Chapter 2

Review of Related Literature

Computer literacy has become a crucial skill in today's

rapidly evolving technological landscape. The ability to

effectively navigate and utilize computer hardware,

software, and the internet is seen as essential for

educational, professional, and personal advancement. In this

review, we examine existing literature related to computer

literacy, its impact on academic performance, and strategies

for its enhancement.

Computer Literacy

Reynolds, Vannest, and Janzen (2014) define computer

literacy as the understanding of both hardware and software

capabilities and how they can enhance educational

experiences. Dincer (2016) expands on this definition,

emphasizing the importance of individuals' knowledge and

skills in using computers to achieve their goals. Computer

literacy encompasses a broad spectrum of competencies,

ranging from basic operation to advanced application.

Integration with ICT Literacy

Computer literacy is often included within the broader

framework of information and communications technology (ICT)

literacy, which also encompasses information literacy and

internet literacy (Lau and Yuen, 2014; Aesaert et al., 2014

as cited in Santos et al., 2019). Wilson, Scalise, and

Gochyyev (2015) highlight ICT literacy as a crucial 21st-

century skill, essential for learning, professional

development, and participation in the global economy.

Impact on Academic Performance

The study conducted by Orozco (2019) at Surigao del Sur

State University (SDSSU) - Cantilan Campus demonstrates the

positive correlation between computer literacy and academic

performance. Through qualitative research, Orozco identifies

themes such as enhanced learning in Microsoft Office tools,

practical application of knowledge, and better job

opportunities among students with higher computer literacy.

Implications for Education Policy and Practice

To improve computer literacy levels among students,

Orozco suggests several recommendations. These include

investment in ICT infrastructure in rural areas, provision

of adequate computer systems and internet facilities in

schools, and implementation of ICT literacy training

programs for both students and teachers. Furthermore,

ongoing assessment of ICT programs by educational

authorities, such as the Department of Education (DepEd), is

crucial for identifying and addressing challenges in

integrating computer technology into instruction.

According to Arnold R. Lorenzo's study, He provides an

assessment of the iSchools Project's effectiveness within

Public High Schools of Tarlac Province, Philippines.

Utilizing a comprehensive approach including survey

questionnaires, interviews, and classroom observations, the

study delves into the strengths and weaknesses of the

project's execution. Despite encountering obstacles like

hardware failures, software challenges, and limited internet

connectivity, teachers overwhelmingly rated the project

highly satisfactory in terms of administration, components,

and delivery system.

Significance of ICT in Education

In the Philippines' educational landscape, the

integration of Information and Communications Technology

(ICT) is heralded as a pivotal milestone. ICT infusion not

only facilitates seamless information exchange, data

retrieval, and research endeavors but also significantly

enhances learning outcomes for both educators and students.

However, the lack of comprehensive ICT infrastructure in

many public schools coupled with educators' limited ICT

proficiency often hampers educational efficacy.

According to Simona Vasilache from the University of

Tsukuba, the author delves into two crucial aspects of

computer literacy education: the diversity in course

structure and teaching styles, and the utilization of

Learning Management Systems (LMS). Vasilache underscores the

necessity of understanding the evolving definition of

computer literacy, highlighting its significance in

navigating modern daily life. Drawing from Tsai's

definition, computer literacy encompasses the fundamental

knowledge, skills, and attitudes required to engage with

computer technology effectively.

The paper elaborates on the variability in course

structures and teaching methodologies across different

universities, particularly accentuating the challenges posed

by the diverse backgrounds of incoming students in

international settings. Notably, Wada and Takahashi's

research reveals substantial discrepancies in computer

skills among students entering Japanese universities.

Vasilache stresses the importance of instructors developing

culturally sensitive approaches to accommodate the

multicultural student body, citing the increasing

multiculturalism in education globally.

Moving to the second aspect, Vasilache explores the

role of Learning Management Systems (LMS) in computer

literacy education. LMSs serve as pivotal tools in

facilitating learning, yet their implementation varies

widely among institutions. The author notes the disparities

in students' familiarity with LMSs, influenced by factors

such as prior exposure and cultural background. Basioudis et

al.'s findings underscore the cultural dimension in

students' perceptions and usage of LMSs, further emphasizing

the need for tailored approaches.

The paper concludes by asserting that current teaching

methods inadequately address the diverse needs of students

with varying cultural backgrounds. Moreover, LMSs are

underutilized in the context of computer literacy education.

Vasilache proposes to identify specific teaching methods

that resonate with students from diverse backgrounds and

suggests enhancements to LMS features to enhance student

engagement.
