3.2 CSD Engineer /Technician


a. Witnessing all related test conducted by the testing engineer .
b. Verifying the test results with respect to the acceptance criteria wherever
applicable
c. Dually signing the test formats prepared by the testing engineer
d. Archiving the completed test results as per the approved archiving system .

3.3 Contractor Testing Engineer


The contractor testing engineer shall Follow the instructions below for
conducting the SAS Overall Interlocking Testing.

3.3.1 Controlled switches control are possible from BCU, HMI or SCADA
Station. Due to different control levels the system has to prove the
Control Authority before starting this test. If Control Authority is not
given to the place of activation, the command must be blocked.
Switching of the relevant switch will be displayed on event list.
3.3.2 Interlocking has to be checked for all switching devices (Circuit
Breakers, Isolators and Earthing switches) for the respective Bay.
Control of switchgear devices is only possible if all interlocking
conditions are fulfilled. Interlocking conditions are shown in FBD
Diagrams or Interlocking matrix printed from the BCU configuration
software.
3.3.3 All tests will be documented bay-wise. Any deviation from the
written logic will lead to failure of the operation. The software
interlocking bypass functionality is given by key switch Software
DE-Interlock (Normal/Interlocking OFF) on BCU. The software
interlocking could be bypassed in case of BCU Local control only.
Interlocking bypass is also possible from local control cubicle when
bay mode is in Emergency.
3.3.4 Before starting this test it is necessary to have print out of FBD or
Interlocking matrix of interlocking used in the IED from the Relay
configuration Software.
3.3.5 The hardware interlocking test and scheme check of wiring should
be finished before starting software interlocking test.
3.3.6 The indication of the SWITCH whose interlocking is to be checked
has be checked on SAS HMI and BCU before starting the software
interlocking test.

3.3.7 There are two conditions in which interlocking test to be checked.


3.3.7.1 Condition 1: Interlocking Satisfied (Refer to 3.3.9.1)
 Remote mode (Command is accepted only from SAS HMI or
SCADA).
 Local mode (Command is accepted only from BCU front display)
 Emergency mode (Command is accepted only from Local
Control Cubicles “LCC” with mimic diagram).
 Off mode (It is not possible to operate any object, neither locally
nor remotely).
3.3.7.2 Condition 2: Interlocking Not Satisfied (Refer to
3.3.9.1)
 Remote mode (Command is blocked from SAS HMI or SCADA).
 Local mode (Command is blocked from BCU front display)
 Emergency mode (Command is blocked from Local Control
Cubicles “LCC” with mimic diagram).
 Off mode (It is not possible to operate any object, neither locally
nor remotely).
3.3.8 During check if the Switch Interlocking is verified as per the FBD or
Signal Matrix attached. Mark the condition with highlighter which
are checked and verified.
3.3.9 For each interlocking condition following test procedure should be
followed.
3.3.9.1 Condition 1: Interlocking Satisfied
a. Remote mode (SAS HMI/SCADA Control)
 Activate Remote mode the four positions selector switch
 Make sure the command is accepted only from SAS HMI or
SCADA.
 Go to SAS HMI. Login with appropriate User Name with
appropriate Access Rights.
 Select an OPEN or CLOSE for intended Switch who’s
interlocking is to be tested.
 Execute command.
 Check the feedback received from this command on the
command popup window on the SAS HMI. (The feedback

received should be “Command executed successfully”).


 Check the actual indication of the Switch on SAS HMI and
the BCU.
b. Local mode (BCU Control)
 Activate Local mode from the four positions selector switch
 Make sure the command is accepted only from BCU front
display.
 Go to BCU control display.
 Select an OPEN or CLOSE for intended Switch who’s
interlocking is to be tested.
 Execute command.
 Check the feedback received from this command on the
BCU. (The feedback received should be “Command executed
successfully”).
 Check the actual indication of the Switch on SAS HMI and
the BCU.
c. Emergency Mode (Local Control Cubicles “LCC”)
 Activate Emergency Mode from the four positions selector
switch
 Make sure the command is accepted only from LCC.
 Go to LCC mimic diagram.
 Select an OPEN or CLOSE for intended Switch who’s
interlocking is to be tested.
 Execute command.
 Check the feedback received from this command on the
BCU and SAS HMI. (The feedback received should be
“Command executed successfully”).
 Check the actual indication of the Switch on SAS HMI and
BCU.
d. Off Mode (Control Blocked at all Level)
 Activate Off Mode from the four positions selector switch
 Make sure it is not possible to operate any object, neither
locally nor remotely.
 When you try to send the command the message “Block by
switching hierarchy” shall be displayed.

3.3.9.2 Condition 2: Interlocking not Satisfied


a. Remote mode (SAS HMI/SCADA Control)
 Activate Remote mode the four positions selector switch
 Make sure the command is accepted only from SAS HMI or
SCADA.
 Go on SAS HMI. Login with appropriate User Name with
appropriate Access Rights.
 Select an OPEN or CLOSE for intended Switch which
interlocking is to be tested.
 Execute command.
 If interlocks are not satisfied then POP-Window should
appear showing message that “Error interlock”.
 The Execute button should not be active while interlocks are
not satisfied.
 To check the interlocks condition, The live dynamic interlock
table is to be followed where all condition can be seen.
 Check the actual indication of the Switch on SAS HMI and
the BCU.
b. Local mode (BCU Control)
 Activate Local mode from the four positions selector switch
 Make sure the command is accepted only from BCU front
display.
 Go to BCU control display.
 Select an OPEN or CLOSE for intended Switch who’s
interlocking is to be tested.
 Execute command.
 Check the feedback received from this command on the
BCU. (The feedback received should be “Blocked by
Interlocking”).
 Check the actual indication of the Switch on SAS HMI and
BCU.
c. Emergency Mode (Local Control Cubicles “LCC”)
 Activate Emergency Mode from the four positions selector
switch
 Make sure the command is accepted only from LCC.
 Go to LCC mimic diagram.

 Select an OPEN or CLOSE for intended Switch who’s


interlocking is to be tested.
 Execute command.
 Check the feedback received from this command on the
BCU. (The feedback received should be “Error interlock”).
 Check the actual indication of the Switch on SAS HMI and
BCU.
d. Off mode (Control Blocked at all Level)
 Activate Off Mode from the four positions selector switch
 Make sure it is not possible to operate any object, neither
locally nor remotely.
 When you try to send the command the message “Block by
switching hierarchy” shall be displayed.

Note:
 132KV BB Maintenance Earth Switch is to be controlled from LCC/BCU & HMI
not from CRCC.
 380KV BB Maintenance Earth Switch is to be controlled only from LCC/BCU not
from HMI/CRCC.
 132KV & 380KV CB Service is only possible from HMI & CRCC.
 132KV & 380KV CB Test position is possible from LCC/BCU/HMI.
 13.8KV CB can be closed in service position from Mimic, BCU, HMI and
CRCC/QRCC.

1.0 Equipment General Data and Information

2.0 BCU Control and Monitoring Test in Local and Remote mode
All bay related tests will be checked and documented for each feeder and
equipment separately according with approved Signal List. Control of substation
shall be affected from the interlocking conditions and detailed bay display
diagrams.

The method of man machine dialogue shall be a multi-stage procedure with


verification to ensure security of control. CLOSE and OPEN operation of switching
devices are tested by giving a command from BCU and checking of the command
execution. At the same time, the respectively check back indications of switching
position on the BCU. The correct registration in the event list will also be tested.

Furthermore the displays and handling BCU will be checked and for command
execution some faults will be simulated (e.g. Control authority, CMD interlocked,
CMD Monitoring time).

1. Synchrocheck function
All CB controls have a synchrocheck function implemented in the bay controller (in case of
control from BCU, HMI or Control Center). Synchrocheck routine is as follows:
 Close command is given to the BCU. The unit checks the sync – conditions (Vdiff, fdiff,
angel) and closes the breaker if these conditions are fulfilled.
 Bypass of synchrocheck is not possible from BCU.
 Bypass of synchrocheck is possible from HMI.

2.4 Synchrocheck function BCU


To test synchrocheck functionality a test set is connected to the BCU’s analog inputs.
Commands are given from BCU in LOCAL mode and from HMI in REMOTE mode.

3.0 Interlocking test


SAS Control is possible from HMI, BCU, HMI or Control Center. Due to different
control levels the system has to prove the Control Authority before releasing the
command. If Control Authority is not given to the place of activation, the command
must be blocked. Switching the relevant Control Authority Switch different control
authority will be displayed on event list.(Local, Remote, Emergency, OFF)

Interlocking has to be checked for all switching devices (Circuit Breakers, Isolators
and Earthing switches) for the respective feeder. Control of switchgear devices is
only possible if all interlocking conditions are fulfilled. Interlocking conditions are
shown in schematic diagrams of local control cubicles.

During testing Bay Interlocking and Switchgear Interlocking will be checked. All
tests will be documented bay-wise. Any deviation from the written logic will lead to
failure of the operation.
