Minutes of 4th Meeting of 2019 of the DTC Board held on 23.9.2019 at


1.30 PM in the Conference Room of Hon’ble Transport Minister, Govt. of
NCT of Delhi / Chairman, DTC at 8th Level, Delhi Sectt., New Delhi-

Confirmation of Minutes of 3rd meeting of 2019 of the DTC Board held on


14.6.2019.

The Draft Minutes of the DTC Board Meeting held on 14.6.2019 were
circulated on 21.6.2019. Since no corrections/modifications have been
received from the Directors, the aforesaid Minutes were confirmed.

Resolution No.31/2019 : Item 16/2019 : Annual Report for the year 2016-
2017.

The Item was deferred by the Board.

Resolution No.32/2019 : Item 17/2019 : Adoption of Annual Accounts &


Audit Report of DTC Employees Provident Fund Trust for the year 2017-
18.

The Item was deferred by the Board.

Resolution No.33/2019 : Item 18/2019 : Procurement of 1000 AC fully built


CNG Propelled Low Floor Buses - Status Note.

The Board considered the item and noted the same.

Resolution No.34/2019 : Item 19/2019 : Statement showing Action Taken


Reports on the Resolutions adopted by the DTC Board in its meeting held
on 5.3.2019.

Resolution No.35/2019 : Item 20/2019 : Premature Scrapping, deletion and


disposal of 24 Nos. (06 Nos. of Leyland & 18 Nos. of Tata) of Accidental/
Burnt Ultra Low Entry (ULE) CNG buses from the fleet of the
Corporation on ‘As is where is condition’ and write off the book value of
Rs. 1,96,97,954.08.

The Board considered the Agenda Item and in view of the details mentioned
in the agenda item and discussion thereon, accorded approval for the following:

i) Premature Scrapping, deletion and disposal of 19 Nos. (02 Nos. of Leyland & 17
Nos. of Tata) out of 24 Nos. of Accidental/Burnt Ultra Low Entry (ULE) CNG
buses from the fleet of the Corporation.

ii) Regarding the remaining 05 buses (01 Tata & 04 Nos. of Leyland) where the
F.I.R. has been lodged, the Board desired to know the status of the F.I.R. and
whether the buses are required as case property. The position be accordingly
apprised to the Board.

iii) Since recovery of Rs.7,96,01,397/- in respect of the 17 Nos. of TATA Buses has
already been made from M/s. TML on account of residual value and revenue loss
to DTC, the Board authorized M/s. TML for disposal of salvage of 17 Nos. of
TATA buses in order to enable them to settle the claim from the Insurance
Company.

Resolution No.36/2019 : Item 21/2019 : Implementation of Common Day


Pass in DTC & Cluster Buses.

The agenda item was discussed in detail. Addl. Chief Secretary (Finance),
GNCTD pointed out that instead of issuing pre-printed Common Day Pass, it would
be better to use passes issued from the Electronic Ticketing Machines (ETMs) to
avoid pilferage by Conductors. Further, observations of Finance Department at the
time of examining the recommendations of the Committee of the Transport
Department on the subject must be duly considered while implementing the Common
Day Pass facility in the DTC & cluster buses. Principal Secretary (Transport),
GNCTD also stressed upon strengthening the checking system to plug leakage of
traffic revenue on line. It was, however, informed that even in the present system of
issue of tickets through ETMs, there are cases of cheating by the Conductors.

After detailed deliberations, it was, however, agreed that the pre-printed


Common Day Pass be issued with enhanced security features as per the
recommendations of the Committee constituted by the Hon’ble MOT to decide
implementation of Common Day Pass and after implementation of the Scheme, the
position be further reviewed by the Committee taking also into consideration the
observations of Addl. Chief Secretary (Finance), GNCTD. Accordingly, the
following was approved by the Board:

i) Discontinuation of Rs.40/- daily pass (Non-AC) and introduction of Rs.50/-


denomination daily pass to be issued by DTC & Cluster buses valid in the
entire city service buses (both AC & Non AC) operated by DTC & Cluster.

ii) The new Rs.50/- daily pass be printed with enhanced security feature as
provided in the daily pass of BMTC (Bangalore). Further, overt and covert
features detection through requisite training and tools to be provided to the
checking staff to detect any fake day pass.

iii) DTC to issue pre-printed daily pass to DIMTS and charge stationery and
printing charges as applicable.

iv) Sharing of revenue between DTC and Cluster buses on the basis of
Kilometers operated by them under the supervision of the Transport
Department, GNCTD.

v) Necessary notifications in this regard be issued by the Transport Department,


GNCTD.

Resolution No.37/2019 : Item 22/2019 : Free Travel to Female Passengers


in DTC buses.

The agenda item was discussed in detail. It was pointed out by Addl. Chief
Secretary (Finance), GNCTD that DTC should explore the possibility of issue of
single journey duration pass through ETM instead of issuing manual pass to plug any
possible pilferage in issuance of passes for free travel of women.

After detailed deliberations, the Board approved for amendment in DTC (Free
& Concessional Passes) Regulations, 1985 by insertion of a new Para-(vii) under
Para-(3) of the aforesaid Regulations as under:

“Female passengers to travel free in DTC Buses (both AC and


Non-AC) by issuance of “Single Journey Free Travel Pass”.
However, they will have the option to purchase ticket for the
journey.”

The Board further directed that the matter be referred to Transport Deptt.,
GNCTD for obtaining sanction from Government of NCT of Delhi as required u/s
45(2) (d) of RTC Act, 1950.

The Board noted the approval granted by the Council of Ministers for the re-
imbursement of Rs.10/- per single journey duration pass to be issued to Female
Passengers. The Board further directed that the Transport Deptt., GNCTD will grant
re-imbursement of such passes to DTC on monthly basis.

Meters Fully Electric AC Buses by DTC under FAME Phase-II Scheme on
Operational Cost Model Basis (OPEX MODEL).

The Board considered the Agenda Item and accorded approval for the
following:

(i) DTC to take up the matter with the Govt. of NCT of Delhi through
Transport Department for sanction of funds amounting to Rs.1460
crore subject to actual after finalization of the L-1 bidder.

(ii) The Board authorized Chairman, DTC for taking further necessary
action for floating the Tender either through GeM Portal or through
Govt. e-procurement portal for preparation, floating and freezing RFPs
documents, evaluation of Technical and Financial bids etc. for
engaging 300 low floor fully electric AC buses 12 mm length by DTC
under Fame Phase-II Scheme on Operational Cost Model basis (OPEX
Model).

Resolution No.39/2019 : Item 24/2019 : Procurement of Uniform for


Contractual Drivers & Conductors for the year 2019-20 & 2020-21.
