Assessment Task 2
Identify opportunities for operational change

Learner instructions
In this task you will identify an opportunity for operational change in an organisation. You will
consult with stakeholders to identify a suitable opportunity for change, complete a cost–benefit
analysis, complete a risk management plan and deliver a presentation to stakeholders regarding the
change opportunity.
This assessment may be performed in your workplace if you are working in a context where you
have (or are likely to have) responsibility for change management as part of your role; however, the
assessment may be based on the simulated business, Australian Hardware, if necessary. Speak to
your assessor about where you will perform this assessment.
Complete all parts of the assessment with supporting documentation as required. Submit the
assessment task in the required format and within the timeframe agreed with your assessor.

Assessment conditions
Skills in this unit must be demonstrated in a workplace or simulated environment where the
conditions are typical of those in a working environment in this industry.
This includes access to:
● workplace documentation and resources relevant to organisational change management.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education
and training legislation, frameworks and/or standards.

Required resources
For this assessment, learners will need access to:
● workplace stakeholders (or other learners if conducting the assessment in a simulated
workplace)
● a quiet area to consult with stakeholders

● organisational plans, policies and procedures; or, if conducting the assessment in a simulated
workplace, simulated policies and procedures for Australian Hardware, available at in
document “Australian Hardware Simulated Business”.

Procedure
Review your workplace’s operational policies and procedures, risk management and financial
information.
If completing the assessment using the simulated workplace:
● Check document “Australian Hardware Simulated Business” and review the organisational
plans, policies and procedures of Australian Hardware
● read the following scenario.

Scenario
You recently attended a meeting in which Mary Chu, Chief Operations Officer of Australian
Hardware, briefed managers on the organisation’s progress against its strategic goals in the last
two quarters. She reported the following:
● Australian Hardware continues to hold its 8% market share

● the business is confident of achieving its $3.7 billion target in sales revenue

● most stores were on track to achieve sales revenue of $27 million

● the business had registered an increase in foot traffic to stores (an average of 900 visits per
day) and a 5% increase in website visits.
She identified some performance shortfalls and opportunities:
● only 10% of existing staff have completed environmental training

● the business continued to have difficulty recruiting skilled staff, with some stores reporting
vacancy rates of 14%
● there is an opportunity to promote Australian Hardware’s environmental commitment via
the website and media campaigns
● potential to increase online sales and website functionality

● the reward and recognition program needs to be refreshed

● increase engagement with customers via annual online focus groups

● a feasibility study is needed into cybersecurity risks faced by Australian Hardware

● a project to increase staff engagement levels across the business.

Mary Chu announced two recent management decisions the board endorsed:
● scoping of Australian Hardware’s website redesign project

● the introduction of flexible work hours for administrative staff and head office managers.

She was cautiously optimistic Australian Hardware would achieve its vision of becoming the lead
hardware and home-improvement retailer in Australia in the next five years.

this review.
Identify where progress against the strategic plan is on target (strengths), where there is
a performance gap (weaknesses) and where there are potential threats.

external drivers for change faced by Australian Hardware. For internal drivers, review
Australian Hardware’s business plan and the information provided by Mary Chu in the
scenario provided.

3. Consult with a minimum of three stakeholders to analyse and prioritise the identified change
opportunities.

4. Identify a minimum of five risks or barriers that may be presented by the highest priority
change opportunity. Complete a risk management plan using your organisation’s risk
management process and risk management plan template, or the template provided in
Appendix 2.2.
5. Complete a cost–benefit analysis (CBA) for this change opportunity. Include with your
analysis:
a. direct, indirect, intangible cost and costs of potential risks of the proposed change
b. a copy of your calculations
c. any stakeholders you consulted when preparing the CBA.
Note: If using the simulated workplace, refer to Australian Hardware’s organisational chart
to identify personnel who may be assigned to the project team. Costings for salaries for
different levels of employees who may be resources on your change project are available
online from Seek.com and other recruiters when you type ‘salary surveys’ into a search
engine.
Costs for equipment or other items that may need to be procured are available from vendors.

6. Deliver a presentation to stakeholders regarding the change opportunity.


Your assessor will observe your presentation using observation checklist 2. Read the checklist
first to ensure you understand what is required.
Note: If using the simulated workplace, your assessor will arrange role-play participants who
will play the team members who will form your audience.
