
session, Dr. Edizon A. Fermin.
Ladies and gentlemen, as we bring our productive morning session to a close, we'd like to thank
all our speakers and participants for their invaluable contributions. It's now time to pause and
recharge. We will break for lunch, giving us all the opportunity to enjoy some nourishment and
engage in further discussions informally.
As we enjoy our lunch, we have a special treat for you. To enhance our experience and add a

As we reconvene for the afternoon session, let's carry forward the energy and insights from our
morning discussions. We have an exciting lineup ahead, filled with engaging presentations and
dynamic discussions. So, let's settle in and prepare for an afternoon of continued learning and
collaboration. Once again, welcome back, and let's make the most of the rest of our day

As we move on to the start of our afternoon session, here with us to introduce the next speaker
is the OIC-Schools Division Superintendent of our host venue, let’s hear it for Dr. Imelda P.
Macaspac. Let’s give her a resounding round of applause.
Our next speaker is a globally recognized Filipino educator, speaker, and trainer known for
empowering learners through innovative projects. As an education technology coach and
consultant, he focuses on meaningful technology integration, UN Sustainable Development
Goals, makerspace, and design thinking. He was named in the 30 under 30 global list of literacy
leaders by the International Literacy Association in 2019. His project, Kids Can! Innovation
Camp, received recognition for the Global Teacher Prize and the Bato Balani Foundation’s
Many Faces of the Teacher Award. He is an Apple Professional Learning Specialist, Apple
Distinguished Educator, and a member of the National Basic Education Commission. He also
co-founded the EdTech startup, Tagpros Education, and hosts the empowerED Podcast
Channel.
