It's difficult to answer that one because it so


strongly depends on the difficulty of the puzzle.
As a rule, the puzzle maker must give enough
numbers so that there is only one solution to the
puzzle. One of my Sudoku books contains
puzzles of all difficulty levels. The easy puzzles
contain 35-45 given numbers, while the hardest
all contain about 25-26.

On average, a Sudoku puzzle will have around 17


to 22 numbers already filled in as "givens" or
"clues". These givens are placed in a manner to
provide just enough information to be able to
solve the puzzle. The number of givens can vary
depending on the difficulty level of the puzzle and
the specific variation of Sudoku being played.
Some puzzles may have as few as 10 givens,
while others may have as many as 28. The givens
are usually placed in a way that requires the
solver to use various solving techniques to
complete the grid.

1. Form a seed grid :


Consider a 9x9 empty grid which consists of nine
3x3 boxes. You need to first fill the grid such that
each number from 1 to 9 appears only once in
each column, row and box. One of the ways of
doing this is Backtracking approach.
2. Shuffle it to generate variations :
Shuffle the sudoku such that sudoku properties
are still satisfied. For example ,following are the

Yes, it is finite. Let's forget the rules of Sudoku for
a minute, now, suppose i were to fill a 9x9 grid
with 10 symbols(1 to 9 and a blank), the total
possible configurations i could generate is
finite(exercise). If i were to disallow those
configurations that aren't allowed by the
prescriptions of Sudoku to be a "uniquely
solvable sudoku puzzle", this number can only
reduce, hence still finite. QED.

I am assuming you are trying to create a solvable
puzzle from a completely solved grid.

There is no specific method to eliminate numbers.


But generally we would like clue symmetry to be
maintained (more for aesthetics than anything
else).

For example, if you remove R1C1 you may like to


remove one of the below as well:

1. R9C9 to maintain overall rotational


symmetry

2. R1C9 to keep vertical symmetry

3. R9C1 to keep horizontal symmetry
