REVISION OF PAY & ALLOWANCES


ALLOWANCES OF EMPLOYEES OF WBPDCL

In exercise of the power conferred by the Department of Power & NES, Government of West
PO/O/C-IV/1E-06/09 dated 17.02.2009 followed by Memo No 91(2)-
Bengal vide Notification No.71-PO/O/C 91(2)
04/2020 dated 10/02/2020 and in pursuance of the decision of the Board of Directors
PO/0/IV/1E-04/2020
of the West Bengal Power Development Corporation Ltd. in its meeting held on 12th March, 2020,
and 15th July,2020 the “WBPDCL
WBPDCL Revision of Pay & Allowances Rules, 2020 (ROPA, 2020)”, is
hereby enunciated as follows :

1) Short Title and Commencement


Commencement:

i. These Rules may be called “The West Bengal Power Development Corporation
Limited (Revision of Pay and Allowances) Rules, 2020”.

ii. These Rules shall be deemed to have come into force on the 1 day of January, 2016
unless otherwise specifically provided.

2) Scale of Pay :

The present revised pay in relation to any post/grade corresponding to the existing Band
Pay and Grade Pay has been specified in the Pay Matrix vide Annexure-I
Annexure

3) Applicability:

a) Every employee of the Company


Company, including those on deputation to other Organizations

shall be entitled to fixation of pay in the corresponding revised scale of pay w.e.f.
01.01.2016.

b) If an employee enters the Company’s service on or after 01.01.2016,

01.04.2020.

4) Definitions:

In these Rules, unless the context otherwise requires –

i. “Company”” shall mean The West Bengal Power Development Corporation


Limited (WBPDCL).

ii. “Existing Pay” means Pay drawn in the prescribed existing Band Pay and

iii. “Existing Scale” in relation to an employee means the present scale applicable to the

officiating capacity.

Pay in the Revised Pay Structure”
Structure means Pay y drawn as on 01.01.2016 under Sl.Sl
No. 4 (ii)) with multiplying factor of 2.57 (two and decimal point fifty seven) and fixed
suitably in the new scale of pay not including any other er type of pay like Special pay
etc.

v. “Employee” means regular employees of WBPDCL including those on deputation to


other Organizations.

vi. “Cadre” means the strength of a service or part of service sanctioned as a separate
unit or group organized on the basis of a certain set of professional skills.

vii. “Pay Matrix”” means as specified in Annexure-I,, with levels of pay arranged in vertical
cells as assigned to corresponding existing Pay Band and Grade Pay.

5) Fixation of initial pay in the revised pay structure:

The initial pay of an employee to be governed by the revised pay structure shall notionally

be fixed on and from 1 January, 2016
2016 or from the date of his/her joining whichever is later
in the following manner:

i. The revised pay of an employee shall be determined by multiplying the existing Band
Pay plus Grade Pay as on 01.01.2016 or as on the date of his/her joining whichever
is later, by the factor of 2.57 and the resultant figure will be rounded off to the next
multiple of 100 and the figure so arrived at will be located in the applicable level in
the Pay Matrix and if such an identical figure corresponds to any cell in the

available in the applicable level, the pay shall be fixed at the immediate next higher
cell in that applicable Level of the Pay Matrix as per Annexure-I.

ii. If the minimum pay or the first cell in the applicable Level is more than the amount
(i) above, the pay shall be fixed at the minimum
arrived at as per 5(i) mini pay of the first cell
of that applicable Level.

The above provisions shall also be applied in the case of those recruited between
01.01.2016 and the

iii. In case of new recruits in the induction level, their pay shall be fixed at the initial of
the concerned Level in the Pay Matrix after publication of these Rules.

iv. Fixation of pay in case of Medical Officers

Non Practicing Allowance, the


In the case of Medical Officers who are in receipt of Non‐Practicing
pay in the revised pay structure shall be fixed in the following manner:

The existing basic pay (band pay + grade pay) shall be multiplied by a factor of 2.57
and the figure so arrived at shall be added to by an amount equivalent to Dearness
Allowance on the pre Practicing Allowance admissible as on 1st day of

January, 2016. The figure so arrived at will be located in the applicable Level in the
Pay Matrix and if such an identical figure corresponds to any Cell in the applicable
Level, the same shall be the pay. If no such Cell is available in the applicable Level,
the pay shall be fixed at the immediate next higher Cell in that applicable Level in the
Pay Matrix.

v. Fixation of pay in case of Promotion :

One increment shall be given in the Level from which the employee is promoted and
he shall be placed at a Cell equal to the figure so arrived at in the Level of the post to
which promoted and if no such Cell is available in the Level to which promoted, he
shall be placed at the next higher Cell in that Level.

Note 1.‐ An employee may have option to get his his/her pay fixed either from the date
of promotion or from the date of next increment:

(a) In case the employee opts to get his/her pay fixed from the date of promotion,
his/her pay in the promotion post shall be fixed under the provisions of these

clause no 14) on completion of six months from the date of such promotion.

(b) In case the employee opts to get his/her pay fixed from the date of increment,
then on the date of promotion his/her pay shall initially be fitted in the applicable
promotional post at the same Cell as that of his/her existing pay and
level of the promotion

shall finally be re‐fixed

6) Protection of Pay :

(A) Bunching of pay :

Where during fixation of pay, the pay of an employee drawing pay at two or more
consecutive stages in the existing scale gets bunched at the same pay in the revised pay
structure with the employees belonging to the same cadre, then, for every two stages so
bunched, benefit

(B) Step up:

(a) Where in the fixation of pay under revised pay scale the pay of an employee, who, in
the existing pay structure was drawing more pay than another employee junior to him
in the same grade and cadre immediately before the 1st day of January,2016, gets
fixed in the revised pay structure in a Cell lower than that of such junior , his/her pay
shall be stepped up to the same Cell in the revised pay structure as that of the junior.

(b) In the case where a senior employee promoted to a higher post before the 1st day of
January, 2016 draws less pay in the revised pay structure than his/her junior who is
promoted to the higher post on or after the 1st day of January, 2016 , the pay of senior

policies adopted by the Management beyond ROPA shall be considered.

(i) In this context, it may be noted that ‘training period’ and/or


/or ‘extended training period’
shall be considered for computing the service length only for terminal benefit of the
employee concerned. However, no incremental or promotional benefits will be
considered with respect to the ‘extended training period’.

7) Dearness Allowance (DA) :

The Dearness Allowance admissible to all categories of employees of the Company shall be

as would be admissible to the employees of the State Government and Central Government
from time to time.

8) House Rent Allowance (HRA) :

quarters HRA will be admissible for both of them. However, in the event

(d) Spouse Working in any other Organization (State/Central Govt. /PSU/Private etc.)

(i) Spouse working in any other organization but living with the employee in the
same living establishment/ having common residential address : HRA of the
spouse shall be taken into account while determining Overall ceiling of Rs.
16,000/- (Rupees Sixteen Thousand) only per month.

(ii) Spouse Working in any other Organization (State/Central Go Govt./PSU/Private


entities etc.) and living separately beyond a distance of 50 Kms and above: Full
HRA may be admissible to the employee.

A declaration shall be submitted by each employee, i.r.o. all the categories in the
month of February every year/at /at the time of joining service as per the format
prescribed in Annexure-III.

9) Field Compensatory Allowance (FCA):

Field Compensatory Allowance (FCA) has been introduced with a view to encourage
employees to stay at the Plants/Mines and ensuring their availability which will ultimately
impact productivity in a positive way. Further, for the purpose of effectively carrying out day
to day Operation and Maintenance as well as allied services in P Power Plants/Mines it is
mandatory that all employees attached /Mines, whose residential
attache to the particular Plant/Mines
addresses are beyond 8 KM from the Plants/Mines, resides in the adjoining Township of
the Company.

FCA shall be admissible to the employees as per table below: Employees attached to
Power Stations/Projects who are not getting HRA shall be entitled to such allowance. The
employees occupying Field Hostel and Shared Accommodation shall also be eligible for
such allowance.

12) Medical Allowance (MA):

(i) Medical Allowance @ Rs. 500/

(ii) For the purpose of determination of dependency on the employees in respect of any
family member the monthly income limit from all sources will be Rs. 8650/- 8650/ per

13) Rate of increment in the Revised Pay Structure


Structure:

The rate of increment in the revised pay structure will be 3% (Three per cent) of the Basic
pay in the revised pay applicable, which will be rounded off to the next multiple of Rs.100/-

14) Date of next increment in the Revised Pay Structure:

Note 1.– In case of an employee completing six (6) months and above in the revised pay
structure as on 1st day of July, he/she shall be eligible to be granted the increment. The first
increment after fixation of pay on the 1st day of January, 2016 in the revised pay structure
shall be granted notionally on the 1st day of July, 2016 for those employees for whom the
date of next increment was between 1st July, 2016 to 1st January,2017.

Note 2. – In case of the employees who earned their last increment between the period
commencing from the 2ndday of January, 2015 and ending on the 1st day of January, 2016,
after fixation of their pay under revised pay structure, such employee shall

Note 5. – Necessary protection of Pay will be provided during fixation of Pay upon adoption
of uniform increment date where promotion is involved. This proviso will be applicable upto
01.01.2020.

15) Stagnation Increment :

An employee, whose pay has been fixed in the revised scale in terms of these rules and
who reaches the maximum of the scale shall draw an annual increment for stagnation
beyond the maximum of the scale at the same rate at which it was last drawn subject to a
maximum of six such annual increments provided that the normal conditions for earning
increment is fulfilled.

16) Mode of payment of arrears & current pay:

The revised pay of an employee will be fixed notionally from 01.01.2016. The pay so fixed
shall be notional from 1st January, 2016 to 31st December, 2019 and no arrear will be paid
for this period.

17) Drawall of Pay and Allowances in the Revised Scales of Pay:


Pay

The revised scale of pay has been prepared by Corporate Office and the pay so arrived has
already been disbursed in the month of March, 2020. It is hereby clarified that such fixation
in revised pay is “provisional” and “over drawal / underdrawal”

19) Special Service Linked Scheme (SSLS)

Existing system of SSLS as contained in the “WBPDCL Recruitment


Recruitment & Promotion Rules,
2017” will continue, subject to the following conditions:

The employees who have been extended the SSLS benefit and allowed one additional
increment will not be eligible for further promotional increment if promoted to the post of
Deputy General Manager subsequently in the new pay matrix.

20) Charge Allowance :

With effect from 1stApril, 2020 Charge Allowance shall be payable @ 2% of the initial Basic
Pay of corresponding Level in the Pay Matrix of the Higher
High Charge.

21) Night Shift Allowance :

22) Bi-Cycle Allowance :

This allowance will, however, be paid to the employees who will phyphysically attend office at
least 90% of the total working days in a month. Fraction of a day will be rounded off to the
next higher figure.

Regular employees posted at Coal Mines and Railway Siding shall also be entitled to the
benefit.

31) Head of the Department (HOD) Allowance :

With effect from 1st April, 2020 this

35) Reimbursement of Children Education Expenses :

The children of those employees, who die or suffer permanent total disablement arising out
of and in course of employment who were availing such hostel subsidy will continue to avail
the same benefit till their stay in the hostel or date of superannuation of the employee

36) Computer Advance:

The provision of Computer Advance stands withdrawn w.e.f 01.04.2020.

37) Payment for Over Time Work:


With effect from 1stApril, 2020 payment for Overtime Work shall be paid to the eligible
employees up to 15 (Fifteen) hours in a month subject to a maximum of 45 (Forty five)
hours in a quarter as per the provisions of the Factories Act, 1948.

38) Medical Attendant and Treatment :

Existing rules, regulations and subsequent amendments thereto shall continue to apply.

39) Maternity Leave :

Maternity Leave will be allowed up to a maximum period of 182 (One Hundred & Eighty two)

days for two children only. The terms and conditions of sanctioning of leave will remain
unaltered.

40) Paternity-cum-Child
Child Care Leave :

Existing rules and regulations as notified vide Office Order No. 465/2017 dated 29.08.2017
shall continue to apply.

41) Travelling Allowance (TA) on Transfer:

(i) Transfer Grant.

(a) The Transfer Grant shall be paid at the rate of 35% (Thirty five per cent) of
basic pay, in case of transfer involving a change of place of posting located at a
distance of more than 20 kms, provided a change of residence is actually
involved.

(b) In cases of transfer to another place of posting, which is at a distance of less


than 20 Kms, 1/3rd of the Transfer grant will be admissible, provided a change
of residence is actually involved.

(c) If the transfer of husband and wife takes place within six months of each other
from their existing same location to another same location, only one transfer
grant will be permitted,. In cases where the transfer takes place within six
months, but after 60 days of the transfer of the spouse, 50% of the transfe
transfer
grant on transfer shall be allowed to the spouse transferred later. No transfer
grant shall be admissible to the spouse transferred later, in case both the
transfers are ordered within 60 days.

(d) In case of transfer at own request, no transfer grant shal

involving change of residence.

The Packing & Conveyance Grant shall be paid at the rate of 5% (Five per cent) of
basic pay, in case of transfer involving a change of place of posting, provided a
change of residence is actually involved.

The above reimbursement will also be applicable in case of employees whose transfer
has been made based on their own application

42) Travelling Allowance (TA) on Retirement:

A retiring employee will be entitled to the same benefits as admissible to a serving


employee of his/her status/pay level on transfer as described under Rule-41 for proceeding
to home town as per last recorded address, provided the employee was wa staying at
Company’s Quarter at the time of his/her retirement or vacated his/her quarter not more
than three months prior to his/her retirement. In case the employee is posted at Corporate
Office and recorded/permanent address is different from temporary
temporary address, he/she will be
entitled to TA subject to Rule 41 above.

43) Leave Encashment during Service :

Existing Rules for granting Leave Encashment facilities of 20 days beyond 180 days of
Earned Leave in a calendar year will continue.
Leave encashment for the employees on service on the basis of revised pay will be
effective from 1st April, 2020

44) Contractual Appointments for fixed tenure :

Contractual engagements for identified tasks, particularly those requiring high

45) Terminal Benefits

The existing terms and conditions regarding pension benefit as in DCRB, 1992 shall

employees of this Company and covered under DCRB, 1992 shall be 25 (twenty
five) years of satisfactory and continuous service subject to the condition that the
concerned employee continue in employment of the Company

46) Leave Encashment at the time of Retirement:

An employee is eligible to encash maximum 300 days accumulated earned leave at the
time of his/her retirement.

The upper limit of accumulation of Earned Leave is enhanced to 320 days instead of the
existing limit of 315 days in view of the existing encashment of leave per annum @ 20
days.

There will be no arrear for Cash Equivalent to Leave Salary for the employees who have
retired before 1st January 2020. Employees retiring on and from 1st January 2020 will be
entitled to such benefit on the basis of revised pay as per ROPA, 2020.

47) Gratuity:

The
e ceiling of the gratuity as revised vide Office Order No. 156 dt. 01.08.2018 & Office
Order No. 69/2019 dt. 27.05.2019 shall continue until further order.
Employees covered under CPF will be entitled to get Grat uity as per the Payment of
Gratuity

Revision of Pay and Allowances of the Teaching and Non-teaching Staff of


the Schools of WBPDCL
In exercise of the power conferred by the Department of Power & NES, Government of West Bengal vide
Notification No.71-PO/O/C-IV/1E-06/09 dated 17.02.2009 followed by Memo No 91(2)-PO/0/IV/1E-04/2020
dated 10/02/2020 and in pursuance of the decision of the Board of Directors of the West Bengal Power
Development Corporation Ltd. in its meeting held on 12th March, 2020 and 15th July, 2020 the Pay & Allowances
of the teaching and non-teaching staff under the regular establishment of WBPDCL attached to T. T. Dr. B. C. Roy
Vidyalaya (H.S.) at BTPS, KTPP High School (H.S.) at KTPS, BkTPP Prabir Sengupta Vidyalaya (H.S.) at BkTPS, SgTP
School (HS) at SgTPP and Dr. B. C. Roy Primary School, at BTPS, are hereby revised as per details given below :

1) Short Title and Commencement:

i. These Rules may be called “The Revision of Pay and Allowances Rules, 2020 of the Teaching and
Non-teaching staff of the Schools of WBPDCL”.

ii. This shall deem to have come into force w.e.f. 1st January, 2016 notionally and with actual financial
effect from 01.01.2020, unless otherwise specifically provided under these Rules.

2) Definitions:

In these Rules, unless the context otherwise requires : –

i. “Existing Basic Pay” means Pay drawn in the prescribed existing Band Pay and Grade Pay, including
stagnation increment (s) but does not include any other type of pay like Special Pay.

ii. “Existing Scale” in relation to an employee means the present scale applicable to the post held by

the employee as on 1 day of January, 2016, whether in a substantive or officiating capacity.

iii. “Pay in the Revised Pay Structure” means Pay drawn as on 01.01.2016 under Sl. No. 2 (i) above
with multiplying factor of 2.57 (two and decimal point fifty seven) and fixed suitably in the new
scale of pay not including any other type of pay like Special pay etc.

iv. The term Company shall mean The West Bengal Power Development Corporation Limited
(WBPDCL).

v. “Employee” means teaching and non-teaching staff of WBPDCL Schools.

vi. “Pay Matrix” means as specified in Annexure-I, with levels of pay arranged in vertical cells as
assigned to corresponding existing Pay Band and Grade Pay.

vii. “Level” in the Pay Matrix shall mean the level corresponding to the existing Pay Band and Grade
Pay as specified in Annexure-I.

viii. “Pay in the Level” means pay drawn in the appropriate Cell of the Level as specified in Annexure-I.

4) Level of Posts :

From the date of 1st January, 2016, the Level of posts shall be determined in accordance with the various
Levels as assigned to the corresponding existing Pay Band and Grade Pay as specified in the Pay Matrix.

5) Drawal of Pay and Allowances in the Revised Pay structure :

The revised pay so arrived will be disbursed in the month of July,2020. It is hereby clarified that such
fixation in revised pay is “provisional” and “over drawal”/under-drawal, if any, shall be recovered/paid in
one installment.

6) Fixation of initial pay in the revised pay structure :

The initial pay of all teaching /non-teaching staff to be governed by the revised pay structure shall be

fixed notionally on and from 1 January, 2016 or from the date of his/her joining whichever is later in the
following manner :

i. The revised pay of an employee shall be determined by multiplying the existing Basic Pay (Band
Pay plus Grade Pay) as on 01.01.2016 or as on the date of his/her joining whichever is later, by
the factor of 2.57 and the resultant figure be rounded off to the next multiple of 100 and the
figure so arrived at will be located in the applicable level in the Pay Matrix. If such an identical
figure corresponds to any cell in the applicable level in the Pay Matrix, the same shall be the Pay,
and if no such cell is available in the applicable level, the pay shall be fixed at the immediate next
higher cell in that applicable Level of the Pay Matrix as per Annexure-I.

ii. If the minimum pay or the first cell in the applicable Level is more than the amount arrived at as
per (i) above, the pay shall be fixed at minimum pay of the first cell of that applicable Level.

The above provisions shall also be applied in the case of those recruited between 01.01.2016 and
the date of publication of these Rules.

7) Fixation of Pay in revised Pay Structure of Teaching / Non-teaching Staff appointed as fresh recruits on
or after 1st day of January, 2016.

(i) The pay of direct recruits to a particular post on or after the 1st day of January, 2016 shall be fixed
at the minimum pay in the first Cell of the Level, applicable to the post to which such employees
are appointed.

(ii) The provision of sub-rule (i) shall also be applied in the case of those recruited between the 1st
day of January, 2016, and the date of publication of these rules.

8) Fixation of pay in case of Promotion/Career Advancement Scheme(CAS) :

The fixation of pay in case of promotion/CAS from one level to another level in the revised pay structure
shall be made in the following manner: -

One increment shall be given in the Level from which the employee is promoted / granted CAS and
his/her pay shall be fixed at a Cell equal to the figure so arrived at in the Level of the post to which
promoted / granted CAS and if no such Cell is available in the Level to which promoted / granted CAS,
his/her pay shall be fixed at the next higher Cell in that Level.

Note-1.- An employee may have option to get his pay fixed either from the date of promotion / CAS or
from the date of next increment:

(a) In case, the employee opts to get his pay fixed from the date of promotion / CAS, his / her pay in
the promotional post / level of pay on CAS shall be fixed under the provisions of this rule and
his/her next increment will fall due on the 1st July on completion of at least six months from the
date of such promotion / CAS.

(b) In case, the employee opts to get his/her pay fixed from the date of increment, then on the date
of promotion/CAS his/her pay shall initially be fitted in the applicable level of the promotional
post / level of pay of CAS at the same Cell as that of his existing pay and in absence of such Cell, at
the next higher Cell and such pay shall finally be re-fixed under the provisions of this rule after
accrual of increment in the lower post. The next increment shall, however, fall due on the next 1st
July.

(c) The prescribed format for exercising option is given in Annexure-II. The option once exercised
shall be final.

Note-2. On promotion to the post of Asst Head Master/Mistress, one increment will be given in the
existing Pay level as applicable to him/her and if such Asst. Head Master/Mistress is promoted to
the post of Head Master/Mistress, he/she will be given one increment in the pay level applicable
to such Asst Head Master/Mistress.

It is clarified that this above benefit of fixation shall be independent of the additional increment
as provided in clause no 9(II)(A).

9) Increment in the Revised Pay Structure :

I. After fixation of pay in the appropriate Level in the Pay Matrix, the subsequent increment in the
Level shall be at the immediate next higher Cell vertically arranged in that Level.

II. Other Benefits:


A. With effect from 01st January, 2020, all Assistant Teachers of Higher Secondary Schools of
WBPDCL entitled to Honours or Master Degree Pay Level 8 or 9 and all Head
Masters/Mistress & all Assistant Head Masters/Mistresses will be given three additional
increments as follows :

1st additional increment: After completion of 8(eight) years continuous & satisfactory
service from the date of joining as Assistant Teacher under any High School of WBPDCL ,
1st additional increment will be given.

2nd additional increment: After completion of 16(eight) years continuous & satisfactory
service from the date of joining as Assistant Teacher under any High School of WBPDCL as
stated above, 2nd additional increment will be given,

3rd additional increment : After completion of 25 (eight) years continuous & satisfactory
service from the date of joining as Assistant Teacher under any High School of WBPDCL as
stated above, 3rd additional increment will be given.

B. With effect from 01st January, 2020, all other teaching and non-teaching employees of
Higher Secondary Schools entitle to Pay Level 6 or below and Primary School of WBPDCL
entitled to Pay Level 3 or below in Pay Matrix will be given three benefits as follows:

1st Benefit : 1st additional increment after completion of 8(eight) years continuous &
satisfactory service from the date of joining as Assistant Teacher or any induction level
post under any High School or Primary School of WBPDCL.

2nd Benefit : Career Advancement Scheme (CAS) after completion of 16 (eight) years
continuous & satisfactory service from the date of joining as Assistant Teacher or any
induction level post under any High School / Primary School of WBPDCL as stated above.
As per CAS, the concerned eligible employees will be given 01 (One) increment in their
existing Level of Pay in the Pay Matrix and then they will be placed in the next Higher Pay
Level in Pay Matrix, accordingly their Pay will fixed in the appropriate Cell in that Higher
Pay level in Pay Matrix.

3rd Benefit: Another additional increment will be given after completion of 25 (twenty
five) years continuous & satisfactory service from the date of joining as Assistant Teacher
or any induction level post under any High School or Primary School of WBPDCL as stated
above.

However, if any Teaching or non-teaching employee of Primary School of WBPDCL is


appointed as Assistant Teacher or joins in any non-teaching post of WBPDCL High School
through open & direct recruitment process as departmental candidate, such employee’s
service rendered in Primary School will not be counted for above benefits.

However the entire service rendered in Primary School as well as High School will be
considered for Pension benefit, if any & Gratuity benefit; credited leaves in Primary School
will be carried forward.

10) Date of Increment in the Revised pay Structure :

There shall be a uniform date of annual increment for all teaching and non-teaching staff and such date of
annual increment shall be the 1st day of July of every year.

All teaching and non-teaching staff completing at least 6 (six) months in the revised pay structure as on 1st
day of July, shall be eligible to be granted annual increment.

Note-1. In the case of benefit under CAS (16 years benefit) or additional increments (8,16,25 years
benefits) an employee may opt for the same on the date of entitlement or on the immediate
next 1st July, the date of accrual of annual increment.

Note-2. In case the employee opts for the benefit on the date of entitlement he/she will get one
increment on that date, but he/she will not be entitled to next annual increment on the 1st July
of the same year unless he/she completes at least 6 months of service. In other words – if the
date of entitlement falls during from 1st July to 1st January, the employee after having the
benefit of one additional increment, on the date of entitlement, will get annual increment on the
next 1st July, but if the date of entitlement falls during 2nd January to 30th June, the employee
after having the benefit of one additional increment, will not be entitled to the annual increment
on 1st July of the same year; he/she will, however, get the annual increment on the 1st July of
the following year.

Note-3. In case the employee opts for the benefit on the date of accrual of annual increment, on 1st July
he/she will get the annual increment first and then he/she will get the additional
increment/benefit of CAS on the basic pay arrived at after getting the annual increment.

Note-4. If extra-ordinary leave(EOL) is not condoned and the period of such extra ordinary leave (EOL)
exceeds one month after 1st July of usual annual increment, the employee may be allowed the
benefits of 8,16,25 years etc. notionally from the date of 1st July/date of option. However, the
actual benefits of 8,16,25 years of service etc. will be admissible from the month after deducting
the non-qualifying month(s) of service spent on extra ordinary leave counting from 1st July of
notional benefit of 8,16,25 years of service etc.

11) Benefit of Additional Remuneration :

a) Benefit of the Head Master/Headmistress of the Higher Secondary School- In the revised pay
structure the Head Master/ Headmistress of the Higher Secondary School shall get an Additional
Remuneration of Rs.500/-(Five Hundred) per month for shouldering responsibility as Head
Master/Headmistress of any Higher Secondary School with effect from the date of appointment
or from 01.01.2020 whichever is later.

b) Benefit of the Assistant Head Master/Assistant Headmistress of the Higher Secondary School-
Assistant Head Master / Assistant Head Mistress of the Higher Secondary Schools shall get an
Additional Remuneration of Rs. 500/- (Rupees Five Hundred) per month for shouldering
responsibility so long he/she continues in the said post with effect from the date of appointment
or from 01.01.2020 whichever is later.

c) Benefit of Teacher-in-Charge in the revised pay structure of Higher Secondary School- Teacher-in-
charge of a Higher Secondary School shall get an Additional Remuneration of Rs. 250/- (Two
Hundred Fifty) per month for shouldering responsibility so long he/she continue in the said post
with effect from the date of appointment or from 01.01.2020 whichever is later.

d) Benefit of Head Teacher of Primary School- Head Teacher of a Primary School shall get in the
revised pay structure an Additional Remuneration of Rs. 400 (Four Hundred) per month in
addition to his/her pay in the respective pay Level with effect from the date of appointment or
from 01.01.2020 whichever is later..

e) Benefit of Teacher-in-Charge in the revised pay structure of Primary School- Teacher-in-charge of


a Primary School shall get an Additional Remuneration of Rs. 200/- (Two Hundred) per month for
shouldering responsibility so long he/she continues in the said post with effect from the date of
appointment or from 01.01.2020 whichever is later.

Note-1. Additional remuneration mentioned as above shall not count for various allowances like DA, HRA,
FCA etc. and nor it shall count for retirement benefits.

12) Dearness Allowance (DA) :

The Dearness Allowance admissible to all categories of teaching and non-teaching staff of the Company
shall be payable on the Revised Pay, from the dates mentioned below at the following rates :

Henceforth, Dearness Allowance shall be admissible to the teaching and non-teaching staff of the
Company at such rate and from such date as may be decided by the Company keeping in view of rates as
would be admissible to the employees of the State Government and Central Government from time to
time.

13) House Rent Allowance (HRA) :

(a) House Rent Allowance will be allowed @16% (Sixteen per cent) of basic pay subject to maximum of
Rs.16,000/- (Rupees Sixteen Thousand) only. However, employees drawing HRA more than Rs.
16,000/- per month, in the pre-revised scale will continue to get that amount of HRA which will be
protected at that limit only and will not be increased any further.

(b) In case of an employee whose spouse is working with WBPDCL and posted at the same location,
HRA will be admissible to any one of them as per their option, subject to maximum celling of
Rs.16000/- (Rupees Sixteen Thousand) only.

In case an employee whose spouse is working at different location and not residing in Company
quarters, HRA will be admissible for both of them. However, in the event of both having common
residential address, only one of them will be eligible for HRA. In the later case, no HRA will be
admissible to both of them if they are residing in Company quarters.

(c) Spouse Working in other Organization (State/Central Govt. /PSU/Private etc.)

(i) Spouse working in other organization but living with the employee in same living
establishment/ having common residential address, HRA of the spouse shall be taken into
account while determining Overall ceiling of Rs. 16,000/- (Rupees Sixteen Thousand) only per
month.

(ii) Spouse Working in other Organization (State/Central Govt./PSU/Private entities etc.) and
living separately beyond a distance of 50 Kms and above full HRA may be admissible to the
employee.

A declaration shall be submitted by each employee, i.r.o. all the categories in the month of February
every year as per the format prescribed in Annexure-III.

14) Field Compensatory Allowance :

Field Compensatory Allowance, as existing, shall be admissible to the employees as under. Employees
attached to Power Stations/Projects who are not getting HRA shall be entitled to such allowance. The
employees occupying Field Hostel and Shared Accommodation shall also be eligible for such allowance.

In case of an employee whose spouse is working with WBPDCL and posted at the same location and a
quarter is allotted in his/her name, FCA will be admissible only to him/her i.e in whose name the quarter
is allotted.

15) Admissibility of HRA in certain conditions:

In continuation to Rule-13 of these Rules, henceforth the house rent allowance will also be admissible at

Note 1.- The Employees occupying Field Hostel will be entitled to get the above HRA maximum for a
period of Six months from the date of Occupation.

Note-2.- Recovery of Service Charges for occupation of Company’s Quarter vide Office Order No 102/95
dated 20/06/1995 stands withdrawn with effect from July,2020.

16) Electricity Allowance :

Following will be the rate for different classes of employees :

Note : Those who are getting higher electricity allowance in pre-revised scale will continue to get the
same.

17) Medical Allowance :

(i) Medical Allowance @ Rs. 500/- per month will be paid uniformly to all categories of employees.
(ii) For the purpose of determination of dependency on the employees in respect of any family
member the monthly income limit from all sources will be Rs. 8650/- per month.

18) Allowance for Differently Abled Employee (Divyanga allowance):

With effect from 1st April, 2020 for Differently Abled employees, Divyanga Allowance will be paid @
Rs.800/- (Rupees Eight hundred) only per month, subjected to the conditions that the allowance will not
be admissible during suspension.

19) Holiday / Leave:

The Holidays and Leave facilities shall be governed as admissible for Govt. Sponsored or Govt. Aided
recognized Schools of West Bengal up to Class-XII standard unless there is any Notification/Order to the
contrary.

20) Other Conditions of Service:

All other conditions of service including disciplinary issues, and other benefits such as Travelling
Allowance, LTC/HTC, Medical facilities, General Provident Fund, Pension & Gratuity, would be admissible
as per relevant Rules & Regulations of WBPDCL and Central/State Government, as amended from time to
time .

21) Mode of payment of arrears:

The revised pay of all teaching and non-teaching staff will be fixed notionally from 01.01.2016. The pay
so fixed shall be notional from 1st January, 2016 to 31st December, 2019 and no arrear shall be paid for
this period. However the arrear due to revision of pay for the period from 01.01.2020 to 30.06.2020 shall
be paid in the month of July, 2020.

22) Overriding effect of Rules:

All previous Rules/Regulations/Orders relating to Revision of Pay and Allowances (ROPA 2009) made by
The West Bengal Power Development Corporation Ltd. shall not, save or otherwise provided in these
Rules, apply to cases where pay is regulated under these Rules.

23) Power to relax :

Where the Chairman & Managing Director is satisfied that the operation of all or any of the
recommendations causes undue hardship or create anomaly in any particular case, he may, by order,
dispense with, or relax the requirement of that recommendation to such extent and subject to such
conditions as he may consider necessary for dealing with the case in a just and equitable manner.

24) Interpretation:

Director (HR) is authorized to give interpretation/clarifications of the provisions of these Rules


wherever necessary, and his decision will be final.
