WORKING PLAN Forestry for IFoS 2021

WHY WE REQUIRE
❑ Require systematic planning, site preparation & Managing forest resources

❑ Long rotation period

❑ Socio-econ development of tribals

❑ Usually a forester or an IFoS transfer after 2/3 years (± promoted, retire, die).

❑ Forest also facing issues of high biotic pressure, soil erosion, climate change, and fire incidences
etc.

❑ Wildlife is also the component of the forest ecosystem, we cannot leave them or derived out
them from the area.

❑ Now, CAMPA plantation, REDD+ type initiatives that give much attention to the prevention of
forest degradation
WORKING PLAN

DEFINITION : Working plan is "a written scheme of


management aiming at the continuity of policy
and action besides control treatment of a forest".
OBJECTIVES ?

❑ To provides a set of guidelines and standards for improved forest management


practices.
❑ Provide a framework for sustainable management of natural resources and to
strike a balance between development v/s conservation.

❑ To makes forest practices environmentally responsible, socially beneficial, and


economically viable.
SCOPE ?

❑ In preparation of micro plans for JFM and community development plans.

❑ in forest certification, particularly in meeting the objectives of criteria and


indicators of sustainable forest management

❑ Assessment of climate mitigation potential of forests.

❑ it may form the basis of EIA and SIA.

❑ for poverty alleviation particularly in the fringe area of forest


Salient features

❑ It should be simple and brief.


❑ Based on the thorough knowledge of the area to be deal with.
❑ Aims to achieve realistic and not idealistic objectives.
❑ Avoid limiting the discretion of the executive staff to an irrational
degree, particularly in silvicultural matters.

The need for a management plan to regulate the felling in the Indian forest was felt during the beginning of the 18th century. The first
planned working of forests in the country was crafted in 1837 by Mr. U. V. Munro, the then Superintendent of Forests in Travancore.
Later, it was materialized by Dietrich Brandis in 1864 when he was appointed as the first Inspector General of forest. He initially
employed basic tenets of regulation of yield in the Pegu forest of Burma to harvest teak in a sustainable manner. But in the year 1885,
the forest department code (3 edition) laid down in great detail the procedure of preparing working plans in India.

In the year 1988, the third forest policy of India emphasized the need for working of forest areas of India under an approved
working plan. Para 4.3.2 of the National Forest Policy clearly states, "No forest should be permitted to be worked without the
Government has approved the management plan, which should be in a prescribed format and in keeping with the National Forest
Policy. The Central Government should issue necessary guidelines to the State Governments in this regard and monitor compliance."
The Hon'ble supreme court of India vides a judgment dated 12 December 1996 in writ petition no. 202/95 have laid down well-
defined guidelines regarding working plans. This judgment makes it mandatory for all forest areas (irrespective of ownership and legal
status) to be managed according to a scientific working plan. This judgment also makes it compulsory for the working plans to be
approved by the Government of India. This is in accordance with the fact that forests are a concurrent subject.

A recent working plan code for the entire county was revised in the year 2014 by MoEFCC to be followed in spirit and for
drafting new plans. As of now, the Clear-felling of forest area is not included in any of these plans, and much higher emphasis has been
given to conservation, people's involvement for the regeneration of forests, increasing the NTFP outputs, biodiversity conservation,
medicinal plants, etc.
PREPARATION OF WORKING PLAN
How divisional working plan is helpful in scientific management of a forest? Comment [OPSC

MAP PREPARED BY WPO :-

▪ Management map : on 1:50,000 scale.

▪ Working plan maps : These are prepared on 1:12,500 or higher scale for each range. (previously it will be
prepared at 1: 60,000 to 1:30,000 scale but after advancement in remote sensing we change it too).

▪ Stock map : 1 : 15,000 scale and Showing, ordinarily distribution of forest types and main forest species, non-
forest areas, blanks etc.

▪ Regeneration Surrey Map : 1:5,000 or 1:4,000 scale.

▪ Enumeration Map : In case of partial enumerations, an enumeration map, on 1 : 50,000 scale, (sometimes up
to 1 : 15,000 in hills) is prepared by the W.P.O. showing the location of plots, strip, topographic units,
compartments and sub-compartments actually enumerated.

We prepared working plans for the forest owned by the government. However, there
are still vast forest areas outside the control/ownership of government and held by such
other bodies like a private, village, municipal, cantonment, and autonomous district
council (especially in north-eastern states), etc. We also have a plan for these entities
that is called a Working scheme.

THE ANNUAL PLAN OF OPERATIONS* : An annual plan is "a tabular statement showing the order and
extent of all works to be carried out during the year. The plan is based on the prescriptions of the
working plan where it exists, otherwise on general silvicultural principles as modified by financial
provisions"
Role of a working plan in forest conservation

 It gives information about past management and its result. Accordingly, it facilitates future management by
avoiding errors in management if any.

 It prescribes the management practices according to the site conditions.

 It shows the information on degraded lands. that will helps the afforestation as well as the reforestation
program in the correct orientation.

 It gives the information of regeneration status and thus by this, we can determine which are require
supplementary plantation and which require protection.
 it gives information on forest composition, its distribution, and geographical challenges
that can help in managing them more effectively.

 The working plan also gives information about the local people and their demands.
Hence, local people are effectively managed and people's cooperation is enhanced
towards the conservation of forests.

 Information on soil, climate, slope, and site quality is useful for the selection of crops
for afforestation as well as conservation program
