014 - SAS Overall Interlocking
3.3.1 Controlled switches control are possible from BCU, HMI or SCADA
Station. Due to different control levels the system has to prove the
Control Authority before starting this test. If Control Authority is not
given to the place of activation, the command must be blocked.
Switching of the relevant switch will be displayed on event list.
3.3.2 Interlocking has to be checked for all switching devices (Circuit
Breakers, Isolators and Earthing switches) for the respective Bay.
Control of switchgear devices is only possible if all interlocking
conditions are fulfilled. Interlocking conditions are shown in FBD
Diagrams or Interlocking matrix printed from the BCU configuration
software.
3.3.3 All tests will be documented bay-wise. Any deviation from the
written logic will lead to failure of the operation. The software
interlocking bypass functionality is given by key switch Software
DE-Interlock (Normal/Interlocking OFF) on BCU. The software
interlocking could be bypassed in case of BCU Local control only.
Interlocking bypass is also possible from local control cubicle when
bay mode is in Emergency.
3.3.4 Before starting this test it is necessary to have print out of FBD or
Interlocking matrix of interlocking used in the IED from the Relay
configuration Software.
3.3.5 The hardware interlocking test and scheme check of wiring should
be finished before starting software interlocking test.
3.3.6 The indication of the SWITCH whose interlocking is to be checked
has be checked on SAS HMI and BCU before starting the software
interlocking test.

132KV BB Maintenance Earth Switch is to be controlled from LCC/BCU & HMI
not from CRCC.
380KV BB Maintenance Earth Switch is to be controlled only from LCC/BCU not
from HMI/CRCC.
132KV & 380KV CB Service is only possible from HMI & CRCC.
132KV & 380KV CB Test position is possible from LCC/BCU/HMI.
13.8KV CB can be closed in service position from Mimic, BCU, HMI and
CRCC/QRCC.

2.0 BCU Control and Monitoring Test in Local and Remote mode
All bay related tests will be checked and documented for each feeder and
equipment separately according with approved Signal List. Control of substation
shall be affected from the interlocking conditions and detailed bay display
diagrams.
Furthermore the displays and handling BCU will be checked and for command
execution some faults will be simulated (e.g. Control authority, CMD interlocked,
CMD Monitoring time).

1. Synchrocheck function
All CB controls have a synchrocheck function implemented in the bay controller (in case of
control from BCU, HMI or Control Center). Synchrocheck routine is as follows:
Close command is given to the BCU. The unit checks the sync – conditions (Vdiff, fdiff,
angel) and closes the breaker if these conditions are fulfilled.
Bypass of synchrocheck is not possible from BCU.
Bypass of synchrocheck is possible from HMI.
