Procurement Planning
• Legal Reference:
IRR-A Sections 7, 17.6 and Annex “A” provide the rules in relation to Detailed
Engineering and Procurement Planning.
What is the purpose
of Procurement
Planning?
The purpose of procurement planning is
for the Procuring Entity to schedule its
procurement activities in advance,
consistent with its approved budget and
its target date of implementation.
For infrastructure projects, the APP
shall consider the appropriate
timing/phasing of related project
activities such as engineering design
and acquisition of ROW to reduce/lower
project costs, among others.
What is the importance of Detailed
Engineering?
No bidding and award of contract shall be made unless
the detailed engineering investigations, surveys and
designs including the acquisition of the ROW for the
project have been sufficiently carried out.
These investigations must then be duly approved in accordance with the
standards and specifications prescribed by the Head of the Procuring Entity
concerned or his duly authorized representative, and in accordance with the
provisions of Annex “A” of IRR-A.
The only exception to this are design and build schemes wherein bidders are allowed to submit detailed
engineering designs as part of their bids. (IRR-A Section 17.6)
How is Detailed Engineering commenced?
• Prior to the conduct of the detailed
engineering investigations, surveys
and designs, the implementing office
should draw a feasibility or preliminary
engineering study which establishes
the technical viability of the project
and conformance to land use and
zoning guidelines prescribed by
existing laws.
• If, in the course of this exercise, it is
found that changes would be
desirable in the design standards of
principal features, as proposed,
specific recommendations for such
changes should be supported by
detailed justifications, including their
effects on the cost, and, if necessary,
the economic justification.
What Activities are covered by Detailed
Engineering?
A schedule of detailed engineering activities shall include the following:
• Survey
• Site Investigation
• Soils and Foundation Investigation
• Construction Materials Investigation
• Preparation of Design Plans and Design Analysis
What Activities are covered by Detailed
Engineering?
• Preparation of Technical Specifications
• Preparation of Quantity and Cost Estimates
• Preparation of Program of Work
• Preparation of Proposed Construction Schedule [and estimated Cash Flow
for projects with Schedule over six (6) Months]
What Activities are covered by Detailed
Engineering?
• Schedule [and estimated Cash Flow for projects with Schedule over six (6)
Months]
• Preparation of Site or Right-of-Way Plans including Schedule of Acquisition
• Preparation of Utility Relocation Plan Preparation and Submission of
Design Report
• Environmental Impact Statement for critical project or project in a critical
area, as defined by the DENR
• Preparation of minimum requirements for a Construction Safety and Health
Program for the project being considered.
• Preparation of Bidding Documents
Design standards
• A Highway engineer’s concern is to design roads that would adequately
handle stresses or loadings, and ensure that roads are safe to drive on.
Highway Types/Classifications
• 2-Lane Highways
• Multi Lane Highways (4 or more lanes)
• Undivided Highways
• Multilane divided highways.
Classification According to System
• National Roads
• Provincial Roads
• City Roads
• Barangay Roads
• Tourism Roads
• Farm to Market Roads
In summary
• In LGUs, projects are based on plans e.g. CLUP, CDP, LDIP, LDRRMP etc. which
build on the justifications for any road project.
• Plans are based on National agenda e.g. Ambisyon Natin 2040, Philippine
Development Plan, Regional Agenda and also Executive Legislative Agenda at
the local level.
• Feasibility studies for big projects are required while project briefs are needed
for local level development projects.
• Detailed Engineering Designs are based on Project proposals done at different
levels of government.
• DEDs should be based on national standards, for each road type (according to
system) designs vary accordingly.
• DEDs, Feasibility studies (as needed) and project briefs are necessary for
budgeting.
Assignment No.3
• For each road classification according to system determine the
following:
• Road Right of Way (in meters)
• Width of travelled way 2 lane
• Allowable Grade (in % maximum)
• Provide a cross-section drawing (in .dwg format) for each of the six
classifications.
