This is my proud privilege to announce the 61st All India Political Science
Conference of the Indian Political Science Association (IPSA) along with an International
Seminar on ‘Viksit Bharat @ 2047’ to be held on 18th – 19th October, 2024 at Maharaja
Ganga Singh University, Bikaner (Rajasthan).

All the life members of IPSA, educators, scholars, fellow learners and professionals of
Political Science, Public Administration, Governance, Human Rights, International Relations,
Law and other allied disciplines and interested friends are cordially invited to attend this
conference.

Full paper comprising 4000-6000 words may be submitted either in English (MS Word,
Times New Roman, Font 12, or in Hindi Kruti Dev-10, Font 14 Double spaced) with title,
name (s) of the author (s), complete postal address, institutional affiliation, email, contact
and WhatsApp number(s). For the reference pattern, kindly follow-Notes for the
Contributors-published on the IPSA website www.ijps.net.in. Full papers (after
acceptance) may be published in the special issues of The Indian Journal of Political
Science (IJPS) and Bharatiya Rajniti Vijnan Shodh Patrika respectively.

A flat fee of Rs. 3000/- per person will be charged from accompanying persons.
Registration fee entitles the delegates entry into all sessions, full hospitality, meals, snacks,
accommodation, conference kit, discount on IPSA publications, a certificate of attendance
and one copy of material released during the conference.

Hospitality - Free hospitality and free moderate accommodation will be provided to the
delegates from afternoon of 17th October to morning of 20th October 2024. The hosts will
make arrangements of pick up and drop to and from nearby Railway Stations, Bus Stops
and Bikaner Airport. The members planning to stay before and/or after these dates are
advised to make their own arrangements. No TA/DA shall be paid by the hosts or by
IPSA.
About Bikaner - Bikaner was founded in 1486 by Rao Bika, Fifth son of Rao Jodha. It
was formerly the capital of the princely state of Bikaner. Bikaner-lying in the north of the
Rajasthan State and is dotted with many sand dunes. The exotic camel safaris, its gorgeous
forts and the worship of thousands of holy rats at Karni Mata temple are some of the most
interesting aspects of Bikaner. The camel festival at Bikaner held in the month of January
is also an event worth witnessing if one wants to get the actual color of the place. Bikaner
is world famous for its taste specially for Rasgoola and Bhujia.
About Maharaja Ganga Singh University – Established vide Act No. 13 of 2003, the
Rajasthan Gazette Extraordinary Part-4 (ka), published on June 07, 2003 Maharaja Ganga
Singh University (ab initio University of Bikaner) marks an important milestone in the
evolution of higher education in Rajasthan, area-wise the largest state of the Republic of
India. The University aims at paving the way for resolution of both the global and the
regional problems. This 21 year old State University provides education in line with its
Mission aimed at the integral formation of intellectually creative, emotionally mature,
morally responsible, spiritually enlightened, socially committed and truly liberated youth
who will reposition themselves as responsible citizens (and denizens) and become agents
of change to transform society. This university envisages building responsive, responsible,

How to Reach Bikaner –
By Air: Bikaner has a domestic airport called Nal Airport, which is located about 17 km
from Bikaner. The aerial distance between Bikaner to Delhi flight is served by an entire
host of airlines which includes some of the major domestic carriers of the country like
IndiGo, Vistara, and Air India that have both non-stop as well as connecting flights. There
are weekly flights between Bikaner and Jaipur.
By Train: There are two main railway stations in Bikaner-Bikaner Junction and Lalgarh
Railway Station. Both the stations are located at a distance of approximately 6 kms away
from the main city and are well-connected with most of the Indian cities like Delhi,
Jodhpur, Hyderabad, Ahmedabad, Jammu, Mumbai, Kolkatta, Guwahati,
Thiruvananthapuram, and other. Some of the trains that run through this route are
Rajasthan Sampark Kranti Express, Delhi Sarai Rohilla, Bikaner Intercity, Kalka Barmer
Chandigarh Express, Adi Jat Express, Secunderabad Bikaner Express, Jammu Tawi-
Ahmedabad Express.
By Road: The National and State Highways like NH 11, 15, & 89 are very well linked
with other major cities and metros in India. Depending on the budget, the tourists can book
Volvo, luxury, air-conditioned, non-air-conditioned, and deluxe buses, or opt a sleeper
coach for a comfortable journey. Most popular routes that operate from Bikaner connects
Delhi, Ganganagar, Pali, Jodhpur, Agra, Ajmer, Ahmedabad, Jaipur, Jhunjhunu, Jaisalmer,
Udaipur, and Kota. Jodhpur to Bikaner - 250 Km (4h 26 min via NH65 and NH 89)

 Jaipur to Bikaner - 335 Km (5h 21 min via NH11)

 Delhi to Bikaner 450 Km (7h 23 min via NH11)

 Udaipur to Bikaner - 487 Km (8h via NH8 and NH89)

 Agra to Bikaner - 560 Km (8 h 49 min via NH11)

 Kota to Bikaner - 506 Km (8 h 32 min via RJ SH 39 and NH89)

 Ahmedabad to Bikaner - 737 Km (11h 31 min via RJ SH 28 and NH15)
