ENHANCED TABLES OF SPECIFICATIONS FOR THE SUBJECTS IN THE


LICENSURE EXAMINATION FOR CRIMINOLOGISTS BASED ON THE
STANDARDIZED FORMAT ALIGNED WITH THE PHILIPPINE QUALIFICATIONS
FRAMEWORK

WHEREAS, Sec. 9 (h) of Republic Act (R.A.) No. 8981, also known as the “PRC
Modernization Act of 2000”, empowers all the Professional Regulatory Boards to prepare,
adopt and issue the syllabi or tables of specifications (TOS) of the subjects for
examinations, in consultation with the academe;

WHEREAS, Section 10 (g) of R.A. No. 11131 and its Implementing Rules and
Regulations (IRR) provides that the Professional Regulatory Board of Criminology
(Board) shall promulgate, adopt or amend the syllabi and TOS of the subjects for the
licensure examination/s in consultation with the Accredited Integrated Professional
Organization (AIPO), the academe, and the Commission on Higher Education (CHED)
Technical Panel for Criminology, prepare questions for the licensure examination which
shall strictly be within the scope of the syllabi of the subjects for examination, as well as
administer and correct, and release the results of the licensure examinations;

WHEREAS, pursuant to this power, the Board issued Resolution No. 05 (s. 2022), entitled
“Adoption and Promulgation of the Revised Tables of Specifications for the Subjects in
the Licensure Examination for Criminologists”;

WHEREAS, the existing TOS for the subjects in the Licensure Examination for
Criminologists (LEC) are in need of updates and enhancements in light of the amendment
on the TOS template as provided for in Commission Resolution No. 1674 (s. 2023).
Further, the list of outcomes competencies under the existing TOS include in a generic
manner those needed by the industry;

WHEREAS, Section 9 of the IRR of the Philippine Qualifications Framework (PQF) Act
provides that the Professional Regulation Commission (PRC/Commission) and the CHED
shall closely coordinate with regard to the coverage of the licensure examination;

WHEREAS, several workshops and series of consultations were attended and conducted
by the Board for the purpose of discussing and deliberating with the stakeholders,
industry, and academe the enhancement of the TOS of the LEC subjects, as follows:

Cagayan de Oro; February 23-24, 2023 in Cebu City;
2. Office Order No. 940 (s. 2023) - August 30-31, 2023 in Manila;
3. Office Order No. 20 (s. 2024) - January 18-20, 2024 in Manila;

WHEREAS, on 19 January 2024, the Professional Criminologists Association of the


Philippines, Inc. (PCAP), the AIPO for Criminologists passed Board Resolution No.
20240118-01 submitting the final draft of the enhanced TOS;

WHEREAS, the TOS will appropriately incorporate the competencies covering the topics
and sub-topics, or areas and sub-areas, or concepts and sub-concepts into the
examination subjects. The TOS does not only provide for the percentage weights and
number of items but also the different qualification descriptors, taking into account the
POP standards;

WHEREAS, herein proposed enhanced TOS for the LEG subjects have been formulated
and finalized by the Board, with the assistance of PRC Test Consultant, the academe,
industry, and other stakeholders.

WHEREFORE, the Board, pursuant to its powers and functions under R.A. No. 11131,
RESOLVES, as it is hereby RESOLVED, to enhance and finalize the Tables of
Specifications for the subjects in Licensure Examination for Criminologists and which form
part of this Resolution as Annex “A”.

FURTHER RESOLVED, that this Resolution, with its Annex A, shall be applied in the July
2024 Licensure Examination for Criminologists and the subsequent schedules thereof.

This Resolution, together with its Annex shall take effect after fifteen (15) days following
its complete publication in the Official Gazette or in any newspaper of general circulation
in the Philippines.

Let a copy of this Resolution be furnished the University of the Philippines Law Center,
Commission on Higher Education (CHED), and other Criminology
organizations/associations for information.
