Punong Barangay
I. INTRODUCTION
A Barangay Development Plan is a 3-year comprehensive multi-sectoral development plan
that is put together through an inclusive and participatory approach headed by its
development council and approved by its Sangguniang. It is an official document of the
barangay that specifies policy options, programs, projects, and activities that are intended to
contribute to the overall achievement of the Barangay’s development goals and objectives.
Every barangay has a profile that shows us its current situation as well as its history. A
barangay profile shows prevailing issues and concerns in the locality that serve as data in
the formulation of a BDP. A plan with a budget therefore is the very way we bring down
services to the grassroots level for their constituents to know that their government is
working for them.

The plan is primarily aimed at presenting and appreciating the existing situation by the
barangay people themselves, analyzing the situation using standards and other means of
measurement to come up with the identification of needs and corresponding interventions.

II. HISTORICAL BACKGROUND


Welcome to Barangay Maybancal in Morong, Rizal! As a vibrant and dynamic community,
we take pride in being a significant part of the municipality of Morong. Our barangay is
home to a diverse population, with a total count of 17,979 individuals according to the
2020 Census, accounting for 25.27% of Morong's overall population.

In terms of household population, Maybancal had 8,687 residents in the 2015 Census,
residing in 1,903 households. This translates to an average of 4.56 members per household,
reflecting the close-knit nature of our community.

One of the notable characteristics of Barangay Maybancal is its strategic location as the
central hub of transportation in Morong. Situated at the heart of major highways and
National Roads, our barangay serves as a vital link for the municipality's transportation
infrastructure.

Despite its proximity to the town proper, Barangay Maybancal maintains its rural charm
with a total land area of 478 hectares. This vast expanse of land provides ample space for
various activities and fosters a peaceful and serene environment for our residents.
As we continue to grow and evolve, Barangay Maybancal remains committed to promoting
the well-being and progress of our community. Our dedicated barangay officials and active
local organizations work together to create programs and initiatives that address the needs
and aspirations of our residents.

VIII. SITUATIONAL ANALYSIS

SITUATIONAL ANALYSIS OF BRGY. MAYBANCAL

The Barangay of Maybancal faces several challenges that hinder the achievement of inclusive
and sustainable peace and order. One of the key issues is the lack of adequate facilities for
disaster preparedness, which could potentially put the community at risk during
emergencies. The presence of a rescue vehicle is a positive step towards addressing this
concern, but more resources and equipment are needed to ensure the safety and security of
the residents.

The installation of CCTV cameras can also greatly enhance the monitoring and surveillance
capabilities of the barangay, helping to deter crime and ensure the safety of the community.
However, there is a need for more comprehensive measures to improve peace and order in
the area.

In terms of infrastructure, there are several projects that need to be prioritized to address
the concerns of the residents. The construction of an SK office can provide a dedicated space
for the youth to engage in community activities and programs. Additionally, the repair of
deep wells and installation of solar lights can help improve access to clean water and
enhance the lighting in the community.

The construction and improvement of barangay markers, street names in specific sitios, and
housing are important initiatives to enhance the overall infrastructure of the barangay. The
purchase of a lot for a basketball court can also provide opportunities for recreation and
sports activities for the residents.

In the social sector, there is a need to provide knowledge, training, and seminars for key
barangay personnel such as Barangay Health Workers, Barangay Tanods, and members of
the Lupong Tagapamayapa. This will help enhance their skills and capabilities in providing
essential services to the community.

The provision of office equipment, an ambulance, and office air conditioning are necessary
investments to improve the efficiency and effectiveness of barangay operations. Additionally,
financial assistance for barangay employees in case of emergency situations can help
alleviate financial burdens during challenging times.
To address the economic sector, initiatives to provide livelihood opportunities for residents
should be explored to enhance economic development and improve the quality of life in the
barangay.

In the environmental sector, tree planting initiatives can help enhance the greenery and
sustainability of the Barangay. Provision of public services such as waste management and
sanitation, including the purchase of a garbage truck, are essential to ensure a clean and
healthy environment for the residents.

Overall, a comprehensive approach is needed to address the various issues and concerns in
Barangay Maybancal. By prioritizing key projects and initiatives in the areas of peace and
order, infrastructure, social services, economics, and environment, the barangay can work
towards achieving inclusive and sustainable development for all residents.
