(10 minutes) Instruction: Read the articles below and answer the following questions below and write
your answer in the manila paper.
POVERTY LEVEL MAY INCREASE DUE TO THE PANDEMIC

The poverty rate is measured every 3 years. Gleaning from the last data released by the
government the latest survey conducted was in 2018 where it showed a rate of 16.7%.
Government projections for the succeedig years may be worse or at least slower than what
was pronounced in 2018 due to the pandemic.
According to the acting Socioeconomic Planning Secretary Kar Kendrick Chua, the
government projected a poverty rate of 15.5% to 17.5% og the population next year.
In a statement, Chua told senators that there might be a temporary worsening of urban
poor poverty due to the effect of pandemic to livelihoods. He added that the pandemic to
livelihoods. He added that the pandemic and quarantine measures largely urban areas and it
did not have the same threatening impact on the livelihood in rural areas.
The strong livelihood of the poverty rate to increase next years is an indication that the
government may potentially miss its 14% target by 2020, translating to thousands of more
Filipinos getting pulled back below the poverty line.
While the economic managers are optimistic that a rebound will happen next year,
Senators remain to be and are calling for more funds for social support under the proposed

4.5-trillon pesos 2021 national outlay.


For one, Senator Sherwin Gatchalian questioned the 53% budget cut on the social
welfare department. Chua explained that there is less need for costly temporary assistance
such as the 205 billion pesos social amelioration program (which ballooned DSWD’s budget
this year) because the economy is now open.
The economic managers also stressed that even without the cash subsidy, the
government continues to provide other typical support, including its flagship Pantawid
Pamilyang Pilipino, monthly cash assistance to 4.3 million families, which will get a bigger
108 billion pesos budget next year.
Government labor agencies are also set to spend 27.5 billion pesos for local employees
in 2021. Meanwhile, the Overseas Workers Welfare Associate (OWWA) will spend 5.9
billion pesos for OFWs. The Technical Education and Skills Development Authority
(TESDA) will also be allocated with 554 million pesos for vocational training.
Chua remarked that as long as the quarantine levels will be continuously relaxed , the
economy will be strong enough to recover.

Animal testing has benefited human health. People do not contract polio anymore
because of a vaccine tested on animals. Advances in antibiotic, insulin, and other drugs have
been made possible through research done on animals. Animal testing should continue to
benefit medical research.
In order for scientists to create new drugs, they have to be able to test them. Scientists
have found that many animals have similar physical processes to humans. Watching how a
new drug might affect the human body.
The cost of animal testing makes it an affordable option. Laboratory animals are in
abundance. It is easy to breed rats and other animals and to keep them in labs.
Animal testing saves human lives. It would be wrong to test new drugs on humans.
How many would people die because doctors could not administer medication before
compiling all the information about a new drug? When surveyed, 99 % of all active doctors
in the United States stated that animal research has paved the way to many medical
advancements. An impressive 97% of doctors support the continuous use of animals for
research.
Animal testing should be continued for medical research. It provides a safe method for
drug testing that is inexpensive and easy to maintain. Doctors endorse the usage of animals
for testing. It is possible that the cure for AIDS could about through animal testing.

Mary was driving to the grocery store to pick up some apples and a pie crust to bake an apple
pie. She put on her seat belt and started the car. She turned on the radio and sang along to a
song on the radio as she drove. As she pulled into the parking lot, she continued singing and
wondered if she needed to buy milk while she was at the grocery store. She unbuckled her
seat belt, picked up her purse, and got out of the car. She was sending money a text message
to her friend Nancy and humming along to the song that was on the radio, still wondering if
she was out of milk. She closed the car door and began to walk through the parking lot. All of
a sudden, Mary realized she had locked her keys in the car!

“Oh, no!” she said. “My dad is going to be so mad that I locked the keys in the car! He’ll
never let me drive it again.”

Mary took her cell phone and called her father. He was upset, but he told Mary he would
bring the extra car key to the parking lot so that she could drive home. When he arrived, he
asked Mary how she had managed to leave her keys in the car.
