WHEREAS, Republic Act 9262 otherwise known as the Anti- Violence Against Women
and Children Act of 2004 declared that the state values the dignity of women and children and
guarantees full respect for human rights and that is recognizes the need to protect the family
and its members particularly women and children from violence and threats to their personal
safety and security,
WHEREAS, pursuant to Section 47, Rule VIII of the implementing Rules and Regulation
of the aforementioned Law Mandated Barangay Officials as one of their duties and functions to
have Anti- VAWC Desk Officer in the Barangay who shall coordinate a one-stop help desk
which is as much as possible this help desk shall be open 24 hours,
WHEREAS, Joint Memorandum Circular No. 2010-02 of DILG, DSWD, DOH, and the
Philippine Commission on women provides for the guidelines in the establishment of VAW Desk
in every Barangay in consonance to the MCW IRR,
NOW THEREFORE, on motion of SB Member Hon. Judy T. Abohela, duly seconded by all SB
Member present, BE IT;
1. Assist victims of VAWC in securing Barangay Protection Order (BPO) and access
necessary services.
2. Develop the Barangay-Gender responsive plan in addressing gender-based violence,
including support
Services, capacity building and referral system.
3. Respond to gender-based violence cases brought to the Barangay.
4. Record the number of gender-based violence handled by the Barangay and submit
quarterly reports on all
Cases of VAWC to the DILG and the City Social Welfare Development Office
(CSWDO).
5. Keep VAWC case records confidential and secure that only authorized personnel can
access it.
6. Coordinate with and refer cases to government agencies, non- government
organizations (NGO’s),
Institutions and other service providers a necessary.
7. Address other forms of abuse committed against women, especially senior citizen,
women with disabilities
and other marginalized groups.
8. Lead advocacies on the elimination of VAWC in the community and
9. Perform other related functions as may be assigned.

WHEREAS, Republic Act No. 9710, otherwise known as “The Magna Carta of Women” and as
supplemented by Joint Memorandum Circular Nos. 2013-01 and 2016-01, and so with other
related laws prescribed the policies and procedures in mainstreaming gender perspective in
local planning, programing and budgeting; local legislation, project development,
implementation, monitoring and evaluation.
WHEREAS, to align efforts of Local Government Units and the National Government on Gender
and Development (GAD) and its commitments to international declarations, the above cited laws
also mandate for the creation of the GAD Focal Point System (GFPS) in every Barangay.
RESOLVED, as it is Hereby Resolved, to pass a resolution creating the Barangay GAD Focal
Point System (GFPS) with the following composition and general functions pursuant to JMC No.
2013-01, the Guidelines on the Localization of the Magna Carta of Women;
Section 1. Composition
The Barangay Secretary shall provide secretariat support to the Barangay GFPS.

WHREAS, Presidential Executive Order No. 240, s.1996 provides for the creation of
Barangay Fisheries and Aquatic Resources Management Committee in coastal barangay to
institutionalize the major role of the Local Fisher folks and other resource users in the
community-based planning and implementation of policies and programs for the management,
conservation, development and protection of fisheries and aquatic resources of local waters;
RESOLVED FURTHER, that the BFARM Committee shall exercise the following
functions and responsibilities:
1. Formulate and submit Barangay Fisheries and Aquatic Resources Development Plan
(BFARDP) to the
Barangay Development Council and implement it.
2. Formulate and submit fisheries and aquatic resources policies and management
measures to the
Sangguniang Barangay.
3. Screen qualified applicants and evaluate applications for fishing permits and/or
licenses and recommend/
endorse application to appropriate offices of the municipality/city for approval.
4. Participate in the conduct of fishery resources management studies or researches that
need to be
undertaken in the barangay.
5. Create a law enforcement task force/ committee in coordination with LGU’s and law
enforcement and its
enforcement arm.
6. In collaboration with the designed prosecutor, file complaints with administrative
and/or judicial bodies
against those who commit violations of fisheries and environmental laws, rules and
regulations.
7. Participate in the protection of fishery reserve and sanctuaries and manage the
sustainable use of
fisheries and aquatic resources.
8. Assist in the arbitration of disputes between and among fisher folks over fishery rights
and sharing
contracts.
9. Source funds for the implementation of BFARDP.
10. Take active participation in establishing fishing zones, demarcated, areas and in
delineating navigational
lanes.
11. Recommend and submit resolution to the Sangguniang Panlungsod concerning
fisheries and aquatic
resources management and conversation measures for adoption into
municipality/city ordinances.
12. Monitor and gather data in fish landing points as basis for the formulation of
management plans and
policies.
13. Participate in the regulation of fishing efforts in designated fishing grounds as may
be determined by
studies of concerned groups and/or agencies.
14. Maintain a registry of barangay fisher folks and their organizations.
15. Promulgate guidelines, screen fisher folk’s organization and recommend
toSangguniang Panlungsod for
accreditations.
16. Monitor and evaluate the implementation of BFARDP.
