The conceptual framework for “Web-based Enrollment Appraisal Using Rule-based Decision Support System” provides the visual representation of input, process and output relationship of relevant items included in this study. The initial stage of student application is reviewed.
Applicants provide information including such as filling up the registration online, submit softcopy of necessary documents that may include transcript of record, honorable dismissal, birth certificates, form 137 and results of entrance examination. Program details and
institutional policies are also fed into the system. The system then applies a set of pre-defined rules to evaluate each applicant's eligibility. These rules will be the basis for student admission of student enrollment. Afterward, the system generates an enrollment appraisal
report which like individual student enrollment profile, student individual appraisal result or preliminary registration form. In some cases, the system may require human review for applications with missing information or those that fall below a certain eligibility threshold.
Otherwise, the system might recommend an admission decision (admit, defer, reject) based on the appraisal result. This framework modernizes the initial stages of enrollment appraisal, promoting efficiency and consistency in the admissions process.

A web-based enrollment appraisal system with a rule-based decision support system (DSS) provides an organized, efficient and effective admissions process by automating initial applicant reviews. Applicants submit electronic applications, including transcripts, test scores (if
required), and essays. Program details and institutional policies are integrated into the system. The DSS then evaluates each applicant's eligibility against pre-defined rules, considering factors like GPA, test scores, and experience. Based on the evaluation, the system generates
an enrollment appraisal report and may recommend an admission decision (admit, defer, reject). Human review remains a possibility for applications with missing information or those falling below the eligibility threshold. This framework promotes efficiency and consistency in
admissions by automating the initial stages of student appraisal.
Traditional enrollment processes are slow, inefficient, and prone to bias. This study addresses these issues by developing a web-based enrollment appraisal system with a rule-based decision support system (DSS) specifically designed for universities
and colleges in the Philippines.
Increased Efficiency and Transparency: Automation streamlines the admissions process, reducing manual workload and expediting decisions. Predefined rules ensure fair and consistent evaluation of applicants.
Data-Driven Decision Making: The system analyzes applicant data, allowing institutions to make informed choices based on admission requirements and academic performance.
Improved Communication: Real-time application status updates enhance communication between applicants and institutions.
The study goes beyond existing systems by incorporating the latest advancements:
Potential for AI Integration: The framework allows for future exploration of using machine learning for more sophisticated data analysis and adaptive decision-making.
Focus on Security and Accessibility: The system prioritizes data security through strong protocols and user-friendly design ensures accessibility for a wider range of applicants.
By developing and evaluating this system, the study aims to contribute to a more efficient, transparent, and data-driven enrollment process within Philippine higher education institutions. This will benefit both institutions (improved efficiency) and
applicants (faster turnaround times, clearer communication).
