1 INTRODUCTION
The KrisEnergy, operator of the Bulu PSC plans to develop the Lengo Field, located in the
offshore Bulu Block approximately ±80km north of the coastal town of Tuban, East Java (see
Figure 1.1 below). The water depth at the field location is approximately ±60m. The Lengo field
was first discovered by the Lengo-1 well drilled in 2008.

The Lengo field itself is a small gas reserve with a relatively high CO2 & N2 compositional
content that in normal cases would normally require complex processing for gas treatment prior
to export. However, in this case, the Onshore Receiving Facilities (ORF) is needed to gather all
the gas from the various wells at Lengo Field, remove or reduce undesirable inert gas such as
CO2 and N2 components, to meet the sales gas specifications and safety. The sales gas shall
be transported at required pressure, temperature, quantity and quality to the sales gas delivery
point at Gresik Semarang (Gresem) Pipeline.
The following arrangement will be defined for the required upstream facilities:
• A not-normally-manned minimum facilities 4-leg fixed structure wellhead platform.
• A 82 km 24” offshore pipeline (and a 1.6km onshore section) to ORF.
• An Onshore Receiving and Processing Facility/Plant (ORF) with gas impurities removal and
gas compression.
• A 24 km 16” onshore pipeline from ORF to Tie-in point at at Gresik Semarang (Gresem)
Pipeline.
• A Sales Gas Metering Station at tie-in point.

The scope of this document is to specify the requirements for Area Classification and Related
Electrical Design for Flammable Liquids, Gases or Vapors for the Lengo Gas Development
Project.

2 DEFINITIONS AND ABBREATIONS

3 REFERENCES
3.1 Order of Precedence
In the event of any conflict between this Specification and any requirements of statutory and
safety regulations, codes, standards and other documents, the most stringent shall
prevail. The order of priority of documents shall be as follows:
• Technical Requisition and its attachments (including data sheets)
• This specification
• Other project specifications
• Indonesian Codes and Regulations
• International Codes and Standards
All apparent conflicts shall be reported to the COMPANY in writing for resolution.

Conflicting or insufficient information in this specification shall not relieve the VENDOR from
supplying equipment of satisfactory design, materials, good practice and workmanship based
on his experience for the intended service under the specified conditions.
Should any conflict, not specifically covered by an "Exception to Specification" exist after
order placement between the requirements of this Specification and data sheets and
referenced Specifications, COMPANY shall be consulted and a ruling in writing must be
obtained by VENDOR before any work is commenced.

4 GENERAL DESIGN CONDITIONS


Area classification is a method of analysing and classifying the environment where
explosive gas atmospheres may occur. The main purpose is to facilitate the proper
selection and installation of apparatus to be used safely in the environment, taking into
account the properties of the flammable materials that will be present. Substances handled
by any process facilities include flammable and combustible liquids, flammable highly
volatile liquids (HVLs) and flammable gases and vapours. When classifying locations for
electrical installations, the appropriate class and group(s) should be determined for all
flammable substances.
Flammable liquids, for purposes of area classification, are those having:

2. Handled, stored, and/or transported at temperatures above or withm 150°F (80°C) of the
applicable closed cup flash points.
Table-2 is a guide for defining and correlating the Class 1 Division and Zone designations
per NEC Article 505 with the Zone designation system for classified areas used by IEC
60079-10 and other regional and national standards.
In general for all outdoor electrical equipments which have an explosion protection for zone
1 or zone 2, than those equipments shall be suitable for gas group IIB as per IEC 60079-
20. The minimum requirement of compliance to gas group IIB is due to H2S presence which
is heavier than air.
If the mixtures of gases of different group may be involved, or sources of both heavier than
air and lighter than air gas may exist within area, the classification shall refer to section 6 in
this document.
Inside battery room or laboratory, all electrical equipments inside shall be suitable for gas
group IIC due to Hydrogen presence.

5 DOCUMENTATION
CONTRACTOR shall prepare area classification drawings as follows:
1. The classification and extent of each area shall be shown with major structures and
equipment indicated. Drawings shall provide plan views and those sectional views
required to supplement API RP 505. See below Figure-1 for sample of area
classification drawing.
2. All equipment considered a source of flammable liquid, gas, or vapor shall be shown on
the drawings. Each source shall be identified by equipment number, flammable
material(s) handled, flash point(s) and ignition temperature(s), and atmosphere
group(s) and classification zone according to the standard(s) to which electrical
equipment is to be purchased. As an exception, power actuated valves may be covered
by a general footnote.
3. Drawings shall specify the edition date of the standard used for the classification and
shall note exceptions taken.

6 AREA CLASSIFICATION
All areas in this PROJECT shall be classified in accordance with API RP 505 for the relevant
Class & Zone type of classification, except as modified in the following paragraphs.
Figures 2 through 28 of API RP 505 shall be applied with the following modifications:
1. For adequately ventilated process area buildings with heavier-than-air gas sources use
Figure 1 of this specification (there is no similar figure in API RP 505).
2. Figure 28 in API RP 505 for mechanical draft cooling towers handling process cooling
water shows a wet pump pit classified as Zone 1. Dry pump pits shall also be classified
as Zone 1 when they are wholly or partly located within 10 ft (3 m) of the cooling water
tower structure.
The "Additional Zone 2 area" shown in Figures 28 of API RP 505 and in Figure 1 of this
specification are required. Where the release source, which determines classification, does

not have the capability of producing a large quantity of flammable liquid, gas, or vapor, the
"Additional Zone 2 area" may be waived if approved by the COMPANY.
Areas above Zone 2 locations, in order to be designated as "unclassified," shall be either of
the following:
1. An outdoor location without restricted ventilation, or,
2. Within a closed building (such as substation or control building) or outdoor switchgear
or control center, which floor level is above the Zone 2 area and with the space beneath
the floor either solid filled or open on at least three sides. If lighter-than-air gas is
involved, the floor shall be without openings and non-skirted.
Mixtures of gases of different groups may be involved, or sources of both heavier-than-air
and lighter-than-air gases may exist within an area. In classifying such areas, all the following
shall apply:
1. Upon release, gas mixtures shall be considered to separate immediately into their
separate gases. If the separate gases are of different groups, electrical equipment used
within each classified area shall be suitable for all groups involved.
2. In mixtures of Group lIB and IIA gases per NEC (or per lEC 60079), electrical equipment
shall be suitable for Gas Group IIB as per IEC 60079-20
3. If a gas mixture contains both lighter-than-air and heavier-than-air gases, the extent of
the area classification boundaries for the lighter and heavier-than-air gases shall be
separate from one another and shall be as specified in this specification. Overlapping
of classified areas involving different atmosphere groups will usually result.
4. In areas that are adequately ventilated from the standpoint of lighter-than-air vapor, the
hydrogen in a gas mixture shall be disregarded if it constitutes 30 percent or less by
volume of the gas mixture.
5. Mixtures of flammable gases per NEC (or per IEC 60079) with sufficient inert or non-
flammable gases to prevent a flammable mixture do not require area classification.
All piping systems that contain manual valves, fittings, meters, or flanged and threaded
connections, are considered to be well maintained, closed systems. Therefore, adequately
ventilated areas through which piping is routed need not be classified. As an exception,
power actuated valves larger than 1 in. shall require classification as a source within 3 ft (1
m) of the stem or similar seal. While leakage or small releases from the piping system
components may occur infrequently the effect of ventilation (natural or artificial as appropriate
to the location) which permits judging the location to be adequately ventilated, prevents the
formation of flammable atmospheres. Fuel gas and pilot gas knockout drums adjacent to tired
equipment and drained into closed systems shall be considered part of the piping system.
The equipment and facilities shown in Table-3 shall be classified to the extent indicated.

The Appendix D, an "Informative Annex" of API AP 505, shall not be used on grassroots
plants or process units. Appendix D, "An Alternative Method for Area Classification," with
COMPANY approval, may be used on existing facilities or upgrades to existing facilities which
result in extended classified areas or flammable/combustible Group classification changes.
Area classification is not required for liquids which do not meet the criteria of Section 5, item
1. However, area classification is required for equipment or storage facilities that may be
contaminated by flammable liquids under normal or abnormal condition.

7 ELECTRICAL DESIGN FOR CLASSIFIED AREAS


Electrical equipment selection and installation for classified areas shall be in accordance with
IEC 60079, except where covered by this and other practices.
Ventilating Air, for buildings or enclosures which area classification is improved by means of
artificial or pressure ventilation, ventilating or pressurizing air shall be obtained from a point
at least 10ft (3m) above grade, 10 ft from the nearest Zone 1 area, and 10 ft above the roof
of the building restricting free air movement.
Particular attention shall be given to location relative to pressure relief valves and other vents.
If the classification improvement is to "unclassified," the point at which air is obtained shall
be in an unclassified area, not above a lighter-than-air classified area. Design basis for
ventilating systems for buildings or rooms shall be approved by the COMPANY. Also see
API RP 505, Section 6.6. Ventilation air taken from a Zone 2 area may not be used to create
an unclassified location.
The design basis for enclosed locations containing a source of release which would be rated
Zone 1 without added ventilation, such as compressor shelters and analyzer enclosures, but
which are artificially ventilated or pressurized to lower rating to Zone 2 or unclassified by air
taken from Zone 2 locations or unclassified locations, shall be approved by the COMPANY.
Note that ventilation air taken from a Zone 2 area may not be used to create an unclassified
location.

Approved equipment, which is required for classified locations, shall be labeled, listed, and
certified by a nationally recognized testing organization or type approved by appropriate
classification society. Where such equipment is not available, its design shall conform to the
standards of a nationally recognized testing organization or the appropriate classification
society. Designs using oil immersion for insulation or corrosion protection shall not satisfy the
intent of this requirement unless so labeled, listed, certified or conforming.
Arcing and sparking equipment shall be as shown in Table-4 for the specified area
classification.
Motor enclosure selection shall conform to Specification for Low Voltage Motors, document
number LGD-KE-G1-EL-SP-5002 and Specification for Medium Voltage Motors, document
number LGD-KE-G1-EL-SP-5016

(2) For VENDOR packaged inside a process module/skid, the Local Control Panel (LCP) shall be
Ex’nA’ certified and pressurized using instrument air (e.g. VORTEX cooler). The Ex’nA’ of the
overall panel (2 mm thick SS316L) complete with the components inside are considered acceptable
in Zone 2 area. An Ex’d’ LCP is not recommended because the PLC requires regular maintenance
and checking which is hard to conduct inside an Ex’d’ panel as it is heavy and sealed with many
bolting.
(3) For zone 1 and zone 2, Ex’q’ (powder/sand filled) and Ex’eq’ certified equipment are not acceptable.
