INTRODUCTION TO E-GOVERNANCE
MODELS
What are E-governance models?
▪ Similar to B2C and B2B, Government to Consumer (G2C) and
Government to Business (G2B) are two types of e-commerce
models classified in terms of participators. The two models come
under e-governance initiatives where governments, civil and
political institutions provide greater access to information,
support, feedback and promote higher participation in the
governance process through ICT such as the internet. The premise
is to provide transparency and efficiency by making
administrative services and info remotely and rapidly accessible.
GOVERNMENT TO BUSINESS (G2B)

▪ What is G2B?
Government-to-business (G2B) is a relationship between businesses
and government, where government agencies of various levels provide
services or information to a business entity via government portals or
with the help of other IT solutions.
Such assistance from the government bodies’ side aims to facilitate swift
and smooth business operations, as well as a fair and transparent
environment to do business.
A good relationship between the government and local businesses,
both large and small, is incredibly important in a thriving economy.
Because of this, G2B and B2G interactions are equally important. One
common example of G2B/B2G collaboration is in government
contracting. Government contract capture programs can collate the
various tasks associated with viewing and applying for government
contracts, making it easier for businesses to bid, win, and keep
contracts in order.
▪ There are also more targeted G2B solutions, such as Salesforce
Innovation Management. This aims to improve collaboration
between the Department of Defense and contractors through the
use of a single platform to automate processes, collect
information, communicate, advance workflow, and provide all
tools necessary to make better decisions.

OBJECTIVE OF G2B
▪ The objective of G2B is to reduce difficulties for business,
provide immediate information and enable digital communication
by e-business (XML). In addition, the government should re-use
the data in the report proper, and take advantage of commercial
electronic transaction protocol. Government services are
concentrated on the following groups: human services;
community services; judicial services; transport services; land
resources; business services; financial services and other. Each of
the components listed above for each cluster of related services to
the enterprise.

BENEFITS OF G2B
▪ G2B partnerships can be particularly effective for governments
when employed to deliver infrastructure services. These
partnerships are contracts between government and business.

▪ They provide public services by using private sector innovation


and expertise.

▪ They also leverage private funding. When implemented under the


right circumstances, these partnerships can considerably improve
service provision and boost economic growth. Benefits of this
partnership also include a better decision-making process and
efficiency gains.
ADVANTAGES OF G2B
 Improved Efficiency: One of the main advantages of e-
government is the potential to improve the efficiency of the
current paper-based system. By digitizing government services
and information, e-government can streamline administrative
processes, reduce paperwork, and save time and money.

 Better Communication: E-government also facilitates better


communication between governments and businesses, creating a
more open market and a stronger economy. For example, e-
procurement allows smaller businesses to compete for
government contracts, while larger businesses can access
information and services more easily.
•Accessibility: As society becomes more mobile, e-government
services can be accessed by citizens from anywhere in the country, at
any time of the day. This increases the accessibility of public services
and improves the overall customer experience.

•Transparency: E-government can improve government transparency


by allowing the public to be informed about what the government is
working on and the policies they are trying to implement. This creates
a more informed and engaged citizenry, which can lead to more
accountability and better decision-making.
DISADVANTAGES OF G2B
▪ Lack of Equality in Public Access: One of the main disadvantages of e-
government is the lack of equality in public access to the internet. While many
people have access to the internet, there are still many who do not, particularly in
developing countries. This can create a digital divide, where some citizens are
unable to access government services or information online.
▪ Reliability of Information: The reliability of information on the web is also a
concern. Citizens may not be able to discern between accurate and inaccurate
information, which could lead to misinformation and biased public opinions.
▪ Hidden Agendas: There is also the concern that government groups may have
hidden agendas that could influence and bias public opinions. E-government
systems must be designed to prevent this from happening and promote transparency
and accountability.
▪ Impacts on Economic, Social, and Political Factors: The implementation and
design of e-government can have potential implications for economic, social, and
political factors. E-government can lead to the disintermediation of the government
and citizens, which can impact power dynamics and potentially lead to social unrest
▪ Vulnerability to Cyber Attacks: E-government systems are vulnerable to
cyber attacks, which can compromise sensitive information and undermine
public trust in the government. E-government systems must be designed with
security in mind to prevent these types of attacks.

▪ Cost: Although a large amount of money is spent on the development and


implementation of e-government, the outcomes and effects of trial internet-
based governments are often difficult to gauge or unsatisfactory. Technology
keeps changing, and if the technology becomes obsolete, it can prohibit the
effectiveness of e-government. The adoption of any technology platform needs
to be assessed carefully and balanced not based on what is needed now, but
also what the future requires.

▪ Inaccessibility: E-government sites that provide web-based access and support


often do not offer the potential to reach many users, including those who live in
remote areas, have low literacy levels, or exist on poverty line incomes. Some
sort of hybrid system may be required to co-exist as the e-government journey
transitions.

COMPARISON
The following is a list of important G2B services:

1) Goods and Services Tax: A portal for information related to GST.

2) E-Filing Tax return: This portal provides information and services relating to e-
filing of tax returns

3) Udyog Aadhar – A portal registration of small, micro and medium enterprises

4) DEEP Portal – e-bidding & auction portal for procurement of short-term power
by DISCOMs.

5) Shram Suvidha Portal: A portal for businesses to facilitate registrations and


return submission under labor laws.
The following is a list of important G2C services:

1) E-citizen services: Provides useful information about Aadhar card, Ration card,
PAN card etc.

2) Employment related services: Provides career opportunities between those who


need jobs and those who want to hire.

3) Grievance Redressed Services: Includes redressed provisions of various


grievances such as information, misleading advertisements, artificial pricing,
workplace mistreatment, sexual harassment etc.

4) National Voter Service Portal: Platform to provide all types of information and
support services to electors/ voters including name change, grievances regarding
deletion of name in electoral roll etc.

5) Education related service: Portal which provides information and access to


important books, registered academic programs, scholarships, exam results, student
loans etc.
Examples of G2B
G2B e-commerce (Government-to-Business e-commerce)
refers to online transactions between government entities and
businesses.

Here are some examples of G2B e-commerce:

▪ Government procurement portals: Many governments around the world have


online procurement portals where businesses can bid on government
contracts and procurements.

▪ Business registration portals: Many governments have online portals where


businesses can register and file for necessary licenses and permits.

▪ Tax filing and payment portals: Many governments have online portals
where businesses can file their taxes and make payments.
▪ Intellectual property registration portals: Governments have online portals
where businesses can register and protect their intellectual property, such as
trademarks and patents.

▪ Export and import portals: Some governments have online portals where
businesses can obtain necessary permits and licenses for importing and
exporting goods.

▪ Job portals: Some governments have online portals where businesses can
post job openings and search for potential candidates.

▪ These are just a few examples of G2B e-commerce, which can help
streamline business operations and improve efficiency by providing a
centralized platform for government-business transactions.
Information Technology in G2B
➢ Housing Fund in Republic of Slovenia

▪ Information technology support for the Slovenian National


Housing Savings Schema including G2B cooperation
between the Housing Fund of the Republic of Slovenia and
several business banks. From e-Government perspective,
our solution incorporates also G2C component by offering
services to citizens. We present our experience in
automating information exchange between several actors.
In our view, application interoperability is the most
important factor that contributes substantially to the overall
success of the IT support. Although it seems that the
ultimate interoperable solutions for e-Government are still
pretty far-fetched, we argue that even moderate steps in this
direction can bring considerable benefits for the involved
actors.
▪ Supporting the Slovenian National Housing Savings Schema has been one
of the most prominent tasks of the Housing Fund of the Republic of
Slovenia in the last decade. Since its establishment in 1991, the Fund has
been actively involved in several tasks with the intention to help improving
the housing conditions for the citizens of Slovenia. Following the era of
financing the individual construction with the loans under favorable
conditions [1], the Fund’s major strategy shifted to encouraging individual
housing savings by offering an attractive Savings Schema to citizens.

▪ One of the fundamental motivations for this action was to divert substantial
amount of financial resources from consumption to savings, which, among
other consequences, eventually turned out to have a positive effect on
Slovenian economy [2]. The relationship between the development and
asset allocation of contractual savings and capital structures is analysed in
more detail also in [4].
A difference between G2B and B2G: not
to get confused
▪ Unlike the G2B model, in B2G (Business-to-Government) relationships, the
initiative comes from business. The official definition says that B2G is “the
sale and marketing of goods and services to federal, state, or local agencies,”
and B2G sales and marketing is oftentimes referred to as public sector
marketing.
▪ Most contracts between government agencies and companies
are signed in response to an agency’s request for proposal
(RFP). Businesses, in their turn, bid for contracts by submitting
RFP responses. The bidding process can take place online in
real-time and be highly competitive.

▪ Considering the wide range of federal, state, and local


purchasing requirements, an entire internet sector has developed
to help match businesses to government agencies. For instance,
a few well-known websites offer access to information on
current U.S. government contracts: periscopeholdings.com,
bidsync.com, thebidlab.com, and findrfp.com.
WRAPPING UP

▪ The G2B model of interaction between government and business has been
developing rapidly in recent years, ensuring a wide use of digital technologies
across the economies and bringing benefits to everyone, from multinationals to
small and medium-sized businesses.
▪ And let’s consider that the state authorities borrowed this model from e-
commerce, so its development and implementation can be viewed as a
generous “return of debt” to the business community.
