Municipality X is one of the 17 municipalities that comprise Province Y. It has a land area of
6,731 hectares comprising 3.63% of the land area of the province. It is approximately 76 road
kilometers from Municipality Z, the capital town of Province Y, 237 road kilometers from City V,
12 hours sea travel and 45 minutes air travel from Metropolis and other prime cities in the
country.

Classified as 1st class and basically a tourism municipality, Municipality X is where the world-
famous Island Bae is locate

I. Introduction

Kabulusan INHS is the first and only secondary public school in the municipality of Pakil in
Western Area (Kanluran). It is located nearby the lake, 17 kms. away from the Municipality and
District Office. The school has 11 School Buildings, two are Makeshift.

From previous years to present, enrolment has climbed to 1201 total enrollees, indicating
that the school's program, project, and activity on enrolment has been gradually realized.
The MOOE is the main source of funding, with the stakeholders’ support and contribution
these are intended to be spent on the necessities that support learning programs and help
maintain a safe and healthy environment.

The school has prepared more advocacy programs and viable solutions that will produce a
positive result in enticing/encouraging learners to return/enroll in school, and to better serve
the learners and address the needs of the classroom, the school has requested that the repair
of the Agarao II Building with 3- storey 9 classroom was sought.

The school site is a combination of three lots with a Deed of sale, and one with Tax
Declaration of Real properties, and Deed of Donation. Future plan of surveying and titling are
to be outsourced.

These can all be accomplished with the help of school administrators, teachers, parents,
and other stakeholders. Best wishes for the school by serving with enthusiasm, devotion, and
commitment that goes beyond golden legacies.

The Department of Education requires all schools to conduct Quarterly School-Based


Earthquake Drill and Fire Drills. It is important to orient learners on earthquake preparedness
in order to be informed of what to do before, during and after the earthquake. Teachers are the
ones who will guide the learners and teach them on how to protect themselves.

II. Objectives/Purpose

The activity aims to generate the highest level of awareness among the public on
Disaster Risk Reduction/Climate Change Adaptations (DRR/CCA) concerns and to assess the
capacity level of the school and community in the eventuality of disasters and emergencies.

Specifically:

1. To ensure the safety of parents, learners, teachers and staff during and after a damaging
earthquake and fire;

2. To help school administrator and disaster action groups to design a specific response
plan of the school for earthquake and fire;
3. To train teachers and staff and pupils on how to practice proper action and response
during earthquake and fire;
4. To identify Hazard, Risk, Vulnerability and Capacity Assessment Methods.

The severe damage identified to the 3-storey 9 classroom building brought tremendous effect to our school operation on the
following aspects:

1. Class Schedule turned into double shift due to shortage of classroom. This scheme seemed not beneficial both to school
learners and school personnel. Morning shifts start at 6 am and the afternoon shift ended at 6:30 pm. Seventy percent of our
school personnel travelling 10-17 kms to reach the school, coming to school too early in the morning and going home late in
the afternoon brought risks to our school personnel. 50 percent of our learners also came from nearby barangay where
transportation is not always available. Also, some of our learners came from upland areas where they need to walk for about
30 minutes to 1 hour before reaching the school.
2. Due to shortage of classroom, many laboratories equipment and furniture worn out for almost 5 years not being used.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well-coordinated
response mechanisms in the event of the occurrence of an Earthquake in Kabulusan Integrated
National High School. Such mechanisms shall help to protect lives, properties and the
environment, and restore the immediate needs of the affected learners and school personnel.

B. General Objective(s)

The general objectives of the contingency plan are as follows:


1. To ensure the protection of lives and properties in the event an Earthquake in Kabulusan
Integrated National High School;
2. To determine the immediate needs and the resources that will meet the needs in the
event of an Earthquake in Kabulusan Integrated National High School.;
3. To establish coordination and linkages between and among the stakeholders of
Kabulusan Integrated National High School..
