1. SCOPE OF COMMISSIONING
The scope of coal pulverizing system commissioning include mill proper, motor,
system dampers and auxiliary equipments. etc.
2. REFERENCE DOCUMENT
The 660MW boiler which designed and manufactured by Harbin Boiler Company Ltd
(HBC) for India Talwandi power plant adopts the supercritical boiler technology developed
by HBC itself. The boiler is π type outdoor arrangement supercritical boiler with variable
pressure operation, single intermediate reheat, single furnace, balanced draft, dry ash
removal and total steel frame suspending structure. It has atmospheric flash type startup
system without recirculating pump and adopts tangential firing, low NOx combustion
burners, 24 burners are arranged in 6 layers. The boiler is equipped with 6 BBD4760
double-ended ball mills direct-fired system of Shanghai Heavy Machinery Co.Ltd, under
BMCR condition, 5 mills are in operation 1 mill is standby.

Six double-in and double-out Ball tube pulverizers are applied in this project, together
with raw coal bin and feeder system. Two sets of primary fans of 50% capacity which
supplies primary cold and hot air for pulverized coal transmission
The boiler combustion system consists of 24 burners which are distributed in 6 layers
and each layer has four burners which are from same mill
Each burner is equipped with a set of High-Energy Spark Ignition system to ignite the
fuel automatically. This device consists of ignition exciter unit, ignition rod, ignition cable,
screened spark plug, oil gun and modular propulsion unit etc. Each igniter is equipped
with an oil gun, which could be used to ignite the burner, warm up the furnace, increase
the boiler load and pressure and stabilize the combustion.
SEPCO1 provides the necessary supports, such as offering oil, coal, instruments,
equipment maintenance and organization of the commissioning assignment.
Professional engineers from HEPERI take in charge of the commissioning work.
Operators from JINGMEN Power Plant are responsible for operation.

(1) Pay attention to warning marks after entering site. Forbid to access area where
someone working above. It is forbidden to enter and work in the area without adequate
lighting.
(2) Electrical equipment must have fine earthing before startup.
(3) Keep a safety distance from the rotating machine.
(4) If something endangering the safety of person or equipment happens in
commissioning period, correlative tests must be stopped, and if necessary the unit should
be stopped.
(6) Control the temperature of mixture from the coal pulverizer’s outlet strictly to avoid
coal pulverizer explosion.
(7) Monitor operating parameters such as mill current, differential pressure, outlet
temperature, coal feeding quantity and primary air flow during coal pulverizer running.
(8) Check coal pulverizer and lubrication station frequently.
(9) When starting or stopping coal pulverizing system, operate according to
equipment instruction manual strictly and avoid maloperation.
7. PRE-COMMISSIONING CHECKLISTS
(1) The civil construction, installation and insulation work of primary air fan, seal fans,
coal pulverizer, coal feeder, and steam fire fighting system are all finished and accepted.
(2) Temperature, air flow, air pressure of coal pulverizing system can be displayed
normally in DCS.
(3) The lubricating oil system of coal pulverizer is OK.
(4) Reducer oil pump, high pressure pump and low pressure pump have been
installed.
(5) Emergency button has been tested.
(6) Dampers of coal pulverizing system are all in service and can act flexibly. Damper
actual position matches up to outside scale.
(7) Scaffolding and sundries have been removed. The covers of ditches and rails of
the ladders are complete. Ground surface of coal pulverizing system is even and clean so
that commissioning personnel can walk through safely.

put desuperheater water into service. If there is something abnormal, deal with it in time. If
necessary, push the emergency button to stop coal pulverizing system.
8.5.2.9 Start the second pulverizer
When the first coal pulverizer‘s output is more than 70% of rated output, put the
second coal pulverizer into operation by the same steps as the first one. When the second
coal pulverizer‘s output is more than 70% of rated output, put the third one into operation.
Put coal pulverizers into operation gradually. Stop oil gun gradually according to
combustion situation.
8.5.2.10 Automation adjustment
Put automatical controlling of coal pulverizing system into operation one by one. If
coal pulverizing system runs unsteadily, operator should cut off the automatical controlling
and switch to manual operation.
8.6 Supervision and adjustment at running condition.
Monitor and record the operational parameter when coal pulverizing system is
running, and adjust operational parameter to make the system run normally.
8.6.1 Adjust flame detectors one by one by manufacturer’s service engineer until they
running steadily and credibly.
8.6.2 Adjust primary air flow, bypass flow and coal pulverizer outlet temperature according
to coal quality and quantity.
8.6.3 Adjust the load of the coal pulverizer properly according to the coal quality and
running conditions.
8.6.4 After the pulverizing system running normally, take coal powder sample to analyze
fineness if possible. If it doesn’t meet the demand of design, adjust operation parameters
in time. If necessary, adjust opening angle of pulverizer separator to meet coal powder
fineness.
8.6.5 When the system is running, pay attention to abnormal voice such as friction,
vibration and brunt.
8.6.6 Monitor whether there is leakage in coal pulverizing system.
8.6.7 Monitor whether there is leakage in cooling water system, lubricating oil system and
fire fighting system.
8.6.8 Pay attention to the coal pulverizer outlet temperature.
8.7 Shut down process for coal pulverizing system
8.7.1 When boiler to reduce load, stop upper burners firstly.

8.7.2 When stopping coal pulverizer, reduce air flow first, then reduce corresponding fuel
load to make the coal level stable. While reducing fuel, pay attention to coal pulverizer
outlet temperature.
8.7.3 When the feeding rate of coal feeder decreased to 50% rated value, control mode
should be switched from automatical to manual operation.
8.7.4 After coal feeder stop, close the coal feeder outlet valve.
8.7.5 Keep the minimum air flow into the coal pulverizer and then stop coal pulverizer till
the coal level decrease to the least value.
8.7.6 When unit load down, coal pulverizers should be stopped one by one. When the
single pulverizer‘s load reduced below 40%, put nearby oil guns into operation to stablize
combustion.
8.7.7 After coal pulverizer stops, keep monitoring coal pulverizer outlet temperature. If
necessary, put fire fighting system into operation.
8.7.8 When all the coal pulverizers stop, it should be postponed 5 minutes to stop sealing
air fan.
