TITLE:
After three years of hiatus, the Department of Education, through DepEd Memorandum No. 023 series
of 2023, declared the conduct of National Festival of Talents. This unified activity among all subject areas
and special programs shall be a proactive reinforcement of the learners’ learning experiences as indicated in
four key stage areas.
Themed “Reinforcing 21 st Century Learning and Fostering Creative Industries through Talents and
Skills Exhibition”, the schools shall develop learners to be fully-equipped with 21 st century skills which
include communication, collaboration, critical thinking, creativity, and (good) citizenship.
With this, Mabini National High School elucidates its intention to send a learner to represent the school
in Key Stage 3 in English for the District Festival of Talents 2023 on May 20, 2023 at Mabini Central
Elementary School. This is to ensure that the school exemplifies its thrust to inculcate to learners the most
essential competencies indicated in the curriculum guide.
Hence, one learner shall participate in Oratorical Composition and Speech, an extensive on-the-spot
activity that warrants the learners’ skill in persuasive writing and speaking. These are considered vital in
functioning in our democratic society.

STRATEGIES:
The learners are given freedom of choice as to what they will perform, oral reading of a text or
singing a song through the karaoke. Before having it performed, they first answer simple interview
questions based on their experience in the previous school year or any general information.
1. Reading Activity. The learner orally reads a brief text as guided by the language teacher assigned.
He/she then answers a question posed after reading the text.
2. Reading Karaoke. The learner chooses a song from the list provided by the language teacher.
He/she then sings it through the karaoke. After which, he/she answers a question based on the song.
After the reading performance, the learner then receives a paper strip from the adviser with a note on
his/her current reading skills. He/she presents this to the adviser at the beginning of classes on August 22,
2022.
