WELCOME all to the first Technical Session of State Level Conference on Crime
Against Women and Human Trafficking organised by Judicial Academy,
Jharkhand.
Before we commence with the technical sessions, I humbly request Director Sir,
Judicial Academy Jharkhand, Shri Sudhanshu Kumar Shashi to say a few words
concerning the further course of events of this august gathering.
No civilized society can thrive upon victims whose humanity has been
permanently mutilated. -Rabindra Nath Tagore
The Topic of the first technical session is “Violence Against Women: Addressing
Attitudinal Changes in present scenario.”
To Chair this topic, We feel honoured to have with us Hon’ble Mrs Justice Sonia G
Gokani.
Her ladyship after doing her Bachelors and Masters in law, worked with various
organizations for the cause of down trodden, women and children, as also for
upholding the cause of environment.
Her Ladyship served as part-time Lecturer at Shri K.P Shah Law College,
Jamnangar.
Her ladyship joined Judiciary directly in the cadre of District judges as a Judge, City
Civil & Sessions Court, Ahmedabad on 10th July 1995 and presided over on many
civil and criminal matters.
After establishment of Special Court under the Anti-Terrorist Laws in the State of
Gujarat, her ladyship worked as a Special Judge for this Court and conducted
important matters from 2003 to 2008. Worked as a Judge, Special Court C.B.I for the
cases investigated by CBI.
Her ladyship served also, as Registrar [IT & Infrastructure] for nearly 18 months,
during which period, made presentation at different national forums, visiting

Faculty Member at Gujarat State Judicial Academy and at other Academic
Institutions.
On 17th February 2011 – her ladyship was elevated as Additional Judge of the High
Court of Gujarat and confirmed as permanent Judge on 28.01.2013.
In the year 2023, Her Ladyship took her oath as the first Woman Chief Justice of
the Gujarat High Court. It is our utmost pleasure and an honour to have you join
us today.

I Welcome all to the second technical session of State Level Conference on Crime
Against Women and Human Trafficking organised by Judicial Academy, Jharkhand.

With this Quote, I introduce the topic for second technical session which is
“Changing Perspective of Law with respect to Crime Against Women and
Remedial Measures”.
Ma’am is a lawyer, researcher, and human rights and women's rights activist.
She was a member of the UN Women Asia Pacific Regional Civil Society
Advisory Group (2012-2016). In 2012, she participated in a fact-finding mission of
the World Organization Against Torture (OMCT) and of the International
Federation for Human Rights (FIDH) in the Philippines to investigate the
situation of human rights defenders in the country.
She was a member of the UN Women Asia Pacific Regional Civil Society
Advisory Group (2012-2016). In 2012, she participated in a fact-finding mission of

Vrinda Grover obtained her law degree from Delhi University and her Masters in
Law from New York University, School of Law. She joined bar in 1989 and began
practicing in Delhi. As a lawyer Ms. Grover specialises in constitutional law,
criminal law and human rights law. Ms. gGrover has determinedly represented
victims of targeted state violence, including victims of the 1984 anti-sikh pogrom,
families of the 1987 Hashimpura massacre of Muslims by the UP Provincial
Armed Police Constabulary, victims of gang rape during the 2013 communal
violence in Muzaffarnagar, victims of mob lynching and other hate crimes.
Thank you, Ma’am, for enhancing our knowledge and providing us with a deeper
awareness on the concept of “Changing Perspective of Law with respect to Crime
Against Women and Remedial Measures”.

With this Quote, I Welcome you again, to State Level Conference on Crime Against
Women and Human Trafficking organised by Judicial Academy, Jharkhand.
We will now begin with our third and last technical session of the evening, and the
topic of this session is “Dimensions of Human Trafficking; Good Practices,
Challenges and Role of Law Enforcement Agencies”.
Dr. P.M. Nair, did his MA in Sociology, LLB, and PhD in Victimology. Sir is a career
police officer with the Indian Police Service since 1978. After 35 years of service in
the IPS in various capacities in Bihar, CBI, NHRC, UNODC, CRPF, etc., he retired on
31st May 2013 as the Director General of National Disaster Response Force (NDRF)
and Director General of Civil Defence, Government of India. He served Bihar for
more than 15 years in various capacities from SP to IG. He served CBI for 10 long
years and has handled several crimes including Rajiv Gandhi assassination, ISRO
Espionage case, International Arms drop at Purulia, Sanjay Ghose abduction,
terrorist crimes, human rights violations and many interstate and international
organized crimes, including human trafficking. With the first crime of child
trafficking for labour investigated by him in 1982, his avowed mission of preventing
and combating human trafficking is continuing to move ahead with zeal, speed and
impact. Dr Nair worked with CRPF (Central Reserve Police Force, the prime agency
of the Government of India to address Internal Security issues across the country) for
more than 7 years.

more than 11,000 police officials and prosecutors across India and set up nine Anti-
Human Trafficking Units.
A powerful voice in the Anti-Human Trafficking mission and child rights in the
region, Dr Nair is continuing his mission of empowering the vulnerable persons by
undertaking skill building programmes and thereby preventing human trafficking.
Presently he is TATA Chair Professor with TISS, and also Advisor to Chairperson,
National Skill Building Mission.

Additional Director Sirs for his constant help and guidance towards designing the
Conference. I would like to appreciate all the participants for actively participating
in this Conference.
An event of this dimension cannot happen overnight. The wheels start rolling
months in advance. We have been fortunate enough to be backed by a team of very
