1.0 PURPOSE

The purpose of this document is to define the tests to be conducted on site for all
HV/LV electrical equipments and to specify the acceptable values.

2.0 SCOPE

This procedure shall be applicable for testing and commissioning of HV/LV


electrical equipments

5.0 RESPONSIBILITY

I. HSE Advisor shall be Responsible for safety related matters and all the safety
aspects of the site with respective MJEC/Mawarid specifications.

II. Testing and Commissioning Engineer shall be responsible for all kind of testing
and commissioning activities as per the method of statement with respective
MJEC/Mawarid specifications.

I. QUALITY CONTROL

1) Ensure approved drawings are available at site all the time.


2) Ensure valid calibration certificates are available with the equipment, which
are being used.
3) Ensure approved method of statement /Relay setting calculation
4) Raise inspection request and coordinate client/ consultant for required
inspection.
5) Ensure FAT test Reports are available at site all the time

7.0 TESTING PROCEDURES:


a) TESTING OF GIS:
IR VALUE TEST: Isolators, Circuit Breaker and Bus Bar
• Ensure the equipment under test has been disconnected from supply.
• Discharge the equipment under test before start the IR test
• Close the Isolators and Circuit Breaker to be tested.
• Make ready the Testing Equipment and connect the test leads properly in
the required phase under Test. Short and Ground other phases to Earth.
• Make sure there no device is connected to Earth in the testing portion.
(VT, Earth Switch etc)
• Switch on the Testing Equipment (Megger). Set the test voltage as 5KV
and the time as 1 minute. Before and after HV test
• Start the test and record the value in the Test Report.
• Complete the IR test for other phases and record the values.

CIRCUIT BREAKER TIME INTERVAL:

• Connect Test Equipment and leads to breaker as in Instruction Manual


• Remove Earthing from circuit if required.
• Switch on the test equipment and set the Date & Time.
• Select the test mode to be performed (Close, Open, C-O,O-C-O)
• Start the test.
• Operating times of all three poles are measured and displayed
• Record the value in the Test Report
• Make a print and use print type test kit
• Measure the Close and Trip Coil Current
• After Testing Normalize Circuit
• Measure the spring charge Motor Current using Clamp meter when
charging the spring Mechanism.

NOTE:

➢ SF6 Impurity, Density & Leakage Test will be carried out by the vendor as
per the standard Procedure.
➢ Contact Resistance Measurement Will Be carried out by the Vendor as per
the Standard procedure.

CURRENT TRANSFORMER TESTING


INITIAL CHECK

• Check the type and rating of the CT with the specification / Drawings
• The wiring circuit shall be checked to ensure proper termination, core
marking and wiring harness
• Check each CT core is earthed only at one point in the circuit

INSULATION RESISTANCE TEST:

ON PRIMARY WINDING:

• Test shall be performed by using appropriate Megger for one minute,


between primary winding to ground and primary winding to secondary
winding. (R-E, Y-E, B-E, R-Each secondary winding, Y-Each secondary
winding & B-Each secondary winding)

ON SECONDARY WINDING:

• By applying 500V in megger for one minute, between each secondary


winding to ground and core to core.
• The secondary windings are connected together and to ground.

PRIMARY WINDING TO SECONDARY WINDING

• Using 5kV Megger for one minute, between each primary winding to
secondary winding.

WINDING RESISTANCE

• The winding resistance test will be done using CPC 100 kit
• The test is performed on the secondary winding of the CT
• One terminal in the secondary winding is grounded
• The 1.0 A DC is given as input to the terminals of the secondary winding
• The voltage measuring leads is connected across the terminals
• The test current is given and the test is performed
• The test card displays the winding resistance results and it is saved
• The test is performed on different cores of the CT by the same procedure
• Compare the Test result with Name plate data.

RATIO TESTS AND POLARITY TEST

• The Ratio test will be done using CPC 100 kit


• The purpose of this test is to confirm the ratio marked in the CT nameplate
against the requirement & site test results.
• Set the primary injection kit with loading unit, select suitable current range
in the kit
• After entering primary, secondary current ratio and the test current, the test
is performed
• The ratio and polarity is tested simultaneously in this test
• The result will be completed automatically and the value will be displayed in
the kit. Save the result. Check the Polarity shown in the display is correct.
• The test is performed on different cores of the CT by the same procedure
• Compare the Ratio error with name plate details class

MAG CURVE CHECK (Secondary knee point voltage)

• The knee point voltage test is done using CPC 100 kit
• The purpose of this test is to confirm knee point voltage of CT with
respect to the protection & metering circuit design in the system as per
the approvals.

• It is performed in the secondary winding of CT


• The HV leads out from voltage output should be connected to secondary
Wiring of the CT core under test.
• After entering the magnetizing current and Max. Voltage limits the test
has to be start
• Demagnetize the core before and after testing
• The test kit will perform the test automatically and display the Vk, Im and
the curve. Store the result.
• Confirm the readings are according to the name plate details
• Repeat the same procedure for other cores of the CT's to be tested.

CT BURDEN TEST

• The Ratio Burden will be done using CPC 100 kit


• The purpose of this test is to confirm Burden marked in the CT nameplate
against the requirement & site test results.
• Set the primary injection kit with loading unit, select 1.0 current range in the
kit
• After entering primary, secondary current and the test current, the test is
performed
• The Burden is tested in this test

• The result will be completed automatically and the value will be displayed in
the kit. Save the result. Check the VA result is must be below the Name Plate
• The test is performed on different cores of the CT by the same procedure

VOLTAGE TRANSFORMER TESTING

GENERAL INSPECTION

• Carryout visual inspection and ensure compliance with the drawings and
vendor manuals.
• Check nameplate ratings and HV, LV terminal markings as per Vendor
drawings.
• Check that the VTs are properly assembled, erected and tightened as per
drawing.
• Check the HV connections are tight and torque checked.
• Check the cable connections on the LV side and the markings.
• Check the equipment grounding (Connections and continuity)
• Check the fuse or MCB rating of secondary side.

INSULATION RESISTANCE TEST

• To obtain values as close as possible to the manufacturer’s specifications


the insulators must be very clean. Select the megger range corresponding
to the ratings of the equipment under test.
• Primary side test voltage is depending on voltage rating of transformer.
• For LV, apply 500 Volts, For 11 kV & above, apply 5.0 KV

ON PRIMARY WINDING:

• Test shall be performed by using appropriate megger for one minute,


between each primary winding to ground and primary winding to
secondary winding. (R-E, Y-E, B-E, R-Each secondary winding, Y-Each
secondary winding & B-Each secondary winding)

PRIMARY WINDING TO SECONDARY WINDING

• Using 5kV megger for one minute, between each primary winding to
secondary winding.

ON SECONDARY WINDING:

• Using 500V megger for one minute, between each secondary winding to
ground and secondary core to core.
• The secondary windings are connected together and to ground.

VT RATIO AND POLARITY

• The ratio test and polarity test is done simultaneously by CPC 100 kit
• Measures the capacitive or inductive VT ratio and polarity
• Connect the HV AC voltage output on the primary side and the voltage
measuring lead is connected on the secondary winding
• After entering the primary voltage, secondary voltage and test voltage,
and pressing the Start button, the test card
• Measures amplitude and phase of the voltage on the transformer’s
secondary side
• Calculates the actual ratio, the deviation and the polarity
• The report is generated automatically and saved in appropriate location

b) CONTROL & RELAY PANEL


• Verify all Relays and other accessories are available as per the approved
drawing.
• Check the Earthing of relays and panels
• Check the tightness of all connections and panel
• Check the interconnections from CRP to BBP & GIS
• Extend the AC & DC auxiliary supplies from the approved MCB/Panels.
• Relay testing includes verification of operation of switching device tripping
mechanism and all alarm and inter-trips.
• Protective Relays shall be tested and commissioned in accordance with
manufacturer’s instruction.
• All protection relays shall be tested by means of secondary injection at the
normal settings to verify their operating parameters.
• Secondary Injection of protection relays and instruments.

• Disconnect the secondary shorting of CT for checking the proper working


of relays.
• The secondary injection is done by injecting the current of rated value of
the relay and checks the relays functionality (time delay, instantaneous
operation, alarm operation etc..,)
• After completion of secondary injection testing on relays, meters,
transducers etc.., and Primary injection test shall be conducted to verify the
complete relaying and metering system.

c) LINE DIFF RELAY STABILITY


• Verify all Relays and other accessories are available as per the approved
drawing.
• Check the Earthing of relays and panels
• Check the tightness of all connections and panel
• Do injection from local end 1.0Amps for R-phsae
• Do injection from Remote end 1.0Amps for R-phsae
• Do injection for other Phases from local & Remote end one by one
• Check the differential Current & check the breaker opening operation

• Do injection From both end at same time 1.0Amps R-phase, Confirm the
stability and do the other phases the same
• Confirm the tightness of CT links once again.

3 phase ,415 AC supply has to be used for stability and sensitivity check of 87L .

PRIMARY INJECTION TEST


• Confirm the tightness of CT secondary leads tightness in LCC and CRPs.
• The CT secondary circuit should be connected to the relays, meters or it
should be shorted properly in LCC or CRP.
• Confirm the CT circuit has not been kept open anywhere.
• Arrange the test kit in proper Location and connect the Auxiliary supply
to the socket with suitable current carrying capacity.
• Connect the current Injection leads in the R-Phase of Switch gear at
suitable point according to the Site condition.
• Switch on the Primary Injection kit and gradually increase the current up
to 10% rating of Lower CT ratio.
• Identify the cores by shorting the CT secondary in the nearest point of CT.
• Confirm the secondary current flow in all the CT cores and no sound in
the CT.
• Increase the current up to 50% of rating of CT and record the values in all
relays, meters and BBP.
• Switch off the Test kit after recorded the current in various points.
• Repeat the test in all other phases,
• Repeat the test with other Isolator closed
• Normalize the trip isolation links and put the BBP selection switch to IN
position.

d) BUSBAR PROTECTION STABILITY TEST:

• For Testing Bus-Bar Stability the current leads from test kit is connected
to R&Y phases of the testing bay and take one of the feeder as reference
bay and its R&Y phases are shorted according to the site condition.
• The Isolator of testing bay and the reference bay have to be closed to
perform the bus bar stability.
• Circuit Breakers of two bays (testing bay & reference bay) have to be kept
closed.
• Arrange the test kit in proper Location and connect the Auxiliary supply
to the socket with suitable current carrying capacity.
• Connect the current Injection leads in the R-Y Phase of Switch gear at
suitable point.
• Inject test current of 10% rating of Lower CT ratio R-Y. Verify the current
flow in all circuits.
• Verify secondary current in Bus Bar Protection cores and ensure zero
differential current in the Main & Check zone relays.
• Increase the Injection current to suitable range.
• Record the Injected current and all secondary measured currents. Check
the stability is found Ok.
• Repeat the test for Y-B and B-R combination.
• CT polarity shall be reversed to confirm sensitivity Test. Record the voltage
across the stability resistors.
• To know the tripping of CBs the injected current is increased to a value
higher than the setting and the operation of the Bus-Bar Protection shall be
ensured. All the alarms indications & CB operations shall be noted

• After Sensitivity Test CT polarity shall be reversed and Bus-Bar Stability


once again confirm with Primary Current Injection
• After ensuring the Stability & Sensitivity of Bus-Bar Protection and Breaker
Failure Scheme Checks has to be performed.
• All the required testing and commissioning will be done at site by
Approved Testing/Commissioning Engineers, in presence of Clients.

e) DC HIGH VOLTAGE TEST FOR POWER CABLES

• Check both end of the cable should have proper clearance from the
surroundings and between the phases.
• Check the other end of the cable properly insulated.
• Check proper barricading.
• Check and confirm phase sequence of the Cable.
• Before and after HV test, Insulation resistance is measured for each
Phases using 5kV megger for one minute.
• Arrange the test kit in proper Location and connect the Auxiliary supply
to the socket with suitable current carrying capacity.
• Connect the Voltage Injection lead in the R Phase of the cable, short and
earth other two phases at suitable point according to the site condition.
• Inject test Voltage for one minute in R Phase. Measure the leakage current
using test kit.
• After completing testing for each Phases, cable should be discharged
using discharge rod for safety measure.
• Repeat the test for remaining Phases.

AC HV Test (VLF) to be conducted instead of DC test

f) .TESTING OF CAPACITOR BANK


a) IR VALUE TEST: Isolators, Circuit Breaker and Bus bar
• Ensure the equipment under test has been disconnected from supply.
• Discharge the equipment under test before start the IR test
• Close the Isolators and Circuit Breaker to be tested.
• Make ready the Testing Equipment and connect the test leads properly in
the required phase under Test. Short and Ground other phases to Earth.
• Make sure there no device is connected to Earth in the testing portion.
(VT, Earth Switch etc)
• Switch on the Testing Equipment (Megger). Set the test voltage as 5KV
and the time as 1 minute. Before and after HV test
• Start the test and record the value in the Test Report.
• Complete the IR test for other phases and record the values.

b) CURRENT TRANSFORMER TESTING

c) VOLTAGE TRANSFORMER TESTING

GENERAL INSPECTION

• Carryout visual inspection and ensure compliance with the drawings and
vendor manuals.
• Check nameplate ratings and HV, LV terminal markings as per Vendor
drawings.
• Check that the VTs are properly assembled, erected and tightened as per

VT RATIO AND POLARITY

• The ratio test and polarity test is done simultaneously by CPC 100 kit

d) AC HIGH VOLTAGE TEST FOR CAPACITOR BUSBAR

• Check Bus bar clean and should have proper clearance from the
surroundings and between the phases.
• Check the other end of the cable properly insulated.
• Before and after HV test, Insulation resistance is measured for each
Phases using 5kV Megger for one minute.
• Arrange the test kit in proper Location and connect the Auxiliary supply
to the socket with suitable current carrying capacity.
• Connect the Voltage Injection lead in the R Phase of the bus bar, short and
earth other two phases at suitable point according to the site condition.
• Inject test Voltage for one minute in R Phase. Measure the leakage current
using test kit.
• After completing testing for each Phases, busbar should be discharged
using discharge rod for safety measure.
• Repeat the test for remaining Phases.

• Measuring of DC resistance by V/ I principle.

Winding Resistance Measurement at LV SIDE


• Repeat the above test procedure and measure the resistance and

Measurement of Short Circuit impedance


• A 3 phase 415V supply is applied from HV terminals and LV terminals
are short circuited. The voltage and currents on the HV are measured
simultaneously and percentage impedance on all 3 phases at all the
taps are calculated as below.

Mechanical Protection device checks

 Buchholz Relay: Check the operation of the main Buchholz relay alarm, trip
contacts or functioning at specified settings by pumping air into the relay or
draining the oil from the relay. Repeat the same test for OLTC Buchholz relay if
provided. Ensure that the respective relay operates in the control panel and trips
the transformer breaker with the alarm. Reset the relay by normalizing the
buchholz relay

 Pressure Relief Device: Check the pressure relief device operation by


actuating the micro switch operated by the pressure relief device. Ensure the
respective relay operation the control panel and trips the transformer
breaker with alarm. Reset the relay by resetting the PRD.

 Oil Level Switch: Check for low oil level alarm by actuating the oil switch.

 Temperature Switches: Set the temperature switches as per the recommended


settings. Check the operation of the alarm trip and cooler. Control switches by
increasing the temperature of hot oil bath in which the temperature sensors are
immersed. Check for correct operation of auxiliary relays at control panel and
alarm and tripping of the transformer breaker. Also check the start and stop of
cooler fans at specified settings of temperature switches.

 Protection System: Check that all protection relays are set to the
recommended setting. Close the transformer breaker without power and check
for all protection tripping by actuating respective protective relays. Ensure that
all the interlocks and operations are checked as per the approved schematic
drawings.

7.8.0TESTING OF 415V LVAC:


INSULATION RESISTANCE VALUE TEST: Circuit Breaker and Bus Bar
• Ensure the equipment under test has been disconnected from supply.
• Discharge the equipment under test before start the IR test
• Make ready the Testing Equipment and connect the test leads properly in
the required phase under Test. Short and Ground other phases to Earth.
• Make sure there no device is connected to Earth in the testing portion.
(VT, Earth Switch etc..,)
• Switch on the Testing Equipment (Megger). Set the test voltage & time.
• Start the test and record the value in the Test Report.
• Complete the IR test for other phases and record the values.

I. CONTACT RESISTANCE TEST: Circuit Breaker and Bus Bar

• Measuring of DC resistance by V/ I principle.


• Connect the Current leads and voltage leads between the two ends of the
bus bar that to be tested (END TO END).and all the CB should be in Service
and closed position.
• Voltage measurement leads should be connected inside the current leads.
• Switch on the Aux power to Test kit.
• Contact resistance of main contacts shall be measured by injecting the
100A of DC Current through the connecting point in each phase (R, Y, and
B) one by one.
• The result displayed on the kit and it should be recorded.
• Repeat the test in other phases.

II. PRIMARY INJECTION TEST


• Confirm the tightness of CT secondary leads tightness.
• The CT secondary circuit should be connected to the relays, meters or it
Should be shorted properly.
• Confirm the CT circuit has not been kept open anywhere.
• Arrange the test kit in proper Location and connect the Auxiliary supply to
the socket with suitable current carrying capacity.
• Connect the current Injection leads in the Phases at suitable point according
to the Site condition.
• Switch on the Primary Injection kit and gradually increase the current up to
required range.
• Identify the cores by shorting the CT secondary in the nearest point of CT.
• Confirm the secondary current flow in all the CT cores and no sound in the
CT.

• Increase the current up to 50% of rating of CT and record the values in all
relays and meters.
• Switch off the Test kit after recorded the current in various points.
• Repeat the test in all other phases,
