About eSRE
Overview
The Electronic Statement of Receipts and Expenditures (eSRE) is a web-based system that
allows capture, storage and retrieval of revenues and expenditures of the Philippines’ local
government units (LGUs) composed of 1,715 provinces, cities and municipalities and 42,036
barangays. It also serves the following objectives:

• To monitor compliance of all LGUs to data submission requirements.


• To systematically develop a single set of LGU level revenue and expenditure targets as
the basis for annual LGU budgets.
• To ensure that debts of the LGUs are within reasonable limits and within the capacity of
the LGUs to pay on time.
• To provide the basis for an internal creditworthiness assessment and rating of LGUs
nationwide and prima-facie basis to favor, caution, or curtail proposed borrowings on the
part of a particular LGU.
• To enable assessment and analysis of LGU financial performance through data
analytics.
• To gather LGU qualitative data through survey facilities.

The eSRE is composed of the eSRE Central System and eSRE LGU Report System.
The eSRE Central System serves as a web-based engine to view profile and report records of
local government units. It receives the reports from the eSRE LGU Report System of the LGUs
nationwide. Once the data of the LGUs are uploaded, the Central System users can analyze
and generate reports.
The eSRE LGU Report System is a system installed in individual LGUs in order to enter LGU-
specific SRE data and generate reports to be submitted to the BLGF for review and approval.

Document Purpose
This LIFT FAQ Manual provides the necessary information to effectively guide the user on how
to uninstall, install LGU system and how to fix errors during installation. Each type of user is
provided with screen shots and step-by-step discussion on the functionalities and procedures of
each topic to be able to manage the system efficiently.

Conventions
The term “User” is used throughout these documents to refer to a person who can access and
who is required to have access in eSRE LGU System. The Key requirement is an eSRE LGU
User Account. The following are other conventions used in this document.

Getting Started
This chapter itemizes the Uninstallation, Installation and FAQs regarding LGU System.

Pre – requisites
Before to start, you must have:

• Machine (Laptop, PC) with Windows 64-bit OS


• Latest eSRE_Control_Panel Installer
• Installation Key downloaded from LIFT Central System
• Latest LGU database backup from the previous version

How to Uninstall LGU System


1. Using Windows Services, stop the MySQL service.
(Right-click on MySQL then click Stop)

2. Using File Explorer, navigate to C:\eSRE_Control_Panel, then click unins000.exe. The


eSRE_Control_Panel Uninstall confirmation message will display.

3. On the eSRE_Control_Panel Uninstall confirmation message, click Yes button. The


Uninstall Status and success message will display.

4. Click OK button.
5. After the uninstall process, check the following folders:
a. C:\eSRE_Control_Panel.
b. C:\ProgramData\MySQL (if not visible in the File Explorer, click View tab, then
check Hidden items. The ProgramData folder will display.

c. C:\Program Files\MySQL or Program Files (x86).


6. If any of the folder exists, delete the folder.
7. Restart the machine (laptop or PC).
8. After restarting the machine do the following:
a. Disable antivirus.
b. Disable Windows Firewall.

How to Disable Windows Firewall


1. Open Settings, then search Windows Firewall. Click Windows Defender Firewall, then
click Turn Windows Defender Firewall on or off. The Customize settings for each type
of network will display.

2. Turn off Window Defender Firewall (not recommended) both Private and Public
network settings.

3. Click OK button.

How to Disable Anti-virus


1. Click Show hidden icons on the taskbar.

• The steps on how to disable anti-virus will be based on the installed anti-
virus.
• Kindly ignore this step if no anti-virus installed in the machine.

How to Install LGU System


Pre-requisites:
Minimum Computer Specifications and OS. Hardware Specifications:
- Processor: Core 2 Duo or Equivalent
(Dual Core)
- RAM or Memory: 4GB
- Hard Disk Driver: 100 GB (available
(unused capacity))
- With Wi-Fi capability
Software Specifications:
- Adobe Reader
- OS: at least Windows 7
- Microsoft Office
- Latest version of Mozilla Firefox or
Google Chrome.
Windows User Account User with Account Type = Administrator
Downloaded Installation Key from the LIFT e.g., LGUNAME_Installation_Key.sre
Central System.
Copy of LGU Database backup if any e.g., lguSreYYYY-MM-DD-hh-mm-sss.sql

• Format of the installation key filename is LGUNAME_Installation_Key.sre


• Do not change the file extension (.sre) of the installation key.

Reminders

1. Run the latest LIFT LGU v4 installer. The Setup – eSRE_Control_Panel will display.

The filename of the latest LIFT LGU v4 installer shall be provided by BLGF LFDAD.

2. Click Next button. The Select Additional Tasks will display.

3. Check the Create a desktop icon, then click Next button. The Ready to Install will
display.

4. Click Install button. The Installing will display. Please wait while Setup installs
eSRE_Control_Panel on your computer. The Completing the eSRE_Control_Panel
Setup Wizard will display.

5. Select Yes, restart the computer now, then click Finish button. The machine will
restart.
6. Download the Installation Key from Central system to be used for the uploading and
verification of installation key.
7. On the desktop, run the eSRE Control Panel. The eSRE Control Panel will display.

8. Click Upload and Verify button. The Open Explorer will display.

9. Select the Installation Key (e.g. LGUNAME_Installation_Key.sre).


10. Click Open button. The Installing eSRE will display. Please wait the installation to be
completed.

11. Click X on the eSRE Control Panel. The Create eSRE Database will display.

12. Select Create eSRE database from backup.


13. Click Browse button. The Open Explorer will display.

14. Select LGU Database backup, then click Open button. Click this link if no database
backup (create eSRE Database with empty data).
15. Click Create Database button. The Create Database process will display. Please wait to
be completed.

16. Once completed, click Deploy button. The Deploying LguSre will display. Please wait to
be completed.

If no database backup, follow the steps below on how to Create eSRE Database with empty
data.

Create eSRE Database with empty data


1. Select Create eSRE Database with empty data.

2. Click Create Database button. The Create eSRE Database with empty data process will
display. Please wait to be completed.

3. Once completed, click Deploy button. The Deploying LguSre will display. Please wait to
be completed.

4. After the installation, the user shall allow to access http://localhost:8080/lguWeb/.

AFTER A SUCCESSFUL INSTALLATION OF THE LGU System:


• It is recommended to clear the browser’s cache after the above steps.
• While the browser is opened, click Ctrl+Shift+Del to clear browsing
Reminders data/history.
• User may login the credentials used when the installation key was
downloaded.

How to Apply Patch?


These steps shall be followed if there is an update on the LGU system (a pplication
or data or both). The patch file will be provided by BLGF LFDAD.
1. On the eSRE Control Panel, click Apply Patch button. The Open Explorer will display.

2. Select the esrev4.0.0_patch.zip, then click Open button. Please wait to be finished.

• It is recommended to clear the browser’s cache after the above steps.


• While the browser is opened, click Ctrl+Shift+Del to clear browsing
data/history.

How to Update Installation Key?


These steps may be executed if there is a need to change the installation type of
the LGU system. For example, the current installation is for Treasurer only and the
user would want to change it to Treasure/Budget Officer/Assessor system.
The installation Key that will be used in this update should be downloaded by a
LIFT Central System user with Treasurer/Budget Officer/Assessor role.

1. On the eSRE Control Panel, click Update Installation Key button. The Open Explorer
will display.

2. Select the Installation Key, then click Open button. Please wait to be finished.

How to Check MySQL Connection?


This is to check if the MySQL is running and if the LGU database is installed.

1. On the eSRE Control Panel, click Check Connection button. Please wait to be
finished.

How to Backup Database?


These steps may be followed if there is a need to backup the LGU database.

1. On the eSRE Control Panel, click Backup button. Please wait to be finished.

2. Check the backup database on C:\eSRE_Control_Panel\datafiles\backups

How to Delete Database?


These steps may be followed if there is a need to delete the LGU database so user
can restore the latest LGU backup.
1. On the eSRE Control Panel, click Backup button. The Delete eSRE database
confirmation message will display.

2. Click Yes button to delete. Otherwise, click No to cancel the deletion of database.

How to Re-create a Database using v3 backup?


This is for LGU installation that was completed (Glassfish is started, MySQL is
running) but there were errors on database migration (eg. Upon logging in to the
LGU System, “lguSre.user does not exist” error is displayed).
1. If with v3 database backup, ensure that the copy is available before proceeding to the next
steps.
If will use blank database, proceed to the next steps.
2. Using eSRE Control Panel:
a. Click Delete and confirm deletion of eSRE LGU database. Message "eSRE database
successfully deleted." will be displayed. Refer to How to Delete Database?.
b. Click Check Connection. Since the database has been deleted, the eSRE Control Panel
will ask if with empty data or from backup.

i. If empty data is selected, click Create Database.


ii. If from backup, browse for the v3 LGU database backup then click Create Database.
Message “Configuration of eSRE for MySQL Server completed.” Will be displayed.
c. Click Stop.

3. Click Apply Patch then browse for the recreate-db-v4.zip (note: please do not un-zip the
file). The zip file can be downloaded here: bit.ly/3Jhfk7X
Since the patch is only for database, messages “Updates to eSRE database completed.”
and “Nothing to deploy. Make sure you place the file inside application or patch folder” will
be displayed.

• It is recommended to clear the browser’s cache after the above steps.


• While the browser is opened, click Ctrl+Shift+Del to clear browsing
data/history.

How to check if migration to LGU DB v4 is complete?


Execute these steps to check if the installed LIFT v4 database is complete.
1. Ensure that MySQL is running using the Windows Services.

2. In drive C:, create a folder named lift_validate_lgudb.


3. Copy validate_db.bat and v4_table_fields.sql to the newly created folder.
These files can be downloaded from bit.ly/3JeaBnC.

4. Double-click on validate_db.bat and wait until the process is completed.


5. The result shall be saved in folder C:\eSRE_Control_Panel\datafiles\backups.

Format of the file is v4_table_fields_YYYYMMDDHHmmss.csv.


If the file contains table header only, it means that the db updates for v4 is complete.

FAQs
How to fix LGU System Installation Error
I. How to Check the System Type?
The LIFT LGU installer only works for Windows 64 -bit. To check your Windows
installation, user may follow these steps.
1. Open the File Explorer.
2. Right-click on This PC, then click on Properties. The device specifications will be
displayed.
3. Check the System Type. It should be 64-bit operating system, x64-based processor.

II. How to fix “Cannot backup …” error during uploading of installation key?
These are the possible solutions if, during the installation of the LGU system, one of
these messages is displayed:
• Cannot backup LguSre.ear
• Cannot backup lguWeb.war

Set the directory permission of eSRE Control Panel to Full Control


1. Open the File Explorer.

2. Right-click on the eSRE_Control_Panel folder located at Local Disk (C:), then click on
Properties. The eSRE_Control_Panel Properties will display.

3. Select Group or user names, then click Edit button. The Permissions for
eSRE_Control_Panel will display.
4. Check Allow under Full Control, then click Apply button. The Windows Security will
display. Please wait to be completed.

5. Click OK button.
6. Repeat the Steps for all group or user names available in the eSRE_Control_Panel
properties.

7. Click OK button under eSRE_Control_Panel Properties once done.

Run eSREControlPanel.jar file as administrator


1. Press Windows key then key in cmd on the search bar. “Command Prompt” should be
included in the result.
2. Right-click on Command Prompt then click Run as administrator.

3. If the User Account Control window is displayed, click Yes.


4. The command prompt shall be opened.
5. Type cd C:\eSRE_Control_Panel then press the Enter key.
6. Type java -jar eSREControlPanel.jar then press the Enter key.

7. The eSRE Control Panel shall open.

III. How to Disable Anti-Virus?


It is recommended to disable the anti -virus before the LGU installation.
1. Click Show hidden icons on the taskbar.

• The steps on how to disable anti-virus will be depend on the anti-virus


program installed in the LGU’s machine.
• Kindly ignore this step if no anti-virus installed in the machine.

IV. How to Stop the Services of other non-eSRE LGU System?


For PC/laptop with non-LIFT LGU system (eg. eBudget)
1. Open the Task Manager, then click More details. The Other details will display.

2. Click Services tab. The Services list will display.

3. Right-click on the non-eSRE LGU system, then click Stop.

V. How to End Task if the Port is being used?


If Glassfish does not start, these steps may be followed to check if port 8080 (which is
used by Glassfish) is currently in use.
1. Open the CMD:
a. Type netstat -ano |find "8080" (will display the Process ID).
b. Tasklist (using process id, check the app using the port)

c. Using Services (services.msc), click Details tab (based on the Process ID, end
task the process.

VI. How to Launch the eSRE Control Panel using Java Runtime Environment?
If the LGU system is successfully installed but the eSRE Control Panel does not open
(shortcut icon is not the java standard icon )
1. On the desktop, right-click eSRE_Control_Panel, then click Open with. The Open With
will display.

2. Select Java™ Platform SE binary, then check Always use this app to open .jar files.
3. Click OK button.

VII. How to check if Java is installed using the Windows Control Panel?
If the eSRE Control Panel shortcut does not have the Java icon

1. Press Windows key then key in Control Panel on the search bar. “Control Panel” should
be included in the result.

2. Click on the Control Panel (App).


3. On the list of settings, click on Programs > Programs and Features.

4. On the list of installed program, search for Java 7 Update 17 (64-bit) and Java SE
Development Kit 7 Update 17 (64-bit).
5. If the mentioned programs are not found, user may consider installing Java manually.

VIII. LGU Installation is completed but the LGU system cannot be accessed
• Check if LguSRE.ear and/or lguWeb.war exist in the updates folder
1. Open the File Explorer.

2. Navigate to eSRE_Control_Panel > datafiles > updates and check if LguSre.ear


and/or lguWeb.war exist in the folder.
3. If either or both files exist, click the Deploy button in the eSRE Control Panel.

• Restart the Glassfish server


1. Click Stop under GlassFish, then click Start.

• Change the hostname to 127.0.0.1


1. Change the “localhost:8080/lguWeb” to “127.0.0.1:8080/lguWeb on the web address.

• Change the hostname to the Computer Name


1. Open the File Explorer.
2. Right-click on This PC, then click on Properties. The device specifications will be
displayed.
3. Check the Device Name.

4. Change the URL to http://computername:8080/lguWeb.

IX. How to check if MySQL is installed using the Windows Services?


If there is a need to check if the MySQL is running, these steps may be followed.
• Cannot connect to MySQL. Communication link failure.
• Failed to create connection pool is displayed
1. Open the Windows Services
(click Windows+R keys, type services.msc then press enter)
2. On the list of services, locate MySQL under the Name column.

3. Check the Status column.

X. How to start the MySQL service?


1. Execute steps in How to check if MySQL is installed using the Windows Services?
2. If Status is not “Running”, right-click on MySQL, then click Start.

3. On the eSRE_Control_Panel, click Stop, then click Start.

For IT Personnel Only

Java is not installed, but with existing registry


If Java was not installed using the LGU system installer, one of the possible reason
is an old Java registry entry. Ask for the assistance of an IT personnel to delete
this old entry.
1. Press Start + R, then type regedit. The Registry Editor will display.

2. Check existing registry - Delete the existing registry (this should only be performed by
knowledgeable personnel) HKEY_LOCAL_MACHINE\Software\JavaSoft\Java Runtime
Environment.

How to manually install the Java Runtime Environment?


This shall be performed if, after installing the eSRE LGU System, Java was not
installed.
1. Uninstall the LIFT LGU system (refer to How to Uninstall LGU System)
2. Locate the recommended JDK installer: bit.ly/3XaAN8m
3. Follow through the typical installation procedure.
4. Install the LIFT LGU system (refer to How to Install LGU System)

How to manually install the MySQL server?


This may be performed if the issue on MySQL installation is due to a conflict on the
installed Canon software.
1. Uninstall eSRE LGU System (refer to How to Uninstall LGU System)
2. Manually install MySQL: https://bit.ly/3XcbFOm
3. During installation of MySQL, if asked for the username and password:
user: esrelgu
password: esrelgu2013db

4. Restart the machine


5. Install eSRE LGU System (refer to How to Install LGU System)
6. If asked for the mysql username password, encode:
user: esrelgu
password: esrelgu2013db

How to manually install MySQL windows service?


This shall be performed if, while installing the eSRE LGU System, the message
“Unable to add MySQL in service. The system cannot find the file specified.” is
displayed.
1. Using the windows search bar, input cmd. Once the result is displayed, locate for
Command Prompt the right-click on it. Click Run as administrator.

2. Go to the mysql directory


cd C:\Program Files (x86)\MySQL\mysql-5.5.45-winx64\bin
3. Key in mysqld –install then press enter. Message “Service successfully installed.” is
displayed.

If a machine is having problem installing MySQL using the ESRE LGU installer
This may be performed if the issue on MySQL installation is due to a conflict on the
installed Canon software.

Workaround for “Failed to create connection pool” message


1. Using the eSRE Control Panel:
a. Click Check Connection to test if MySQL is running and accessible by the control
panel. If MySQL is not running, go to Windows Services > locate MySQL service
> right-click then Start. If MySQL service does not exist, perform complete
uninstall and install procedure.
b. Stop the glassfish service
2. Using File Explorer, go to
C:\eSRE_Control_Panel\glassfish4\glassfish\domains\domain1\config
3. Rename existing domain.xml to domain.xml_err
4. Copy the provided domain.xml: https://bit.ly/3NeIRA7
5. Using the eSRE Control Panel:
a. start the glassfish service
b. click Deploy
