APPROVAL OF THE FORMULATED CONSITUTION
AND BY - LAWS

Minutes of the Meeting

Hamungaya-Buntatala farmers organizational meeting held at Panila’s Residence, Hamungaya

compound, Brgy. Buntatala, Jaro, Iloilo City. The activity conducted with the assistance of Mam Elisel
Luna and Mam Lucrecia Andrada from the office of the City Agriculturist, Iloilo City and likewise with
the presence of Buntatala barangay officials.

The organizational meeting was started around 1:00 o’clock in the afternoon with a registration
of twenty five (25) farmers interested in joining the association. Prior to the officers’ election, Brgy. Kgd.
Boy Sombero led the opening prayer and then followed by warm welcome message of the Punong
Barangay, Starlene Hosenilla.

Such activity presided by Mrs. Evangeline Santos,a farmer leader of the group and before the
election started, Mrs. Santos cited some advantages and benefits waiting once the farmers of Hamungaya
organized into an association. After which Mrs. Santos proceeded to initiate the election process which
started with nomination for president.

Mrs. Shiela Simauro nominated Josephine Nevares for president while Regie Bicodo nominated
Evangeline Santos. The nomination was closed and unanimously seconded. The votes received by Mrs.
Nevares were 9, while Santos secured 12 votes, illustrating a clear majority in favor of Mrs. Santos. And
with the consensus among attendees was reached, Mrs. Nevares designated as the vice president of the
association.

The election process continued with the nomination for secretary, where Shiela Simaurio
nominated and garnered a majority of 15 votes compared to Anna Rose Loma. Mrs. Simauro emerged as
the secretary while Loma appointed to the role of assistant secretary

The nominees for treasurer position were as follows: Marilou Sumagaysay, Elias Jacosalem and
Alma Loma. After which the nomination was closed and seconded, Sumagaysay received 5 votes,
Jacosalem received 3 votes and Alma Loma emerged as the secretary who got 17 votes. Meanwhile,
Marilou Sumagaysay will serve as the assistant treasurer.

For the position of auditor, Regie Bicodo and Edita Panila were nominated with Bicodo
securing the role of auditor, while Panila as the assistant auditor.

Francisco Sumagaysay elected as the Business manager and Elias Jacosalem as his assistant.

The role of P.R.O. will be fulfilled by Noel Barcalos, Joerelyn Bicodo and Nora Barcarlos

After completion of the election of officers, Punong Barangay Starlene Hosenilla proclaimed the
elected officers of Hamungaya Vegetables Growers Association who will serve from 2024 to 2026.
 For our final activity, an open forum was held led by Mrs. Santos, the newly elected president.
Some issues discussed were the following: the schedule of meeting such as monthly, annual, and
general assembly meeting, including the amount of monthly dues, membership fees and other
contributions which align with the capacity and availability of the members.

The organizational meeting adjourned at 3:15 in the afternoon.

MINUTES DURING THE PRESENTATION. RATIFICATION, ADOPTION AND APPROVAL

OF THE PROPOSED CONSTITUTION AND BY-LAWS OF THE BRGY. CAMALIG RICE AND

VEGETABLE FARMERS ASSOCIATION DURING ITS SPECIAL MEETING HELD ON FEBRUARY

26, 2020. 2:30 IN THE AFTERNOON AT THE COVERED GYM OF BRGY. CAMALIG, JARO

ILOILO CITY

The meeting was immediately called to order when the ratifying members of which are

seventeen (17) Board of Directors of the Association arrived. It was started with an

invocation said by Mrs. Nelia Joquiño. After which Elisel Luna, assisting Agri. Extension

Worker of the City Agri Office enumerated the requirements of the Department of Labor

and Employment (DOLE) for registration of the associations. She said that the requirements

of the Brgy. Camalig Rice and Vegetables Farmer Association were almost complete except

the ratified constitutions and by laws (CBL) and the minutes of its ratification.

Then Mrs. Ma. Elma Macario, the association president, presented the proposed CBL to

wit:

PREAMBLE

WE, the members of Brgy. Camalig rice and vegetable farmers, imploring the aid of

our Divine Providence, in order to pursue sustainable production of rice and vegetables

for our families and communities with common goals and aspirations, strengthen our

capabilities and resources through cooperation, self-resiliency and unity for the betterment

of all, do ordain and promulgate this Constitution and By-laws.

ARTICLE 111

NAME AND DOMICILE

Section 1. NAME - The official name of the organization shall be Brgy. Camalig Rice

and Vegetable Farmers Association

Section 2. DOMICILE - The Association shall hold its office at Brgy. Camalig Jaro, Iloilo

City

(There were no corrections in these articles).

ARTICLE IV

GOVERNMENT

Section 3:

A. MEMBERSHIP OF THE BOARD OF DIRECTORS. The Board of Directors shall be

composed of SEVENTEEN (17) elected/appointive members.

 3. Shall handle such other related functions as maybe directed by the President

and the Board of Directors.

ARTICLE V

MEETING, NOTICE, QOURUM AND OTHER RELATED MATTERS

Section 1. GENERAL ASSEMBLY MEETING - The Association shall hold the General Assembly

Meeting on the 10th of April every two (2) years.

Section 2. ANNUAL MEETING - The annual meeting of the Association shall be hold on the 10th

ARTICLE VII

3 FINANCIAL TANSACTION AND PROPERTY

Section 2 FEES. Member of the Association shall pay the membership fee of PhP 200 and

monthly dues of PhP20 pesos.

Section 8. FISCAL YEAR - The Fiscal Year of the Association shall be from April 1 of the current
year up to March 31 of the preceding year.

Luna emphasized that funds of the association shall not be juggled and borrowed for
personal use. All equipment/s availed and awarded to the association through the Office of the
City Agriculturist must be supported with Memorandum of Agreement (MOA).

After the proposed resolution presented, corrected and has been ratified, Mr. Ariel
Joquiño, vice president of the association moved to adopt and approve the constitution and by-
laws of the Brgy. Camalig Rice and Vegetable Farmers Association effective this 26th day of
February, 2020 and it was unanimously seconded.

The meeting ended at 4:45 in the afternoon.
