1.0 GENERAL
Oil & Natural Gas Corporation Ltd. (ONGC) owns and operates number of offshore platforms
located on west coast of India. The platforms are operating in the Mumbai high field. With the
ageing of field, condition of existing wellhead platform has deteriorated. ONGC intends to
carry-out revamping & modification works at these well platforms.
LSTK Contractor’s structural scope of work includes the structural work related to the
surveys, design, procurement, fabrication, load-out, transportation to site, installation, hook-
up and commissioning of replacement of existing deck with new deck on NK, NT, NJ, WI2,
WI7, WI8, WI9, IN, EB and EE platforms described in more detail below as per the structural
design basis, specifications and specific requirements attached elsewhere in the bid document.
Contractor shall be responsible for complete in-service and pre-service engineering of decks
along with all appurtenances etc, preparation of AFC drawings and submission of same for
company’s review / approval.
The scope of work also includes survey works related to the above works as described
hereunder. With reference to the scope of work, the list of items comprising the
Topsides/Superstructure and falling under different categories shall be as per Annexure A of
this document.
Super Structure/Topsides
One two level deck structure consisting of Cellar and Main Decks including walkways,
stairways, ladders, railings etc. for accommodating facilities as per scope of work and
equipment layouts provided elsewhere in the bid package.
The Cellar Deck shall support major equipment packages, launchers and receivers etc. The
Cellar Deck shall be connected to the jacket walkway level through a staircase arrangement
with Intermediate Landing.
The Main Deck supports the Telemetry and Switch gear Module along with Helideck, Battery
room, Equipments, Flare vent boom.
The deck shall also support one pedestal crane as described elsewhere in the Bid Package.
Modular Rig (SUNDOWNER VII) is to be mobilized on NK, NT, WI-2, WI-7, WI-8, WI-9,
IN and EB platforms and structural configuration and detailing of decks on above mentioned
platforms shall be carried out to cater to Modular rig facilities like provisions of stubs at Row
1 and near Row 2 for supporting the capping beams, burner boom, camp on helideck etc.
The existing two level deck structure consisting of Cellar and Main Decks including
walkways, stairways, ladders, railings etc accommodating existing facilities except
conductors and Christmas trees.
The company envisages the following methodology for the dismantling of existing deck:
i) The beams, plates, stiffeners at cellar deck well head area shall be dismantled individually
so as to create opening at the well head area for the smooth removal of the deck.
ii) Cutting of risers at jacket walkway level.
iii) Strengthening of existing members/beams for carrying out lifting and transportation.
iv) Welding of lifting eyes/trunions/counter weights as per contractor’s detail engineering.
v) All piping/equipments connected after the Christmas trees shall be disconnected/blinded
as mentioned elsewhere in the bid package to facilitate the removal of deck.
vi) Cutting of Deck legs at pre-planned level (below Cellar Deck and above Jacket walkway
level) and removal of existing deck by lift method.
vii) Providing temporary supports /bumper guides wherever required.
i) Carry out pre-engineering survey to collect the existing details and structural
configuration at jacket walkway, transition piece and finalization of installation
philosophy.
xv) Maintaining smooth co-ordination and ensuring timely flow of design data between
various sub-contractors appointed by the LSTK Contractor.
xvi) Any other structural work not specifically mentioned above but required for the
successful completion of the project.
xvii) Arrangement of the necessary scaffolding shall be made for proper access during pre-
engineering survey, installation & inspection related works.
xviii) As Built documentation.
xi) LSTK Contractor shall be fully responsible for any damage caused both direct
and consequential to the existing facilities during installation, hook-up & commissioning
and shall repair/ replace at his own cost. All such works shall be carried out as per the
instruction and within the schedule decided by Engineer-in-charge at platform.
2.3 GENERAL
All structural analysis work shall be carried out using the latest version of the SACS
(developed by Engineering Dynamics Inc., USA). Each submission of design documentation
for company’s review shall be accompanied by relevant native SACS input files on CD ROM.
Company shall provide SACS model of platform jacket structure for carrying out detail
engineering of new decks by LSTK contractor.
3.0 PRE ENGINEERING SURVEY REQUIREMENTS
The survey requirement will include pre-engineering survey for platforms as mentioned in
detailed scope of work to ascertain the quantity and location of work points. The LSTK
Contractor shall be fully responsible for carrying out the survey.
Survey requirement broadly includes but not limited to:
i) Carrying out detailed survey of existing deck for obtaining all as-built data like structural
arrangement, member sizes, estimation of equipment weights and COG, details and
structural configuration of jacket walkway, transition piece etc.
ii) LSTK Contractor shall prepare drawings and sketches showing the existing structural
components.
iii) Check the feasibility of installation of temporary supports.
iv) Visual Health check & UT survey of the existing beams/members of the deck.
v) Carrying out the survey/ measurements for installation aspects.
vi) Any other detail/ aspect required for preparation of AFC drawings and smooth
dismantling/installation and execution of job.
The LSTK Contractor shall submit detailed survey report clearly indicating the overall scope
of structural work for each platform individually giving details of survey observations in form
of marked up sketches, drawings for site measurements, visual health check and UT survey
results, extent and need for structural strengthening/replacement and all the
constraints/obstacles, temporary arrangements if required to be erected, installation schemes
and safety hazards for executing the work.

1.0 INTRODUCTION
1.1 Oil and Natural Gas Corporation Limited (ONGC) is engaged in exploration and
production activities in Mumbai High Field in Arabian Sea on the continental shelf of
Western India, located about 160 km West–North–West of Mumbai. The Mumbai (or
Bombay) High field is India's largest offshore oil and gas field and is about 75 km long
and 25 km wide and is divided into North and South blocks and has been in operation
by ONGC since 1974.
1.2 The various unmanned well platforms installed at Mumbai High North and Mumbai
High South have exceeded their life but are still producing and therefore are under
need of revamping to enable them to continue production safely and successfully.
Further, facilities at these platforms require revamping to handle the revised
production profile. ONGC intends to replace total deck at these platforms and hence,
existing facilities at 10 unmanned well platforms of Mumbai High field is to be replaced
with new modified facilities. Various unmanned well platforms covered are as follows:
1.3 ONGC has retained Engineers India Limited (EIL) as CONSULTANT for the
implementation of this Project.
1.4 The Basic Engineering Design package (BEDP) for all unmanned well platforms is
prepared by EIL.
1.5 Besides the above documents, the Process Design Criteria (Document No.: A792-02-42-
ODB-03) is also to be followed while carrying out residual process engineering and
detail engineering.
1.6 This document outlines the process requirements to be adhered to by LSTK
CONTRACTOR while carrying out residual process engineering and detail engineering of
the unmanned well platforms.
1.7 The Word “EPC Contractor” mentioned under P&IDs, Process Data Sheet for
equipments/packages/Instruments, etc is to be read as “LSTK Contractor”.
1.8 LSTK CONTRACTOR’s scope shall include all process engineering necessary for successful
completion of Project. For carrying out detail engineering, the BEDP shall be the starting
process document. Any data not provided in BEDPs but if required by LSTK
CONTRACTOR for carrying out design and execution of the Project shall be established
by the LSTK CONTRACTOR.
1.9 The discrepancies, if any, in the existing facilities as considered in BEDPs and as existing
at site shall be resolved by LSTK CONTRACTOR with approval of CONSULTANT / OWNER.
1.10 The process documents are to be updated/ augmented to the extent necessary based
on detailed engineering, vendor information, etc. It shall be the prime responsibility of
the LSTK CONTRACTOR to ensure that the engineering of all equipment/ instruments is
done such that each facility performs as per the process specifications.
1.11 LSTK CONTRACTOR shall verify utility consumptions for unmanned well platforms being
revamped/new facilities being added based on final vendor information and final
equipment design and update all related documents taking care of these changes.
Utility systems capacities and distribution system hydraulics shall be verified for
updated figures. In no case the utility systems capacities shall be revised downward.
1.12 All modifications and changes, whether major or minor, shall be executed by LSTK
CONTRACTOR at no time or cost implication to OWNER / CONSULTANT.

2.3.1 Work out and incorporate final optimum sizing of all process and utility lines within
platform facilities. Detailed circuit wise sizing calculations shall be documented with
sketches and drawing references as appropriate, and accounting for relative
elevation differences between starting and ending points, likely line lengths for all
circuits initially, final line lengths (for critical circuits). Mechanical design conditions
of pipes may be changed, if found necessary, and validated against Piping Material
Specifications (PMS) of the Project.
2.3.2 For critical piping, criteria shall be framed by LSTK CONTRACTOR for CONSULTANT/
OWNER review and a list of all such piping shall be generated for which proper final
calculations will be required. The criteria shall address considerations such as:
- Velocity limits vis-à-vis line size for vapor lines, two-phase flow lines, etc.
- Minimum velocities to be maintained in special services like slurry lines,
fouling / congealing services, etc.
2.3.3 However, line size specified in the BEDP shall be treated as minimum and only
upward revision shall be done, if called for, based on hydraulic checks.
2.4 Utility Distribution P&I Diagrams
2.4.1 Generate utility distribution P&IDs consistent with final equipment layout.
2.4.2 Utility systems for which distribution P&I Diagrams are required are:
- Instrument & utility Gas
- Nitrogen
- Closed Drain Header
- Open Hydrocarbon drain header
- Vent header
- Any other utility which may be required
2.4.3 Complete vent header distribution piping must be sized/ verified to satisfy the
maximum backpressure as defined in the BEDP.
2.5 Process P&I Diagrams
2.5.1 Incorporate/ update project piping class designation in all P&IDs uniformly as per the
bid document requirements. Incorporate/ update piping specification breaks at
correct locations, as necessary.
2.5.2 Indicate/ update all equipment elevations as per final equipment layout.
2.5.3 Clearly identify all two-phase lines and critically evaluate requirement of additional
pipe supports, etc depending on flow regime, pipe length, etc.
2.5.4 Incorporate control valve and safety valve manifolds, indicating CV/ PSV sizes, block
and by-pass valve sizes, expander/reducers, depressurizing lines, bleed/drain valves,
etc.
2.5.5 The control valve inlet & outlet block valve size shall be same as corresponding line
size. The bypass valve size shall be same as control valve size.

2.8.2 Assess requirement/ feasibility/ loads of Fire case reliefs per code.
2.8.3 Assess fire case relief loads of equipment/ equipment groups in same fire grade area.
2.8.4 LSTK CONTRACTOR shall update process data sheets of instruments for incorporation
of detail engineering changes including, but not limited to:
- Control Valve delta P change due to hydraulics
- Line size changes
- Piping class changes
- Design condition changes
- Fire case PSV loads
- Control scheme changes
- New Instrumentation added
- Alarm set points
- Completion of process specifications for instruments, which have not
been fully specified in BEDP.
2.9 Utility Summary
The utility summary for all the process facilities and utility system shall be prepared by
LSTK CONTRACTOR during detail engineering.
2.10 Vent Header Load Summary
The vent header load summary for all the process facilities and utility system shall be
prepared by LSTK CONTRACTOR during detail engineering.
2.11 Effluent Summary
The effluent summary for all the process facilities and utility system shall be prepared
by LSTK CONTRACTOR during detail engineering.

1.0 GENERAL
1.1 The piping scope of work envisaged under this tender broadly consists of but not limited to
the piping work associated with design, supply, fabrication, installation, testing, hook-up &
commissioning of piping, instruments etc. of Well Head Platforms (WI-2, WI-7, WI-8, WI-9,
NJ, NK, NT, EB, IN and EE) and related modifications on LEWP platform.
1.2 The materials, design, and workmanship shall conform to relevant codes, Engineering
Design Basis, Standards & Technical Specifications contained in the Bid Package. Where
the Job Specification stipulates requirements in addition to those contained in the Standard
Codes & Specifications, these additional requirements shall also be satisfied. In the
absence of any Standard/Specification/Codes covering any part of work covered in this
tender document, the instruction of Engineer-In-Charge shall be binding on the contractor.
1.3 Supply, design, fabrication and installation of pipe supports are in contractor’s scope of
work. Contractor shall develop Piping Support Standards and submit the same for Owner’s
review.
1.4 The contractor’s scope of work shall include complete design, detail engineering,
generation of 3D model, preparation of drawings and documents, flexibility analysis,
complete in all respects of all piping in accordance with the final Process Design Basis and
P&IDs, required for successful erection, commissioning, operation and maintenance of the
plant. The work includes the following, as minimum:
i) All material shall be procured as per the specifications attached with the Bid
Package. At any stage, if any specification is required to be revised or any new
specification is required to be generated, the contractor shall prepare/ revise the
specification and shall submit to the Company for approval.
ii) Procurement of all piping material shall be done from Owner’s approved
vendors/sub vendors. Necessary documents such as Purchase Specifications,
material test certificates shall be furnished for Owner’s review/approval before any
procurement is done by Contractor.
iii) Procurement of support material for pipe supports, temporary supports & scaffolding
materials, all types of welding materials, electrodes, filler wires, hot/cold insulation
materials, primers & paints as required. Arrangement of Radiography /UT machine
as required for NDT & all other facilities to complete the work in all respects shall be
provided by the contractor.
iv) Fabrication of pipe spools, piping supports etc. at contractor’s works/yard & Non
Destructive Testing (UT/DP/MP/X-RAY/hydro-testing) as per technical
specifications, codes and standards. NDT shall be witnessed & certified by ONGC.
vi) Torquing / Tensioning of bolts for all the flange joints is to be done as per the
Specification for Fabrication and Installation. Contractor shall develop a complete
specification for bolt tensioning and bolt torque values line wise and size wise,
stud/bolt tightening pattern, lubricants to be used and all other requirements. This
shall be submitted to Owner for reference and records. However any leakage
observed during hydrotest / leak check / post commissioning is to be rectified by the
contractor at his own cost.

vii) Transportation of personnel, fabricated spool pieces & other erection materials
to/from contractor’s work site.
viii) Any other work not specifically mentioned above but required for completeness of
the project as per specifications/drawings & instructions of Engineer-in-Charge at
site
Contractor shall follow the general guidelines described elsewhere in the Bid while
modeling the project.
x) Drawings shall be prepared using good engineering practices & as per guidelines
furnished in Specification 6-44-0504 and Engineering Design Basis (Piping)
1.5 Following minimum drawings and documents shall be prepared by the contractor and
submitted to OWNER/OWNER’S REPRESENTATIVE for Review/ Information for execution
of piping works:
(i) Equipment Layouts and Escape Route & Safety Equipment Layouts, Elevations,
Sections, with all Vendor data incorporated. Approaches and drop out areas,
maintenance areas to be clearly marked.
(iii) Nozzle Orientation for all Vessels, Drums etc. showing all nozzles etc.
(v) Piping Isometrics for all lines including small bore lines. All Isometrics to have Bill of
Material.
(viii) Dynamic analysis reports. Composite analysis reports. Composite analysis taking
piping, structure, equipments, etc. together for static and dynamic analysis.
(x) Special support drawings and pipe supports cleats on Equipments. Pipe support
standards/drawings to cover entire piping. Separate pipe support standards for
high-pressure piping.
(xiv) “AS BUILT” GADs, Isometrics, Nozzle Orientation, Equipment Layouts, Area
Division Plan etc.
(xvii) Preparation of Bill of Materials including material summary on the basis of P&IDs,
GADs, Isometrics including fabrication allowance, pre-commissioning and
commissioning spares.
(xviii) Placement of purchase orders for all piping items on vendors approved by
OWNER/OWNER’S REPRESENTATIVE. Furnish Final vendor drawings for items
like Valves, springs and other miscellaneous piping items.
The following documents enclosed in the Bid form the basis of work for CONTRACTOR.
(i) Process package including P&IDs, line lists, Data Sheets, Standards and
Specifications.
(iii) Piping Material Specification and Valve Material Specification attached updated by
Contractor based on requirements stated in the Bid package and other specifications
attached in the Bid package. To be reviewed by OWNER/ OWNER’S
REPRESENTATIVE
Refer Tender section 5.3 & 9.3 for specification, section 6.3 for data sheet and section
10.3 for drawings.
The table for list of deliverables included in Section 7.3 gives the requirements of
documentation for Review/Information by the OWNER/ OWNER’S REPRESENTATIVE.
These drawings/documents shall be strictly submitted in the sequence shown. No
bunching of documents shall take place. The prerequisite documents must have a review
code 1 or review code 2 before submitting the downstream documents; otherwise the
document shall not be reviewed and shall be sent back. The requirements of
preceding/prerequisite documents have been highlighted in the remarks column. The
schedule of submission of deliverables by the contractor during the kick-off meeting shall
be based on the sequence and deliverables prerequisites mentioned in the table.
It shall be the contractor’s responsibility to ensure compliance with the contract documents
and relevant codes. The review by OWNER/OWNER’S REPRESENTATIVE does not
relieve the contractor of his responsibility under this contract and any omission/commission
noticed at any stage shall be made good by the contractor within the quoted rates. No
extra claims and extension of schedule, whatsoever, shall be entertained on this account.
DRAWING REVISIONS
AS BUILT DRAWINGS
All future lines shall be routed and shown as chain dotted on GADs with full details
indicating dimensions line number etc.
Each line on the piping GADs and isometrics shall be clearly marked to denote the
complete line designation as marked in P&ID’s. Following symbols shall be used in Piping
drawing:
The preliminary Equipment Layouts for platforms (WI-2, WI-7, WI-8, WI-9, NJ, NK, NT, EB,
IN and EE) enclosed in the bid package are indicative and shall not be considered
complete since these may not depict all the equipments. Sizes of equipments/packages
shown are also tentative. These drawings have been furnished for general
information/guidance to the Contractor. The Contractor shall assess the total
equipments/packages and their sizes required based on his own experience, pre-bid
engineering and vendors’ proposals and take a view on the location of equipment, deck
size, structural configuration & installation philosophy during bidding stage. In case, it is
required to increase the size of equipment/package/Deck, the Contractor shall take note of
the same during bidding stage. It is the Contractor's responsibility to provide adequate
space satisfying the Design Basis, Codes & Standards, Specifications, Operational &
Maintenance and Safety requirements.
Contractor shall finalize and develop detailed Equipment layout drawings showing
elevations of all equipments, distance of all equipments and structures, Escape routes, all
access and maintenance corridors, tube removal areas, drop out areas, staircases,
ladders, Electrical/Instrument cable trays/ducts, location of flare header, location of all utility
equipments required as per approved P&ID’s, Monorails with capacity, Fixed/ sliding
supports, location with number of hose stations, eye wash and safety shower ( required as
per P&ID’s) etc. shall be submitted for OWNER/OWNER’S REPRESENTATIVE’s approval
in two stages.
STAGE-I
Equipment layouts shall be submitted only after the following documents have been
reviewed by OWNER/OWNER’S REPRESENTATIVE and the reviewed documents after
incorporating the comments are to be attached along with Stage-1 approval of Equipment
Layout.
Structural, Construction, Process, Operations, Heat and Mass Transfer Division & OWNER.
Contractor shall enclose sufficient prints (2 each for each discipline) to enable this exercise.
Comment, if any, from OWNER/OWNER’S REPRESENTATIVE shall be incorporated by
the Contractor.
STAGE-II
After incorporating comments and vendor data requirements, Contractor shall give a
detailed presentation to OWNER. All the aspects of erection, maintenance, operation,
safety etc. shall be reviewed and comments shall be finalized across the table. Contractor
shall modify the equipment layout drawings as per these comments at no extra cost to the
OWNER.
After incorporating the comments and vendor data requirements, Contractor shall send the
updated equipment layouts to the OWNER/ OWNER’S REPRESENTATIVE for records
Contractor shall ensure that all the aspects of erection, maintenance, operation, safety etc.
are taken care of while finalizing the equipment layout.
EIL Piping Material Specification (PMS) A792-6-44-0505 shall be followed for this project.
Contractor shall update the Piping Material Specification enclosed with the Bid package as
per project requirements & submit for OWNER/OWNER’S REPRESENTATIVE review.
While updating/adding, practices followed in EIL PMS attached shall be followed. The
updated Piping Material Specification shall give all the necessary details as given in the
enclosed Piping Material Specifications keeping the format same. These details shall be
given for piping components like pipes, flanges, fittings, valves, studs/nuts, gaskets,
strainers etc and shall include, but not limited, to the following:
these aspects shall be demonstrated by contractor with documents. Pipe thickness shall be
as per ASME B31.3 and API RP 14E. Contractor shall accordingly update PMS.
Thicknesses given in the enclosed Piping Material Specifications are minimum & cannot be
lowered. Any upward revision in the thickness as a result of pipe wall thickness calculation
carried out by the contractor shall be accommodated by the contractor at no extra cost or
schedule impact. Updated PMS shall also reflect all the necessary Piping Classes. All
additions in the PMS shall be consistent with the given parameters and specifications and
in no case inferior to the items already covered therein. Necessary changes shall be carried
out by the contractor in all relevant documents from consistency point of view.
For lines under vacuum, contractor shall perform thickness calculation in accordance with
ASME Sec. VIII Div. I and submit the same for review along with external stiffener required
to OWNER/OWNER’S REPRESENTATIVE.
EIL VMS A792-6-44-0506 shall be followed for this Project. Contractor shall update the
valve material specifications for all types/sizes of valves not covered in Bid document and it
shall be based on the Updated/Reviewed Piping Material Specification and final P&ID
requirement. Contractor shall also develop new Valve Material Specifications not covered
in Bid document. While developing new valve material specifications or adding higher
sizes, practice followed in Valve Material Specifications enclosed with bid document shall
be followed. The valve material specification shall be developed on the similar format as
per enclosed VMS in bid package for each new type of valve and shall be submitted for
review by OWNER/OWNER’S REPRESENTATIVE.
Fabrication, Erection, Flushing, and Testing of Piping shall be executed as per EIL
specification for Piping Fabrication and Installation (Doc. No. 6-44-0503).
10.0 INSULATION
Insulation shall be provided on all the Piping as mentioned in the P&IDs/ Line Schedule etc.
Scope & type shall be as per the P&IDs and shall include supply of all insulation and
ancillary material like spacer rings, stays, asbestos millboard, lacing, binding wires, screws,
bands, asbestos felts, studs, flats, support ring clips, sealant and mastic, cement, glass
cloth, aluminum sheets, necessary drilling and fixing of bolts, nuts washers etc wherever
specified and required. Insulation shall be as per specification 6-44-0507. Any insulation
damaged/removed during execution work shall be replaced with new insulation by the
contractor at his own cost.
11.0 PAINTING
Future equipment’s along with their associated piping & structure shall be shown in dotted
in the drawings and shall be shown in separate representation in the 3D model. Hook ups
with flange and blind flanges shall be provided at all such future tap offs with a note giving
the line number of future lines. Provisions shall be kept in structures for supporting these
future lines with minimum welding. Future equipments shall also be shown in dotted in
equipment layout.

This Scope of Work shall be read in conjunction with the Process Scope of work, various
Standard Specifications and Job Specifications, Standards, P&IDs, existing platform
documents, Drawings and other requirements enclosed with the bid package.
2.1 Bidder’s broad scope of work for instrumentation and control system shall include but
not be limited to the following:
2.1.1 Design and Engineering for all Instrumentation including Control, Monitoring and
Safety ,fire and Gas ,Instrumentation as per P& Ids, CCTV system.
2.1.2 Procurement, Shop testing Inspection and Supply of all instrumentation and Controls
equipments.
2.1.3 Engineering and Construction Documentation.
2.1.4 Installation, Yard and Field Calibration, hook up of Instrumentation and controls
including Pneumatic Shutdown Panels, Fire & Gas (F&G) detection system, CCTV
system serving the offshore wellhead platforms as per the requirements of Bid
Package.
2.1.5 Testing, loop checking, Logic Implementation and Verification, Integration and
Commissioning of Instrumentation and controls serving offshore wellhead platforms.
2.2. Bidder shall supply shutdown panels (SDP) with the required number of additional
modules for producer wells and water injection wells on all platforms. No. of modules in
each shutdown panel shall be as follows:
For producer wells, no. of modules: No. of total strings plus one.
For water injection wells, no. of modules: No. of total strings plus two.
2.3. Responsibility for the integration and interfacing of wellhead platforms RTUs with
existing SCADA (Supervisory Control and Data Acquisition) server of process platform
shall lie with bidder and bidder to deploy the services of the SCADA & RTU vendors to
carry out the implementation of the link and any configuration required at the SCADA. All
necessary details of SCADA systems shall be provided by Company.
2.4. Bidder shall do a pre-engineering site survey, for both wellhead and process platforms,
to ascertain the exact quantum of work and to ascertain the extent of modifications
envisaged at well head platforms & process platforms including existing SDP sizes and
dimensions, telemetry room size , power availability , RTUs, VSAT and BWA radio
systems. Bidder shall collect required details from platform for proceeding with detailed
engineering and also prepare a survey report and obtain company’s approval before
commencement of engineering works. Any other items required as identified during
survey carried out by Bidder shall be supplied by bidder without any implications. Any
other works to be carried out as identified during survey shall also be performed by
bidder without implications for safe implementation of the project keeping the shutdown
time minimum.
2.5. Bidder to fully involve the original equipment manufacturer (OEM)s of Wellhead
Shutdown Panel (SDP) , RTU and SCADA/DCS systems & F&G system for existing &
new replacements in the engineering, installation and commissioning of the F&G system
& Wellhead Shutdown Panel (SDP) and RTU and SCADA/DCS system at the well head
platforms.Fieldbus vendor shall be involved in design, engineering and platform
activities.
2.6. All shutdown logics shall be implemented by OEM. All logics shall be verified at platform
by the Bidder in conjunction with Pneumatic Shutdown panel vendor & F&G Vendor to
ensure proper operation and shut down of the platform. In case of any fault in the logic
detected at the platform during the erection, commissioning phase, necessary logic
modifications shall be carried out at the platform by the Bidder in conjunction with
vendor without any time or cost implication. Any modifications in logic required during
erection/commissioning as per platform personnel recommendations shall be carried out
by Bidder without any cost or delivery implication.
2.7. Interfacing of Test Separator SDP and associated cables, tubing, and their supports, etc.
and accessories as per P&IDs and defined elsewhere in the Bid with RTU and Wellhead
SDP shall be in bidder’s scope.
2.8. Electrical/TIC room sizing shall be the responsibility of bidder to accommodate the
existing RTU, F&G, VSAT, Radio equipments and Instrumentation panels including
Fieldbus marshalling rack in addition to electrical panels. Electrical/TIC room shall be
non air conditioned room located in safe area. All the TIC room mounted equipment
shall be suitable for continuous operation in a non air conditioned room upto an ambient
temperature of 50 deg C and 95% humidity.
2.9. Power consumption calculations for instrumentation and control shall be performed by
bidder and the same shall be bidder’s responsibility. Power consumption if any indicated
in the Bid package are tentative and to be recalculated and verified/ confirmed by
bidder. Bidder shall check the requirements of power supply for instruments (HART and
Foundation Fieldbus as applicable). Bidder shall do the complete analysis for power
adequacy at the respective process platforms for existing loads that will cater to well
head platform new facilities and provide new power supply system as required.
2.10. Packing, Loading of the dismantled RTU, VSAT and BWA equipment from the
respective well head (WI-2,WI-8,EB,EE,NJ,NK,NT,IN) and further reinstallation & re-
commissioning of each dismantled RTU ,VSAT and BWA system shall be done by
bidder.
2.11. Packing, Loading and handing over of all the dismantled Instruments to company from
the all well heads shall be done by bidder. Similarly Packing, Loading and handing over
of all the dismantled RTU ,VSAT and BWA system for WI-7 &WI-9 platforms and BWA

system for NJ and NK platform to `COMPANY” from the well heads shall be done by
bidder.
2.12. Bidder shall also supply the instruments serving wellhead area such as transmitters,
gauges etc., not shown in P&IDs, on one-to-one basis as per the Annexure-I attached
with this document
2.13. Control Valve, Safety Valve, Orifice Plate Assembly, Restriction Orifice Plates/Self
Actuated pressure Control valves sizing and thermowell wake frequency calculations
shall be performed by respective Instrument vendors and submitted for review by
company.
2.14. Design and Engineering for all Instrumentation including Control, Monitoring and Safety
Instrumentation (F&G) and developing drawings/documents as per contractor document
submission list as attached elsewhere in the bid for each platform separately.
2.15. Procurement, Factory Calibration, Shop testing Inspection and Supply of all
Instrumentation and Controls for the safe and smooth implementation of the project.
2.16. Installation, Yard and Platform Calibration, hook up of Instrumentation and Controls
including Shutdown Panels, Fire & Gas (F&G) detection system serving the offshore
wellhead platforms as per the requirements of Bid Package shall be in the scope of
supply and work of Bidder. Wherever existing RTU are being used ,necessary
modification and up-gradation of RTU ( FF compatible ) shall be done by bidder along
with OEM.
2.17. Testing, loop checking, Logic Implementation and Verification, Integration and
Commissioning of Instrumentation and controls serving offshore wellhead platforms as
per P&IDs, Cause & Effect Diagram, SAFE Chart, logic diagram, cable schedule and
loop schematics etc.
2.18. Fire and Gas Detectors Location and Quantity for F&G shall be in accordance with the
API/DNV and SOLAS .Fire and Gas Detectors Layout, quantity and voting logic for F&G
shall be finalized and approved by the contractor as per clause 3.27 of this document.
For Voting detectors shall be separated by more than 3 m.
2.19. Up-gradation and modification in control loop execution in RTU including remote process
platform DCS/SCADA set-points. This shall include any changes required in existing
software/hardware or/and supply of new software/hardware.RTU shall perform all
control function with algorithm.
2.20. For scope of work associated with replacement of RTU at wellhead platforms VSAT
and Radio system, SCADA, Control system (DCS/ESD/F&G) at respective Process
platform, bidder shall refer the document: Scope of Supply/Works for RTU & SCADA/
DCS (doc no. A792-000-16-51-SOW-03B, SECTION: 3.4), attached with the bid
package.
2.22. Up-gradation and modification of existing VSAT and associated facilities both at
wellheads (WI-2,WI-8,EB,EE,NJ,NK,NT,IN) and respective process platform. This shall

2.23. Up-gradation and modification of existing Radio equipment and associated facilities both
at wellheads (WI-2,WI-8,EB,EE,NT,IN) and respective process platform. This shall
include any changes required in existing software/hardware or/and supply of new
software/hardware. The required parameters of DCS shall be integrated with the
SCADA system of the respective Process Platform as per the existing philosophy.
2.24. Up-gradation and modification in existing DCS on process platforms to cater to analog
fieldbus signals. This shall include any changes required in existing software/hardware
or/and supply of new software/hardware. The required parameters of DCS shall be
integrated with the SCADA system of the respective Process Platfrom as per the
existing philosophy
2.25. The total Fieldbus segment design, engineering, installation, field testing and
commissioning in coordination with RTU vendor shall be in bidder’s scope. The FF
design shall be further validated by RTU vendor during detailed engineering and any
variation/ changes required in fieldbus signals based on RTU system requirements and
actual field installation, operational philosophy etc. shall be taken care by contractor
without any implications. Bidder shall refer the document Job Specification for
Foundation Fieldbus (A792-000-16-51-SP-03D, SECTION: 5.4) attached with bid
specification.
2.26. Design, engineering, installation, integration, testing & commissioning of Closed Circuit
Television (CCTV) system.
2.25. Implementation and hook-up of analog monitoring of fieldbus signals: fieldbus vendor
shall be involved during installation and commissioning for proper implementation of
fieldbus.
2.26. Any damage caused to the existing facilities during execution of the job shall be to
bidder’s account. Bidder shall repair and /or replace the damaged equipment with new
equipment to the satisfaction of ONGC, at no additional cost. All such works shall be
carried out without any loss of time.
2.27. Any addition of scope with respect to Instrumentation and Control due to completion of
residual engineering on P&IDs/ Bid Package, Bidder’s Detail Engineering and Hazard
Studies and implementation of resulting comments as per Hazard Study shall form part
of firm scope of supply and work of the bidder. Area classification for platforms shall be
as confirmed by contractor in approved Area Classification drawings
2.28. The descriptions and requirements contained in this specification are concise by
necessity and cannot include all details. However, it is the responsibility of the bidder to
execute the job in accordance with the specifications and good engineering practices for
smooth and successful operation of the Platform.
2.29 For details of scope of work, bidder shall refer clauses 4.0, 5.0, 6.0, 7.0 and 8.0 of this
document.
3 SCOPE OF SUPPLY
Supply of all items related to Instrumentation and control system shall be as indicated in
the Piping & Instrumentation Diagrams (P&IDs) of wellhead platforms and other
technical documents attached with the bid. This shall also include instrumentation and
control system to be detailed by package vendors of various packaged equipments as
per P&IDs.
The scope of supply shall include but not limited to the following:
3.1 All types of instruments and control systems as indicated on the P&IDs of wellhead
platforms, Packages and other technical documents attached with the bid package. Any
additional systems/instruments required for proper functioning and safety of the
platforms or as recommended by bidder for safe and efficient operation as per
P&IDs/document generated by bidder to complete the Job in all respects.
3.2 Bidder scope of supply shall include all types of instrumentation and control items on the
platforms, whether the same is indicated or not indicated in P&IDs. Bidder scope of
supply shall also include instruments serving wellhead area (not shown in P&IDs) as per
the Annexure-I attached with this document.
3.3 Bidder shall supply all the installation materials, cables, trays, JBs and cable glands etc.
for installation, testing, and commissioning of all the instruments and hook up to the
SDPs, RTUs, TIC(telemetry interface cabinets) and F&G detection system etc. as
indicated in P&IDs and detailed elsewhere in the Bid.
3.4 Bidder shall supply all the instruments and control systems, junction boxes, cables,
installation materials for various Package Skids as indicated in P&IDs and Equipment
data sheets.
3.5 Supply of new RTUs and Telecommunication link VSAT (for WI-7 and WI-9 ) and BWA
Radio link (for WI-7,WI-9,NJ,NK platforms) equipments including cables ,software
,Hardware, antenna, Antenna mast & its support etc required for well head platform and
its reconfiguration at respective process platform to implement communication link
between RTU at well head platform with existing SCADA system at respective process
platform. Approval from statutory agencies (DOT/WPC/SACFA) required for installation
and operation of the BWA, VSAT systems at these sites shall be in the scope of bidder.
However, ONGC shall render necessary assistance by way of endorsing/ issuing letters/
making applications, after getting technical inputs from the System vendors. The Bidder
shall obtain necessary approvals/ licenses in the name of ONGC. License & Royalty
fees shall be borne by ONGC. Responsibility for integration and interfacing of well head
RTUs with existing SCADA system at process platform shall lie with bidder and bidder to
deploy the services of SCADA vendor to carry out the implementation of link and any
configuration required for SCADA. All necessary details of SCADA system shall be
provided by company to successful bidder during post award site survey.
3.7 Field instruments that are connected to Telemetry Interface cabinets (TIC) and Remote
Telemetry Unit (RTU) shall be electronic, SMART type (HART/Foundation Fieldbus).

The type of output for smart transmitter shall be in HART Protocol for closed loops &
interlocks (shutdown) and Foundation Fieldbus for open loops.
3.8 Bidder shall supply pulse operated solenoid valves with low power consumption.
3.9 Supply of H1 card modules, Foundation Fieldbus Power Supplies, Surge Protectors,
Terminal Blocks, Fieldbus Junction Boxes, Terminators, Fieldbus Cables (Spur and
Trunk) and Fieldbus marshalling cabinets etc. required for interfacing of fieldbus signals
with RTU. Bidder shall also refer document: Job Specification for Foundation Fieldbus
(doc no. A792-000-16-51-SP-03D, SECTION: 5.4) for more details on scope of supply,
as attached with the bid package.
3.10 Supply and modification of necessary software and hardware required in RTU for
catering to fieldbus signals and control loop including remote process alarm set-points.
3.11 Supply of necessary software and hardware required for modification and upgradation in
existing DCS on process platforms for catering to fieldbus signals.
3.12 For scope of supply associated with the RTU at wellhead platforms , SCADA, Control
system (DCS/ESD/F&G) at respective Process platform, bidder shall refer the
document: Scope of Supply/Works for RTU & SCADA/ DCS (doc no. A792-000-16-51-
SOW-03B, SECTION: 3.4), as attached with the bid package.
3.13 New TIC as required at each wellhead platforms shall be provided for signals going to
Remote Telemetry Unit (RTU) as applicable. Telemetry Interface Cabinet shall be
located in Electrical/TIC room, in place of existing TIC cabinet, for interfacing of all
signals between the instruments and RTU. TIC shall house the passive barriers, relays,
power supply units, signal isolators, terminal blocks etc. All interconnection cables in
Electrical/TIC room including power supply cables shall be in the scope of bidder.
3.14 Bidder to supply new Shutdown Panels (SDP) for along with canopy, complete tubings
for all well head platforms for execution of surface safety valves (SSV)/Sub surface
safety valves (SSSV) logics, well head platforms and test separator logics. shutdown
panels (SDP) with the required number of additional modules for producer wells and
water injection wells on all platforms. No. of modules in each shutdown panel shall be as
follows:

Bidder shall also provide the required tubings, tube fittings, trays for hook of instruments
with SDP. Bidder to supply both spares and future hardware for the Shutdown panels
including modules. Bidder to fully involve the original equipment manufacturer (OEM) of
Shutdown panel in the engineering, installation and commissioning of the SDP at the
platforms. All shutdown logics shall be generated and implemented by OEM. For the
shutdown panel, cable entry shall be from right side and tubing entry shall be from left
side. Hookup with ESD/FSD station and fusible plugs shall also be provided. Bidder
shall ensure that dimensions of the new SDP shall not exceed allotted space to avoid
any space constraint. Proper sizing of SDP is contractor’s responsibility. Installation,
laying & termination of Pipings, Tubings, Pipe/tube fittings, valves between Shutdown
Panels on Wellhead platforms and Subsurface Safety Valves(SSSVs), Surface Safety
Valves (SSVs) (upto Christmas Tree), Gas operated Instruments including Shutdown
Valves, ESD Stations, FSD stations, Fusible Plug loops, field instruments, control valves
as per P&IDs and other documents in Bid Package. For SSSVs and SSVs bidder scope
demarcation as per P&IDs.
3.14 IUG Skids coming under this project shall be hooked up with respective SDP along with
tubing, tube fittings, and trays for all applicable Wellhead Platforms.
3.15 Bidder to supply separate new Shutdown Panel (pneumatic) for Test Separator as a
replacement to old one for all the platforms covered in this document, as indicated in the
P&IDs. Proper sizing of SDP to fit into allocated area in plot plan is contractor’s
responsibility.IUG Skid coming under this project shall be hooked up with SDP along
with tubing, tube fittings, and trays for all Wellhead Platforms. Test separator SDP shall
be hooked up to the main platform SDP.
3.16 Supply of Turbine Flow meter, with strainer, for Tests separator as indicated in the
P&IDs including meter sensors, remote flow meters electronics with local indicator and
integrator, special cables between sensor and electronics. Flow meter sensor and
electronics shall be suitable for hazardous area Zone 1 application (Class-I, Div-I, C &
D, T3). Straight length for turbine meter shall be as per AGA guidelines.
3.17 Supply of Electronic totalizers for turbine meters, senior orifice/orifice etc. with LCD
display, as indicated in P&IDs or elsewhere in the bid package.
3.18 Radar type Level instruments shall be supplied for test separators. Radar type LT shall
be SMART type with HART protocol output.
3.19 Electromechanical Relay based Local Control Panels and accessories for packages (as
applicable) for interlocks, shutdowns of packages. Electronic smart instruments and
local instruments shall be otherwise provided for packages for control, monitoring and
alarm. Local panel shall be certified to explosion proof requirement.
3.20 Bidder shall supply ESD / FSD stations, their tubings, along with fusible plugs and
replace the old one for all wellhead platforms. Bidder shall assess the exact quantum of
work after site survey and supply the same after approval. The loaction and loops for the
these shall be same as existing.However new equipments also to be covered.
3.21 Bidder shall loose supply Portable Ultrasonic Flow meter suitable for measurement of
Water injection flow. For the quantity of the Portable Ultrasonic Flow meter, please refer
Process scope of work document attached in the Bid package. Portable Ultrasonic Flow
meter shall be suitable for hazardous area Zone 1 application (Class-I, Div-I, C & D, T3)
and shall be weatherproof to NEMA-4X.
3.22 Pneumatic signal tubing, piping, tube & pipe fittings, tube trays & valves between
instruments and Shutdown panels.
3.23 Pneumatic signal tubing, piping, tube & pipe fittings, tube trays & valves for pneumatic
control loops as applicable.
3.25 Installation and erection materials instrument supports, clamps, yokes, cable trays & tray
supports, all types of consumables and accessories for installing all new instruments
and cables.
3.26 Single and multi Instrument Cables, Junction Boxes & cable glands etc for all
instruments connected to TIC/RTU and F&G Detection System in Electrical/TIC room.

Cable between Instruments and local alarms/ indications as applicable. Field bus cable
shall be as specified elsewhere in bid package.
3.27 Single and multi Instrument Cables, Junction Boxes & cable glands etc for instruments
pertaining to packages and connected to TIC/RTU in Electrical/TIC room or connected
electromechanical relay based local panels. Cable between Instruments and local alarm
/ indications as applicable. Supply of Cables, Junction Boxes, Cable glands for
Telecontrol signals(from remote platform between TIC/RTU and Shutdown Panel)
3.28 Fire & Gas Detectors (F&G Detectors) for detection of unwanted / dangerous
accumulation of toxic and flammable gases, detection of imminent / established fire and
initiation of appropriate control action to ensure safety of the facility / platform and the
personnel. The following type of F&G instruments shall be supplied by bidder as a
minimum as indicated in P&IDs and detailed elsewhere in the Bid for all wellhead
platforms in this document:
a. F&G detectors including ESD/FSD stations including fusible plugs, manual call
points, hooter & beacons,pulling stations etc. quantities are to be ascertained by
the bidder & necessary approval on the quantities to be taken from the company
during post award stage. Bidder shall prepare F&G detectors layouts and
ESD/FSD fusible plug loop layouts showing the quantities & location of these
items. These drawings shall be submitted to company for review and approval
with respect to quantities and locations. In case company recommends the use
of additional F&G detectors or ESD/FSD fusible plugs etc based on the drawings
the same shall be incorporated by bidder without any implications. Voting shall
be used for F&G detectors (2oo3 detector for gas and 2oo2 detector for flame
and H2S detectors and 2oon for smoke detectors where ”n” is no of detectors
per room ). Quantities of detectors in P&IDs are indicative only.
b. Fire & Gas system for the packages as applicable shall also be in the Bidder’s
scope of supply & work.
c. Hardwired Fire and Gas monitor panels with redundant power supply card and
single channel monitors shall be located in the Electrical/TIC room.
Electromechanical Relays shall also be provided in F&G panel for F&G related
shutdown. Bidder to fully involve the manufacturer of F&G panel in the
engineering, installation and commissioning of the F&G system at the platforms.
d. “F&G system at all wellheads platform shall be suitable for 24 VDC, redundant
floating power supply (with a dedicated battery & charger.
f. All F&G detectors shall have self diagnostic feature and shall be microprocessor
based. F&G monitors shall also be microprocessor based.
3.29 Emergency Shutdown (ESD) stations, Fire Shut down (FSD) stations and Fusible plugs
along with pulling stations ,fitting, mountion with corrosion resistance material preferably
SS316L shall be supplied & to be integrated with the Shut down panel as per API14C.
Supply of necessary tubing, piping, tube trays, tube and pipe fittings, valves and other
erection material required for installation of ESD/FSD stations and fusible plug loops and
hook up to Wellhead Control panel. Supply of electronic pressure switches for fusible
plugs for remote alarms.
3.30 Instrumentation and controls shall be provided for DCP skid system and Fire water
system including Deluge valve etc as specified elsewhere in the Bid package. All F&G
shutdowns shall be as per approved safe charts/cause and effects be generated by
contractor.
3.31 All passive barriers, isolators, receiver switches/trip amplifiers, power supplies, relays
etc. required for non-field bus instrumentation and control system including packages
shall be in bidder’s scope of supply. For fieldbus signals, scope of supply shall be as
indicated elsewhere in the bid document and bid package.
3.32 Bidder shall supply Single pair/ Multi pair/ Multi triad cables from Field Instruments /
F&G detectors / Package Instruments to field junction boxes, Local Panels supplied by
bidder. Then from field junction boxes, multi-pair cables shall be supplied, laid and
terminate at Electrical/TIC room. All cable glands and plugs for the Junction boxes shall
be in scope of supply of Bidder. Separate junction boxes shall be supplied and installed
for the following signals
a. 4 - 20 mA DC Intrinsically safe
b. 4 - 20 mA DC Explosion proof
c. Contacts
d. RTDs
e. Solenoid valves
f. Turbine meter
g. F&G detectors (separate for Exproof and IS)
h. Fieldbus signals
All cables shall be armoured and flame retardant as per IEC-60332 and Fire & Gas
cables and shutdown signal cables shall be additionally Fire resistant as per IEC-60331.
Bidder shall also supply and lay the cables between F&G system and output devices.
3.33 Bidder shall supply, lay the cable trays/ tube trays from Field Instruments / F&G
detectors / Package Instruments to field junction boxes, local panels. From field junction
boxes, Local Panels, cables trays shall be supplied, laid up to Electrical/TIC room by
Bidder. Separate cable trays shall be considered for 4-20mA HART signals, fieldbus
signals and F&G detectors/devices. Separation of power and signal cable shall be as
per API 552 standard.
3.34 Pipe & pipe fittings, tube & tube fittings, valves for instrument gas supply distribution to
gas operated instruments including shut down valves, control valves, transmitters, and

controllers as required. All instruments, tubes, fittings, valves and accessories used in
sour services shall be NACE compliance.
3.35 Separate earthing system for Panels (Systems)/ Junction Boxes, IS earth, Cable shields
and signal earth. Intrinsically safe earth shall be less than 1 ohm and the same shall be
demonstrated at site during installation/commissioning.
3.36 Any other erection material necessary for installation, hookup and commissioning of
instruments and special instrument items such as integrators etc shall also be supplied
by bidder as per respective vendor recommendation.
3.37 Supply of all start-up and commissioning spares for all instrumentation & control items.
3.38 Supply of all types of consumables including for shut down panels, and also including
hydraulic oil, for at least one year use.
3.40 Supply of Multi Cable Transit (MCT) blocks for Electrical/TIC room and deck penetration.
MCT blocks and frames should be separate from Electrical MCT blocks and frames for
Electrical/TIC room and deck penetration. Separate MCT blocks for intrinsically safe (IS)
and non IS signals maintaining requisite separation as per API 552.
3.41 Supply of 1 No. of Universal Hand held field communicator suitable for all makes of
smart (HART /FF) transmitters and radar level instruments and 1 No. of fieldbus tester
for each Well head platform. Supply of one number of hand held communicator
universal for smart positioner.
a. Supply of 2 nos. CCTV cameras with the recording facility to be provided on each of
the platforms for intruder tracking. Bidder shall perform the necessary site survey of
existing CCTV system and ensure that the supplied CCTV system is compatible with
the existing CCTV system for interface purpose.
b. Also the signals of door opening from the Door limit switches shall be taken to control
room through SCADA. The door limit switch signals shall be assigned to spare
terminals and spare channels in I/O cards in the control system at the control room
end.
3.43 Power supply distribution to the instruments and systems including Instrumentation
panels located in the Electrical/TIC room, Turbine meters, Radar level Instruments,
Level Gauge illuminators, Local panels of packages etc. as applicable, transmitters,
solenoid valves etc as per P&IDs and any other documents attached in the Bid shall be
done by bidder. Bidder shall supply, lay and terminate the power supply cables for
Instrument and control system in field and in Electrical/TIC room. Wherever required, for
field instruments bidder shall supply compact Explosion proof power distribution board
with MCBs (Miniature circuit breakers) in the field. In level gauge illuminators, provide
intermittent power supply using individual on-off isolation switches. F&G detectors shall
be powered from respective F&G monitors panel.
3.44 Explosion proof Power Distribution board with isolation switches & fuses / MCBs
(Miniature circuit breaker) to be supplied by bidder for transparent type Level Gauge
illuminators. Vendor shall provide temporary F&G System at platform during F&G
revamping.

3.45 Bidder shall take cold / hot work permits from company personnel before commencing
any cold / hot work.
3.46 Any associated structural work for electrical room installation of new instruments and
panels shall also be in bidder’s scope without implication. Any Structural modification in
electrical room to house panel the panels, room entry of panel ,cable entry shall be
performed by contractor.
3.47 Supply of all drawings and documents as listed elsewhere in the Bid package.
3.48 Any damage caused by contractor/sub contractors/ package vendors during execution
of the job shall be to bidder’s account. Bidder shall repair and /or replace the damaged
equipment with new equipment to the satisfaction of client, at no additional cost. All such
works shall be carried out without any loss of time. All instruments shall be calibrated
before commissioning.
4.0 INSTALLATION
Bidder’s scope of installation for Instrumentation and control system shall include but not
to be limited to:
4.1 Installation of all field mounted instruments ,Tubings, fittings, mounting accessories and
supports ,control systems including Shutdown panels, field instruments, Orifice
assemblies, Senior orifice Meters, Turbine meters etc. as per P&IDs for all platforms .
4.2 Installation of all field mounted instruments and control systems including Shutdown
panels, field instruments, in Explosion proof enclosures, Orifice assemblies, Senior
orifice Meters, Turbine meters, Radar level instruments etc. for test separator control
loops as per P&IDs etc.
4.3 Installation of F&G detectors, Fusible Plug loops, ESD stations, FSD stations etc. on
wellhead platforms.
4.4 Installation of Shutdown panels including laying, termination of tubing/piping and cabling
for the wellhead platforms as mentioned elsewhere in the Bid package. Bidder shall
involve OEM personnel for installation of Shutdown panel.
4.5 Installation of hardwired Fire and Gas monitor panels in the Electrical/TIC room on
Wellhead Platforms. Bidder shall involve OEM personnel for installation of Fire and Gas
detection system.
4.6 Installation of new Telemetry interface cabinet (TIC) as required at each wellhead
platforms. Telemetry interface cabinet shall be located in Electrical/TIC room for
interfacing all signals between the instruments and RTU. TIC shall house the passive
barriers, relays, power supply units, signal isolators, terminal blocks etc.
4.7 Installation of fieldbus marshalling cabinets in Electrical/TIC room. Field bus marshalling
cabinets shall be located in Electrical/TIC room for interfacing all signals between
Foundation Field bus instruments and RTU.
4.8 Relocation/re-installation of the existing RTU cabinet in the Electrical/TIC room for well
head platform WI-2,WI-8,EB,EE,NJ,NK,NT,IN. Existing RTU cabinet shall be relocated
in the Electrical/TIC room as per the layout.
4.9 Installation of new RTU cabinets cabinet in the Electrical/TIC room for well head platform
WI-7,WI-9 as per the layout.
4.10 Relocation/re-installation of the existing Telecom cabinet for VSAT and Radio equipment
including cables, software, hardware, antenna, antenna mast & its support in the
Electrical/TIC room for well head platform (WI-2,WI-8,EB,EE,NJ,NK,NT,IN) to implement
the communication between RTU and with existing SCADA system at respective
process platform/onshore.
4.12 New BWA radio equipment for NJ,NK,WI-7 and WI-9 platforms shall be installed and
configured in new telecom cabinets. New Cabinet/ Rack for new BWA radios at NJ, NK,
WI-7 & WI-9 shall be provided.
4.13 Installation of Telecom cabinet for VSAT and Radio equipment including cables,
software, hardware, antenna, antenna mast & its support in the Electrical/TIC room for
new well head platform (WI-7 and WI-9) to build the communication between RTU and
with existing SCADA system at respective process platform in the Electrical/TIC room for
well head platform WI-7,WI-9 as per the layout.
4.14 Laying & termination of all single pair cables, cable glands and plugs for interconnection
between all field instruments including, F&G Detectors, Shutdown Panels, package
instruments etc and junction boxes/local panels. Bidder shall also lay and terminate the
cables between F&G detection system and output devices/equipments. Multipair cables
from field junction boxes shall be supplied, laid and terminated at Electrical/TIC room by
bidder. All field cables excluding the field bus cables shall be installed ,terminated and
loop tested upto to new Telemetry interface cabinet (TIC).
4.15 Laying and termination of Field bus cable (spur) from Field bus instruments to Field bus
junction boxes and Field bus cable (trunk) from Field bus junction boxes to Electrical/TIC
room inclusive of cable glands and plugs shall be by bidder.
4.16 Laying & termination of all inter connecting cables & trays between transmitters,
TIC/RTU & positioners for test separator electronic control loops.
4.17 Installation of FRP cable tray/ tube trays along with all accessories for complete cabling
from Field Instruments / F&G detectors Package instruments to field junction boxes/local
panels. From field junction boxes, Field mounted panels and cabinets, cables trays shall
be supplied, laid up to Electrical/TIC room by Bidder.
4.18 Minimum 20% free space shall be left in all cable trays for future use.
4.19 Installation, laying & termination of Pipings, Tubings, Pipe/tube fittings, valves between
Shutdown Panels on Wellhead platforms and Subsurface Safety Valves(SSSVs),

Surface Safety Valves (SSVs) (upto Christmas Tree), Gas operated Instruments
including Shutdown Valves, ESD Stations, FSD stations, Fusible Plug loops, field
instruments, control valves as per P&IDs and other documents in Bid Package. For
SSSVs and SSVs bidder scope demarcation as per P&IDs.
4.20 Installation of LCPs (as applicable) and Laying and termination of cabling between LCPs
(as applicable) and Electrical/TIC room on Wellhead Platforms.
4.21 Laying & termination of cables between Shutdown Panels and Electrical/TIC room for
TIC/RTU/F&G system/Fieldbus on Wellhead Platforms. Laying & termination of cables
between Packages and Electrical/TIC room on Wellhead Platforms
4.22 Laying & termination of interconnecting cables between panels in Electrical/TIC room.
4.23 Power supply distribution to the instruments and systems requiring power supply
including field instruments, Shutdown Panel, turbine meters, Packages etc on the
Wellhead Platform and Electrical/TIC room shall be done from Electrical/TIC room
located Power distribution cabinets. Wherever required bidder shall supply and install
compact Explosion proof power distribution board with MCBs (Miniature circuit breakers)
in field.
4.24 Installation scope for field instruments, as given above, also applies to the wellhead
instruments (not shown in P&IDs) as per the Annexure-I attached with this document.
4.25 Bidder shall supply, lay and terminate the power supply cables between transparent type
Explosion proof Power Distribution board and Level Gauge illuminators located in field.
Laying, tagging, ferruling. Pair/core identification, dressing, glanding etc. & termination of
all types of cables in field and TIC room.
4.26 Bidder shall prepare hook-up and installation detail drawings regarding each type of
instrumentation and control items.
4.27 Installation of Pipe, pipe fitting, tube & tube fittings and valves for Instrument air/gas
supply distribution to pneumatic instruments including shutdown valves, control valves,
transmitters, controllers etc.
4.28 Installation of fieldbus and non-fieldbus junction boxes, cable glands, plugs etc as
required for wellhead platforms. All field bus cables shall be installed , terminated and
loop tested up to junction boxes (TIC).
4.29 Installation of MCTs with cables for deck penetration and Electrical/TIC Room cable
entries for the new cabling system complete with steel frames, insert blocks, solid
blocks, compression plates etc as required for offshore wellhead platforms. MCT Blocks
for instrumentation cables shall be separate from the Electrical Cables. Any structural
modification ofr filling MCT in existing cable entries shall be by contractor
4.30 Installation of complete earthing including supply of materials i.e. earthing conductor/
cable, nuts & bolts, lugs, washers etc as required for intrinsically safe, signal, &
personnel safety earthing.
4.31 For installation scope of work related to modification / expansion of the existing RTU at
wellhead platforms , SCADA, Control system (DCS/ESD/F&G) at respective Process
platform, bidder shall refer the document: Scope of Supply/Works for RTU & SCADA/
DCS (doc no. A792-000-16-51-SOW-03B, SECTION: 3.4), as attached with the bid
package.

4.33 Any scope of installation not specifically mentioned here but required as per P&IDs and
other documents in bid package for safe and proper operation of the Wellhead
Platforms.
4.34 All works shall be of the highest quality craftsmanship and shall conform to the best
applicable engineering practices and relevant codes referred in the bid document.
Bidder shall carryout installation of all instruments as per details furnished in Standard
Specification for Installation of Instruments and Controls for Offshore doc. no. 6-52-
0086.
5 DETAIL ENGINEERING
Bidder shall carry out design and engineering of instrumentation and controls based on
bid package and other technical requirements described in various volumes of this bid
package specification. In carrying out design and engineering, Bidder shall do detailed
calculation/sizing, residual engineering, prepare data sheets, perform sizing, , etc. for all
types of supply items.
The Purchase Specification (PS) for each item shall be prepared by using sample data
sheets attached with bid package. For items, where sample data sheet is not available
in bid package, ISA data sheet formats shall be used and shall contain all information
including the make and model no. of each instrument, in addition to the material
specification and other details. In case, the bidder intends to follow their own format, it
shall necessarily contain all information as in ISA format, as a minimum. Selected
vendor’s offer shall be attached in Purchase Specifications.
The bidder shall carry out shop testing and yard calibration of all instruments and control
systems. ONGC/EIL and/or third party, as the case may be, shall witness any or all
items testing in stages during manufacture and/or at final stage before shipment as part
of Inspection. Site calibration/testing shall be carried out as required and as per the
recommendation of Platform Personnel.
Calibration of all instruments, testing of all instrumentation & control items shall be done
by the Bidder. All instruments shall be factory calibrated, and shall be recalibrated at
platforms during installation/commissioning. Calibration checks in all instruments shall
be carried out before commissioning.
The Bidder’s quality plan shall include a comprehensive fully documented inspection
and testing plan specific to the project.
The procedures shall include inspection specifically for compliance with hazardous
areas requirements, including current certificate, without which no circuit or loop shall be
energized.
The Bidder shall provide suitable workshop facilities and shall provide all necessary test
and calibration instruments and equipment.
The Company reserves the right to reject any or all test and calibration work if found not
complying with the Specification requirement. The Bidder shall complete and submit
documentation for all calibration, testing and pre-commissioning. Company
Representative prior to shipment shall check out panels, consoles, and packaged
instrument assemblies for their compliance with specification requirements. The Bidder
shall verify calibration and loop testing for all instruments in field including local and
Electrical/TIC room panels are complete and operable as per specification requirement
in the presence of the Company Representative. All testing and calibration shall be
subject to approval of the Company. In addition to calibration/testing, loop checking,
setting for safety devices like process switches, safety valves etc. and simulation testing
of all interlock and shutdown systems shall be done at fabrication yards, the same shall
also be carried out at offshore Platforml.
The Bidder shall provide written results of all above tests and if required by the
Company, provide reasonable evidence of the satisfactory condition of test equipment.
All errors of faulty workmanship discovered during this testing shall be corrected to the
satisfaction of the Company.
Testing of impulse lines, instruments, instrument air lines, and instrument cables
including special instruments/ items if any, and calibration of all instruments shall be
carried out as per the requirements in various specifications in the bid document &
vendor recommendation.
8 COMMISSIONING
Bidder shall be responsible for complete testing loop checking, logic implementation &
verification at platform, testing, pre commissioning, & commissioning including but not
limited to following as minimum in order to check the functional performance of all
elements comprising the loop and ensure proper interconnection configuration,
functioning and implementation.
Bidder shall be responsible for Testing, loop checking, Logic Verification, Integration and
Commissioning of Instruments and controls systems serving Wellhead platforms.
1.0 INTRODUCTION
This section defines the general requirement of utilization of existing RTUs with required
modification for FF Instrumentation at 6 well head platforms (EB, WI-8, EE, IN, NT, WI-2),
Procurement of new RTUs, new BWA Radios, new VSATs for 2 well head platform (WI-7 &
WI-9) & Procurement of new BWA Radios at 2 well head platforms (NJ & NK) including all
terminations and tie-ins for the associated works, modification of SCADA, Control systems
(DCS/ESD/F&G) at respective Process platforms to interface the I/O’s coming under this
project as per the Piping & Instrumentation Diagrams (P&IDs), Scope of Works & Supply
(Instrumentation) and other specifications given in the bid package. For the platform and
respective process platform, please refer below table.
This Scope of Work shall be read in conjunction with the Process Scope of work, various
standard specifications, Job Specifications, Standards, P&IDs, and other documents
enclosed in the bid package.
1. New RTU/Radio/VSAT equipment scope for EB, Wl-8, EE, lN, NT, Wl-2 wellhead platforms
are not required. All these existing equipment (RTU/Radio/VSAT equipment) at these
wellhead platforms shall be dismantled, reinstalled, modified, upgraded, configured and re-
commissioned by bidder. Suitable marine environmental packing / Transportation at
bidder’s barges for these existing equipments shall be under bidder's scope. Services of
existing OEM/OES i.e. M/s L&T for restoration of RTU and M/s L&T/NELCO for VSAT links
shall be required by the bidder.
2. New RTU/ VSAT equipment for NJ & NK is not required. However, new BWA radios are
required to be supplied, installed, commissioned and integrated with the respective process
platforms for voice and data connectivity. All these existing equipment (RTU/VSAT
equipment) at these two well head platforms shall be dismantled, reinstalled, modified,

3. Re-Commissioning of these dismantled radio links for 6 nos. (EB, Wl-8, EE, lN, NT, Wl-2)
wellhead platforms shall be done by bidder. However existing radio license shall be used.
Services of existing OES i.e. M/s ESSELSHYAM shall be required by the bidder.
4. Re-Commissioning of these dismantled VSAT links for 8 nos. (EB, Wl-8, EE, lN, NT, Wl-2,
NJ, NK) wellhead platforms shall be done by bidder. However existing VSAT license shall
be used. Services of existing OES i.e. M/s L&T/M/s NELCO shall be required by the bidder.
5. No hardware modification shall be applicable for Tier-1 & 2. Only software modification /
database creation / mimic creation etc. for the SCADA systems for all 10 platforms shall be
applicable. Spare tag licenses for the SCADA at Tier-1 & Tier-2 for the additional signals
along with 25%spare shall be provided by bidder. However Bidder along with OEM shall
confirm whether sufficient tag license are available for the existing signals. Services of
existing OEM/OES i.e. M/s ABB shall be required by the bidder.
6. For Wl-7 & WI-9 wellhead platforms, complete new RTU/ Radio / VSAT equipment shall be
procured under this project. Make / model for the RTU/ Radio / VSAT shall be same as
existing one for other platforms and mentioned in the table A indicated below. New WPC
Licenses for Radio / VSAT shall be under this project scope for these two platforms. Survey
for microwave radio link between Wellhead and process platforms shall be done by bidder
after award of contract. Services of existing OEM/OES i.e. M/s ESSELSHYAM for BWA
radio and M/s L&T/NELCO for VSAT equipment shall be required by the bidder.
7. For NJ & NK well head platforms, new BWA radio systems is to be supplied, commissioned
and integrated with the respective process platforms for voice and data connectivity. New
WPC licenses for Radio shall be under this project scope for these two platforms. Survey
for microwave radio link between Wellhead and, process platforms shall be done by bidder
after award of contract. Services of existing OEIVI/OES i.e. M/s ESSELSHYAM for BWA
radio shall be required by bidder.
8. Bidder to provide the NMS (Network management system) Licences for inclusion of new
BWA Radios at respective process Platforms as required from OEM/OES of BWA Radios.
9. Radio link bandwidth shall be 512 Kbps each for Wl-7, Wl-9, NJ & NK for communicating
with respective Process platform.
10. C- Band VSAT bandwidth shall be 64 Kbps each for Wl-7 & Wl-9 in TDM/TDMA mode as
per existing philosophy/configuration for communicating with OCC Base, Mumbai.
13. Bidder shall the list of existing Charge Controllers / Solar Modules / wind generators (if
any) of the power system (for RTU/Radio/VSAT) in concurrence with the company
representative at these well head platforms to be handed over to COMPANY in proper
packed conditions. The new power system including charge controller is to be provided by
the bidder to cater to the load of RTU, Radio, VSAT in addition to the all planned facilities.
Contractor / Vendor’s scope of work/supply shall include but not be limited to the following:
a) Modification scope of work shall be carried out only at applicable Process platform
SCADA, RTUs & Control System's (DCS/ESD/F&G) Original Equipment
manufacturer vendor factory/works.

b) Contractor and Vendor shall do a pre-engineering site survey of all applicable site
facilities including offshore wellhead, operating process platform and onshore to
ascertain the exact quantum of work and to ascertain the extent of modifications
envisaged. Bidder shall collect required details from process platforms for proceeding
with detailed engineering and also prepare a survey report and obtain company’s
approval before commencement of engineering works. Any other items required as
identified during survey carried out by Bidder shall be supplied by bidder without any
implications for safe implementation of project keeping the shutdown time minimum.
c) The site visits shall include checks at on the existing systems details and shall enable
the Site Visit team to obtain all necessary system documentation copies to establish a
link between Well head platforms and respective Process platforms/onshore.
Contractor/ vendor shall collect the following details and any other information/
documents required during his site survey for successfully commissioning of this
Project.
e) The New Remote Terminal Units (RTUs) at WI-7 an WI-9 shall work with the SCADA
system at process platform/onshore by way of appropriate telecommunications links to
provide the functionality of the complete SCADA system. Each RTU shall be capable of
operating as a stand-alone unit to provide local monitoring and control, independent of
the Supervisory system. The RTU shall be self-contained units capable of collecting
field data and providing for control output by way of field communications and operator
interfaces. It shall also be capable for accepting remote set points for controls for
process platform /onshore through telecom link. The make and model number for the
new RTU shall be same as that of existing one for other platforms (M/s Telvent L&T).
f) New VSAT equipment at WI-7 and WI-9 for onshore link and New BWA radio equipment
at NJ, NK WI-7 and WI-9 for link to respective process platform shall be provided as a
part of project scope. The WPC license for the Both VSAT and BWA radio shall be
recommended for new VSAT/radio equipments. The reconfiguration and integration of
existing links to onshore tier-2 station, cables ,software ,Hardware, antenna, Antenna

mast & its support, Installation materials, consumables and miscellaneous materials
required shall also be considered as part of complete work. The make and model
number for the new VSAT and BWA equipments shall be same as that of existing one for
other platforms (M/s L&T/ Nelco for VSAT and M/s ESSELSHAYM for BWA
radio).The services of OEM/OES as above shall be required by bidder.
j) For New BWA radio at NJ, NK, WI-7 and WI-9, Existing Bandwidth of the dismantled
Radio equipments shall be reconfigured for Radio equipments.NMS Licenses for
inclusion of new BWA Radios at respective process Platforms shall be required from
OEM/OES of BWA Radios. The reconfiguration and integration of existing links to
process platforms/ onshore including cables ,software ,Hardware, antenna, Antenna
mast & its support Installation materials, consumables and miscellaneous materials
required shall also be considered as part of complete work.
k) All controls shall be performed in RTU and there will be no Single Loop Controller for
PID control in the field. Contractor/vendor to supply/install the PID control
card/Functionality in the new RTUs and upgrade the existing RTU’s. PID controllers in
RTU shall have remote set point facility (from Process platform)/onshore.
l) Foundation field (FF) bus shall be used for all the open loop (only for monitoring
purpose). Contractor/vendor shall supply/ install/ configure the FF modules for all the
open loop in the RTUs. Contractor/vendor to check the compatibility of existing RTU
with FF and any hardware/ software modification required to make existing RTU
compatible with FF signal shall be done by contractor/ vendor. Any additional cards as
required shall be supplied and installed by contractor. For this purpose installation
/configuration/ commissioning assistance of RTU vendor at platform shall be taken by
contractor. The services of OEM/OES as above shall be required by bidder.
m) HIST (Host Interoperability Support Testing) compliance for the RTU system shall be
carried out by RTU vendor and shall be under contractor’s scope. The general

guidelines for HIST test is as per FF-569 procedures laid down by the Field bus
Foundation “Host Interoperability Support Test Procedures”.
n) The interface requirements for the RTU at wellhead platforms shall includes the
hardwired interface with field Instruments and valves including FF interface, Platform
Shutdown panel, Test Separator Shutdown panel, Fire & Gas System, control loop
interface Local Control Panels for packages and Power System etc.
o) Modification/ expansion of RTU, SCADA and DCS / ESD / F&G and VSAT & BWA
systems at respective Process platform such as I/O modules, Interface cards, power
supply cards, FTAs, Marshalling Cabinets hardware, Antenna &its support, Terminal
Boards, Terminal Strips, Cables, Terminals, Panel Wiring, Wire Ferrules etc shall be in
contractor’s scope. Installation materials, consumables and miscellaneous materials
required to complete the work shall be in contractor’s scope. Interconnection cables
where required shall be supplied contractor.
p) Contractor/Vendor shall supply and upgrade all of the required hardware/ software for
modification, additions and upgraded replacements using the same design
philosophies and conventions used on the existing systems and hardware. However
field bus concept and remote set point functionality shall be implemented as per bid
package.
q) The design of the modification of RTU / SCADA/ control system at Process platform
shall be carried out in accordance with the existing design philosophies with
upgradation for fieldbus and remote set point functionality. The I/O module
segregation, allocation based on signal type (AI, AO, DI or DO) and assignment shall
be in line with the existing Hardware Detailed Design Specification.
t) All signals connected to well platform RTU under the project shall be made available at
the respective Process platform/onshore. Contractor/System vendor scope under this
project shall also include supply of necessary hardware and software for interfacing of
wellhead platforms and respective process platform/onshore including the I/O mapping
required to establish the interface to be performed at RTU end at Well platforms and
Process platforms/onshore for the same. Communication protocol shall be verified by
bidder.
u) The existing power supply philosophy shall be followed for the additional hardware
required for system modification at Process Platforms. Contractor shall be responsible
for checking/providing the power consumption and heat dissipation calculations for the
additional hardware and Contractor shall ensure the adequacy of existing power
supplies to feed the new additional hardware.
v) The existing grounding philosophy shall be followed for the additional hardware for
Process Platforms/onshore and new RTU/communication equipment on well head.

SCOPE OF WORK
FOR
ELECTRICAL
The complete electrical facilities for the scope covered in the bid package are included
in Contractor’s scope of work.
All electrical facilities for the well platforms as per the scope defined in the bid package,
shall be provided by the contractor. The scope of work shall include design, basic
engineering, detail engineering, preparation of drawings and documents, sizing,
selection and procurement of electrical equipment, transportation of all material and
equipment, supply of all material, equipment, tools, tackles and installation,
construction, testing, commissioning and handing over of electrical facilities complete in
all respects.
Electrical equipment and facilities shall meet the requirements given in Data Sheets,
design basis, specifications, codes & standards, drawings etc, specified in the bid
package.
The major electrical facilities shall include Solar Electric Power Systems for Telemetry,
instrumentation loads and Gas Detection System, Navigational Aids System, lighting of
rooms, cabling, earthing etc. Accordingly the scope of work shall include but not limited
to the following:
The contractor shall develop, design and detail engineer all data/ drawings/ documents
required, based on the electrical design basis and basic engineering drawings
furnished in the bid package.
- Basic engineering calculations viz. Load Analysis, Voltage drop calculations, cable
sizing, solar electric power system sizing calculations etc.
- Developing the purchase specifications and carrying out all procurement activities
including preparation of enquiry documents, bid evaluation and purchase orders,
expediting the selected vendor and approval of vendor data/drawings.
- Developing the complete electrics for package equipment i.e. deck crane etc.
- Developing all lighting, cabling and earthing layouts including cable termination
details, cable tray sizing, MCT sizing and complete cable schedules etc.
- Preparation of all Bill of Materials (BOM) for cabling, lighting, earthing and
miscellaneous items and procurement of all BOM items.
- 3-D Modelling of electrical cable trays, lighting fixtures, Solar panels, junction boxes
using relevant PDS/ PDMS module, clash check of electrical cable trays on model.
- Developing the inspection and testing procedures for all electrical equipment.
- Any other works/ activities that are not listed above, however, necessary for the
completeness of the electrical system.
The scope shall include, but not limited to, the following:
(i) Supply, installation, testing and commissioning of solar electric power system for
Telemetry, instrumentation & data transmission system (System-I) consisting of VRLA
batteries with battery stack, photovoltaic solar panels, solar controller panel, JBs, FRLS
cables, mounting/ supporting structure for solar panels etc. System-I shall be sized for
the loads as required,
(ii) Supply, installation, testing and commissioning of solar electric power system for Gas
detection and lighting supply system (System-II) consisting of VRLA batteries with
battery stack, photovoltaic solar panels, solar controller panel, JBs, FS cables,
mounting/ supporting structure for solar panels etc System-II shall be sized for the
loads as required.
(iii) Supply, installation, testing and commissioning of navigational aid system consisting of
navigational aid lanterns, lantern JBs, fog horn, fog horn JB and Solar electric power
system (System-III). Solar electric power system shall be complete with VRLA batteries
with battery stack, photovoltaic solar panels, solar controller panel with distribution
board, FRLS cables, mounting/ supporting structures for solar panels etc.
(iv) Supply, installation, testing and commissioning of 2 Nos. DC distribution boards for
System I & II to feed the respective loads.
(v) Supply, installation, testing and commissioning of 5 nos. 24V DC portable chargers for
for complexes i.e NQO, NQP, BHS, SHP, ICP (1.no. for each complex). Portable
charger shall be sized for boost charging of highest rated battery set of the platforms
covered in the tender.
(vi) Supply of Distribution board consisting of four position changeover selector switch/
isolation switch with suitable contactor, push button & flexible cable, suitable
connection for the charging of battery bank through external boost charging unit
(portable DG set which is a part of separate Tender).
(vii) Supply, installation, laying, connection, testing and commissioning of FRLS & Fire
Survival (FS) MV power & control cables for all equipment along with supply of
accessories like cable marker/ identification tags etc..
(viii) Supply and installation of FRP cable trays along with accessories for the complete
cabling of package. Minimum 20% free space shall be left in the cable trays for future
use.
(ix) Supply and installation of MCTs for the proposed cabling system complete with steel
frames, insert blocks, solid blocks, compression plate etc.
(x) Supply, installation, testing & commissioning of lighting system for Electrical/ Telemetry
room, Battery room, boat landing area, well head area, main deck, staircase & bunk
house consisting of flameproof CFL DC lighting fixtures with mounting accessories,
flameproof lighting switches, JBs, cables etc.
(xi) Supply, installation, testing and commissioning of electrical facilities for deck crane i.e.
lighting fixtures, switches, fan, cables etc.
(xii) Supply & installation of complete earthing including supply of materials i.e. earthing
conductor/cable, cadweld kits, nuts & bolts, lugs, washers etc.
(xiii) All erection and installation material like cable glands, cable lugs, connectors, cable
tray supports, structural steel, nuts, bolts and other required hardware, commissioning
spares etc. shall be supplied by the Contractor. Cabling work shall include cable laying,
end terminations, clamping, tagging, cleating of cables etc.
(xiv) Any other equipment not specifically mentioned herein but nevertheless necessary for
the completion of the job is included in Contractor’s scope of supply. Supply and
installation of all accessories as required are included in Contractor’s scope of supply.
1.3 Any other electrical work considered necessary for the smooth functional
operation of facilities covered in the bid package shall be included in the
contractor’s scope of work.
Major Electrical equipment to be supplied by the Contractor shall include but shall not
be limited to the following:
- Solar Electric Power System for Telemetry Data Transmission System, Instrumentation
loads (System-I)
- Solar Electric Power System for Gas Detection System & lighting supply system
(System-II)
- Navigational Aids System complete with navigational aid lanterns, fog horn, Solar
Electric Power System (System-III)

SCOPE OF WORK
(PACKAGED ITEMS)
1.1. LSTK CONTRACTOR shall follow Process package, Job Specifications & datasheets,
P&IDs, Standard Specifications etc. attached with the bid document and shall carry out
detail engineering.
1.2. LSTK CONTRACTOR scope of work includes design, engineering, fabrication, testing,
load-out, transportation to site, installation, hook-up and commissioning, performance
guarantee test run at site of new equipment at following ten (10) nos. platforms of ONGC in
compliance with respective Bid documents.
1.2.1. Major items shall be as specified but not limited to the following:
7 Nos. IUG skid at platforms (including mandatory spares, commissioning spares &
special tools & tackles (if any)) (viz. EB, WI-2, NT, NJ, IN, EE, NK) shall be
provided as per Process Specification (Doc. No A792-000-02-DS-1801) in
accordance with the complete bid document.
9 Nos. of Deck Crane (including mandatory spares, commissioning spares &
special tools & tackles) at platforms (viz. WI-7, WI-8, WI-9, EB, WI-2, NJ, IN, EE,
NK) shall be provided in accordance with standard specification for Deck crane for
Offshore platform (doc.no.6-61-0201), job specification, datasheets & other
documents forming a part of this bid document.
Material handling facilities (Chain Pulley Block etc.) at all 10 platforms mentioned in
Cl. No. 1.2 above. LSTK Contractor shall carry out ‘Material Handling facilities
study’ to establish location, quantity and capacity of all such facility and provide the
same to Client for approval during detail engineering.
1.3. At NT platform, existing deck crane shall be reused and all the work including dismantling,
reinstalling (after performing required modifications) and re-rating of the crane after
carrying out all the testing and inspection as per attached Job specification / API 2C shall
be in the scope of LSTK CONTRACTOR.
1.4. LSTK CONTRACTOR shall prepare detailed Purchase Requisition / specification for
Equipment & Packages. LSTK CONTRACTOR shall obtain the approval/review of
Purchase Requisition of all Equipment & Packages from Company/EIL before placement of
order on vendors.
1.5. LSTK CONTRACTOR shall submit all Engineering drawings/ documents/ data as specified
in the “Documents/Drawings for review” attached with the Bid document.
1.6. LSTK CONTRACTOR shall ensure that inspection and tests are conducted for equipment
& packages at Vendors’ shop as specified in bid document.
1.7. LSTK CONTRACTOR shall ensure that the Spare parts for two year normal operation, as
ordered by the Company are procured from original equipment manufacturer (OEM) and
the same shall be handed over to the Company.
1.8. LSTK CONTRACTOR shall include Commissioning spares, as required, in the equipment/
package vendor’s scope. LSTK CONTRACTOR shall procure the same from the
equipment/package vendor and make it available well before commissioning of Equipment/
Package. In case, any additional spares are consumed during commissioning the same
shall be provided by the LSTK CONTRACTOR at no additional cost to the Company.
1.9. For all equipment/packages vendor shall furnish a list of special tools/tackles required for
assembly and maintenance. Such tools/tackles shall be supplied by the vendor and shall
form part of supply by LSTK CONTRACTOR to Company.

1.10. Equipment which are transported by sea shall have sea-worthy packing. LSTK
CONTRACTOR shall strictly follow the recommended preservation procedures during the
period of storage for all equipment.
1.11. LSTK CONTRACTOR shall carry out erection of equipment & packages at the specified
location on properly designed and reinforced foundation base as per bid document.
1.12. LSTK CONTRACTOR shall carry out inter-connections at all interface points such as main
process and all utility connections.
1.13. First fill of lubricants and consumables etc. including any top-up or replacement required
during erection, commissioning and performance guarantee run of equipment & packages
shall be supplied by LSTK Contractor.
1.14. LSTK CONTRACTOR shall ensure the presence of Equipment & Package manufacturer
(Vendor) at site (yard / offshore platform) for supervision of erection, commissioning and
performance guarantee test run of Equipment & Packages.
1.15. Due to site constraints, if any, part or component of the assembled equipment at site
requires dismantling temporarily from the skid for the purpose of erection and installation,
the same shall be dismantled in sub assemblies or in smaller units and shall be re-
assembled and installed by the LSTK CONTRACTOR as per the instructions of the
Engineer-in-charge of Company at site.
1.16. LSTK CONTRACTOR shall supply and provide insulation required for personnel protection
wherever necessary.
1.17. LSTK CONTRACTOR shall arrange inspection for imported equipment / items from
reputed third party inspection agency namely CEIL / LRS / DNV / ABS etc. or any other
agency approved by the Company. LSTK CONTRACTOR shall bear the associated cost
and expenses of third party inspection including their fee etc for the inspection of imported
equipment / items of the packages. Inspection of indigenous equipment / items shall be
arranged by LSTK CONTRACTOR from Company authorized Inspector / representative /
inspection agency at his cost but excluding the inspection fee, if any.

1.0 General:
1.3 In case of any conflict between this document (scope of work) and other tender
documents, the following preferential order shall govern:
However, LSTK Contractor shall inform Owner/ Owner’s Consultant for any
discrepancy for resolution before proceeding. Owner/ Owner’s Consultant decision in
this regard shall be final and binding.
1.4 Bidder shall clearly bring out any major infeasible deviations to specifications or any
conflicts at the pre-bid stage for owner’s consideration and for its resolution. In case,
no deviation is brought out, it will be construed that bidder complies with the
requirements of the bid package. In case, bidder brings out any deviation at post order
stage, the same will not considered and decision of owner/ owner’s Consultant shall
be binding on the LSTK contractor without any cost implication.
2.1 LSTK Contractor shall carry out detail engineering, procurement, supply, installation,
testing, commissioning and handing over of Diesel Transfer pump (Diaphragm/plunger
type, Gas Driven) as per the requirement specified in process data sheet and P&ID’s
attached elsewhere in the tender document.
2.2 Wherever complete rotating equipment packages are mentioned; packages would
mean a minimum of the driven machine, the driver, couplings, coupling guards, base
plate/skids, instrumentation as specified, utility piping within the package battery limit
(including supports), companion flanges for suction & discharge ( for non-standard
sizes) and other auxiliaries & accessories.
2.3 LSTK Contractor shall carry out the following activities for procurement of
Diaphragm/plunger Pumps-Gas Driven:
2.3.1 LSTK Contractor shall prepare the enquiry specifications/ documents and identify
materials to be purchased including spare parts for erection & commissioning, special
tools and tackles, mandatory spares as applicable and quotation of spare parts for
two-years normal operation.
2.3.2 LSTK Contractor shall fill all the required data/information in the Blank pump data
sheets formats forming part of the bid package for preparation of enquiry
specifications/ documents.
2.3.3 For the finally selected equipment make and model, LSTK Contractor shall submit the
following information/document and obtain Owner/ Owner’s Consultant approval, prior
to placement of order on the Equipment vendor:
2.3.4 LSTK Contractor shall prepare the detailed Purchase Requisition/specification for
Diesel Transfer pumps.
2.3.5 LSTK Contractor shall carry out the detailed review, checking and approval of
equipment drawing and technical data from the Vendors, to ensure adequacy and
consistency with the design, safety and operability requirements.
2.3.6 LSTK Contractor shall submit to the Owner/ Owner’s Consultant, all engineering
drawings/ documents/ data as specified in “Documents/drawings for review” forming
part of the bid package.
2.3.7 LSTK Contractor shall ensure that, all inspection and tests are conducted for
Diaphragm/plunger pumps (Gas Driven) at Vendor’s shops/site as specified in bid
package. LSTK Contractor shall also submit the schedule of witnessed tests of
Diaphragm/plunger pump well in advance.
2.3.8 LSTK Contractor shall include all the erection & commissioning spares as required in
the pump vendor’s scope. LSTK Contractor shall procure the same from pump vendor
and make it available well before commissioning of the equipment. The unused
erection & commissioning spares shall be handed over to the owner.
If however, any additional spare is consumed during erection & commissioning, over
and above the supplied spares, the same shall be provided by the LSTK contractor
without any time and cost implication, at the time of commissioning.
2.3.9 LSTK Contractor shall include special tools/tackles (Two set for each pump), as
required for assembly and maintenance of Diaphragm/plunger pumps in the
equipment vendor’s scope. LSTK Contractor shall procure the same and shall be
supplied to the Owner along with the equipment.
2.3.10 LSTK Contractor shall furnish the recommended list of spare parts for One year
normal operation and ensure that the same, when ordered by the Owner/ Owner’s
Consultant, are procured from pump vendor and supplied to the Owner.
2.3.11 LSTK Contractor to note that any consumables, lubricants, etc. required during
erection, commissioning and performance guarantee run of Diaphragm/plunger pumps
including the first-fill shall be in LSTK contractor’s scope. A consolidated list for the
same shall be provided by the LSTK contractor.
2.3.12 LSTK Contractor shall also provide consumables, lubricants, etc. required for 6
months normal operation of Diaphragm/plunger pumps –Gas Driven. A separate
consolidated list for the same shall be provided by the LSTK contractor.
2.3.14 Pumps transported by sea shall have sea-worthy packing. The LSTK Contractor shall
strictly follow the recommended preservation procedures during the period of storage
for the pumps.

Consultant and Contractor to fabricate, supply new equipments based on his responsibility of
ensuring compliance to the requirements of the requisition including drawings, specifications etc.
as well as for design / detailing performed by the Contractor.
While preparing fabrication drawing it shall be endeavoured to cover all fabrication details including
verification of dimension/details before fabrication. All drawings submitted to Company/ Consultant
shall be thoroughly checked by Contractor.
iii) Contractor must ensure that the all equipments are thoroughly dried, cleaned & free from loose
scale & any other foreign material before shipment. This shall be a “HOLD” point for TPI.
iv) Hydro testing of equipment. Hydrotest of shell & tube heat exchanger at site on foundation is
required if the time gap between last hydrotest is more than six months in case if found to be
necessary by Company representative or If the exchanger girth flanges are opened for any reason
at any time after hydrotest at shop or if bundle pull out test is required.
v) Positive material identification (PMI), vendor shall ensure that all alloy steel and stainless steel
materials are properly identified and finally check tested by a PMI analyzer before dispatch of
equipment.
vi) In addition to stamping, the specifications and manufacturers symbol as specified in ASME Material
Specifications, on one of the ends the size of the studs shall be clearly punch marked. Similarly the
nuts shall have the size punch marked on one of the faces. Further for all alloy / SS metallurgy
bolts and nuts shall also be identified by distinct colour marking at the stud end / bolt side face.

3.0 DOCUMENTS
The architectural scope of work for the proposed new Building facilities to be provided
in the New well head Platforms (EB, EE, IN, NJ, NK, NT, WI-2, WI-7, WI-8, WI-9) in the
Life extension of well Platform Project of ONGC, shall include but not be limited to the
following:
Platform is provided Electrical/ Telemetry Room on the Main deck along with an
Emergency shelter facility having 2 men capacity and a prefabricated Toilet facility .The
battery room on the platform is located on the roof of the Telemetry room & below the
helideck approached from the main deck & from the helideck with an external
staircases.
Contractor to provide the following facilities under the new work scope in the proposed
new platforms
The platform shall be provided with new Bunk House facility on the Main deck of the
platform. The new facility shall be designed considering class A-60 fire rated enclosure
(inclusive of decks & bulkheads). The External bulkhead for facility shall be designed
using plain steel plate with minimum thickness of 6mm. Contractor to note that design
of the fire rated enclosure comprising of steel plate , stiffeners and other relevant
members which are required for making complete assembly of the bulkhead enclosure
The room shall be provided with Internal Architectural finishes such as Internal Wall
Panels(B-15 rated), Ceiling( B-15 rated), Flooring, Furniture items, Doors, windows,
ventilators etc as per the architecture design scheme attached in the bid. The new
Door, windows, ventilator shall be of the same fire rating as of the bulkhead in which
they are being installed.
It shall be provided with furniture as indicated in the architecture bid drawings and as
per specification attached elsewhere in the Architecture bid.
The Electrical/ Telemetry Room shall be provided on the Main deck. The room facility
shall be designed considering class A-0 fire rated enclosure (inclusive of decks &
bulkheads) with thermal insulation. The External bulkhead for facility shall be designed
using plain steel plate with minimum thickness of 6mm. Contractor to note that design
of the fire rated enclosure comprising of steel plate , stiffeners and other relevant
members which are required for making complete assembly of the bulkhead enclosure
shall be as per structure specifications/ standards attached elsewhere in the bid

A Pre-fabricated Modular Type toilet facility (Bio Toilet) shall be provided on the
platform and shall have minimum requirement of Indian type/ European type water
closet, hand wash basin, towel rail, soap dish, mirror. The toilet drainage line shall be
connected to a biological type maintenance free STP/ Bio digester with a replacement
mechanism.
Toilet shall be supplied with utility water from the overhead pot water tank of carbon
steel with epoxy lining having 10 lit capacity. Contractor to provide suitable structural
arrangement to support this water tank. Water to this pot water tank shall be through
periodic refill using the platform resources
Battery Room:
Battery room facility shall be designed considering class A-0 fire rated enclosure with
thermal insulation. The External bulkhead for facility shall be designed using plain steel

Barrier Wall:
Barrier wall shall provided in Celler deck as per location specified in the drawings. It

shall be designed for class H60J..
Contractor to note that design of the fire rated enclosure comprising of steel plate,
stiffeners and other relevant members which are required for making complete
assembly of the bulkhead enclosure & shall be as per structure specifications/
standards attached elsewhere in the bid package
Intruder protection steel door shall be provided at cellar deck (door & Lock System)
at the staircase location going down to the jacket walkway level. In addition, limit switch
shall also to be provided to give signal of door opening to control room through
SCADA.& shall be as per the specification specified elsewhere in the bid package
Contractor shall provide plain type of external bulkhead for the facilities with a minimum
thickness of 6mm and shall completely paint all the External Bulkhead surfaces,
exposed structural members forming the part of the main bulkhead. Finishing of
Exposed deck plates outside the room areas shall be as per the finish specified
elsewhere in the bid package. The colour scheme shall be submitted to the owner/EIL
for approval
2.1 The Contractor shall provide all the necessary services (i.e. utility water, Biological type
maintenance free toilet facility) proposed for the various facilities mentioned in the
scope along with the necessary arrangement required for their proper operation
2.2 Life raft of appropriate capacity as described elsewhere in the bid is to be provided on
the Main deck near the facilities.
2.3 The Contractor shall perform design, detail engineering, procurement, fabrication,
transportation, installation, hook-up and commissioning of the operationally complete
Building facilities as described above.

2.4 The detail engineering and fabrication of the facility shall be undertaken by an
appropriate agency having a proven and sound track record in offshore industry and
adequate previous experience of design and fabrication of similar or big offshore
building modules in last five years. In case, the Contractor does not possess such
requisite experience and expertise in-house, then they are required to tie-up with a
specialist agency duly approved by company to perform the specified tasks.
2.5 Contractor during detail engineering, which is in his scope, Any subsequent
modification in the size of the facilities are in Contractor’s scope and the same shall be
suitably be modified/ changed/increased by the Contractor at no extra cost and time
impact.

2.6 At the bidding stage, all prospective bidders are required to provide an engineering
method statement for fabrication and installation sequence of the building facilities as
envisaged by them for technical evaluation.
The scope of works and supplies for Architectural Works shall be as per the following :
i. Contractor shall understand the bid requirement and facilities required for the
platform in full compliance to necessary offshore standards and guides as
referenced in this bid package. Contractor shall further develop detail engineering
drawings and detail engineering deliverables for the review and obtain approval of
the company.
ii. Contractor shall procure the necessary materials, equipment, facilities/ systems for
an operationally complete units.
During the detail engineering stage, the Contractor shall review the passive fire
protection philosophy for the facilities in consideration to Platform HAZOP study and
shall submit a PFP philosophy considering cellulosic fire, electrical fire, HC pool fire and
HC Jet fire exposure to building modules and design required to mitigate them. The
same shall be applicable to the design of the module after due approval of the
company. The fire rating, blast rating and location of the barrier walls/ bulkheads and
firewall/ bulkheads and the decks shall be determined after this study is complete.
In addition, Contractor shall also prepare necessary Fabrication Detail Drawings during
the fabrication stage and also shall provide complete set( hard & soft file-acad, MS
word , excel etc) of As-Built Drawings & documentation after the completion of the
project.

for fire protection facilities are indicative and show minimum requirements to be provided
by the Contractor. It is the Contractor’s responsibility to verify all the design / data before
proceeding to the detailed design and engineering.
Contractor shall perform all necessary hydraulic calculations using PIPENET software
(latest version) for fire water system. Sufficient margins shall be taken on flow, pressure
drop etc. to take care of the complete operating range. In case results of hydraulic
calculations show requirement of higher sizes of piping and equipments, the same shall
be provided by the Contractor under the scope of this Contract.

SCOPE OF WORK
The following is the broad Scope of Work for Maintenance painting / coating of offshore Un-manned
platforms ONGC Ltd, Mumbai.
Maintenance cum new construction painting works shall be carried out by the contractor from
-1M of MSL to the top of the helideck on all areas of unmanned well platforms in Mumbai
offshore, ONGC, as per applicable technical specifications attached in the tender document.
Scope of work shall include maintenance painting and painting for all new construction.
1.0 The painting contractor shall arrange necessary man power, including semi-skilled, skilled,
and supervisory and quality control inspectors. Scope also includes to arrange
Accommodation boats with required capacity for men, working area, storage capacity for
paint materials etc., safety gadgets like belts, helmets, working uniform, surface preparation
tools, tackles, blast cleaning equipment, paint brushes, air spray guns, air compressor, high
pressure water blasting equipment, testing and inspection tools and instruments for quality
assurance of painting job.
2.0 The painting contractor shall supply all the consumables including coating and lining
materials, Rust converters, thinners, blast cleaning abrasives like copper slag, emery papers,
hand tools, non sparking type brass chippers, potable water for water blast cleaning and
removal of salts and any other materials required for carrying out the total painting job as per
the tender.
3.0 The painting contractor shall arrange and erect the steel tube scaffolding with wooden planks
at all heights for the completion of painting job.
4.0 Contractor shall provide warranty for painting above spider deck and for -1 M of MSL up to
spider deck as per Commercial Volume-1 of the tender document
5.0 The painting contractor shall follow the International standards like SSPC/ISO/NACE for
surface preparation and application as given in technical specifications.
6.0 The contractor shall carry out painting job on all areas as per the technical specification
without any exception.
7.0 The painting contractor shall arrange at his own cost for testing of paint/coating materials on
random basis at the discretion of engineer-in-charge of ONGC Ltd.
