Civil Aviation at a Glance
Civil Aviation in India traces its origin back to 1911, when the first commercial flight
took off from Allahabad to Naini over a distance of 9.7 km.

The civil aviation sector in India has experienced significant growth over the past few
years, driven by factors such as increasing disposable income, urbanization, and
government initiatives to promote air travel. This growth has led to the expansion of
air traffic, infrastructure development and economic progress. India is the world’s
third-largest Civil Aviation market as of 2023.

Some of the recent developments in Civil Aviation Sector in the last decade are:
• Increase in the number of operational airports from 74 in 2014 to 148 in 2023.
• Exponential growth in the number of passengers from 60 million in 2014 to 270
million in 2023.
• Introduction of UDAN-RCS (Ude Desh ka Aam Nagrik – Regional Connectivity
Scheme) in 2016 to make flying affordable and accessible to all.
• 100% FDI under automatic route in Brownfield Airport projects.
• Plan to develop indigenous Maintenance, Repair and Overhaul (MRO) facilities.
• A gradual shift towards relying on solar energy & other renewable energy
sources for airports, with green building features for most terminal buildings.
• Development of Heliports and Water Aerodromes under the Regional
Connectivity Scheme, so as to boost air travel and to tap into the potential of
water bodies.
• Tata Group has placed orders for 470 Aircraft from Airbus and Boeing.
• Indigo Airlines had also placed order for 500 Airbus A320 family Aircraft. This is
the largest single order by any airline with Airbus.
• Signing of an MoU between Airbus Industries & Dynamatic Technologies to
manufacture doors for its A220 Family Aircraft.

Air Traffic Management

Learning Opportunity Offered: Familiarization (2-5 days)

Available at: Airports
Target student profile: B.Sc. (Maths / Physics), B.E., B.Tech
M.Sc. (Maths / Physics / Electronics), M.E., M.Tech

Topics Covered:

Familiarization with Air Traffic Services

Air Traffic – all aircraft in flight or operating on the manoeuvring area (that part of an
aerodrome to be used for the take-off, landing and taxiing of aircraft, excluding
aprons) of an aerodrome.

Air Traffic Services Airspaces - Airspaces of defined dimensions within which specific
types of flights (IFR or VFR) may operate and for which air traffic services and rules of
operation are specified. ATS airspaces are classified (alphabetically Designated) as
Class A to G.

Air Traffic Management (ATM) - The dynamic, integrated management of air traffic
and airspace (including air traffic services, airspace management and air traffic flow
management) – safely, economically and efficiently – through the provision of facilities
and seamless services in collaboration with all parties and involving airborne and
ground based functions. Its 3 components are:

a. Air Traffic Services (ATS) - A generic term meaning variously, flight information
service, Alerting service, Air traffic advisory service, Air traffic control service (area
control service, approach control service or aerodrome control service).
i. Flight information service: A service provided for the purpose of giving
advice and information useful for the safe and efficient conduct of flights.
ii. Alerting service: A service provided to notify appropriate organizations
regarding aircraft in need of search and rescue aid, and assist such
organizations as required.
iii. Air traffic advisory service: A service provided within advisory airspace to
ensure separation, in so far as practical, between aircraft which are
operating on IFR flight plans.
iv. Air traffic control service: A service provided for the purpose of:

13
▪ Preventing collisions - between aircraft, and on the manoeuvring area
between aircraft and obstructions; and
▪ Expediting and maintaining an orderly flow of air traffic

b. Air Traffic Flow Management (ATFM) - A service established with the objective of
contributing to a safe, orderly and expeditious flow of air traffic by ensuring that
ATC capacity is utilized to the maximum extent possible, and that the traffic
volume is compatible with the capacities declared by the appropriate ATS
authority.

c. Airspace Management (ASM) - A service established with the objective of Design,

classify, modify and restructure of different type of airspace, Air traffic service
routes, areas (Danger/Prohibited/Restricted Areas/TSA/TRA) and develop
procedure for a safe, orderly and expeditious flow of air traffic.

Working of ATC Tower

ATC Tower at airports generally provides aerodrome control service for the air traffic
and is limited to airspace in the vicinity of the aerodrome and the manoeuvring area
of the aerodrome, which consist of all operational runways and taxiways.
The movement of persons or vehicles including towed aircraft on the manoeuvring
area of an aerodrome is also controlled by the aerodrome control tower as necessary
to avoid hazard to them or to aircraft landing, taxiing or taking off. These services are
provided through units like surface movement control (SMC) units, tower units and
clearance delivery (CLD) units

Approach Control Services

Air traffic control service for controlled flights arriving at, or departing from, one or
more aerodromes. These services are provided by approach control
procedural/surveillance units.

Area Control / Oceanic Control

Air traffic control service for controlled flights in control areas (a controlled airspace
extending upwards from a specified limit above the earth) over land or high seas.
These services are provided by different area control sectors (a subdivision of a
designated control area within which responsibility is assigned to one controller or to
a small group of controllers) and oceanic sectors.

14
Types of Aircraft
Category: The broadest classification of aircraft based on their intended use and
operating environment, such as airplane, glider, or helicopter (rotorcraft).
Class: A more specific division within a category based on design and performance
characteristics, such as single-engine or multi-engine.
Type: A type of aircraft refers to a specific make and model of an aircraft, such as the
Boeing 737 or Airbus A320.

Aircraft movements / control

Aeronautical Ground Aids (AGA)

Functioning of NDB, VOR, ILS, PAPI, Glide Path, RVR (Transmissometers)

Introduction to Aviation Jargon

Aviation Professionals involved in international operations are required to
demonstrate a defined level of English language proficiency in the context of
aeronautical communications. Aviation English consists of about three hundred terms
that are a combination of professional jargon and plain English. It covers a range of
topics including navigation and operation of the aircraft, electronics and avionics,
physics, rules of the air, instruments and many more.

NFC (Navigation Facility Charges)

These charges are taken from aircraft operator for the utilization of air navigation
facilities during various stage of flight operation (either enroute or landing). There are
two type of charges:

15
a. Route Navigation Facilities Charges (RNFC) – These charges are taken against
enroute navigation facilities like VOR, NDB, Surveillance RADARS, ADS, CPDLC
b. Terminal Navigational Landing Charges (TNLC) - These charges are taken against
services provided to aircraft during landing whether VFR OR IFR (non-precision
or precision by using landing aids like PAPI, Glide Path and various type of landing
lights)
These NFC charges are different for aircraft and depends on various factor like Great
Circle Distance (GCD), All Up Weight of aircraft (AUW), Service Unit Rate.
