ASSESSMENT
Practical and Workplace Assessment
Learners may or may not be employed in the workplace. Where a learner is currently employed,
trainers should endeavour to use relevant workplace documents and resources. Where learners
are not currently employed, trainers must provide example documentation and a simulated
environment wherever possible.
During the length of this course you will be required to demonstrate a satisfactory level of
practical skill and knowledge proficiency within the tolerances of the trade governed by the
Australian Standards to achieve the desired outcomes and competency level of this unit.
Log Book or Training Record Book
It is the responsibility and requirement for the learner to complete the training record based on
the on-the-job and structured training tasks received by the employer or Supervising Registered
Training Organisation (SRTO) or as indicated in the training plan, which may be produced to the
employer and SRTO at reasonable intervals of not more than 3 months. Log Book evidence
from your employer and other forms of evidence relating to this unit of competency will
contribute to the outcome of this learning package. If the required activity is not part of your
employer’s scope of activity you will be required to complete the skill learning process within a
simulated environment. Logbook evidence must reflect the “Elements” shown for this unit.
Third Party Reports
“Third Party’ means an appropriately qualified (in knowledge/experience/skill) person (referred
to often as the “Observer”) who has the capacity to observe the student in the workplace
undertaking the required tasks (typically a Supervisor).
Overall Assessment Requirements
The instructional outcomes required at the completion of this training are satisfactory for each
form of evidence resulting in competent. If you do not achieve the required outcomes of
competent, for this assessment you will be required to re sit a supplementary examination within
a reasonable time of the original examination date.
To achieve successful completion of this unit you should achieve a minimum of 3 forms of
assessment. Below are some of the forms of evidence that can be used.
1. Written Assessment
2. Third party reports (usually signed by your employer or supervisor)
3. Workshop/ On Site Activity (generally referred to as “Practical Assessment”)
4. Photographic Evidence (this is not stand alone evidence, rather complimentary)
5. Logbook Evidence (a record of the tasks you carry out for each unit)

This assessment requires you to answer a number of underpinning knowledge questions about
planning and organising work tasks in your industry.

Oral or written assessment
The assessor will discuss with you whether you will undertake an oral or a written assessment.
. If you undertake the assessment orally, the assessor is required to document the responses
provided by you and have you countersign these.
. If you elect to undertake a written assessment, you are to document your own responses in this
assessment instrument.
The assessment
1. You will have sufficient reading time prior to commencing the assessment.
2. During this time you are allowed to ask the assessor questions about any of the questions in the
assessment that you do not understand.
3. You should be able to complete the assessment within the allocated time. The time stated is a
guide only. Sufficient extra time will still be allowed to complete the assessment if needed however
this may be considered when assessing overall competency. Sufficient additional time will
also be allowed if you are answering the questions verbally with an appointed 3rd
party or your trainer.
4. All questions must be answered without any assistance except in certain assessments where
rulers & calculators may be necessary. You cannot use any references, books or course notes.
5. Your assessor will check your answers after you have finished and ask you to explain anything
that is unclear.
Question selection
Several questions throughout the assessment instrument may contain multiple options. Only one (1)
option is expected to be answered in most cases.
You must respond to all questions.
RPL and Acceleration
Recognition of prior learning is available to all students. This provides an opportunity for being
credited for previous informal / formal learning. Acceleration provides an opportunity to reduce
the allocated learning hours for this unit of competency. There is a separate RPL kit for this
process.
Results
A statement of attainment may be printed for this unit if required, but in general your
achievement of this unit will be recorded and presented to you on completion of the entire
qualification. Your certificate will record all the units you have completed.

Instructions to Assessor: • Assessor to tick (Yes) after each task or action is completed satisfactorily.

some apparent misunderstanding of the required task given by the assessor.
• Assessor is to observe the student perform each of the work activities listed
below. These tasks are generally holistic activities covering skills and
knowledge, critical evidence and performance criteria within the range
statement. All tasks are to be carried out as part of the student’s normal
worksite activities or in a simulated work environment.

Assessment context and This unit must be assessed in the context of the work environment. Where
description: personal safety or environmental damage are limiting factors, assessment may
occur in a simulated environment provided it is realistic and sufficiently rigorous
to cover all aspects of workplace performance, including task skills, task
management skills, contingency management skills and job role environment
skills.
Assessment details: Demonstrate how to implement a traffic management plan in the civil
construction industry. It includes: planning and preparing; setting out,
monitoring and closing down the traffic guidance scheme; and cleaning up.

Instructions to student: Whilst no time frame is imposed except where physical impairment is a
hindering factor. You will be given the task to demonstrate the correct job
procedures for successful completion of this unit. Reporting of any dangerous
conditions to your employer and the correct adherence to local, state & federal
OH&S Regulations is essential for all work. If you do not achieve a satisfactory
standard of competency you will be required to redo this practical assessment
at a later date, usually within 2 weeks.
Note to sudent: An assessment matrix is available from your trainer on request. This matrix
provides details as to which elements, performance criteria etc. are being
assessed by each question.

Note to trainer: Competency Based Assessment requires a student to demonstrate consistent


performance of tasks over a period of time. These tasks must be demonstrated
to the satisfaction of the Assessor on more than one occasion.

Task
To demonstrate competence in this unit of competency the student is required to:
Demonstrate the complete implementation of traffic management plans that safely, effectively and
efficiently meets all of the required outcomes on more than one (1) occasion including:
Complying with state/territory regulations on three (3) separate live traffic projects, and
Completing one (1) project controlling site construction vehicles
The student is required to
• identify and select traffic guidance scheme according to conditions
• select and implement signage and device requirements, position and display according to site
plan
• monitor and adjust scheme according to variances in requirements
• apply procedures to deal with non-compliant crew and motorists

As the student is to be observed conducting the implementation of traffic management plans in live
traffic projects it may not be possible for the assessor to be present in the workplace to conduct the
practical observation. In which case another party can collect the evidence on behalf of the assessor
using the observation checklist provided.
Where another party is used to collect the evidence the following must apply:
• The person must be in a position to make a valid comment on the student’s performance. This
person may be the student’s immediate supervisor.
• The person must have the vocational competence equivalent to the requirements of the units
of competency.
• The person is provided clear guidance and instructions on when, how, how often and over
what period of time the evidence is to be collected.
• The person has provided written agreement that they have agreed to participate in the
evidence gathering process and that they understand when and how to collect evidence.

Instructions for supervisor/other person

Why are you being asked to gather this evidence?


The student is required to demonstrate that they can implement traffic management plans in three live
projects. As it is not always possible for the assessor to be present in the workplace it is appropriate for
a third party to gather evidence on behalf of the assessor. The assessor will gather a range of
assessment evidence to allow them to make their assessment decision.
You are not being asked to make an assessment judgement as to the student’s level of competence
with the unit of competency. By completing the observation checklist you are providing confirmation that
the student as completed the following tasks/criteria in the workplace to the required industry standard.
How do you complete the report?
The student should be able to perform all tasks outlined below. Please only place a tick against those
tasks which you have directly observed the student undertaking consistently, to a satisfactory
standard. Comments on the student’s performance, (to support your observation of their performance)
can also be made in the space provided.
The observation shall take place during normal activities. The task(s) must be relevant to worksite
operations, and should be observed in a work environment. The duration of each observation is at the
Observer’s discretion, but sufficient time should be allocated to each activity to appropriately determine
student’s ability. The student must perform the task(s) in a capable and knowledgeable manner
comparable to their level in the organisation, or the level they are aspiring to.
If the student has not had the opportunity to be involved in certain activities in the workplace please
leave that section blank.
As the student is required to demonstrate the implementation of traffic management plans on three
occasions, you should use a separate checklist for each observation. You will need to provide details of
the activity in the space provided at the commencement of the checklist. This should include the date of
the activity, a description of the activity, and the student’s role in the implementation of the traffic
management plan.

Assessment Conditions
An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry
regulations for certification and licensing; and,
This unit is best assessed in the context of this sector’s work environment;
Where personal safety or environmental damage are limiting factors, assessment may occur in a simulated
environment provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace
performance, including environment, task skills, task management skills, contingency management skills and job
role environment skills; and,
This unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures,
processes and operational manuals directly related to the industry sector for which it is being assessed; and,
Assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
Assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances;
and,
Assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of
Competency, and through the minimum years of current* work experience specified below in an Industry sector
relevant to the outcomes of the unit; or,
Where the assessor does not meet experience requirements a co-assessment or partnership arrangement must
exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert
should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge
at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years
of current work experience specified below in the Industry sector, including time spent in roles related to the unit
being assessed; and,

Instructions for student: To demonstrate competence in this unit, you must be able to provide evidence that you have

This observation will take place as part of your normal operations and will be conducted under
the scrutiny of the Observer as the Content Expert. While you may be able to clarify
instructions with the Observer you are not able to ask the Observer to give an opinion about
how you are completing the task.

Instructions for Observer: What is the purpose of a Third Party Report?


A Third Party Report gives supervisors and employers the opportunity to provide information
about how effectively the knowledge and skilled learnt in a student’s training are being applied
to a standard of performance expected in the workplace.
Why are you being asked to complete a Third Party Report?
The student may request a Third Party Report from their supervisor or employer when they
are enrolled in a training program and in the process of gathering evidence of their current
industry experience. The Third Party Report is additional evidence supporting their claims of
their industry knowledge and experience.
You are not being asked to make an assessment judgement as to the student’s level of
competence with the unit of competency. By completing the Third Party Report you are
providing confirmation that the student as completed the following tasks/criteria in the
workplace to the required industry standard.
How do you complete the report?
The student should be able to perform all tasks outlined below. Please only place a tick
against those tasks which you have directly observed the student undertaking consistently,
to a satisfactory standard. Comments on the student’s performance, (to support your
observation of their performance) can also be made in the space provided.
The observation shall take place during normal activities. The task(s) must be relevant to
worksite operations, and should be observed in a work environment. The duration of each
observation is at the Observer’s discretion, but sufficient time should be allocated to each
activity to appropriately determine student’s ability. The student must perform the task(s) in a
capable and knowledgeable manner comparable to their level in the organisation, or the level
they are aspiring to.
