WHEREAS, pursuant to Section 11, Article XIII of the 1987 Philippine Constitution, the State hereby
declares the policy of according utmost importance to the health needs of the nation and shall
henceforth endeavor to make essential goods, health and other social services available to all the
people at affordable cost. Ensure that accessible and quality health services are extended to each
individual through the barangay health workers as the primary channel for implementing the health
policies down to the barangay health needs, the barangay shall guarantee the appointment of health
workers in every barangay as frontline health workers;
WHEREAS, Section 387 of Republic Act No. 7160, otherwise known as the Local Government Code
of 1991, as amended, shall be further amended to read as follow;
“Section 387. Chief Officials and Officers. – (a) There shall be in each barangay a Punong
Barangay, seven (7) Sangguniang Barangay Members, the Sangguniang Kabataan Chairman,
Barangay Secretary and Barangay Treasurer, and at least five (5) Barangay Health Workers,
provided, that the total number of Barangay Health Workers per Barangay shall in no case be more
than 1% of the barangays total population”.
NOW, THEREFORE, I, HON. NARCISO A. DAVID, Punong Barangay, by virtue of the powers
vested in me by law, do hereby order:
SECTION 1. Reorganization and Composition of Barangay Health Workers pursuant to R.A. No.
7160 Local Government Code of 1991, there is hereby reorganized the Barangay Health Workers of
San Jose Mitla, Porac, Pampanga:

SECTION 2. Duties and Functions of the Barangay Health Workers. The Barangay Health
Workers shall have the following duties and functions.
Under the supervision of the Punong Barangay, the Barangay Health Workers shall:
Barangay health workers are a type of community health workers and act as health
advocates and educators within their communities. They live in the communities they
serve and receive about five weeks of training, ranging from administering
immunizations, weighing children, birthing services, etc.
Providing informal counseling, support and follow-up. Advocating for local health
needs. Providing health services, such as monitoring blood pressure and providing first
aid. Making home visits to chronically ill patients, pregnant women and nursing
mothers, individuals at high risk of health problems and the elderly
Barangay Health Workers (BHW) are frontline health workers who provide basic health
education and selected primary health care services (e.g., maternal and child health, first
aid, environmental health) and link clients to health facilities.
Section 3. Meetings. The Barangay Health Workers shall meet as often as may be necessary
together with the Punong Barangay and Kagawad/Chairman on Health and Women & Family Welfare.
