CHAPTER 1

INTRODUCTION OF THE STUDY

Discipline is an important component of human behavior, and one could assert that

without it, an organization cannot function well toward the achievement of its goals. Rules are

necessary to maintain a safe and secure environment for students to learn and teachers to carry

out their duties. Keeping to school rules help students develop self-discipline and a sense of

responsibility which are basic qualities for success in life The aim of this study was to assess the

impact of school rules and regulations on students’ perception toward promoting good behavior.

Student’s who have a strong sense of self- discipline, motivation and internalized moral values

are more likely to adhere to rules compared to those who are lack with these qualities. School

rules and regulations are one of the important elements to achieve a healthy environment.

Teaching the students to follow the school rules will help to keep them away from any danger as

school rules got implemented to ensure the safety of the students.

Background of the Study

The study of students' non-adherence to school rules is a complex and multi-faceted issue

that has garnered significant attention in the field of education. Numerous studies have been

conducted to understand the underlying factors that contribute to this behavior, with researchers

examining a range of individual, social, and environmental influences. By delving into these

factors, educators and policymakers can develop targeted interventions to foster a culture of

compliance and accountability among students.


One of the primary factors that contribute to students' non-adherence to school rules is

social and peer influences. Adolescence is a period of intense peer pressure, and students may be

swayed by their friends to engage in rule-breaking behavior as a means of fitting in or gaining

acceptance. Additionally, students' relationships with their teachers and school administrators

can also impact their adherence to rules. A lack of trust or respect for authority figures may lead

students to disregard school rules and act out in defiance.

Environmental factors within the school setting can also influence students' adherence to

rules. A lack of clear communication, inconsistent enforcement of rules, and a negative school

climate can create confusion and ambiguity for students, leading to non-compliance.

Additionally, socioeconomic factors such as poverty, unstable home environments, and limited

access to resources may hinder students' ability to adhere to rules and regulate their behavior.

Non-compliance with school rules and regulations among senior high school students is a

prevalent issue. Several studies have examined this phenomenon. According to Brown (2016),

students who do not feel valued or supported in school are more likely to act out and break rules

as a form of rebellion. This underscores the importance of creating a positive and inclusive

school environment where all students feel respected and valued.

As to what Seifort & Vonburg (2003) shared, discipline is interrelated with the culture of

the school; thus, for a satisfactory ambiance to exist, a conclusive level of discipline must be held

up. In some schools where a child’s character is a serious problem, for example, where bullying
is often seen, it can be concluded that rules and regulations are not being implemented strictly.

On the other, well-disciplined students have an overall formidable impact to the school.

However, adverse implementation of rules can aggravate behavior instead of curbing it Rigby,

( 2000). Meanwhile, Rahayu and Affandi found a significant positive relationship between self-

control and compliance with school rules among students at SMK X Pandaan. These studies

highlight the importance of addressing non-compliance with school rules and regulations among

students and implementing effective preventive measures.

This study also aims to determine the underlying factors that influence the attitude of

students towards the school rules. The researchers believe that their non-adherence to the school

rules are affected by several factors. Therefore, determining these factors will lead to

understanding of the students' attitude and behavior.

Statement of the Problem

Despite the establishment of school rules and regulations to ensure a cafe and productive

learning environment, some students' exhibit non-adherence poses various challenges within the

educational setting and hinders the overall effectiveness of school environment. To address this

issue effectively, it is crucial to understand the underlying factors that contribute to students' nom

adherence to school rules.


Lemnch, A. F. (2019) stated that most students think that many school rules are good and

without these rules, the school would not be a pleasant place as for the reason why these school

rules exist, students from harming or hurting others or from making other students upset,

unhappy, frightened, or feel lift out.

The problem statement emphasizes the to explore the underlying reasons why some

students struggle to comply with school rules. It recognize that these reasons may vary across

different contexts, and individual characteristics.

Overall, the problem statement highlights the significance of understanding the factors

influencing student's non-adherence to school rules to effectively address this issue. By

addressing these factors, educators can develop strategies that promote positive behavior,

enhance student engagement, and faster a safe and productive learning environment for all

students.

Specifically, this study will attempt to answer the following research questions:

1. What are the key reasons behind student’s non-adherence to school rules?

2. How do social and peer influence impact student’s compliance with school rules

3. What role does the school environment play in shaping student’s attitude towards rules?

4.how do individual characteristics and personal experience affect the student’s adherence to

school rules?
5. What are the potential interventions or strategies that can be implemented to school rules?

Scope and Limitation

This research study will focus specifically on one public secondary school located in

Calbiga, province of Samar. The municipality has two (2) public secondary schools. The

researchers will select this school (Calbiga National High School) since this is where they are

studying. The other school will not be selected to ensure the safety of the minor age researchers.

This study will be limited only on the experiences of Calbiga national high school junior and

senior high learners. Data collection will be focused only on interviewing the junior and senior

high learners of Calbiga national high school.

Significance of the Study

Students .This study aims to build the students to become a better individual by being adherence

to school rules. It will mold them to be well disciplined individual and exhibit an acceptable

behavior within and outside the school. Strict disciplinary measures are use by school authorities

to control the students and make them adhere to the various rules and regulations of school.

Teachers. They could be an instrument to hely the students in in following the school rules.

They can implement a plan with will make the students adhere to the regulations of the school-
students will not surely follow if they are just bring fold, they should see someone who can be

their role model and somebody who can teach them and make them understand the importance of

following the school rules As to what Dobson,(2006) shared, it is very clear that there Is a need

to guide the students into the right path.

School Administration. A peaceful and a better environment is what we've always looked for.

A healthy environment of school is the result of the students actions and behavior. Rules are

made for the safety and better welfare of the students in school. School rules and regulation can

positively influence student behavior by promoting discipline and creating a conductive learning

environment. Another is to promote good behavior among students and to maintain the good

image of the school.

Parents. Parents send their children to school in order for them to ream not only academic

valves, but also moral values they will be pleased to see their children improving their learnings

and also their behavior. But they could also encourage, Students whose parents stay involved in

school have better attendance and behavior, get better grades, demonstrate better social skill and

adapt better to school. Parental involvement also more securely sets these students up to develop

a lifelong love of learning, which researchers say is key to long term success.

Future Researchers. The conducted study will further open doors for future researchers to

refine and expand studies in relation of student's adherence to school rules, this may serves as a

source of information about what provokes the children in following the school rules.
