The Purpose of Tourism Planning


Planning

• Planning is a dynamic process of determining goals,


systematically selecting alternative courses of actions
to achieve those goals, implementing the chosen
alternatives, and evaluating the choice to determine if it
is successful.

• Planning is the first and foremost process of


management. It involves thinking of a plan, in order to
achieve a particular set of goal.
Tourism Defined

• Tourism is the temporary movement of people to destinations outside their normal places of work
and residence, the activities undertaken during their stay in those destinations, and the facilities
created to cater their needs.

• Tourism is generated by two major powers- demand and supply.

• Inclusive of geographic, economic, environment, social and political dimension.


Tourism Planning
• Tourism planning is the process of considering the needs of people planning a trip
and using those factors to determine the best resources, programs and activities for
their trip.

• It is a process of setting objectives, identifying a course of action, analyzing and


implementation of a plan that will favor tourism and its policies.

• It embraces different dimensions like social, economic and environmental.


Reasons for Planning
• Ensure that planners understand the importance of tourism and take this fully into account
when preparing development plans and taking planning decision.

• Ensure that planners and the tourism industry work together effectively to facilitate,
promote and deliver new tourism development in a sustainable way.

• Ensure that those involved in the tourism industry understand the principles of national
planning policy as they apply to tourism and how these can be applied when preparing
individual planning applications.

specific destination or region. These planners could be government agencies, local
authorities, tourism boards, non-profit organizations, or private sector entities involved in
tourism development.

• Destination Scale: Destination-level tourism planning occurs at the level of individual
cities, towns, or tourist destinations. It involves developing destination management plans
that outline strategies for enhancing visitor experiences, managing carrying capacity,
preserving cultural and natural resources, and ensuring sustainable tourism development.

• Site Scale: Site-specific tourism planning focuses on the management and development
of individual tourist attractions, heritage sites, national parks, or protected areas. This
includes activities such as visitor facility planning, interpretation, signage, trail
development, and ecosystem management aimed at minimizing environmental impacts
while maximizing visitor enjoyment and education.
• Regional/State Scale: Tourism planning at the regional or state level addresses

the specific needs and opportunities of a particular geographic area within a

country. Regional tourism plans may focus on leveraging unique attractions,

cultural heritage, and resources to attract visitors, as well as addressing regional

infrastructure and economic development issues related to tourism.
