Agency overview
The NSW Police Force (NSWPF) vision is for a Safe and Secure New South Wales, which is achieved by police
working with the community to reduce violence, crime and fear.

It is one of the largest police forces in the western world, with more than 20,000 NSW Police Force employees,
including more than 16,000 sworn officers providing a range of law and order services 24 hours a day, seven
days a week to the socially, geographically and culturally diverse community of NSW.

The organisation has five function lines, based across a number of locations. Metropolitan Field Operations and
Regional NSW Field Operations provide frontline services directly to the community. Investigations & Counter
Terrorism provides investigative, technical and counter terrorism expertise. Specialist Support provides an
operational support function along with a range of specialised services. The fifth function line, Corporate
Services, provides business support services such as technology and communication, education and training
and corporate human resources functions.

Primary purpose of the role


The Capability Development Engineer – Team Leader is responsible for leading the development and provision
of bespoke solutions to complex problems encountered in the acquisition and management of digital evidence
and intelligence in accordance with the needs of the business.

Key accountabilities
• Manage a small multi-disciplinary capability development team
• Lead the development, review and advancement of business capabilities for the acquisition and
processing of evidentiary data sourced from a range of digital devices and systems
• Identify opportunities for; and lead, develop and deliver process automation within the digital forensics
function where appropriate
• Prepare specifications for the procurement of laboratory equipment
• Develop and maintain functional relationships with local and international partner agencies
• Represent the business in various multi-agency forums and technical projects

• Identify and exploit opportunities to access digital evidence in an environment of increasing data security
• Facilitate effective access to evidentiary data and information whilst maintaining the requirements of
evidence integrity, privacy and confidentiality
• Balancing the workload between tactical and strategic capability development activities

Role dimensions
Decision making
Decides on technical issues and research directions, and is responsible for choosing the correct, most effective
solution on behalf of NSWPF State Electronic Evidence Branch. The role also provides expert advice to the
branch Controller regarding emerging technical issues and opportunities for NSWPF.

Participates in multiple project teams with influencing ability and voting rights when required.

Essential requirements

• Obtain and maintain the requisite security clearances for this position
• Psychological and Psychometric assessment during selection process; and ongoing participation in the
NSWPF WellCheck program (psychological welfare services)
• Tertiary qualifications in Electronic Engineering, Electrical Engineering, Mechatronic Engineering,
Software Engineering, Computer Engineering or Computer Science and/or extensive experience in
software design and programming; and digital circuits and systems
• Demonstrated skills in reverse engineering of file formats and file systems
• Experience with low level assembly debugging tools
• Well-developed analytical, research and problem-solving skills
